The South China Institute of Environmental Sciences of the Ministry of Ecology and Environment (Institute of Eco-Environmental Emergency Response of the Ministry of Ecology and Environment) continues to support the construction of "zero-waste cells" in Chongqing, Huizhou, Zhongshan and Guangzhou, and gradually forms a "zero-waste factory" and "zero-waste park" of "combination of standard technology" + "three synergies of emission reduction, pollution reduction and carbon reduction" + "win-win situation of government, industry, academia and research" by identifying the laws of material and energy coupling metabolism at different scales such as typical industries, enterprises and parks, formulating construction standards, developing technical equipment and guiding cell construction No waste cells" construction mode.

Formulate construction standards and cultivate "waste-free cells". Combined with the characteristics of the industry's pollution production and the industrial structure of various regions, focusing on the construction goals of improving the ability of solid waste pollution prevention and control, improving the environmental management system of enterprises, and comprehensively improving the level of environmental management, the construction standards of "zero-waste factories" and "zero-waste parks" are formulated by industry. The construction plan of "zero-waste factory" and "zero-waste park" prepared by Chongqing City, Sichuan Province, Guangzhou City, Huizhou City, Zhongshan City and other electronic circuit industries, electroplating industry, petrochemical industry, and solid waste utilization and disposal industry have been issued and implemented.

Research and development of technology and equipment, the development of new quality productivity. The South China Institute (Emergency Response Institute) has independently developed and formed rapid identification technology for organic complexes, heterogeneous Fenton high-efficiency oxidation technology, and electrically coupled online recovery technology for heavy metal resources, realizing rapid identification, efficient oxidation and efficient resource recovery of heavy metal organic complexes in wastewater, treating 840,000 tons of electroless plating wastewater and waste liquid, and the recovery rate of heavy metals in wastewater is more than 92%. The research and development of in-situ depth reduction of biochemical sludge and the resource utilization of mineral elements and intensive integrated equipment have reduced the moisture content of the sludge to 45% and the recovery rate of nitrogen and phosphorus elements to 80%, effectively solving the traditional problems of high moisture content, large volume and high treatment cost of biochemical sludge.

The whole process of technical guidance construction, waste reduction, emission reduction and carbon reduction synergistically tap the new potential of "waste-free cells".

Recycling, reduction and harmlessness are the basic principles, guiding the park to further optimize the classified collection and treatment of various types of solid waste, and gradually building a "small circulation of enterprise tank liquid online circulation-middle cycle of material and energy cascade utilization in the park-large cycle of comprehensive utilization of social solid waste" through the promotion of online recycling technology of waste tank liquid, the construction of a solid waste comprehensive utilization technology center and the construction of a numerical intelligent management platform By 2030, we will strive to achieve the full utilization of liquid hazardous waste and zero hazardous waste except sludge.

Guiding the "Waste-free Park" of Guangzhou Private Science and Technology Park Construction, guide the park to promote more than 2 enterprises to carry out production line transformation and upgrading, introduce automated production equipment, improve resource utilization efficiency, and achieve source reduction of industrial solid waste; promote more than 1 enterprise with machining production line to introduce oily scrap metal scrap de-oiling facilities, open up the resource utilization channels of deoiled metal scraps, and improve the comprehensive utilization rate of oily metal scraps in the park; promote more than 2 enterprises with large energy consumption to build distributed photovoltaic power generation systems and energy storage systems, save production electricity, improve the utilization rate of clean energy in the park, and reduce energy consumption and carbon emissions; rely on the park's big data center and twin brain center to build solid waste and carbon emission modules in the parkIt visually displays the generation, utilization and disposal of solid waste in the park and its whereabouts, regularly calculates the carbon emission intensity of the park based on the energy consumption of the park, and identifies the key energy-using and carbon emission units in the park.

The whole chain is synergistic and cohesive, and the win-win situation of government, industry, academia and research creates a new model of "no waste cells".

It continues to serve the construction of "zero-waste cells" in key areas and key industries, and gradually forms a new model of "zero-waste cells" construction with the guidance of the environmental management department, the leading role of enterprises, the scientific and technological support of the whole process of our firm, and the multi-party participation of third-party companies in the investment and operation and maintenance of key projects.
