Regulations of the Inner Mongolia Autonomous Region on Promoting High-quality Development in Border Areas

Chapter I: General Provisions
Article 1 These Regulations are formulated on the basis of relevant national laws and regulations, combined with the actual conditions of the autonomous region, so as to promote the high-quality development of border areas, strengthen ethnic unity, consolidate the border defense of the motherland, preserve national unity, and achieve common prosperity.
Article 2 These Regulations apply to efforts to promote high-quality development in border areas and related activities within the autonomous region's administrative region.
The term "border areas" as used in these Regulations refers to the banner and urban areas where the border is located, including Alxa Left Banner, Alxa Right Banner, Ejina Banner, Urad Rear Banner, Urad Middle Banner, Darhan Maomingan United Banner, Siziwang Banner, Abaga Banner, Sunit Left Banner, Sunit Right Banner, East Uzhumuqin Banner, Erenhot City, Arshan City, Horqin Right Wing Front Banner, Erguna City, Chenbalhu Banner, Xinbarhu Left Banner, Xinbarhu Right Banner, Manzhouli City, and Zhainuoer District.
The term "people's governments at or above the banner county level" as used in these Regulations refers to the people's governments of autonomous regions, the people's governments of cities divided into districts where the borders are located, the administrative offices of the leagues, and the people's governments of banner districts.
Article 3 To promote the high-quality development of border areas, we should adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, adhere to the leadership of the Communist Party of China, firmly grasp the strategic positioning of the Party Central Committee for Inner Mongolia, completely, accurately, and comprehensively implement the new development concept, take the sense of community of the Chinese nation as the main line, take ecological priority and green development as the guidance, and adhere to the systematic planning and integrated promotion of stable, solid, strong, secure, harmonious, and rich borders, so as to build a model autonomous region in all aspects.
Article 4 To promote the high-quality development of border areas, it is necessary to comprehensively establish and improve a modern economic system, social governance system, and public service system, comprehensively improve infrastructure conditions and people's basic living security standards, and comprehensively form a pattern of harmonious coexistence between man and nature, so as to achieve prosperity and development of the border, unity and happiness of border people, and security and stability of border defense.
Article 5 To promote the high-quality development of border areas, it is necessary to adhere to government leadership, social participation, and self-development, and implement the combination of overall planning and highlighting key points, the combination of ecological civilization construction and economic development, the combination of infrastructure construction and industrial development, the combination of ethnic unity and border stability, the combination of policy support and diversified social investment, and the combination of multi-party assistance and self-reliance.
Article 6 The people's government of the autonomous region shall strengthen leadership over efforts to promote high-quality development in border areas, and make overall plans for the resolution of major problems in the work.
People's governments at the flag county level or above shall earnestly perform their primary responsibility for promoting high-quality development in border areas, and establish and complete relevant working mechanisms.
Article 7 The development and reform departments of people's governments at the banner county level or above are responsible for organizing and coordinating efforts to promote high-quality development in border areas within their respective administrative regions, and other relevant departments shall, in accordance with their respective duties, do a good job of efforts related to promoting high-quality development in border areas.
Article 8 State-owned enterprises and public institutions under the autonomous region shall, in accordance with the relevant provisions of the State and the autonomous region, support the promotion of high-quality development in border areas in terms of funds, projects, talents, technology, etc.
Article 9 Encourage and support social forces to participate in promoting the high-quality development of border areas through investment and development, industrial co-construction, culture and education, talent training, science and technology promotion, tourism development, and donations.
Article 10 Border areas should make full use of development support policies, strengthen infrastructure construction, improve the public service system, expand and strengthen advantageous and characteristic industries, give full play to their own advantages and potentials, improve their self-development capabilities, and effectively protect and improve people's livelihood.
Chapter II: National Unity and Progress
Article 11 The cause of national unity and progress is an important part of the great cause of socialism with Chinese characteristics and the foundation of social stability and long-term peace and stability.
