The seven sub-centers of the River Irrigation and Water Conservancy Development Center have been adjusted from second-class public welfare institutions to first-class public welfare institutions, and the financial system has realized "two lines of revenue and expenditure", and the personnel support has been fully guaranteed by the municipal finance, which has fundamentally solved the problem of supporting people with water.
Do a good job in the reform of water rights confirmation transactions. Pilot reforms of accurate water quantity measurement and water rights trading have been carried out in the irrigation areas of the Datan Canal in Dengkou County and the Yongji Canal in Linhe District, and water rights trading centers at the city and county levels have been set up to explore cross-township, cross-regional, and cross-industry water rights trading, and 3.31 million cubic meters of water rights have been traded, with a revenue of 1.02 million yuan.
Do a good job in the reform of agricultural water prices. A reform plan for the price of agricultural water under the state management was introduced. Carry out the pilot reform of groundwater resource charging, implement the management of "water charging and excess tax collection", clarify the guiding price of charging, and force the masses to enhance their awareness of water conservation through price leverage.
Do a good job in the reform of the group management organization. According to local conditions, 2,381 group management organizations in the city have been rectified, revoked and reorganized, and 358 water cooperatives have been established, which have been registered and filed with the market supervision department, and the grassroots water use organization and management have been comprehensively standardized.
