In order to further implement the goals and tasks of the 20th National Congress of the Communist Party of China on making new breakthroughs in high-quality economic development, implement the new deployment and new requirements of the Party Central Committee and the State Council, and grasp and respond to the opportunities and challenges faced by the high-quality development of the capital, this action plan is formulated in combination with the actual situation in Beijing.
1. General requirements

2. Continue to strengthen innovation and strengthen the industrial chain, and promote the coordinated development of Beijing-Tianjin-Hebei to a new level

2. Promote greater breakthroughs in the construction of Beijing's "new two wings". The Xiong'an New Area will be included in the construction of Beijing's high-level talent highland, the Xiong'an Center of Beijing Overseas Scholars will be established, and the activities of experts and talents entering Xiong'an and the sub-center of the city will be carried out, and the support for the sub-center of the city will be increased by the "Talent Trip to Beijing Suburb" project. Support the turnkey project of "three schools and one hospital", improve the level of running schools and medical institutions, accelerate the construction of Zhongguancun Science and Technology Park in Xiong'an New Area, and realize the opening of the Beijing-Xiong'an Expressway. Coordinate and promote the implementation of the stock headquarters and incremental sectors of municipal state-owned enterprises in line with the functional positioning of the city's sub-center. The Beijing Art Center, Beijing City Library, and Beijing Grand Canal Museum have been put into operation, the second phase of the administrative office area has been relocated, the East Sixth Ring Road has been renovated, and major projects such as the comprehensive transportation hub of the city sub-center station have been completed, and the implementation of the M101 rail transit line has been accelerated. We will build an integrated high-quality development demonstration zone between Tongzhou District and the three northern counties, and accelerate the interconnection of infrastructure such as rail transit Pinggu Line and factory access roads.
3. Accelerate the construction of a modern capital metropolitan area. With the support of the integration of regional transportation facilities, we will build a commuting circle around Beijing, a functional circle of Beijing-Tianjin-Xiongxiong, and an industrial circle of node cities. We will build "Beijing-Tianjin-Hebei on the track", speed up the construction of the third phase of rail transit projects and the planning of suburban railway projects, and promote the integration of trunk railways, intercity railways, suburban railways and urban rail transit. The first phase of the intercity railway liaison line was completed, and supporting transportation hub projects such as Chaoyang Station and Fengtai Station were completed. Relying on transportation corridors such as Beijing-Tianjin, Beijing-Baoshi, Beijing-Tang-Qin, and Beijing-Xiong, we will build high-quality development economic corridors from different directions. Promote the construction of an international comprehensive transportation system, promote the direct connection and linkage development of world-class airport clusters and port clusters, and improve the direct connection between "seven stations, two fields and one hub" and with the surrounding important functional areas.
4. Build a Beijing-Tianjin-Hebei collaborative innovation community. Jointly promote the construction of the Beijing-Tianjin-Hebei National Technology Innovation Center. Encourage and guide innovation entities to establish achievement incubation and pilot test bases in Beijing, Tianjin and Hebei, and support the joint construction of major scientific research infrastructure and industrial technology innovation platforms. Encourage scientific research institutions and enterprises to jointly establish industry-university-research innovation consortiums and joint laboratories to create a number of innovative leading enterprises with independent intellectual property rights and international competitiveness. Establish and improve the "supply and demand docking list" mechanism for the transformation of scientific and technological achievements in Beijing, Tianjin and Hebei, and support the service platform for the transformation of scientific and technological achievements to carry out cross-regional services.
5. Promote the Beijing-Tianjin-Hebei industrial chain to strengthen the chain, supplement the chain, extend the chain and optimize the chain. An action plan for the construction of a first-class business environment in Beijing, Tianjin and Hebei was introduced. Study and improve the management system of the airport economic zone of Daxing International Airport, explore the institutional mechanism of market-oriented operation authorized by the government, and better play the role of enterprise development, operation and management platform. Taking the Daxing International Airport Comprehensive Bonded Zone as a pilot, a cross-provincial administrative authority management plan and a benefit-sharing mechanism will be formulated.
3. Accelerate the improvement of the capacity and level of innovation-driven development, and promote new breakthroughs in the construction of major scientific centers and major innovation highlands in the world
Coordinate and give full play to the capital's advantages in education, science and technology, and talents, build a number of world-class open and shared major innovation carrier platforms, break through a number of key core technology "bottleneck" problems, gather a group of high-level international talents with global influence, expand a group of demonstration-led scientific and technological innovation enterprises, and implement a number of reform measures to support comprehensive innovation, and the international science and technology innovation center has been basically formed, becoming the source of technological innovation in the world's scientific frontiers and emerging industries, and the gathering place of global innovation elements.
