Hailong suggested that the monitoring and evaluation of the comprehensive benefits of the project implementation should be carried out simultaneously in the implementation areas of the three landmark battles of the "Three Norths" project, establish and improve the field monitoring network platform system, rationally lay out the fixed monitoring sample plots, support relevant automatic monitoring instruments and equipment, carry out benefit evaluation in an orderly manner, accurately grasp the ecological, economic and social benefits brought by the implementation of the project, and provide data support and decision-making basis for the scientific layout of the project and the winning of the "Three Norths" project.
