According to reports, in order to fight the tough battle of "gas control", in 2023, Chongqing will promote the performance rating of air pollution prevention and control of enterprises in key industries, and evaluate 1 A-level enterprise and 27 B-level enterprises. "The performance classification of key industries is the basic work for the implementation of differentiated management and control of enterprises in the emergency response to heavily polluted weather. Companies with advanced environmental performance can reduce or eliminate emergency response measures. For example, on December 29, Zhong County issued a yellow warning for heavy pollution weather, and Chongqing Conch, as an A-level enterprise, did not limit production and stop production, but took independent emission reduction measures. As far as the cement industry is concerned, in the case of a yellow warning for heavy pollution weather, if it is a B-level enterprise, it will stop using heavy trucks of China IV and below, C-level enterprises will stop production by 50%, and D-level enterprises will stop production completely. According to the relevant person in charge of the Chongqing Municipal Bureau of Ecology and Environment, the worse the environmental performance level of the enterprise, the stricter the control during the emergency period of heavy pollution weather, and truly realize "more emissions and more restrictions, less emissions and less restrictions, and no emissions and no restrictions", so as to encourage "advanced" and spur "backward", and promote industry transformation and upgrading and high-quality development.

At the same time, three sets of limestone/lime-gypsum wet flue gas desulfurization systems were newly built, which stabilized the desulfurization efficiency at more than 93.15%, and controlled the sulfur dioxide emission concentration in the kiln tail gas to 35mg/m3Within that, ultra-low sulfur dioxide emissions can be realized, and 800 tons of sulfur dioxide can be reduced every year. The electric precipitator at the kiln head and kiln tail of the clinker production line was also technically transformed and replaced with a bag dust collector to make the particulate matter emission concentration lower than 10mg/m3and take unorganized control measures such as corridors and storage yards, automatic cement packaging, automatic loading, stacking and loading on ships, cleaner production, and transportation to control the unorganized emission of particulate matter to the greatest extent.
Jiulong Wanbo New Material Technology Co., Ltd. (hereinafter referred to as Jiulong Wanbo), located in Wanzhou, is actively applying for the performance rating of air pollution prevention and control of enterprises in key industries. In March 2022, the company gradually completed and put into operation a new special aluminum material project with an annual output of 3.6 million tons, featuring ultra-low emissions and comprehensively promoting supply-side reform, leading the green and low-carbon development trend of the alumina industry.

It is understood that the introduction of the most advanced process equipment at home and abroad in the production process of alumina can save more than 320,000 tons of standard coal and reduce carbon dioxide emissions by more than 830,000 tons every year, achieving an ultra-low level of carbon emissions. In 2023, Chongqing will decompose and issue more than 2,000 pollution source emission reduction engineering measures and tasks in 6 categories, focusing on the in-depth treatment of volatile organic compounds and industrial furnaces, the elimination of old vehicles and the promotion of pure electric vehicles, the supervision of construction dust, and the control of catering fumes and open burning. Strive for about 335 million yuan of special funds for air pollution prevention and control at the central and municipal levels, encourage enterprises to carry out in-depth treatment, and complete more than 130 volatile organic compounds (VOCs) enterprise governance, in-depth treatment of key enterprises, boiler clean energy transformation or low-nitrogen combustion transformation.
At the same time, the Municipal Bureau of Ecology and Environment has also improved the 3+5+7 supervision and assistance mechanism, guiding more than 2,900 enterprises and helping to solve more than 8,000 problems. Comprehensively promote the implementation of eight preferential policies for enterprises, in-depth treatment subsidies for special air funds, free monitoring, tax reductions and exemptions, etc.
In addition, we will carry out special actions for joint prevention and control of air pollution in the adjacent areas of Sichuan and Chongqing, and jointly promote the staggered production of 120 cement enterprises in Sichuan and Chongqing.
