Regulations on the Promotion of the Construction of National Important Energy and Strategic Resource Bases in the Inner Mongolia Autonomous Region

Chapter I: General Provisions

  Article 1 These Regulations are formulated on the basis of relevant national laws and regulations and in light of the actual conditions of the autonomous region, so as to build a national important energy and strategic resource base, regulate the development and utilization of energy and strategic resources, promote the high-quality development of the energy and strategic resources industry, and ensure the security of energy and strategic resources.

  Article 2 These Regulations shall apply to the promotion of the construction of national important energy and strategic resource bases and related activities within the administrative area of the autonomous region。

  Article 3 The construction of national important energy and strategic resource bases shall be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, adhere to the leadership of the Communist Party of China, firmly grasp the strategic positioning of the Party Central Committee for Inner Mongolia, implement the new development concept completely, accurately and comprehensively, take the sense of forging the Chinese national community as the main line, take ecological priority and green development as the guide, promote the transformation and upgrading of traditional energy industries, vigorously develop green energy, and strengthen the protective development, high-quality utilization and standardized management of strategic resources such as rare earths. Strengthen the on-site deep processing of energy resources, expand and strengthen the country's important energy base, and develop strategic resource industries.

  Article 4 The Autonomous Region shall further promote the energy revolution, strengthen the clean and efficient use of coal, intensify the exploration and development of oil and gas resources, increase reserves and production, accelerate the planning and construction of a new energy system, and improve the production, supply, storage and marketing system。

  Article 5 The Autonomous Region shall establish a coordination mechanism for the construction of national important energy and strategic resource bases, and establish a work coordination body, which shall be responsible for the overall coordination, promotion and implementation of the work related to the construction of national important energy and strategic resource bases, and the study and resolution of important problems and major issues in the work。

  Article 6 The people's governments at or above the banner county level shall strengthen leadership over the construction of national important energy and strategic resource bases, and urge all relevant departments to perform their supervision and management duties in accordance with law。

  The departments of energy, natural resources, development and reform, industry and information technology, science and technology, finance, human resources and social security, housing and urban-rural construction, ecology and environment, transportation, water administration, commerce, state-owned assets supervision and management, forestry and grassland of the people's governments at or above the banner county level shall, within the scope of their respective duties, perform the supervision and management duties of building national important energy and strategic resource bases within their respective administrative areas in accordance with the law.

  Article 7 The people's government of the autonomous region shall organize the competent departments of energy and natural resources to prepare the energy and mineral resources plans of the autonomous region on the basis of the national comprehensive energy plan and mineral resources plan, and shall supervise and inspect the implementation of the plans。

  Article 8 The development and utilization of energy and strategic resources shall strengthen the implementation of the main responsibility for production safety, adhere to the principle of safety first, prevention first, and comprehensive management, establish and improve rules and regulations for production safety, strengthen supervision and management of production safety, implement territorial supervision and departmental supervision responsibilities, ensure investment in production safety, and prevent and reduce production safety accidents。

  Article 9: The autonomous region shall promote carbon reduction, pollution reduction, green expansion, and growth in a coordinated manner, organically integrate the development and utilization of energy and strategic resources with the protection of the ecological environment, and improve the compensation mechanisms for pollution control, ecological restoration, land reclamation, and ecological protection for major energy and strategic resource construction projects。

  Units and individuals engaged in the development and utilization of energy and strategic resources shall abide by the provisions of relevant laws and regulations on environmental protection, reduce consumption, control and prevent pollution, reduce greenhouse gas emissions, and perform the obligations of pollution control, ecological protection or land reclamation in accordance with the law.

  The mining right holder shall, in accordance with the relevant provisions of the state and the autonomous region, fulfill the obligation of green mine construction.

  Article 10 The construction of national important energy and strategic resource bases shall comply with the requirements of land and spatial planning and use control, and strictly abide by the three control lines of cultivated land and permanent basic farmland, ecological protection red lines, and urban development boundaries.