People's governments at or above the banner county level shall do a good job of promoting ethnic unity and progress in accordance with law, establish and improve working mechanisms for promoting ethnic unity and progress, and educate and guide cadres and people of all ethnic groups in border areas to forge a strong sense of community for the Chinese nation.
Article 12 The people's governments at or above the banner county level shall carry out demonstration and creation of a strong sense of community for the Chinese nation, cultivate demonstration zones and demonstration units for ethnic unity and progress in border areas that have a demonstration and leading role, and focus on organizing and carrying out efforts to create ethnic unity and progress in government organs, enterprises, Sumu townships, Gacha villages, schools, companies, religious sites, networks, and other such organizations, and gradually realize full coverage of the creation of a work society.
The people's governments at or above the banner county level and their relevant departments shall promote the creation of demonstration models in border areas such as banner districts, Sumu townships, Gacha villages, and companies where all ethnic groups work together in unity and work together to defend and consolidate the borders.
Article 13 People's governments at or above the banner county level shall strengthen the establishment of an inter-embedded social structure and community environment in border areas, improve the social conditions for all ethnic groups in border areas to live and study together, build and share together, and work and enjoy together, actively promote the gradual embedding of the people of all ethnic groups in border areas in all aspects such as space, culture, economy, society, and psychology, and promote exchanges, exchanges, and integration of all ethnic groups in border areas.
Article 14 We should comprehensively strengthen education in the standard spoken and written language of the state, comprehensively popularize and popularize the standard spoken and written language of the state, unswervingly and comprehensively promote the use of the state's unified teaching materials, ensure that young people of all ethnic groups in border areas master and use the standard spoken and written language of the state, scientifically protect the spoken and written languages of all ethnic groups, respect and guarantee the study and use of the spoken and written languages of all ethnic minorities, encourage all ethnic groups in border areas to learn each other's spoken and written languages, and actively promote students of all ethnic groups in the same school and class.
Article 15 People's governments at the banner county level or above shall include ethnic affairs in the social governance pattern of joint construction, joint governance, and sharing, thoroughly carry out in-depth investigation of risks and hidden dangers in areas related to ethnic minorities in border areas, strengthen monitoring and early warnings, handle and resolve contradictions and disputes involving ethnic factors in accordance with law, and prevent and resolve risks and hidden dangers in the ethnic field.
Chapter III: Ecological and Environmental Protection
Article 16 People's governments at or above the banner county level shall make overall plans to promote the integrated protection and systematic management of mountains, rivers, forests, fields, lakes, grasslands, and sands in border areas, promote green development in border areas, and build important ecological security barriers in northern China.
Article 17 People's governments at or above the banner county level shall increase the extent of ecological and environmental protection, promote key ecological projects such as the protection of natural forests, the management and protection of public welfare forests, the protection and restoration of grasslands, soil and water conservation, the protection of wetlands, the comprehensive management of mines, ecological restoration, and the conservation of biodiversity, and build national green development demonstration zones in eligible border areas.
Article 18 The people's governments at or above the banner county level shall support the development and utilization of renewable and clean energy such as wind, solar, hydro and biomass in border areas, and promote the construction of an energy supply system with clean and low-carbon energy as the main body.
Article 19 People's governments at or above the banner county level and their relevant departments shall strictly implement the requirements for zoning and control of the ecological environment, and increase the extent of protection of nature reserves and other ecological function zones in border areas.
Article 20 The people's government of the autonomous region and its relevant departments shall establish and improve the ecological compensation system for key areas such as forest and grassland resources, water resources, and the environment of river basins, give priority to the border areas that meet the requirements to be included in the scope of ecological compensation, and gradually increase the extent of ecological compensation for key ecological function areas in border areas.
Support border areas with conditions to actively participate in carbon emission market trading。
Chapter IV Infrastructure Construction
Article 21 The people's government of the autonomous region and its relevant departments shall make overall plans for the construction of infrastructure in border areas, and give priority to the inclusion of eligible infrastructure construction projects in border areas in relevant plans and plans;
Article 22 The people's government of the autonomous region and its relevant departments shall provide support and guarantee for the construction of major infrastructure, major projects and key projects in border areas.
