为认真贯彻落实党中央、国务院和省委省政府稳住经济大盘、纾困解难、助企发展系列决策部署,采取积极有效措施,通过调整优化2022年省级财政支持市场主体专项资金支出结构、倾斜支持关键行业关键环节、建立直达机制和激励引导等方式,降低新冠肺炎疫情和经济下行压力加大对中小微企业等市场主体带来的影响,促进中小微企业纾困解难健康发展,有效支撑稳住经济大盘。根据《Yunnan Province has further assisted the development of small, medium and micro enterprises工作方案》(云政办发〔2022〕42号),结合我省实际,制定本实施方案。

Second, work measures
(一)加大省级中小企业发展专项资金投入力度。在年初预算安排5亿元省级中小企业发展专项资金的基础上,再统筹财力增加安排5亿元,聚焦支持中小企业扶优扶强和走专业化、精细化、特色化、新颖化发展道路,加快构建创新性中小企业、专精特新中小企业、专精特新“小巨人”企业梯度培育体系;聚焦引导各州(市)加大优势特色中小微企业培育力度,对困难中小微企业和个体工商户房租、水电气费予以补助,省级财政按一定比例补助州(市)。(Provincial Department of Industry and Information Technology牵头,Provincial Department of Finance、Provincial Department of Transportation、省农业农村厅、省文化和旅游厅、省商务厅,各州、市人民政府配合)
(二)加大文旅企业纾困发展支持。按照《云南省人民政府办公厅印发关于精准做好疫情防控加快旅游业恢复发展的若干政策措施的通知》(云政办发〔2022〕10号)等政策规定,省级财政统筹安排旅游高质量发展专项资金约20亿元,对旅游高质量发展、文旅行业纾困帮扶、旅游业恢复发展等方面予以支持。(省文化和旅游厅牵头,Provincial Department of Finance配合)
(三)加大农业领域纾困帮扶力度。通过有机农业绿色食品发展专项资金,省级财政根据行业部门通过审核、公示等程序确定的最终结果,对重点农业企业2022年1月1日—2022年12月31日期间的新增贷款(实际获得贷款),按不高于5%的利率给予50%贴息,已享受其他财政贴息政策的不再重复享受本项贴息政策;对2021年1月1日—2022年6月30日期间,在农业种植、养殖、加工和冷链物流等农业重点环节实际资产性投资额1亿元(含1亿元)以上的新型农业经营主体,按实际投资额的10%给予一次性奖补。(省农业农村厅、Provincial Department of Finance、Provincial Department of Industry and Information Technology按照职责分工负责)
(四)加大商贸服务业纾困帮扶力度。调整优化既有资金支出结构,支持出台批零住餐企业稳定发展促进消费提质扩容若干措施,多措并举助力商贸服务业中小微企业纾困。(Provincial Development and Reform Commission、省商务厅、Provincial Department of Finance按照职责分工负责)

(2) Strengthen the mechanism of direct access to fast enjoyment. Provincial-level industry departments and prefectures (cities) should strengthen fund management, speed up the progress of fund allocation, strictly prohibit interception, misappropriation and delay, do a good job in monitoring the operation of funds in accordance with regulations, and promote the early play of policy effects.
(3) Strengthen fund performance management. Provincial-level industry departments and prefectures (cities) should strengthen performance monitoring and supervision and inspection, in accordance with the principle of "spending money must be effective, ineffective must be accountable", carry out performance evaluation on the implementation of policies and the use of funds to support the development of small, medium and micro enterprises, strengthen the application of performance evaluation results, and organically connect the performance evaluation results with the improvement of policies and adjustment of budget arrangements, and recover and make overall arrangements for the precipitated funds in accordance with the regulations.
(四)强化政策评估完善。省级各行业部门、各州(市)要加强政策跟踪评估,及时完善针对性措施和阶段性支持重点,总结工作推进情况,提炼典型案例和可复制可推广的经验,多渠道加大宣传,并适时报送省促进民营经济暨中小企业发展工作领导小组办公室和Provincial Department of Finance,营造全省范围内支持中小微企业纾困发展的良好氛围。

为贯彻落实党中央、国务院关于稳住经济大盘、助企纾困的决策部署和省委省政府工作要求,根据《Yunnan Province has further assisted the development of small, medium and micro enterprises工作方案》(云政办发〔2022〕42号),结合我省实际,制定本实施方案。