Chapter 2 Clean and Efficient Utilization of Coal

  Article 11 The autonomous region shall take measures to strengthen the safe, green and intelligent mining and clean and efficient intensive utilization of coal, coordinate the promotion of energy-saving and carbon-reduction transformation, flexibility transformation and heating transformation of coal-fired power, develop modern coal chemical industry, build a coal-based industrial chain, and realize stable production, stable supply and value-added transformation of coal。

  Article 12 The autonomous region shall coordinate the carrying capacity of the ecological environment and the conditions for the existence of coal resources, integrate coal resources, revitalize the blank corner resources and gap resources in mining areas, optimize the layout of coal production capacity, release advanced coal production capacity in an orderly manner, eliminate backward production capacity, establish a long-term mechanism for the green development of coal mines, promote the construction of modern coal mines, promote the increase of good coal mines and eliminate the inferior, and build an intensive and efficient coal supply guarantee base。

  Article 13 The Autonomous Region shall formulate policies to support the mine optimization system, improve the standard system for the construction of green and intelligent coal mines, improve the policy system for supporting the development of intelligent technology, equipment and talents in coal mines, and accelerate the intelligent transformation of coal mines。

  Article 14 The Autonomous Region shall formulate and improve policies for the comprehensive utilization of resources such as coal gangue, mine water, and underground coal mine gas extraction, as well as the ecological governance and restoration of mining areas, and encourage the use of coal mining subsidence areas and open-pit dumps to carry out the development and construction of new energy and energy storage projects。

  Article 15 The autonomous region shall coordinate the needs of the power system for safety and capacity building, scientifically and rationally determine the scale of coal-fired power, optimize and adjust the distribution of coal-fired power, combine it with the development and utilization of new energy, persist in giving priority to transformation and upgrading, and strictly control the incremental coal-fired power projects。 In areas where it is really necessary to add new coal-fired units, moderately develop supporting coal-fired power to ensure safety and cogeneration units to ensure people's livelihood.

  Article 16 The Autonomous Region shall take measures to promote the green and intelligent transformation of traditional coal-fired power plants, applying new models such as multi-energy complementarity, source-grid-load-storage, and virtual power plants, to promote the coupled development of traditional coal-fired power plants and new energy, so as to realize the green and low-carbon supply of electricity。

  Article 17 The Autonomous Region shall comprehensively promote advanced and applicable energy-saving and emission-reduction technologies, implement energy-saving and environmental protection standards, adopt advanced power generation technologies such as ultra-supercritical, thoroughly implement ultra-low emission and energy-saving upgrading of coal-fired units, phase out outdated coal-fired units in a planned manner, improve the overall energy efficiency of coal-fired power plants, and establish advanced and clean coal-fired power systems and urban heating systems。

  Article 18 The Autonomous Region shall take measures to promote the on-site deep processing of coal resources, focusing on the national energy strategic technology reserves and production capacity reserves, adjusting and improving the policy on the classified transfer of coal for chemical raw materials, and building high-quality modern coal chemical projects and industrial demonstration zones。

  Article 19 Encourage and support the development of the entire coal-based industrial chain, accelerate the extension of the chain of modern coal chemical industry, coal coking and other projects, expand the chain and strengthen the chain, promote the extension of the industrial chain to the direction of high-end, and extend the products to the direction of refinement such as new materials and chemicals, promote the transformation of coal from fuel-based to fuel-based and raw materials, and promote the clean and efficient use of coal.

  Article 20 Encourage the development of high-alumina fly ash extraction, alumina, aluminum-silicon alloy and other fly ash comprehensive utilization industries, and build a national fly ash resources comprehensive utilization base.