7. Strengthen and optimize strategic scientific and technological forces. We will make every effort to ensure that the national laboratory achieves high-standard and high-level on-orbit operation, serves the systematic development of the national laboratory, and supports the laboratory to actively undertake key national and Beijing key research projects. Accelerate the preparation of the implementation plan for the innovation and development of the Huairou Comprehensive National Science Center, adhere to the expansion of influence while building and operating, and actively strive to initiate or participate in international major scientific programs, innovate the open operation and management measures of the facility platform, and explore differentiated open sharing and reward support mechanisms. Introduce implementation measures to support the high-quality development of world-class new R&D institutions, and support the city's new R&D institutions to undertake national strategic tasks in the fields of artificial intelligence, blockchain, quantum information, and life sciences. Create a number of cross-domain and collaborative innovation platforms.
8. Deepen originality and leading scientific and technological research. The Beijing Municipal Leading Action Plan for Basic Research has been promulgated to benchmark the development of applied basic research in line with the needs of key core technologies, and accelerate the production of a number of original theories and achievements. Implement the action plan for tackling key core technologies, focus on the new generation of information technology, medicine and health, new materials, new energy, intelligent networked vehicles and other fields, and break through a number of "bottleneck" technologies. Actively strive to create a national future industry pilot zone, coordinate the city's innovation resources in the fields of general intelligence, quantum technology, future networks, future life, low-carbon energy, and cutting-edge materials, and accelerate breakthroughs in cutting-edge technologies and transformation of technological achievements.
9. Strengthen the main role of enterprises in scientific and technological innovation. In view of the city's key development of high-tech industries, through the cultivation of enterprise technology centers, industrial foundation, mechanism innovation platform, pilot test verification acceleration, application scenario construction and other projects, the construction of industrial science and technology independent innovation system. Support science and technology leading enterprises to organize and carry out innovative research and development activities, put forward innovation needs around the key links of the industrial chain, unite universities and research institutes and upstream and downstream enterprises to form innovation consortia in the form of industrial innovation centers, engineering research centers, and technology innovation centers, and explore a new paradigm of deep integration of industry, university and research led by enterprises. A number of measures have been introduced to further support the development of foreign-funded R&D centers, supporting well-known multinational companies and top international scientific research institutions to set up substantive foreign-funded R&D centers or upgrading their innovation levels for the first time in Beijing, and supporting foreign-funded R&D centers to undertake government scientific and technological tasks such as scientific and technological research and development, international cooperation, and application scenario demonstration. Provide foreign-funded R&D centers with one-stop comprehensive services integrating patent pre-examination, rapid confirmation of rights, and rapid rights protection.

Coordinate talent management and talent support plans in the fields of education, science and technology, economy, informatization, etc., and focus on key core technologies and key areas of high-tech industry development for centralized support and service guarantee. Gather strategic scientists and first-class scientific and technological leaders, sing the brand of "Future Science Award", and do a solid job in the selection and training of Beijing scholars. Identify a number of enterprises integrating industry and education, and rely on vocational colleges to build a number of training centers for the integration of industry and education. Support willing scientific researchers to start a business with technology, products and teams, and introduce and train a group of CEOs who serve scientists to start a business. Explore the introduction of "talent entrepreneurship insurance" to compensate for the R&D expenses lost by innovation and entrepreneurship, and give certain subsidies to premiums, so as to eliminate worries about talent innovation and entrepreneurship. Facilitate the handling of work permits for foreign talents, and delegate the authority to approve work permits for foreigners in China in key areas.
12. Continue to promote high-level scientific and technological self-reliance and self-improvement. The new round of pilot policies in Zhongguancun that meet the requirements will be expanded to the whole demonstration zone, and the districts will be promoted to formulate a work plan based on their own development positioning and industrial characteristics. Promote the establishment of a scientific research fund management model that conforms to the law of scientific and technological innovation, implement the pilot project of "lump sum system" for scientific research projects supported by municipal financial funds, and establish and improve the performance evaluation mechanism of result-oriented scientific research projects. Implement the city's regulations on promoting the transformation of scientific and technological achievements, continue to promote the pilot management of the transformation of scientific and technological achievements in key universities and institutes and medical and health institutions in the core area of the Zhongguancun National Independent Innovation Demonstration Zone, and continue to promote the central government in Beijing to carry out the application of the regulations on promoting the transformation of scientific and technological achievements.
