In 2023, the pace of ecological and environmental governance in Ningxia will accelerate.

The Yellow River "bend" Ningxia battle was launched in an all-round way, and 3.8 million mu of afforestation, grass planting and desertification control were launched, exceeding the annual task. The "One River and Three Mountains" project has been accelerated, the Ningxia section of the main stream of the Yellow River has maintained Class II access and exit, the flood control project at the eastern foot of Helan Mountain has started construction, the Liupan Mountain National "Shanshui" project has been launched, the Luoshan Land Greening Demonstration Project has been fully completed, and the regional biodiversity has been significantly improved.

Our district plans and promotes the ecological and environmental protection work of the new journey with a higher position, a wider field of vision and stricter requirements. Formulate a plan to promote the eight-character key task of "protection, reconstruction, and production first", implement 11 major environmental protection research, arrange 4.07 billion yuan of special funds from the central government and the autonomous region, and implement 119 major engineering projects. On February 23, Ningxia Huanou New Energy Technology Co., Ltd. with an annual output of 35GW of high-purity solar ultra-thin monocrystalline silicon wafer project has fully entered the production stage, which is one of the key projects promoted by the autonomous region. On the same day, the Department of Ecology and Environment of the Autonomous Region and the Yinchuan Municipal Administration of Examination and Approval Services paid a return visit to the progress of key projects in the Autonomous Region.

Chen Xinyi, deputy general manager of Ningxia Zhonghuan Industrial Park Management Co., Ltd., said that in the process of handling the environmental impact assessment procedures for new projects, the staff of functional departments such as ecological environment followed up at any time, so that enterprises could truly feel the "Ningxia speed".

As an important part of the ecological environment sector to serve economic and social development, environmental impact assessment is not only the first line of defense to protect the lucid waters and lush mountains in development, but also the key to serving local economic development on the basis of guarding the bottom line of ecological and environmental protection.

On February 24, at the Yinchuan Small and Micro Enterprises Hazardous Waste Collection and Storage Center, the staff of the Autonomous Region Department of Ecology and Environment and other two departments conducted another inspection on the construction of hazardous waste collection, storage and sewage facilities of the enterprise.

"The hazardous waste category involved in the original EIA approval of our enterprise has been adjusted from 10 categories and 55 sub-categories to 16 categories and 52 sub-categories, after declaring the EIA approval to the local ecological environment department, in mid-January, the Yinchuan Municipal Ecological Environment Bureau and the Yinchuan Municipal Examination and Approval Service Administration quickly organized experts to conduct a technical review of the enterprise, and passed the new EIA approval after the project change, ensuring the smooth progress of the project construction. Xu Xinli, general manager of the Yinchuan Small and Micro Enterprises Hazardous Waste Centralized Collection and Storage Center, said.

Yu Xin, a second-level researcher of the Environmental Impact Assessment and Emission Management Department of the Autonomous Region Department of Ecology and Environment, said that since 2023, the ecological environment system of our region has focused on the needs of the project to seize time and progress, move forward, extend services, and continue to promote the speed and efficiency of environmental impact assessment and approval, and more than 5,400 construction projects have enjoyed the dividends of Ningxia's environmental impact assessment reform. Recently, the Department of Ecology and Environment of the Autonomous Region has solicited 23 major projects in 2024, completed the environmental impact assessment and approval of 120 construction projects in the region, with a total investment of about 8.614 billion yuan, and filed 402 environmental impact registration forms, with a total investment of about 8.62 billion yuan.

The relevant person in charge of the Department of Ecology and Environment of the Autonomous Region said that the Fifth Plenary Session of the 13th Party Committee of the Autonomous Region put forward the main goals of the "Three Key Nodes" and the key tasks of the "Nine Wars"; the Sixth Plenary Session of the 13th Party Committee of the Autonomous Region continued to make progress, emphasizing the efforts to strengthen the green foundation of high-quality economic development; and the 2024 Government Work Report further proposed to highlight the core concept of "four major battles" and strive to create a Beautiful China Pilot Zone. This fully demonstrates the will and determination of the autonomous region to do a good job in ecological and environmental protection, and it is also a great opportunity for the ecological and environmental departments of our region to take advantage of the momentum and work hard to gnaw hard bones, pull out hard nails, and fight a tough battle.

According to the 2024 ecological environment quality goals and tasks, the ratio of days with excellent ambient air quality, the average concentration of PM_2.5 and the ratio of days with heavy pollution should complete the national goals and tasks, and the ambient air quality should reach the national second-level standard, the proportion of excellent water quality in 20 national assessment sections should be stable at more than 80%, the proportion of inferior Class V water bodies should be controlled within 10%, and the water quality of the whole basin of the Ningxia section of the main stream of the Yellow River should be stable and maintained at Class II. The ecological quality index has increased steadily, and the reduction in carbon emission intensity has steadily reached the 14th Five-Year Plan. The ecological environment system of our region will continue to thoroughly implement the "Opinions of the Central Committee of the Communist Party of China and the State Council on Comprehensively Promoting the Construction of a Beautiful China" and the arrangements and arrangements of the Fifth Plenary Session of the 13th Party Committee of the Autonomous Region, reconcile and implement the annual tasks of the "1+4" series of documents, and strive to promote the construction of a beautiful Ningxia and strive to build a beautiful China Pilot Zone.