Article 23 The people's governments at or above the banner county level shall strengthen the construction of water conservancy projects such as drinking water safety, drinking water quality, flood and drought disaster prevention and control, and water conservation in key areas in border areas, and build a water conservancy guarantee network for the benefit and elimination of harms, such as the management of small and medium-sized rivers, the removal and reinforcement of disease-risk reservoirs, and the prevention and control of mountain floods, so as to increase the capacity of border areas to ensure water supply, drinking water safety, and disaster prevention and resistance.
Article 24 The people's government of the autonomous region and its relevant departments shall focus on supporting the border areas to carry out power grid consolidation projects in rural and pastoral areas and improve the capacity of electric power services。
The people's governments at or above the banner county level shall make overall plans for the use of electricity by farmers and herdsmen in border areas, promote the construction, renovation and upgrading of power supply facilities, and gradually solve the electricity needs of farmers and herdsmen in border areas for production and living.
Article 25 The people's government of the autonomous region shall strengthen the construction of transportation infrastructure in border areas, improve the layout of major transportation infrastructure in border areas, and promote the integration of urban and rural transportation in border areas.
The people's governments at or above the banner county level shall promote the construction, upgrading, and connection of roads in border areas, strengthen the reconstruction of dangerous highway bridges and the construction of highway safety and life protection projects in rural and pastoral areas, improve the transportation channels and regional road network layout in rural and pastoral areas, and improve the transportation conditions in rural and pastoral areas.
Article 26 The people's government of the autonomous region shall promote the construction of railways along the border, speed up the expansion and transformation of existing railway lines in border areas, improve the railway collection and distribution system behind ports, and improve the quality of the road network along the border.
The people's government of the autonomous region shall accelerate the construction of airports in border areas, reasonably and orderly increase the capacity of existing airports, build border general airports in accordance with local conditions, and improve the level of transportation facilitation and emergency support capabilities.
Article 27 The autonomous region's communications management department shall make overall plans to promote the construction of communications networks in border areas, deepen mobile and optical fiber broadband network coverage, and gradually increase the capacity of communications network services.
People's governments at or above the banner county level shall support border areas in strengthening the construction of information infrastructure, increase the extent of policy support, guide enterprises to participate in the construction of communications infrastructure in border areas, deepen government-enterprise cooperation, and coordinate and linkage with multiple parties to jointly promote the development of communication networks in border areas.
Article 28 The people's governments at or above the banner county level and their departments for development and reform, commerce, and other departments shall support border areas in accelerating the construction of urban and rural logistics infrastructure, improve logistics networks, cold chain networks, and e-commerce operation networks, cultivate and expand e-commerce markets in border areas, promote online sales of agricultural and livestock products, build smart e-commerce logistics parks, and build regional centers for the collection and distribution of online shopping goods.
Chapter V: Industrial Development
Article 29 The people's government of the autonomous region and its relevant departments shall support the transformation and upgrading of industries in border areas, develop green industries, strengthen the county economy, and support industrial projects that meet the characteristics of border areas and the requirements of ecological and environmental protection to be prioritized in border areas.
Article 30 The people's governments at or above the banner county level shall make overall plans for industrial revitalization, integrate relevant special funds for centralized investment, and give key support to industries and projects that are in line with industrial policies and have a strong driving role in terms of planning guidance, project arrangement, factor allocation, and fiscal and tax support, so as to enhance the endogenous driving force for high-quality development in border areas.
Enterprises should be encouraged to promote industrial development in border areas through the development of resources, the cultivation of industries, and the development of markets; the action of private enterprises to enter the border areas, the implementation of projects for the development of industries with special characteristics to rejuvenate the border areas and enrich the people, and the promotion of local employment and income increase for the border residents to become rich; enterprises investing and setting up enterprises in the border areas shall enjoy preferential fiscal, tax, and financial policies in accordance with the relevant regulations of the state and the autonomous region.