Second, work measures
(一)加快落实增值税留抵退税政策。继续落实好符合条件的小微企业及制造业,科学研究和技术服务业,电力、热力、燃气及水生产和供应业,软件和信息技术服务业,生态保护和环境治理业,交通运输、仓储和邮政业等6个行业企业的存量留抵税额一次性全额退还,增量留抵税额按月退还政策。及时将新增的批发和零售业,农、林、牧、渔业,住宿和餐饮业,居民服务、修理和其他服务业,教育,卫生和社会工作,文化、体育和娱乐业等7个行业企业纳入政策范围。抓紧办理小微企业、个体工商户留抵退税并加大帮扶力度,在纳税人自愿申请的基础上,确保6月30日前基本完成小型企业以及制造业等行业中型、大型企业存量留抵税额全额退还。省级财政统筹50亿元资金,加大对州(市)、县(市、区)的转移支付力度,支持留抵退税政策落实和基层“三保”。与税务、人行等部门加强配合,防范退税风险,依法严惩偷税、骗税等行为。(Provincial Department of Finance、Provincial Tax Office、People's Bank of China Kunming Central Branch按照职责分工负责)
(二)减免缓中小微企业部分税费。对制造业中小微企业2021年第四季度部分税费(包括企业所得税、个人所得税、国内增值税、国内消费税及附征的城市维护建设税、教育费附加、地方教育附加),缓缴期限继续延长6个月;2022年第一季度、第二季度部分税费,延缓的期限为6个月,其中中型企业可以延缓缴纳规定的各项税费金额的50%,小微企业可以延缓缴纳规定的全部税费。2022年1月1日至2024年12月31日,对增值税小规模纳税人、小型微利企业和个体工商户征收的资源税、城市维护建设税、房产税、城镇土地使用税、印花税(不含证券交易印花税)、耕地占用税和教育费附加、地方教育附加减按50%征收。2022年4月1日至2022年12月31日,增值税小规模纳税人适用3%征收率的应税销售收入,免征增值税;适用3%预征率的预缴增值税项目,暂停预缴增值税。2022年1月1日至2024年12月31日,对小型微利企业年应纳税所得额超过100万元但不超过300万元的部分,减按25%计入应纳税所得额,按20%的税率缴纳企业所得税。2022年1月1日至2025年12月31日,对符合条件的高校毕业生、失业人员等重点群体,从事个体经营的,按规定以每户每年14400元的限额扣减税费;企业招用其就业的,按规定以实际招用人数每人每年7800元的定额标准扣减税费。2022年1月1日至2023年12月31日,对自主就业退役士兵,从事个体经营的,按规定以每户每年14400元的限额扣减税费;企业招用其就业的,按规定以实际招用人数每人每年9000元的定额标准扣减税费。2022年为服务业小微企业和个体工商户减免租金的房屋业主,免租期间(以减租方式减免租金的可换算成免租期)免征相应出租房产的房产税和城镇土地使用税。(Provincial Department of Finance、Provincial Tax Office、Provincial Department of Human Resources and Social Security、People's Bank of China Kunming Central Branch按照职责分工负责)
(三)减免行政事业性收费和政府性基金。贯彻落实财政部、国家发展改革委《关于延长部分行政事业性收费、政府性基金优惠政策执行期限的公告》(2022年第 5号公告)的相关规定,印发《云南Provincial Department of Finance关于免征部分地方水库移民扶持基金的通知》,自2022年7月1日至2023年 12月31日,免征我省装机容量为 2.5万(含本级数)-5万千瓦(含本级数)有发电收入的水库和水电站的大中型水库库区基金,免征我省小型水库移民扶助基金。2023年12月31日前对进入医疗器械应急审批程序并与新型冠状病毒(2019-nCoV)相关的防控产品,免征医疗器械产品注册费;对进入药品特别审批程序、治疗和预防新型冠状病毒肺炎(COVID-19)的药品,免征药品注册费。(Provincial Department of Finance、Provincial Development and Reform Commission按照职责分工负责)
(四)阶段性缓缴社会保险费。在对餐饮、零售、旅游、民航、公路水路铁路运输等5个特困行业实施阶段性缓缴三项社保费政策的基础上,对受到疫情严重冲击、行业内大面积出现企业生产经营困难、符合国家产业政策导向的其他特困行业,扩大实施缓缴政策,其中,养老保险费缓缴实施期限到2022年底,工伤、失业保险费缓缴期限不超过1年。对符合条件地区受疫情影响生产经营出现暂时困难的所有中小微企业、以单位方式参保的个体工商户,阶段性缓缴三项社会保险单位缴费部分,缓缴期限实施到2022年底。(Provincial Department of Finance、Provincial Tax Office、Provincial Department of Human Resources and Social Security按照职责分工负责)

Innovate the form of publicity and interpretation, adopt the method of online and offline, traditional media and emerging media, and use web portals, WeChat official accounts, mobile phone clients, etc., to carry out tax reduction and fee reduction publicity through multiple channels and wide coverage. In conjunction with taxation, human resources and social security, federations of industry and commerce, industry associations, etc., to carry out lectures, training courses, symposiums. Strengthen the training and counseling of corporate financial personnel, so that enterprises can accurately grasp and enjoy the policies.
(3) Strengthen research and supervision to prevent and resolve risks. Adhere to the grassroots level, the next line, to the relevant departments at the grassroots level to investigate the progress of tax reduction and fee reduction, in-depth understanding of the production and operation of enterprises, enjoy preferential taxes and fees, etc., collect and sort out the opinions and suggestions of enterprises on optimizing policy services, etc., and ask the grassroots and enterprises about their needs, difficulties and strategies. Cooperate with the Provincial Government Supervision Office and other departments to focus on the organization and leadership of tax reduction and fee reduction, policy implementation, publicity services, tax collection and management, and the use of funds.
(四)做好资金监管,切实保障资金需要。做好留抵退税资金保障,印发《云南Provincial Department of Finance关于加强留抵退税资金保障的通知》(云财办〔2022〕22号),坚持库款调度与留抵退税规模相匹配的原则,建立相关工作机制,将财政部下达的2022年中央支持小微企业留抵退税专项资金统一纳入单独调拨范围,提升库款调度频次和效率,及时拨付到县区基层,切实保障好各地落实留抵退税、减税降费和保障重点民生资金需要。进一步加大对留抵退税资金的监管,充分依托预算管理一体化系统创建留抵退税资金余额控制机制,通过信息化手段,强化库款运行监测分析。
(五)加大清理力度,严格规范收费。按照国务院“一张网”的要求和财政部统一公布的《全国政府性基金和行政事业性收费目录清单》,对全省范围内政府性基金、行政事业性收费进行清单管理,在Provincial Department of Finance门户网站设清单链接,方便社会查询,清单之外严禁收取相关收费。切实加大各类涉企违规收费整治力度,持续开展涉企违规收费专项整治行动,进一步清理规范行业协会商会、中介机构等收费,建立协同治理和联合惩戒机制,做到即知即改、立行立改、全面整改,实现问题“动态清零”,防止减税降费政策红利弱化。