Chapter III Oil and Gas Development and Utilization

  Article 21 The Autonomous Region shall take measures to intensify the exploration and development of oil and gas resources, promote projects such as the control and decline of oil and gas fields, the enhancement of oil recovery, and the stabilization of production, so as to increase oil and gas reserves and production, and enhance oil and gas supply capacity。

  Article 22 The autonomous region shall take measures to accelerate the exploration, development and utilization of unconventional oil and gas resources such as shale gas and coalbed methane, and to promote the construction of projects such as coal-to-oil and gas and natural gas extraction of helium。

  Article 23 The Autonomous Region shall take measures to enhance the clean and efficient exploitation capacity of oil and gas fields, promote the transformation and upgrading of the refining and chemical industry, and increase the synergy of pollution reduction and carbon reduction。

  Article 24 The autonomous region shall improve the mechanism for the coordinated development of oil and gas and wind energy, solar energy and other energy resources, encourage enterprises to use their own construction land to develop wind and solar energy and other new energy sources and build distributed energy facilities, and build multi-energy integrated regional energy supply systems in oil and gas fields。

  Article 25 The Autonomous Region shall implement the requirements of the State for the establishment of coal-to-oil and gas production capacity and technical reserves, and shall rationally plan and lay out the construction of coal-to-oil and gas projects with the guidance of enhancing the capacity for independent energy guarantee and promoting the clean and efficient utilization of coal, steadily promote the demonstration and upgrading of coal-to-oil and gas pilot projects, promote the healthy development of the coal-to-oil and gas industry, and provide strategic support capacity for oil and gas supply。

  Article 26 The autonomous region shall take measures to improve the oil and gas pipeline network facilities, promote the interconnection of relevant pipelines, promote the integration of natural gas pipelines in the region into the national network, and improve the guarantee capacity of the pipeline network system。

  Article 27 Traditional gas stations and gas stations are encouraged to build integrated transportation and energy service stations integrating oil, gas, electricity, and hydrogen。

  Article 28 Strengthen the promotion and demonstration of carbon dioxide capture, utilization and storage technology, expand the application of carbon dioxide oil flooding technology, and explore the use of oil and gas exploitation to form underground space for carbon dioxide storage。

Chapter IV Development and Utilization of New Energy

  Article 29 The Autonomous Region shall list the development and utilization of new energy as a priority area for energy development, scientifically and rationally formulate the total target for the development and utilization of new energy, and take corresponding measures to promote the establishment of a new energy market, give full play to the advantages of the new energy industry, and make every effort to develop a modern energy economy。

  Article 30 The autonomous region shall innovate new energy development and utilization models, accelerate the construction of a new power system with new energy as the main body, deepen the reform of decentralization, management and services in the field of new energy, improve relevant supporting policies to support the development of new energy, support and guide the healthy and orderly development of the new energy industry, ensure reasonable space needs for the development of new energy, and give full play to the ecological and environmental protection benefits of new energy.

  Article 31 The competent department of energy of the people's government of the autonomous region shall, in conjunction with the relevant departments at the same level, draw up a plan for the development and utilization of renewable energy in the autonomous region in accordance with law, and make overall arrangements for the development and utilization of new energy sources such as wind energy, solar energy, hydrogen energy, nuclear energy, and biomass energy, in accordance with the principles of adapting measures to local conditions, taking into account overall considerations, rational layout, and orderly development。

  Article 32: The autonomous region shall make overall plans to promote the construction of large-scale wind power and photovoltaic bases, accelerate the construction of large-scale wind power and photovoltaic bases with a focus on deserts, Gobi and desert areas, and lay out the construction of large-scale wind power and photovoltaic bases in areas rich in new energy resources。

  Article 33: Encourage the development of planting, forestry, eco-tourism agriculture, and desert economy in photovoltaic farm areas through means such as photovoltaic ecology, agriculture and light complementation, and forest and light complementation, so as to help rural revitalization.

  Article 34 The autonomous region shall take measures to promote new industries with new energy, promote the application of new energy in diversified scenarios, promote the substitution of a high proportion of green electricity for energy use in key industries and key parks, and increase the capacity of local consumption of new energy through market-oriented methods of new energy consumption, such as the integration of source, grid, load and storage, the integration of wind and solar hydrogen production, the substitution of renewable energy for coal-fired captive power plants, green power supply in parks, the flexible transformation of thermal power, and full self-generation and self-consumption。

  Encourage industrial parks to build low-carbon industrial park demonstration projects, through self-built distributed energy, green power trading, green certificate trading, etc., to realize that the new electricity demand in the park is mainly met by new energy, and improve the overall energy efficiency of the park.