Article 31 The people's governments at or above the banner county level and their departments for development and reform, commerce, and other departments shall strengthen the construction of a business environment in border areas, improve the investment promotion and service system, actively introduce domestic and foreign capital, technology, and talents, innovate ways to attract investment, and improve the level of facilitation for the establishment, operation, and exit of enterprises.
Article 32 The people's governments at or above the banner county level shall support and promote the construction of strong towns in the agricultural and animal husbandry industry and modern agricultural and animal husbandry industrial parks in border areas, and consolidate and strengthen the real economy.
Article 33 The people's governments at or above the banner county level shall support the development of modern grassland animal husbandry in border areas, build a whole industrial chain that connects upstream and downstream, and promotes the coordinated development of family economy, cooperative operations, and enterprise operations.
Article 34 The people's governments at or above the banner county level and their agricultural and animal husbandry departments shall give priority to promoting the construction of high-standard farmland and modern pastures and pastures in border areas, carry out projects to improve the quality of cultivated land and irrigation and drainage projects of farmland, promote the construction of new agricultural and animal husbandry business entities, improve the production conditions of agriculture and animal husbandry, and develop advantageous and characteristic industries in agriculture and animal husbandry.
Article 35 The people's governments at or above the banner county level shall cultivate new industries, new driving forces, and new growth poles, promote the concentrated and intensive development of industries, and accelerate the construction of a modern industrial system.
Encourage border areas to develop high-efficiency, energy-saving, advanced environmental protection and resource recycling industries, promote the green transformation of industries, and create ecological industrial parks.
Article 36 The people's government of the autonomous region and its energy department shall, in accordance with the relevant provisions of the State and the autonomous region, plan and construct large-scale wind power and photovoltaic bases, supporting power sources and transmission channels in the deserts, Gobi and desert areas of the border areas。
Article 37 The people's government of the autonomous region shall give priority to supporting the construction of industrial parks in border areas and building industrial clusters covering production, processing, circulation, science and technology, and services;
Article 38 The people's governments at or above the banner county level shall support the development of productive service industries such as finance, modern logistics, e-commerce, and information services in border areas in accordance with local conditions, accelerate the development of life services such as health care for the elderly, forest health care, housekeeping services, and community services, improve the construction of relevant supporting facilities, promote the standardization and branding of service industries, and cultivate well-known brands with local characteristics.
Article 39 The departments of culture and tourism, sports and other departments of the people's government of the autonomous region shall give priority to supporting the development of characteristic cultural industries, tourism industries and sports industries in border areas where conditions permit.
The people's governments at or above the banner county level and their relevant departments shall promote the high-quality development of tourism in border areas, improve tourism infrastructure, and create high-quality tourism routes; rely on the natural landscapes and characteristic cultural advantages of border areas to build border characteristic tourism brands and improve border tourism service capabilities; support border areas in creating all-region and all-season tourism demonstration zones, and promote the differentiated and coordinated development of tourism.
Article 40 The people's governments at or above the banner county level shall support the border areas, especially the Sumu townships and Gacha villages in the border areas, in developing industries with special characteristics to rejuvenate the border areas and enrich the people in accordance with local conditions, and promote the integrated development of primary, secondary and tertiary industries.
Article 41 The people's government of the autonomous region shall establish a cross-regional cooperation platform, improve mechanisms for regional cooperation and joint construction, and make overall arrangements for the joint construction of industries and projects between economically developed areas and border areas within the autonomous region.
Article 42 The people's government of the autonomous region and its departments for development and reform shall establish counterpart assistance mechanisms, clarify the division of responsibilities, strengthen the orientation of performance evaluation, and give priority support to border areas when conducting pilot demonstrations and arranging financial subsidies.
Chapter VI: Opening to the outside world
Article 43 The people's government of the autonomous region and its relevant departments shall, relying on the advantageous layout of the border areas, strengthen cooperation with neighboring countries in energy and minerals, infrastructure, agriculture and animal husbandry, culture and tourism, environmental protection, etc., and support the border areas to fully participate in the construction of the China-Mongolia-Russia Economic Corridor, deeply integrate into the joint construction of the "Belt and Road", improve the level of opening up, and build an important bridgehead for China's opening up to the north.