(三)推动降低综合融资成本。持续释放贷款市场报价利率形成机制改革效能,发挥存款利率市场化调整机制作用,引导金融机构提升贷款差异化定价能力,结合自身资金成本、业务成本、风险成本和客户综合贡献水平,优化定价模型,继续推动实际贷款利率稳中有降。督促金融机构认真落实降低小微企业支付手续费等政策要求,合理减少收费。多措并举提高市场主体综合融资成本下降的获得感。(责任单位:People's Bank of China Kunming Central Branch、各银行业金融机构)
(四)增加小微企业信贷供给。引导银行业金融机构围绕年度普惠小微贷款增长目标,结合各项贷款投放安排,加大普惠小微信贷投放,鼓励有条件的金融机构单列信用贷、首贷计划。持续深入开展小微企业首贷培育行动,不断完善针对首贷户的专属信贷产品和金融服务方案,构建“无贷户-首贷户-伙伴客户”的递进式金融服务路径。鼓励有条件的地区探索设立首贷服务中心,推广已取得成功经验的模式和案例。(责任单位:People's Bank of China Kunming Central Branch、各银行业金融机构)

为贯彻落实《Yunnan Province has further assisted the development of small, medium and micro enterprises工作方案》(云政办发〔2022〕42号)要求,引导辖内银行机构加强受新冠肺炎疫情影响严重行业企业等的金融支持,进一步提升辖内中小微企业融资服务质效,结合我省实际,制定本实施方案。

(一)加大信贷支持力度。督促银行机构及时满足因疫情暂时遇困行业企业的合理、有效信贷需求,努力实现住宿、餐饮、零售、文化、旅游、交通运输等受疫情影响严重行业信贷余额持续稳步增长。指导银行机构充分评估疫情影响,通过安排专项信贷额度、调整绩效考核、合理下放审批权限、实施优惠内部资金转移定价等方式,加大对受疫情影响严重地区、行业的信贷资源倾斜和保障。强化监测考核,推动全省2022年继续实现普惠型小微企业贷款“两增”目标、涉农贷款持续增长目标、普惠型涉农贷款差异化增速目标。(Yunnan Banking and Insurance Regulatory Bureau牵头,省级有关部门,各州、市人民政府配合)
(二)做好接续融资安排。引导银行机构积极帮扶前期信用记录良好、因疫情暂时遇困行业企业,避免出现行业性限贷、抽贷、断贷。指导金融机构按市场化原则与中小微企业(含中小微企业主)和个体工商户、货车司机等自主协商,对其贷款实施延期还本付息,努力做到应延尽延,延期还本付息日期原则上不超过2022年底。对因感染新冠肺炎住院治疗或隔离、受疫情影响隔离观察或失去收入来源的人群,指导金融机构对其存续的个人住房、消费等贷款,灵活采取合理延后还款时间、延长贷款期限、延期还本等方式调整还款计划。对延期贷款坚持实质性风险判断,不单独因疫情因素下调贷款风险分类,不影响征信记录,并免收罚息。(Yunnan Banking and Insurance Regulatory Bureau牵头,省级有关部门,各州、市人民政府配合)
(三)持续提升服务效率。督促银行机构着力保障疫情严重区域基础金融服务不间断,对受疫情影响暂停营业或调整营业时间的网点,及时提供替代金融服务,并多渠道公告提醒,努力降低疫情给金融服务带来的不利影响。指导银行机构在疫情集中暴发地区,根据实际情况阶段性简化业务流程和申请材料。由于客观原因无法落实贷款调查和评审的,在确保风险可控前提下,探索采取“容缺办理、事后补办”等方式,以实现快速审批、快速放款。督促银行机构严格落实各项金融服务收费政策,鼓励加大对因疫情暂时遇困行业企业金融服务收费的优惠减免力度。(Yunnan Banking and Insurance Regulatory Bureau牵头,省级有关部门,各州、市人民政府配合)
(四)创新信贷服务模式。督促银行机构深入挖掘和有效利用涉企信用信息数据,增加对因疫情暂时遇困行业企业信用贷款的投放。鼓励银行机构优化产业链供应链金融服务,依法合规发展订单、存货、应收账款等抵质押融资业务,加强与核心企业的合作,加大对上下游中小微企业的融资支持。鼓励银行机构针对受疫情影响的特定区域、特定客户,在风险可控的前提下创新专项纾困信贷产品,帮助企业解决流动资金紧张等问题。指导银行机构强化科技赋能,依法合规运用人工智能、大数据、区块链、云计算等新技术开展流程和业务创新,积极发展线上金融,为因疫情暂时遇困行业企业提供更加便捷多样的金融产品和服务。(Yunnan Banking and Insurance Regulatory Bureau牵头,省级有关部门,各州、市人民政府配合)
(五)完善内部机制建设。鼓励银行机构在受疫情影响的特定时间内适当提高住宿、餐饮、零售、文化、旅游、交通运输等行业的不良贷款容忍度,幅度不超过3个百分点,并及时向监管部门报告相关调整情况。指导银行机构结合实际情况阶段性调整内部绩效考核机制,在不良贷款容忍度范围内对相关信贷业务条线和分支机构考核不予扣分或适当减轻扣分。督促银行机构进一步将授信尽职免责与不良贷款容忍度有机结合,畅通申诉异议渠道。在依法合规的前提下,若分支机构相关业务在不良贷款容忍度范围内,相关分支机构负责人、业务部门和从业人员可减轻或免予追责。(Yunnan Banking and Insurance Regulatory Bureau牵头,省级有关部门,各州、市人民政府配合)
(六)加强资源精准滴灌。推动深化“政银企保”衔接工作机制,完善全省运输、文旅等行业受困企业清单制管理,引导金融资源精准滴灌。会同交通、文旅、商务、人社、发改、工信、邮政等部门,对受困交通运输、文化旅游等企业和个体工商户,以及货车司机、快递员等群体的情况加强摸排,实时收集、动态更新受困市场主体融资需求清单,及时推送至金融机构、组织开展常态化融资对接,进一步提高金融支持的精准性和有效性。(Yunnan Banking and Insurance Regulatory Bureau牵头,省级有关部门,各州、市人民政府配合)
(七)主动做好宣传引导。打通政策落地“最后一公里”。组织开展2022年银行业保险业助企惠民纾困政策宣传月活动。指导银行机构充分依托营业网点资源、网络新媒体渠道、官方网站、手机客户端(APP)等线下线上多种渠道,全面铺开我省金融助企惠民政策宣传解读工作,切实提高市场主体对纾困政策的知悉度和获得感。加大金融产品宣介力度,有效提升产品服务知晓度,主动向企业特别是困难行业企业宣传讲解金融知识,提高企业诚信经营和金融风险防范意识,积极帮助企业运用金融工具规避经营风险。(Yunnan Banking and Insurance Regulatory Bureau牵头,省级有关部门,各州、市人民政府配合)
(八)有效加强信贷管理。指导银行机构科学把握信贷政策执行要求,对企业经营遇到的困难问题要综合研判、分类施策,不搞“一刀切”。督促银行机构扎实做好贷款“三查”,加强资金用途审查和流向管理,防止贷款违规挪用。指导银行机构密切关注因疫情暂时遇困行业企业的生产经营情况,加强资产质量监测,足额计提拨备,加快不良资产处置,前瞻性做好风险预警及化解处置预案。(Yunnan Banking and Insurance Regulatory Bureau牵头,省级有关部门,各州、市人民政府配合)