  Article 35 The autonomous region shall take measures to promote innovation in technology, products and applications of the hydrogen energy industry, focus on breaking through technological bottlenecks, enhance the stability and competitiveness of industrial and supply chains, and strengthen the prevention and control of major risks in the entire industrial chain。

  Article 36 The Autonomous Region shall take measures to promote the construction of a clean, low-carbon, and low-cost diversified hydrogen production system, focusing on the development of hydrogen production from renewable energy, and strictly controlling hydrogen production from fossil fuels。 Make full use of industrial by-product hydrogen resources such as coke oven gas and chlor-alkali chemical tail gas, promote the recovery, purification and utilization of industrial by-product hydrogen, lay out new energy hydrogen production projects in areas with hydrogen absorption capacity, promote the large-scale development of new energy hydrogen production, and cultivate blue hydrogen and green hydrogen production bases.

  Article 37 The Autonomous Region shall take measures to explore the commercialization path of hydrogen energy utilization, guide the standardized development of the industry, actively and orderly carry out demonstrations of the application of hydrogen energy in the industry, accelerate the research, promotion and application of hydrogen energy in transportation, chemical industry, metallurgy and other fields, promote the application of hydrogen fuel cell heavy trucks and buses, promote the production of green hydrogen to synthesize green ammonia and green alcohol, carry out green hydrogen metallurgical demonstrations, and promote the commercial application of green hydrogen chemical industry and green hydrogen metallurgy。

  Article 38 The Autonomous Region shall take measures to promote the construction of new energy equipment manufacturing bases, focusing on the wind, solar and hydrogen storage industry chain, introducing leading equipment manufacturing enterprises, cultivating specialized, special and new small and medium-sized enterprises, forming a supply capacity for the whole industrial chain supporting markets that meet the needs of the region, supplying the surrounding areas, and radiating the whole country, and building a national base for new energy equipment manufacturing。

Chapter V: Green and safe development and utilization of strategic resources

  Article 39: The autonomous region is to employ measures to give full play to the advantages of strategic resources, promote the rational and orderly development of strategic resources, coordinate development and protection, and bring about the full connection between ecological protection red lines and other lines of control and strategic resource areas.

  Article 40 The autonomous region shall take measures to promote the green and intensive utilization of strategic resources, accelerate the integrated development of mining, selection, smelting and processing of strategic resources, form a development and construction model of rational mining, centralized selection, fixed-point metallurgy, and nearby processing and transformation, and promote the development of strategic resources in the direction of total management, scientific allocation, comprehensive conservation, and high-value utilization.

  Improve the secondary strategic resource recycling system and policy system, accelerate the construction of strategic resource recycling bases, and promote the construction of demonstration projects for comprehensive waste disposal with high environmental protection standards and advanced technology.

  Article 41 The Autonomous Region shall take measures to intensify the exploration of strategic resources, focusing on the exploration of iron, lithium, copper, gold, niobium, tantalum, rare earths, rare metals, rare metals, rare metals, and other strategic minerals that are in short supply and emerging in the country. Carry out deep and peripheral prospecting actions in rare earth, tin, gold, uranium, nickel, fluorite and other mines in accordance with the law to extend the service life of the mine.

  Article 42 The autonomous region shall take measures to optimize the structure of mines, control the number of mines, increase the proportion of large and medium-sized mines, and shut down mines that are technologically backward, waste of resources and seriously polluted by the environment, and do not have the conditions for safe production.

  New mines shall be planned, designed, constructed, operated and managed in strict accordance with green mine construction standards. Production mines shall implement green upgrading, strengthen the operation and management of tailings ponds, and prevent and resolve environmental and safety risks.

  Article 43: People's governments at all levels shall strengthen efforts to protect strategic resources in accordance with law.

  Before the construction of railways, factories, reservoirs, oil pipelines, power transmission lines and various large buildings or building complexes, the construction unit shall learn from the competent department of natural resources about the distribution and exploitation of important mineral resources in the area where the proposed project is located. Where strategic resources are involved, they shall be avoided in accordance with law. It must not be overridden without the approval of a department authorized in accordance with law.