The people's government of the autonomous region and its relevant departments shall coordinate the construction of industries, trade, corridors and platforms in border areas, and play a greater role in connecting domestic and international dual circulation.
Article 44 The people's government of the autonomous region and its relevant departments shall speed up the construction of open cooperation platforms and border ports, encourage the integrated development of port hinterland areas to take the lead in pilot projects, promote the construction of interconnection facilities, and improve the level of public services such as investment and trade promotion, industrial park and industrial development planning, information application, and personnel training;
Support the construction of border tourism pilot zones and cross-border tourism cooperation zones in border areas where conditions permit.
Article 45 The people's government of the autonomous region and its relevant departments shall improve the functions and layout of border economic cooperation zones and cross-border economic cooperation zones, strengthen the construction, operation and maintenance of border ports, increase the level of security and comprehensive service capacity and facilitation of border ports, and make overall plans to promote the pilot construction of smart ports and digital national gates, and increase the capacity of ports to provide customs clearance guarantees.
The people's governments at or above the banner county level and their relevant departments shall promote the processing of imported resources in ports and hinterland industrial parks, and promote the transformation of economic channels into channel economies and the transformation of transit economies into landing economies.
Article 46 The people's governments at or above the banner and county level shall innovate and develop border people's mutual market trade zones, support the cultivation of border people's mutual market trade and processing industries, characteristic logistics industries and commodity trade centers that are in line with local conditions, expand the scope and scale of border people's mutual market trade imported commodities, promote the landing processing of border people's mutual market imported goods, and guide the development of mutual market trade in the direction of processing, investment, and trade integration.
Article 47 The people's governments at or above the banner county level and their relevant departments shall rely on the liaison mechanism between the autonomous region and the relevant regions of neighboring countries to actively expand foreign economic and trade exchanges and cooperation, carry out economic and trade activities through multiple channels, and facilitate the smooth flow of domestic and foreign markets for enterprises.
Chapter VII: Ensuring the improvement of people's livelihood
Article 48 The people's government of the autonomous region and its relevant departments shall accelerate the transfer of high-quality public service resources to border areas, make up for shortcomings in the field of basic public services in border areas, and increase the level of equalization of basic public services in border areas.
Article 49 Encourage social capital and social forces to participate in the construction and operation of basic public service projects in border areas, and use methods such as government procurement of services to improve the quality and efficiency of the supply of basic public services in border areas.
Article 50 The people's governments at or above the banner and county level shall promote the construction of central towns in border areas that are characterized by industrial agglomeration, commercial and trade circulation, and ecological livability; strengthen the construction of border towns that are located in important strategic directions and key passage nodes, have great potential for economic and social development, and have a strong ability to radiate and drive; and carry out the construction of cities and towns that are central for the action of rejuvenating the border areas and enriching the people, so as to improve the industrial support and population agglomeration capacity of the first-tier cities and towns arriving at the border areas.
People's governments at or above the banner county level shall support border areas in strengthening the construction of municipal facilities, make up for the shortcomings of public service facilities, promote the transformation of old urban communities, and improve the living conditions of the people.
Article 51 The relevant departments of the people's government of the autonomous region shall establish and complete mechanisms for dynamic monitoring and targeted assistance in border areas to prevent the return to poverty, increase the overall level of development in areas lifted out of poverty, and realize the effective connection between consolidating and expanding the achievements of poverty alleviation and rural revitalization.
Article 52 The people's government of the autonomous region and its relevant departments shall take effective measures to support the construction of villages and towns and production and grazing points in the border areas, promote the renovation of dilapidated houses, road maintenance, water supply, power supply and heat supply guarantees, the improvement of the living environment, and the improvement of basic public service facilities, and improve the production and living conditions of the villagers and the frontline residents living in the border areas.