13. Improve the financial system of science and technology. The implementation plan of the Zhongguancun Science and Technology Innovation Financial Reform Pilot Zone was introduced. Innovate the risk compensation mechanism for inclusive financing, and guide financial institutions to increase the tilt towards inclusive small and micro loans. Attract sovereign wealth funds to increase support for the city's science and technology enterprises, better play the leverage role of state-owned capital, and drive social capital to invest early and small. Take the lead in carrying out the first trial of the national data foundation system, and explore the creation of data training bases. The Beijing International Big Data Exchange will further improve the rules and business specifications for data product transactions, establish a working mechanism for data rights confirmation, and strive to upgrade to a national-level data exchange. Research and formulate measures for the implementation of the security assessment system for data export, and actively strive to carry out a pilot trial of the security assessment authority for data export. Encourage manufacturing enterprises to apply intelligent production equipment and information management systems to build digital headquarters. Encourage central enterprises, state-owned enterprises, internet platform enterprises, and other enterprises and units with the capacity to establish data groups, data companies, or data research institutes in Beijing.
15. Strengthen advanced digital infrastructure. Improve the high-quality communication infrastructure system, promote the dual gigabit plan, accelerate the deployment of 5G base stations, strive to build a new national Internet exchange center, and advance the layout of 6G future networks. Improve the overall planning and supply capacity of computing resources, coordinate various computing center resources such as government clouds, public clouds, and private clouds, and support the construction of Beijing Artificial Intelligence Public Computing Center in Haidian District and the construction of Beijing Digital Economy Computing Center in Chaoyang District. Coordinate and promote the construction of new technology infrastructure such as artificial intelligence, blockchain, big data, privacy computing, and urban space operating systems. Accelerate the layout of common infrastructure for smart cities, establish a "set of ledgers" for smart city perception facilities, and accelerate the creation of a "code chain integration" city code service platform.
16. Better promote the standardized, healthy, and sustainable development of the platform economy. Encourage platform enterprises to take the lead in building technology innovation centers, industrial innovation centers, innovation consortia, etc., increase R&D investment, and open up more new fields and new tracks. Encourage platform enterprises to launch digital services that meet the needs of small and medium-sized enterprises, such as data storage, production and marketing docking, overseas services, and innovation trial and error, so as to effectively drive the linkage innovation of small and medium-sized enterprises. Build a platform for cooperation and exchange between platform enterprises and various enterprises. 19. Promote the leading development of the intelligent networked vehicle industry. Forward-looking promotion of the legislative work of intelligent networked vehicles. Promote the construction of high-level autonomous driving demonstration areas, and carry out the construction of roadside intelligent equipment for new and reconstructed roads in strict accordance with the relevant standards of the demonstration area. We will continue to promote the construction of ultra-high-speed wireless communication technology (EUHT) private network in the Beijing Economic and Technological Development Zone, and strive to create technical standards that can be promoted and applied nationwide. Implement the implementation plan for the high-quality development of new energy vehicles, accelerate the construction of high-quality projects for new energy vehicles, continue to improve the independent and controllable level of core components, and guide and drive a number of high value-added parts and new energy intelligent vehicle supply chain enterprises to deploy in Beijing, Tianjin and Hebei.
20. Seize opportunities for the development of the artificial intelligence industry. Support innovation entities to focus on breakthroughs in cutting-edge basic theories and key core technologies of artificial intelligence. Accelerate the cultivation of the artificial intelligence industry phalanx, continue to build an artificial intelligence industry ecology, and encourage software companies to develop and create new products based on large models. Promote the development of key areas such as smart cities, finance, and autonomous driving, and organize the docking of commercial scenarios. It has basically built a source of AI innovation with global influence.
21. Promote the innovation and development of the robot industry. We will step up the layout of humanoid robots, set up the Beijing Humanoid Robot Industry Innovation Center, promote medical and health, collaboration, special, and logistics robots by category, organize and implement the "100 Application Scenario Demonstration Project", and promote the application demonstration of innovative robot products and the promotion of system integration models.