  Article 44 Those engaged in the exploration and exploitation of strategic resources shall adopt advanced and applicable processes, equipment and products, and select environmentally friendly and safe exploration and exploitation technologies and methods, so as to avoid or reduce damage to resources and the ecological environment; It is forbidden to use processes, equipment and products that have been eliminated by the state. Engaging in resource exploration and exploitation activities in ecologically sensitive areas shall comply with relevant management and control requirements, and employ protective measures such as avoidance, mitigation, and timely restoration and reconstruction, to prevent environmental pollution and ecological damage.

  Article 45 While exploiting strategic resources, symbiotic and associated minerals with industrial value shall be uniformly planned, comprehensively exploited and utilized to prevent waste; Effective protective measures should be taken to prevent loss and damage to minerals that cannot be comprehensively mined for the time being or that must be mined at the same time and cannot be comprehensively utilized for the time being, as well as tailings containing useful components.

Chapter VI Development and Utilization of Rare Earths

  Article 46 The autonomous region shall protect and rationally develop and utilize rare earth resources in accordance with the law, standardize the development of the entire rare earth industry chain, and build the country's largest rare earth new material base and the world's leading rare earth application base。

  Article 47 The Autonomous Region shall take measures to intensify scientific and technological research on the utilization of rare earths, support scientific research institutes, institutions of higher learning and enterprises in carrying out research on key core technologies in key areas such as green smelting and separation of rare earths and new rare earth materials and applications, promote the transformation and application of major scientific and technological achievements, and break through key technological bottlenecks in processes, equipment and materials。

  Article 48 The Autonomous Region shall take measures to promote the extension of the rare earth industry chain, carry out the industrial application of rare earth materials, encourage the development of rare earth deep processing and application industries, high-end rare earth applications and intelligent and green projects, improve the quality of new rare earth materials and the level of intelligent manufacturing, and strengthen the rare earth industry chain。

  Article 49 The Autonomous Region shall take measures to promote the comprehensive transformation of the rare earth industry, carry out actions to peak carbon emissions and achieve carbon neutrality, energy conservation, consumption reduction and emission reduction in the rare earth industry, implement intelligent technological transformation in production links, and promote the construction of big data platforms, industrial Internet and product trading platforms for the rare earth industry。

  Article 50 The autonomous region shall take measures to give full play to the leading role of rare earth enterprises, improve the conversion rate of local processing of rare earths, and increase the output value of the rare earth industry。

  Article 51 Investment in the construction of rare earth mining and dressing projects or rare earth smelting and separation projects shall go through approval formalities in accordance with law。 Without approval, no unit or individual shall invest in the construction of rare earth mining, rare earth smelting and separation projects.

  Article 52 Encourage and support the use of environmentally friendly technologies and processes to recycle secondary resources containing rare earths。

  Comprehensive utilization enterprises shall not use rare earth products other than secondary resources containing rare earths as raw materials to engage in smelting and separation production activities.

  Article 53 No unit or individual may purchase or sell rare earth products that are illegally mined, smelted and separated。

Chapter VII Construction of Production, Supply, Storage and Marketing System

  Article 54 The autonomous region shall take measures to promote the establishment of a safe and reliable energy supply guarantee system, strengthen the capacity to guarantee the energy supply base, improve the quality of energy supply, stabilize the energy transmission capacity, and ensure the safe and stable supply of coal, electricity, oil and gas。

  Article 55 The autonomous region shall improve the mechanism for energy development and utilization, change the mode of energy development, and support enterprises, Gacha village collectives, farmers and herdsmen in purchasing shares with the right to use construction land, the right to use collective non-public welfare construction land, and the right to contract and operate land, participate in the construction of energy projects, and share the benefits of energy development。

  Article 56 The autonomous region shall make overall plans for the needs of power system security, the development of new energy, and the guarantee of heat supply for people's livelihood, scientifically arrange supporting power sources to ensure the security of electricity supply and regulatory power supply projects to promote the consumption of new energy, and promote the transformation of coal-fired power from a main power source to a basic guarantee and system regulation power source。