The people's governments at or above the banner county level shall comprehensively promote the revitalization of rural areas in border areas, promote the construction of beautiful villages in border areas, and support border areas in carrying out projects such as the investigation and rectification of potential safety hazards in rural and pastoral areas, the renovation of dilapidated houses, the collection, transportation and disposal system of domestic waste, and the treatment of domestic sewage, so as to improve the living environment in rural and pastoral areas.
Article 53 The people's government of the autonomous region and its relevant departments shall accelerate the integrated development of urban and rural areas in border areas, promote the extension of urban public service facilities to rural and pastoral areas, strengthen the construction of educational, cultural, medical, and sanitation infrastructure in border areas, and ensure that people of all ethnic groups enjoy preschool and compulsory education nearby, and enjoy high-quality and equal cultural, medical, sanitation, and other public services, and continuously improve the level of public services.
Article 54 The people's government of the autonomous region and its relevant departments shall increase investment in education in border areas, optimize the allocation of educational resources, develop basic education, improve the conditions for running schools in border areas, guide high-quality schools in the autonomous region to carry out joint construction and assistance activities in border areas, and increase the capacity of schools in border areas to run schools.
People's governments at the banner county level or above shall strengthen the livelihood guarantees for teachers in border areas, improve the living conditions of boarding students in primary and secondary schools, raise the standard of living allowances for students from economically disadvantaged families, promote the implementation of nutrition improvement plans for compulsory education students in rural and pastoral areas, and ensure that students in border areas have equal access to quality education.
People's governments at or above the banner county level shall increase the extent of the construction of educational infrastructure for border schools, increase the level of education opening up to the outside world, and form a complete education system in border areas.
Encourage social capital to donate funds to run schools and develop private education in border areas in accordance with the law.
Article 55 The people's government of the autonomous region and its relevant departments shall strengthen the capacity of the medical and health system in border areas and the capacity for epidemic prevention and control, encourage relevant hospitals in the autonomous region to carry out counterpart assistance with hospitals in border areas, promote the construction of a close-knit county-level medical community, improve and improve the three-level medical and health service network in the border areas, such as banner districts, Sumu townships, and Gacha villages, optimize the allocation of medical resources, and strengthen the informatization and standardization of border health centers.
Article 56 The people's governments at or above the banner county level and their relevant departments shall gradually raise the level of social security in border areas, support the establishment of old-age care, childcare and social assistance systems in border areas, and raise the level of old-age insurance benefits for urban and rural residents.
Article 57 People's governments at the banner county level or above and their relevant departments shall improve human resources public service platforms in border areas, providing services such as employment information, policy guidance, and protection of rights and interests.
The people's governments at or above the banner county level and their relevant departments shall strengthen vocational and technical training for the labor force in border areas, actively support the people living in the border areas and their children in starting businesses and finding employment, and effectively solve the problem of the people living in the border areas finding employment nearby.
Article 58 People's governments at or above the banner county level and their relevant departments shall make overall plans to promote the construction and maintenance of public facilities such as public cultural venues and radio and television broadcast and transmission coverage facilities in border areas, strengthen public cultural service safeguards in Sumu townships and Gacha villages, and carry out mass cultural activities and national fitness activities.
Article 59 People's governments at or above the banner county level shall focus on solving the problem of population hollowing out in border areas, deepen differentiated and precise subsidy policies, increase the extent of support for border defense and consolidation projects, actively guide returning college students, migrant workers, and demobilized soldiers to go to border areas to guard and protect the border, and encourage the masses to go to the border line to produce and live on the front line.
People's governments at or above the banner county level shall implement the State's policies on supporting active births, and promote the long-term balanced development of the population in border areas.
Article 60 People's governments at or above the banner county level shall strengthen the construction of comprehensive service facilities and service outlets for urban and rural communities in border areas, explore and carry out mobile services in light of local conditions, carry out actions to enter villages and households in remote Gacha villages, and provide border residents with services such as delivering water, daily necessities, and medical treatment and medicine.