22. Increase the force of innovation and application of green technology. The overall plan for the development of new energy storage in the city was issued to support the research and development and application of high-efficiency, long-life and low-cost energy storage technologies, and the construction of standardized factories for solid-state lithium-ion batteries. Promote the breakthrough and application of smart grid technology, and accelerate the breakthrough of vehicle-network interaction, efficient and flexible smart distribution network situational awareness and operation optimization technology of millions of electric vehicles. Actively promote ultra-low energy consumption buildings and accelerate the development of prefabricated buildings. Promote the construction of the National Hydrogen Fuel Cell Vehicle Quality Inspection and Testing Center, implement the financial support policy for the demonstration and application of hydrogen fuel cell vehicles, and promote the construction and layout of hydrogen refueling stations by using self-owned stations, parks or existing gas (gas) stations such as public transportation, sanitation, passenger and freight transportation, etc., focusing on long-distance and heavy-duty transportation scenarios, and strive to achieve a cumulative promotion of hydrogen fuel cell vehicles exceeding 10,000 units. Promote water-saving processes and technologies such as recycled water, waste water recycling, and high-water-consuming production process substitution, and carry out sludge co-treatment and resource utilization.
23. Consolidate and expand the advantages of the development of the financial industry. Promote the optimization, transformation and upgrading of financial streets, and enhance their vitality, actively connect with the implementation of national financial infrastructure, and build a national financial technology demonstration zone. In Lize Financial Business District, a high-level digital finance demonstration zone is planned and constructed. Promote the innovative development of business finance in the Central Business District (CBD). Build a global green finance and sustainable finance center and a global wealth management center in the sub-center of the city. Accelerate the development of green finance, establish and improve the standard system of environmental and social governance (ESG), and promote qualified financial institutions to continuously improve the level of environmental information disclosure. Encourage the development of leading international green standard certification and rating agencies in Beijing.
24. Promote the optimization and upgrading of the professional service industry. Improve the level of marketization, digitalization and networking in the field of scientific and technological services such as R&D, design, technology transfer, scientific and technological consulting, innovation and entrepreneurship, create a number of influential advanced comprehensive service providers, and provide all-round professional services for scientific and technological innovation enterprises. Improve the level of comprehensive services such as legal services, management consulting, human resources, intellectual property rights, inspection and testing, gather the world's leading service institutions and top international professionals, and create 2 to 3 comprehensive demonstration zones for professional services.
25. Accelerate the promotion of "integration of the two industries". Focusing on 8 key areas such as the integration of the new generation of information technology and the manufacturing service industry, we will support the construction of common industrial service platforms in the park, support the renovation of vacated space and inefficient buildings, and cultivate and form 10 municipal-level "two-industry integration" demonstration parks and 100 municipal-level "two-industry integration" pilot enterprises.
26. Accelerate the modernization of agriculture and rural areas. Learn from the experience of Zhejiang's "Ten Million Project", formulate relevant documents in combination with the actual situation of the city, and introduce a new round of strategic planning for rural revitalization. We will make every effort to build a "seed industry capital", implement five major actions, including the protection and utilization of germplasm resources, seed industry innovation research, seed industry enterprise support, innovation base improvement, and innovation environment optimization, and make significant progress in core seed sources and key core technologies. Accelerate the construction of agricultural Zhongguancun, support Pinggu District to create a national agricultural high-tech industry demonstration zone, realize the completion and operation of the Jingwa Agricultural Science and Technology Innovation Center, and land platforms such as the International Innovation Research Institute of Agricultural Microbiology. Make good use of the land policy for point-shaped supporting facilities, launch a number of high-quality tourism routes and country houses, and promote the upgrading of rural tourism. Focusing on ecological conservation areas, it is the first to form typical cases such as gross ecological product value (GEP) assessment and compensation, take the lead in carrying out the exchange and compensation of gross ecological product value (GEP) and regional gross domestic product in plain areas and ecological conservation areas, and implement the accounting and application guidelines for ecological product value (VEP) in specific geographical units.

To meet the consumption needs of passengers for business, shopping, cultural tourism, leisure and other consumption, integrate star-rated hotels and rich consumption formats such as health care, leisure and entertainment, and expand the consumption scene of the airport. Promote the layout of the Tianzhu Comprehensive Bonded Zone to upgrade the consumer industry, upgrade the pilot of cross-border e-commerce sales of pharmaceutical products, open up the parallel import and sales chain of automobiles, and innovate the policy of connecting insurance and duty-free.