  Article 57 The autonomous region shall strengthen the planning of new energy power sources and the overall planning and coordination of power grids, and new energy power supply projects such as wind power and photovoltaic power generation and supporting transmission projects shall be planned and implemented simultaneously。

  Article 58 The autonomous region shall take measures to promote the construction of high-proportion new energy transmission channels, increase the scale of new energy transmission in existing channels, promote the integrated transformation of wind, solar, thermal and storage transmission channels such as AC UHV and point-to-grid, and increase the proportion of new energy in DC UHV and AC UHV transmission channels。

  Improve the mechanism for the transmission and consumption of green electricity, carry out medium- and long-term transactions for wind, solar and thermal power bundles, promote the determination of inter-provincial and cross-regional electricity transmission and price by negotiation between the sending and receiving parties or through market-oriented transactions, support new energy power generation enterprises to participate in inter-provincial spot transactions, and promote cross-provincial and cross-regional consumption of new energy power。

  Article 59 The autonomous region shall take measures to optimize the backbone grid of the power grid, implement the project of strengthening the power grid, focus on the construction of power grid projects that improve the transmission capacity of the power grid section, meet the demand for new energy transmission, and improve the mutual assistance capacity of regional electric power, promote the extension of the ultra-high voltage grid to border areas and the end of the power grid, appropriately advance the planning and layout of the construction of the main grid grid and new energy supporting transmission projects, and promote the intelligent transformation of the power grid and the construction of smart microgrids。

  Article 60 The autonomous region shall make overall plans to promote the building of energy reserve capacity, and promote the establishment and improvement of the coal, electricity, oil and gas reserve system and the coal emergency reserve capacity system。

  Article 61 The autonomous region shall take measures to strengthen the construction of emergency backup power supply, implement the transformation of coal-fired power plants in key sections of the power grid, promote the conversion of retired power units into emergency backup power sources in accordance with the principle of retirement without dismantling, and deploy emergency power supplies for disaster recovery, so as to enhance the capacity of electric power emergency support under extreme circumstances。

  Article 62 The autonomous region shall take measures to improve the regulation capacity of the power system, orderly promote the flexible transformation of coal-fired units, and promote the construction of pumped storage and other energy storage power stations。 Establish and improve the capacity compensation mechanism of new energy storage power stations, promote the marketization, industrialization and large-scale development of new energy storage, encourage and support the construction of independent or shared energy storage power stations in key nodes of the power grid and remote areas, encourage and support new energy storage power stations to participate in the electric energy and auxiliary service market, and new new energy power stations shall be equipped with energy storage facilities in accordance with the provisions of the state and autonomous regions。

  Article 63 The autonomous region shall take measures to improve the level of energy infrastructure and public services in rural and pastoral areas, improve the efficiency of energy use in production and daily life, strengthen the guarantee of clean energy in rural and pastoral areas, increase the supply of clean and high-quality energy, increase the proportion of clean energy in energy consumption, improve the conditions for farmers and herdsmen to use energy for cooking, heating, etc., implement projects to consolidate and upgrade power grids in rural and pastoral areas, continue to strengthen the construction and transformation of power grids, improve the level of power security, and promote the upgrading of energy electrification。

  Article 64 The autonomous region shall take measures to strengthen cooperation and exchanges in the field of energy, and deepen all-round cooperation in coal, electricity, oil and gas with Russia and Mongolia and neighboring provinces。 Promote domestic international cooperation and exchanges in the field of new energy and new materials, and create a high-level cooperation and exchange platform.

Chapter VIII: Safeguard Measures

  Article 65 The people's governments at or above the banner county level shall include the construction of national important energy and strategic resource bases in the national economic and social development plans at the corresponding level, and the necessary funds shall be included in the fiscal budget at the corresponding level。

  Article 66: The people's governments at or above the banner county level and their relevant departments shall increase the extent of safeguards for the use of energy, mines, water, land and other elements of the project, tighten the entry threshold for the project, and raise the level of conservation and intensive utilization of resources.

  The people's governments at or above the banner county level and their relevant departments shall deepen the reform of the standard land for industrial land in various development zones and promote the transfer of net land.