(一)继续降低失业保险缴费费率。阶段性降低失业保险费率政策期限延长至2023年4月30日。(Provincial Department of Human Resources and Social Security牵头,Provincial Department of Finance配合)
(二)继续缓缴养老、失业、工伤保险费。一是在对餐饮、零售、旅游、民航、公路水路铁路运输等5个特困行业实施阶段性缓缴三项社保费政策的基础上,以产业链供应链受疫情影响较大、生产经营困难的制造业企业为重点,进一步扩大实施范围至农副食品加工、纺织、医药制造等17个行业。缓缴扩围行业所属困难企业,可申请缓缴三项社保费单位缴费部分,其中养老保险费缓缴实施期限到2022年年底,工伤、失业保险费缓缴期限不超过1年。缓缴期间免收滞纳金。二是受疫情影响严重地区生产经营出现暂时困难的所有中小微企业、以单位方式参保的个体工商户以及参加企业职工基本养老保险的事业单位及社会团体、基金会、社会服务机构、律师事务所、会计师事务所等社会组织,可申请缓缴三项社保费单位缴费部分,缓缴实施期限到2022年年底,期间免收滞纳金。三是以个人身份参加企业职工基本养老保险的个体工商户和各类灵活就业人员,2022年缴纳养老保险费有困难的,可自愿暂缓缴费至2023年底前补缴。(Provincial Department of Human Resources and Social Security牵头,Provincial Department of Finance配合)
(三)继续实施失业保险稳岗返还。大型企业按企业及其职工2021年度实际缴纳失业保险费的50%返还;中小微企业、社会团体、基金会、社会服务机构、律师事务所、会计师事务所、以单位形式参保的个体工商户按90%返还。返还资金主要用于职工生活补助、缴纳社会保险费、转岗培训、技能提升培训等相关支出,政策执行期限至2022年12月31日。稳岗返还采取“免申即享”方式发放,对没有对公账户的小微企业和以单位形式参保的个体工商户,可将资金直接返还至当地税务部门提供的其缴纳社会保险费的账户。(Provincial Department of Human Resources and Social Security牵头,Provincial Department of Finance、Provincial Tax Office配合)
(四)给予一次性留工培训补助。支持企业组织职工以工作代替培训。2022年1月1日至12月31日,累计出现1个(含)以上中高风险疫情的地区(以县、市、区疫情防控指挥部公布为准),可对因新冠肺炎疫情严重影响暂时无法正常生产经营的大中小微企业、社会团体、基金会、社会服务机构、律师事务所、会计师事务所、以单位形式参保的个体工商户,按实际参保缴费职工500元/人的标准发放一次性留工培训补助,同一企业一年内只能享受一次。符合失业保险稳岗返还政策的条件,可以同时享受失业保险稳岗返还政策。上述政策执行期限至2022年12月31日。(Provincial Department of Human Resources and Social Security牵头,Provincial Department of Finance、Provincial Tax Office配合)
(五)给予一次性扩岗补助。企业招用毕业年度高校毕业生,签订劳动合同并参加失业保险的,可按每人不超过1500元的标准,发放一次性扩岗补助,与一次性吸纳就业补贴政策不重复享受,实施期限截至2022年年底。(Provincial Department of Human Resources and Social Security牵头,Provincial Department of Finance、Provincial Tax Office配合)
(六)支持企业开展岗位技能培训。支持具备条件的中小微企业成立职工培训中心,组织本企业职工和劳务派遣用工开展技能培训。支持符合条件的中小微企业职工通过“展翅行动”提升技能,并按规定享受培训补贴政策。对符合条件参加培训的中小微企业职工和培训机构,按规定从失业保险金和就业资金、技能提升行动专账资金等资金中,根据年度职业培训补贴目录标准给予培训补贴。(Provincial Department of Human Resources and Social Security牵头,Provincial Department of Finance、Provincial Tax Office配合)
(七)给予社会保险补贴。对招用就业困难人员并缴纳社会保险费的企业,按其为就业困难人员实际缴纳的社会保险费给予补贴。对吸纳离校2年内未就业高校毕业生就业的小微企业,与之签订1年以上劳动合同并为其缴纳社会保险费的,按规定给予社会保险补贴。(Provincial Department of Human Resources and Social Security负责)
(八)给予见习单位就业见习补贴。对吸纳离校2年内未就业高校毕业生和中职毕业生、16—24岁失业青年参加就业见习的单位,按照每人每月1000元的标准给予见习单位就业见习补贴。对见习期满留用率达到50%以上的单位,将见习补贴标准提高到每人每月1500元。对见习期未满与见习人员签订劳动合同的,给予见习单位剩余期限见习补贴,政策执行期限至2022年12月31日。见习单位支出的见习补贴相关费用,不计入社会保险缴费基数。符合税收法律及其有关规定的支出,可以在计算企业所得税应纳税所得额时扣除。(Provincial Department of Human Resources and Social Security牵头,Provincial Department of Finance配合)
(九)给予就业帮扶车间吸纳就业奖补。对就业帮扶车间吸纳5人以上脱贫劳动力就业1个月以上的,按照其支付给脱贫劳动力工资额的15%,给予吸纳就业奖补。(Provincial Department of Human Resources and Social Security负责)