Chapter VIII: Safeguards and Oversight
Article 61 The people's government of the autonomous region shall establish and complete mechanisms for coordinating and guaranteeing the high-quality development of border areas, and provide support in areas such as planning and layout, policy support, project arrangements, fund allocation, factor guarantees, and talent introduction.
The people's government of the autonomous region shall establish and improve mechanisms for the growth of stable financial investment to promote the high-quality development of border areas, make overall plans for the use of relevant special funds, and gradually increase the extent of support for border areas; priority should be given to supporting border areas in strengthening infrastructure construction such as transportation, water conservancy, energy, communications, information, public services, and security protection, and improve the degree of balanced accessibility of infrastructure; and financial institutions should be encouraged to innovate financial products and financing models to support high-quality development in border areas.
People's governments at the banner county level or above shall include efforts to promote high-quality development in border areas in the national economic and social development plans at that level, and the required funds shall be included in the fiscal budget at that level.
Article 62 The people's government of the autonomous region and its relevant departments shall establish and improve policies to support the introduction, training, use, and incentive of talent in border areas, complete mechanisms for the investment of diversified talents, and encourage and attract talents in areas such as education, science and technology, medical and health care, and legal services to flow to border areas.
Article 63 The people's governments at or above the banner county level shall support the border areas in strictly implementing the national industrial policies and access standards, strictly control high-pollution, high-water-consuming, and high-energy-consuming projects, accelerate the elimination of backward production capacity, and encourage enterprises to implement energy-saving and emission reduction measures such as cleaner production technological transformation.
Article 64 The people's governments at or above the banner county level shall establish and improve working mechanisms for border residents to participate in border defense and consolidation, and form a team of border guards for farmers and herdsmen with stable personnel, high quality, and comprehensive skills.
The people's governments at or above the banner county level shall implement the subsidy policy for border residents and the subsidy policy for border guards, establish and improve a long-term mechanism for the growth of subsidies for border guards, and do a good job in the distribution of subsidies for border residents and border guards.
Article 65 People's governments at the flag county level or above shall strive to improve the level of modernization of the grassroots governance system and governance capacity in border areas, and improve grassroots governance platforms with grid management, refined services, and information support.
Article 66 People's governments at or above the flag county level shall strengthen social governance in border areas, advance the establishment of a three-dimensional border prevention and control system, build a complete, supportive, and efficient system for governing borders in accordance with law, and maintain national political security, public security, and border security and stability.
Article 67 The people's governments at or above the banner county level shall consolidate the situation in which the party, government, military, police, and people work together to strengthen border defense, optimize the construction of the mass defense system, and improve the ability to control border defense; strengthen national defense education, deepen mutual support and joint construction, and promote the unity of the military and the government, and the army and the people; promote the construction of digital border defense and smart border defense, and realize the organic combination of civil air defense, physical defense, and technical defense.
Article 68 The standing committees of people's congresses at the flag county level or above shall strengthen oversight of efforts to promote high-quality development in border areas through methods such as hearing and deliberating special work reports and organizing law enforcement inspections.
Article 69 The departments of finance, auditing, and other departments of people's governments at or above the banner county level shall, in accordance with their respective duties, strengthen oversight of the use of financial funds to support the high-quality development of border areas.
Article 70 People's governments at or above the banner county level shall give commendations and awards to organizations and individuals that have made outstanding contributions to promoting the high-quality development of border areas in accordance with the relevant provisions of the State and autonomous regions.
Article 71 Where the relevant state laws and regulations have already made specific provisions on punishment for conduct violating the provisions of these Regulations, follow those provisions.
Article 72 Those who neglect their duties, abuse their powers, or twist the law for personal gain in the work of promoting high-quality development in border areas shall be punished in accordance with law by the directly responsible managers and other directly responsible personnel, and if a crime is constituted, criminal responsibility shall be pursued in accordance with law.
Chapter IX: Supplementary Provisions
Article 73 These Regulations shall come into force on January 1, 2024.