  Article 67 In the construction of important national energy and strategic resource bases, collectively owned land in rural and pastoral areas may be used through leasing, shareholding and dividends; Where it is truly necessary to expropriate or requisition collectively owned land in rural and pastoral areas, legal procedures shall be strictly performed and the lawful rights and interests of land owners and users shall not be harmed.

  Article 68: People's governments at or above the banner county level and their relevant departments shall make good use of all kinds of monetary policy tools, encourage financial institutions to innovate financial products and financing models, and continue to increase the extent of financial support.

  Article 69 The Autonomous Region shall take measures to strengthen the capacity building of scientific and technological innovation, improve the incentive mechanism for scientific and technological innovation, encourage and support scientific and technological innovation in the field of energy and strategic resources, promote the establishment of a scientific and technological innovation system with enterprises as the mainstay, market-oriented, and a combination of production, education and research, and take measures to promote the research and development, demonstration, promotion and application of new technologies, new products and new equipment in the field of energy and strategic resources。

  Article 70: The autonomous region shall take measures to carry out innovative demonstration construction, build innovative demonstration projects in key areas such as the integration of source, grid, load and storage, new energy microgrids, zero-carbon industrial parks, modern coal chemical industry, and intelligent green mining of resources, and implement major scientific and technological projects in frontier fields such as large-scale new energy hydrogen production, new power systems, carbon capture, utilization and storage, and rare earth functional materials, so as to create a national source of innovation demonstration.

  Article 71 The Autonomous Region shall take measures to strengthen the construction of innovation platforms, promote the optimal allocation of scientific research forces of scientific research institutes, institutions of higher learning and enterprises, integrate them into the national energy and strategic resource innovation system, promote the establishment of the Inner Mongolia base of national laboratories, promote the construction of R&D and application bases for the clean and efficient use of coal, and national technology innovation centers for new rare earth materials, and promote the optimization and upgrading of key laboratories such as new energy and rare earths。

  Article 72 The autonomous region shall cultivate and introduce high-level talents, industry leading talents, technical leaders and compound talents around major projects, major projects and key industrial chains for the construction of important national energy and strategic resource bases.

  The competent department of education and other relevant departments of the people's government of the autonomous region shall support and guide institutions of higher learning to carry out the cultivation of talents in short supply in the energy field in combination with the training needs of energy-related professionals proposed by the competent department of energy under the State Council, and encourage institutions of higher learning, scientific research institutions and enterprises to cooperate in cultivating energy-related professionals。

  Article 73: State organs, people's organizations, enterprises, public institutions, and social organizations shall strengthen publicity and education on laws and regulations related to the construction of important national energy and strategic resource bases, and enhance the awareness of the entire population to abide by the law; Actively carry out activities to popularize energy science and technology knowledge, support social intermediaries and other relevant units and individuals to engage in energy science and technology consulting and services, and improve the level of energy science and technology knowledge and scientific energy use of the whole people.

  Article 74 The work of building a national important energy and strategic resource base shall implement a leadership responsibility system and a target responsibility evaluation system, and include it in the performance appraisal system for leading groups and leading cadres。

  Article 75: The Standing Committee of the People's Congress at or above the banner county level shall strengthen supervision of the work of building important national energy and strategic resource bases by hearing and deliberating special reports of the people's governments at the same level, organizing law enforcement inspections, and other such means.

  Article 76 The people's governments at or above the banner county level shall give commendations and awards to organizations and individuals that have made outstanding contributions to the construction of national important energy and strategic resource bases in accordance with the relevant provisions of the State and the autonomous region。

  Article 77: Where relevant state laws and regulations have already made specific provisions on punishment for conduct violating the provisions of these Regulations, follow those provisions.

  Article 78 Where anyone neglects his duties, abuses his power, or twists the law for personal gain in the construction of a national important energy and strategic resource base, the directly responsible managers and other directly responsible personnel shall be punished in accordance with law; where a crime is constituted, criminal responsibility is pursued in accordance with law.

Chapter IX: Supplementary Provisions

  Article 79: These Regulations take effect on September 1, 2023.