(二)聚焦车辆通行不畅,在实施精准管控上持续发力。避免粗放管控,货车司机核酸检测结果要全国互认,有效期内不得要求重复检测。全面取消对来自疫情低风险地区货运车辆的防疫通行限制,对来自或进出疫情中高风险地区所在地市的货运车辆,落实“即采即走即追”和人员闭环管理制度。(Provincial Department of Transportation牵头,省物流保通保畅工作领导小组成员单位按职责分工落实)

(5) Focus on the interests of employees, and continue to make efforts in the implementation of detailed measures to relieve difficulties and solve problems. Make good use of the policies that have been introduced, implement financial policies more accurately, vigorously promote free nucleic acid and antigen testing for truck drivers, and care for employees. Passenger and freight drivers, couriers, and crew members will go to free testing sites in other places for nucleic acid testing and antigen testing, and the local government will treat them as local residents to be included in the testing scope and enjoy the same policies, and the required expenses will be guaranteed by the local finance. 为深入贯彻落实党中央、国务院关于防范和化解中小企业账款工作的决策部署和省委省政府工作要求,切实做好全省清理拖欠中小微企业账款工作(以下简称清欠工作),按照《国务院办公厅关于印发防范和化解拖欠中小企业账款专项行动方案的通知》(国办发明电〔2022〕7号)和《Yunnan Province has further assisted the development of small, medium and micro enterprises工作方案》(云政办发〔2022〕42号)要求,结合我省实际,制定本实施方案。

Second, work measures
(一)加强排查、建立台账。聚焦机关、事业单位、大型企业对中小微企业形成的货物、工程、服务款项拖欠(已进入司法程序的除外),按“属地管理、分级负责,谁主管谁负责”的原则,各州(市)人民政府负责本辖区内机关、事业单位、大型企业欠款的排查核实并建立台账;省级部门负责本单位及所属单位拖欠情况自查核实,建立台账反馈Provincial Department of Finance;Provincial Department of Finance汇总省级部门情况及时反馈省减轻企业负担厅局联席会议办公室(以下简称省减负办);省国资委对省属大型国有企业欠款情况排查核实并建立台账;省减负办负责将台账汇总审核上报。做到应报尽报,避免漏报,严禁瞒报。5月底前,各州(市)、省级相关部门完成情况排查并建立台账,及时向省减负办报送纸质台账及电子台账。各州(市)、省级各部门上报的纸质台账需加盖州(市)政府、部门公章。(Provincial Department of Industry and Information Technology、Provincial Department of Finance、省国资委牵头,省级各部门,各州、市人民政府具体负责)
(二)锁定目标、集中化解。各州(市)、省级各部门对照台账逐一细化落实责任单位,无分歧欠款原则上发现一起清偿一起,确有困难的2022年6月底前明确还款计划,拖欠金额200万元以下的必须在2022年底前全部清偿。对有分歧欠款,推动加快协商解决或运用法律手段解决。省减负办定期通报化解进展情况,对进展缓慢的地方和单位挂牌督办、限期办结。(Provincial Department of Industry and Information Technology牵头,省级各有关部门,各州、市人民政府具体负责)
(三)明确责任、挂钩督办。省发展和改革委、省公安厅、省审计厅、省住房和城乡建设厅、Provincial Department of Transportation、省市场监管局6个省减负办成员单位分别对昆明、保山、版纳、德宏、临沧、普洱、丽江、文山、曲靖、红河、楚雄、怒江12个州(市)进行挂钩督办,各部门依次分别负责2个州(市)。Provincial Department of Finance对省级部门,省国资委对省属国有企业,省商务厅对外资企业,省市场监管局对大型民营企业,Provincial Department of Industry and Information Technology(省减负办)对昭通、迪庆、大理、玉溪4个州(市)挂钩督办。各挂钩单位同时也是督查督办的责任单位,负责对挂钩联系单位进行督查督办。(Provincial Development and Reform Commission、Provincial Department of Industry and Information Technology、省公安厅、Provincial Department of Finance、省住房和城乡建设厅、Provincial Department of Transportation、省商务厅、省审计厅、省国资委、省市场监管局按照职责分工负责)
(四)加强指导、约谈问责。省减负办及时召开全省清欠工作专题会议,对各州(市)、各单位填报台账,统一清欠范围口径,规范台账、强化指导。对投诉件较多的8个州(市)人民政府进行约谈,要求州(市)人民政府出具解决企业投诉问题承诺函及检讨书。省减负办视清欠工作推进情况,不定期对工作推进不力的州(市)人民政府进行约谈,对连续两个季度排名靠后的州(市),将提请省人民政府对相关单位责任人进行问责。(Provincial Department of Industry and Information Technology牵头,省级各有关部门,各州、市人民政府配合)
(五)排序进度、定期通报。省减负办严格实行周调度、月排名、季通报、半年督查、重点投诉件跟踪督办的工作制度。各州(市)、省级各有关部门每周四下班前将本周简要工作情况(包括主要做法、工作进展及成效、存在的问题等)报省减负办,省减负办按照国家要求及时更新我省台账化解进展情况,同时上报省促进民营经济暨中小企业发展工作领导小组办公室。省减负办根据每月各州(市)、相关部门清偿情况进行排名,按季度对清欠工作情况进行全省通报,并及时将动态情况和通报报送省政府领导。针对拖欠严重、清偿不力的,将向州(市)党政主要领导或部门主要领导通报具体情况,提请亲自牵头部署、实化措施,力争清偿率达到全国平均水平、重点投诉件不被国家点名。(Provincial Department of Industry and Information Technology牵头,省级各有关部门,各州、市人民政府按照职责分工负责)
(六)信息披露、约束惩戒。各州(市)、省级各部门要将清欠工作纳入“一把手”工程,强化考核与监督机制。省市场监管局加强对大型企业逾期未支付中小微企业款项情况的信息披露监管,对违法违规行为及时予以处理。云南证监局加强上市公司信息披露监管,督促上市公司依法披露逾期尚未支付的中小企业款项信息。People's Bank of China Kunming Central Branch做好商业汇票逾期信息披露监管。省国资委督促所监管国有企业将及时支付情况纳入企业内部绩效考核,强化监督问责。Yunnan Banking and Insurance Regulatory Bureau开展对商业保理公司的专项检查,加强对大型企业所属商业保理公司的监督,督促其规范发展,并加强业务指导。(省国资委、省市场监管局、Yunnan Banking and Insurance Regulatory Bureau、云南证监局、People's Bank of China Kunming Central Branch按照职责分工负责)
(7) Governance at the source and strict prevention of new additions. (一)强化统筹协调。各州(市)、省级各部门要进一步提高政治站位,强化大局观念,充分认识防范和化解拖欠中小企业账款的重要性和紧迫性。设立防范和化解拖欠中小企业账款专项行动协调小组,Provincial Department of Industry and Information Technology为组长单位,中国People's Bank of China Kunming Central Branch、Provincial Development and Reform Commission、Provincial Department of Finance、省国资委、Yunnan Banking and Insurance Regulatory Bureau为副组长单位,省减负办成员单位为成员单位,加强统筹协调和组织落实。Provincial Department of Industry and Information Technology要加强与省外办沟通协调,落实限制因公出国、出境相关措施。省公安厅、省教育厅、省住房城乡建设厅、Provincial Department of Transportation、省水利厅、省农业农村厅、省卫生健康委等部门要督促指导地方积极做好本领域清欠工作。人力资源和社会保障等部门要推进拖欠农民工工资与拖欠中小企业账款问题协同治理,将清欠款项优先用于清偿农民工工资。各州(市)要建立相应工作机制,明确部门职责,细化工作举措。
(二)强化责任落实。各州(市)、省级各部门按照“属地管理、分级负责,谁主管谁负责”的原则,强化政治责任,明确责任主体,加强协调联动,落实有关工作任务。各州(市)要对本地区清欠工作负总责,细化Implementation plan of the special action to clear debts and revitalize enterprises,坚决杜绝“新官不理旧账”。各有关部门要切实履行监管责任,加强对所监管对象的监督管理,做到早预防、早介入、早化解,对违法违规行为及时予以处理。
(3) Strengthen supervision and inspection. In 2022, the work of clearing arrears will be included in the assessment of the business environment, and a long-term mechanism for preventing and resolving arrears of small and medium-sized enterprises will be improved.
(4) Strengthen risk prevention. All state (municipal) and provincial-level departments should adhere to bottom-line thinking, strengthen the analysis and assessment of potential risks such as the transmission effect of arrears, closely follow up, respond quickly, and do a good job of monitoring public opinion and responding to it. For hot issues that respond more to public opinion, promptly ascertain the situation, strengthen guidance, and actively respond to social concerns. Pay attention to working methods and methods, prevent social conflicts caused by simple and rude work styles, and actively and steadily promote the resolution of arrears of small, medium and micro enterprises.

(二)开展存量创新创业平台提质行动。启动我省首届优秀创新创业平台遴选工作,从现有创新创业平台中择优遴选10个发展基础好、潜力大、示范作用强的创新创业平台给予最高不超过500万元项目资金支持。完善“达到条件就认、条件不行就退、成效突出就奖”的创新孵化载体常态化准入退出及奖励机制,建立“孵化器重点为培育高新技术企业服务,众创空间、星创天地重点为培育科技型中小企业服务”的发展导向,对成功孵化或引进优质企业的孵化载体给予相应奖补。(Provincial Development and Reform Commission、Provincial Department of Industry and Information Technology、Provincial Department of Science and Technology等按照职责分工负责,完成时限:2022年12月前)

(一)新增一批优质企业。聚焦工业“四基”领域、制造强国十大重点产业领域、产业链供应链关键环节及关键领域“补短板”“锻长板”“填空白”产品等全国统一的筛选领域,结合具有我省特色的“三张牌”、烟草有色旅游等支柱产业领域,围绕产业链、供应链,挖掘、梳理、培育一批优质中小企业。加大招商引资力度,结合我省现有产业链现状,重点招引一批专精特新“小巨人”企业集聚云南,进一步“固链延链强链”。以产业园区为载体,推动关联度较高的企业入园集群发展,有序提升我省“专精特新”中小企业数量和质量。2022年,制定云南省优质中小企业梯度培育管理暂行细则。(Provincial Development and Reform Commission、Provincial Department of Industry and Information Technology、省商务厅、省住房城乡建设厅、省农业农村厅、省文化和旅游厅、省投资促进局按照职责分工负责)

为贯彻落实《Yunnan Province has further assisted the development of small, medium and micro enterprises工作方案》(云政办发〔2022〕42号)要求,结合我省实际,重点围绕当前受疫情影响困难行业中小微企业复工复产,制定本实施方案。

(五)推动物流保通保畅。在已梳理汇总上报工业和信息化部500多户我省重点产业链供应链“白名单”企业基础上,落实属地责任,突出保通保畅,在省保通保畅工作机制下,合力抓好货运物流保通保畅工作落实,确保“原料运得进、产品运得出”,解决企业复工复产中原材料供应、运营成本高等难题,推动企业有序复工复产,畅通实体经济循环。落实好《云南省全面推广高速公路差异化收费实施方案》,确保我省分路段、分车型(类)、分方向、分支付方式等多种高速公路差异化收费方式落地见效。按照全国统一的《鲜活农产品运输绿色通道产品目录》对符合条件的鲜活农产品运输车辆免收车辆通行费,降低鲜活农产品的运输成本。(Provincial Department of Transportation牵头,省物流保通保畅工作领导小组成员单位按照职责分工负责)
(六)加大服务业困难行业帮扶力度。落实延续服务业增值税加计抵减政策,2022年对生产、生活性服务业纳税人当期可抵扣进项税额继续分别按10%和15%加计抵减应纳税额。2022 年对省内承租国有企业、机关事业单位国有房屋的服务业小微企业和个体工商户减免3个月租金,其中,对2022年被列为疫情中高风险区所在的县级行政区域内的服务业小微企业和个体工商户,在减免3个月的基础上增加至减免6个月租金。督促指导各州、市按属地疫情防控要求将餐饮企业员工纳入重点人群组织开展定期核酸检测,对核酸检测给予不低于50%比例的补贴支持。在确保失业保险待遇发放,基金备付能力达24个月以上的失业保险统筹地区,可对当地零售企业阶段性实施缓缴失业保险政策,符合条件的零售企业提出申请,经参保地人民政府批准后予以缓缴,期限不超过一年,缓缴期间免收滞纳金。(Provincial Department of Finance、Provincial Tax Office、Provincial Department of Industry and Information Technology、省住房城乡建设厅、Provincial Department of Finance、Provincial Department of Human Resources and Social Security、省卫生健康委、省国资委等部门按照职责分工负责)

为加强科技型中小企业及高新技术企业培育,推动企业创新能力提升,激发企业创新驱动内生动力,根据《Yunnan Province has further assisted the development of small, medium and micro enterprises工作方案》(云政办发〔2022〕42号),结合我省实际,制定本工作方案。
First, the goal of the work
In 2022, the number of high-tech enterprises in the province will reach more than 400, the number of high-tech enterprises will reach more than 2,400 during the validity period, the total operating income of high-tech enterprises and the income of high-tech products (services) will reach more than 780 billion yuan and 600 billion yuan respectively, and more than 1,000 provincial-level technology-based small and medium-sized enterprises will be newly recorded.

(一)优化高新技术企业申报流程。2022年起,高新技术企业实行全年常态化推荐申报,根据国家申报系统开放情况,增加到2—3个批次集中评审。各州(市)科技管理部门常年受理审核推荐工作,在高新技术企业推荐过程中进一步简化审查内容,畅通申报渠道,提高工作效率,建立完善责任共担、成绩共享、协同联动的工作机制。(Provincial Department of Science and Technology、Provincial Department of Finance、Provincial Tax Office按照职责分工负责)
(二)深入推进高新技术企业认定管理“放管服”改革。贯彻落实《科技部关于高新技术企业认定有关证明事项实行告知承诺制的通知》,简化高新技术企业申报材料,对申请高新技术企业认定的营业执照等企业注册登记证件、专利证书等企业知识产权证件证明事项实行告知承诺制,申请企业可以自主选择是否适用告知承诺制办理。(Provincial Department of Science and Technology、Provincial Department of Finance、Provincial Tax Office按照职责分工负责)
(三)夯实云南省高新技术企业培育库。高新技术企业培育库实行全年常态化推荐申报,2022年度新增入库培育企业力争达到1000户以上。根据《云南省高新技术企业培育库建设实施办法(试行)》的相关规定,各州(市)科技管理部门自行组织本辖区内高新技术企业培育库受理、评审、公示等规范化工作,及时上报Provincial Department of Science and Technology备案。加强对高新技术企业培育库内企业的动态培育管理,进一步提高出库率,2022年培育库出库率力争达到70%以上。(Provincial Department of Science and Technology负责)
(四)全面开展“一企一策”培育服务指导工作。对照高新技术企业认定条件进行分类,Provincial Department of Science and Technology组建技术、财务等领域的省级专家服务团队,对州(市)企业开展“一对一”指导服务。各州(市)科技管理部门同步组建本州(市)专家服务团队,与省级专家服务团队共同服务本州(市)辖区企业,指导帮助企业确立技术领域、相关核心知识产权、研发项目立项方向、企业研发费用投入归集等,形成“一企一策”的专业化意见。根据“一企一策”确定的培育方向,各州(市)科技管理部门督促企业做好申报材料的准备工作、特别是知识产权的申报和获得。(Provincial Department of Science and Technology、Provincial Tax Office按照职责分工负责)
(五)完善企业协同创新机制。支持科技领军企业、龙头企业牵头组建创新联合体,推动科技型中小企业和高新技术企业与高校、科研院所、科技领军企业开展科技创新合作,推动龙头企业与产业链、供应链配套的中小企业联合开展科技创新,促进技术创新成果在配套的企业之间转移转化。支持科技型中小企业、高新技术企业参与共建国家及省级重点实验室、技术创新中心、制造业创新中心、企业技术中心等创新平台,引导高校、科研院所将科研仪器、实验设施、中试小试基地、数据库知识模型库等创新资源向科技型企业开放,按照双方实际交易额的50%兑付科技创新券,每户科技型企业每年可使用创新券总额不超过30万元。(Provincial Department of Science and Technology、Provincial Development and Reform Commission、Provincial Department of Industry and Information Technology按照职责分工负责)
(六)发挥第三方机构在科技型企业培育中的加持作用。鼓励众创空间、科技企业孵化器等双创孵化载体面向企业开展高新技术企业政策宣传解读、知识产权申报等服务;鼓励各州(市)科技管理部门引进各类规范运作的社会化专业机构,参与本地区高新技术企业培育工作。探索高校、院所在高新技术企业培育过程中的加持作用,在关键核心技术攻关、科技成果转移转化、知识产权申报等方面,鼓励支持高校、院所、科技领军企业与科技型中小企业、高新技术企业培育库入库企业开展科技创新合作。鼓励各州(市)科技管理部门委托高校、科研院所为本地区企业开展科技成果转化评价。(Provincial Department of Science and Technology、省市场监管局、省教育厅按照职责分工负责)
(七)建立科技特派员及科研人员“双聘”激励机制。探索建立企业科技特派员机制和校企、院企科研人员“双聘”机制,鼓励高校、科研院所的科研人员流动到高新技术企业、科技型中小企业开展技术创新服务,鼓励高校、科研院所与高新技术企业、科技型中小企业开展科研人员“双聘”。同等条件下,择优支持企业科技特派员、“双聘”科研人员申报的省级科技计划项目。(Provincial Department of Science and Technology、省教育厅按照职责分工负责)
(八)落实科技型企业培育相关政策。贯彻落实《创新驱动高质量发展29条措施》、《高新技术企业“三倍增”行动计划》、《加强双创孵化载体建设8条措施(试行)》、《云南省科技创新券实施管理办法》、《云南省科技金融结合专项资金管理办法》等政策措施,积极兑现各项优惠政策;各州(市)、县(市、区)科技管理部门要加强与本级财政部门的沟通,确保科技型企业培育各项优惠政策及时得到兑现。(Provincial Department of Science and Technology、Provincial Department of Finance、Provincial Tax Office、省教育厅、Provincial Department of Human Resources and Social Security、省国资委、省自然资源厅、省投资促进局、省卫生健康委、省外办,各州、市人民政府负责)

(二)持续提升融资服务水平。各金融机构要加强动产融资统一登记公示系统、中征应收账款融资服务平台相关政策、成效及应用宣传;优化动产融资业务管理流程、制度,积极拓展中小微企业动产抵质押范围,对资信良好、经营良好的中小微企业建立起融资绿色通道;对中征应收账款融资服务平台推送的融资需求及时办理,提高金融服务的及时性、精准度和效率;积极与中征应收账款融资服务平台进行系统对接,提高中小微企业应收账款融资效率;加强动产和权利担保融资业务创新,推广“政采贷”及供应链融资产品。将动产和权利担保登记、查询纳入信贷管理流程,做到规范准确登记、应登尽登。(People's Bank of China Kunming Central Branch、Yunnan Banking and Insurance Regulatory Bureau、省地方金融监管局、Provincial Department of Industry and Information Technology按照职责分工负责)
