It is necessary to firmly establish the idea of "a game of chess", strengthen the joint consultation, co-governance and coordination of ecological environmental protection and green development, cultivate and expand the green and low-carbon industrial belt from the line to the line, and create a new engine for green and high-quality growth in the Yangtze River Economic Belt.

Strengthen the coordinated and co-governance of the ecological environment. A high level of protection is the support for high-quality development. Since the implementation of the development strategy of the Yangtze River Economic Belt, the consensus of "joint efforts to protect and not engage in large-scale development" has become a consensus, the ecological quality of the areas along the Yangtze River has been significantly improved, and the beautiful scenery of "a river with clear water flowing eastward" has reappeared. It is necessary to continue to strengthen joint prevention and joint protection, and continuously improve the level of coordinated and co-governance of the ecological environment. It is necessary to strengthen the management of the negative list of industries in the Yangtze River Economic Belt, form a unified energy carbon emission assessment and environmental impact assessment mechanism, deepen the cross-regional upstream and downstream docking and integration of the environmental protection industry, and resolutely curb the disorderly transfer and leakage of pollutants from the "two high and one low" projects from the control area to other regions. Strengthen the convergence of industrial development policies and territorial spatial planning, guide the orderly transfer of capital, technology and labor-intensive industries from the east to the central and western regions, from the central city to the hinterland, and form a spatial pattern of industrial development in line with the comparative advantages of each region according to the different characteristics of the upstream, midstream and downstream resources and environment, labor and capital endowments. Coordinate the left and right banks, upstream and downstream, water ecology, and water resources, and promote the joint protection and management of transboundary water bodies and the protection and restoration system of important ecological corridors. Establish and improve the horizontal ecological compensation mechanism, and support the middle and upper reaches of the ecological advantage areas to do a good job in green ecological articles through the joint construction of enclave parks, the transfer of ecological industries, and counterpart assistance and cooperation. Accelerate the large-scale and intensive production of "bamboo instead of plastic", promote the reduction, intensification and green development of the oil refining industry, and strictly implement the capacity replacement policy for steel, cement, flat glass, electrolytic aluminum and other industries. Promote regional synergy in scientific and technological innovation. Scientific and technological innovation is a powerful engine for cultivating and expanding green and low-carbon industries. In the Internet era, the revolution of information, biology, new materials and new energy technology has penetrated strongly, promoting the collective technological change characterized by green, intelligent and ubiquitous. The Yangtze River Economic Belt has abundant scientific and educational resources and a talent base, and has good conditions and advantages for actively seizing the commanding heights of international competition. It is necessary to further promote the construction of the G60 science and technology innovation corridor in the Yangtze River Delta, plan the G30 science and technology innovation corridor in the middle reaches of the Yangtze River, promote green manufacturing to the middle and high end of the global value chain, and continuously improve its position in the international division of labor. With the national and provincial development zones along the Yangtze River as the main carrier, we will promote the optimal allocation and in-depth coordination and integration of science and technology, industry, talent, finance and policy chains across regions, accelerate the development of strategic emerging industries, and promote the integration, clustering and ecological development of strategic emerging industries in the field of green manufacturing. Establish a mechanism for regional coordination and counterpart assistance in technological innovation, accelerate the promotion of high-tech R&D and manufacturing in cities with better industrial structure, and extend the high-end chain in cities with heavy industrial structure; cities with heavy industrial structure and resource-based cities should speed up the introduction, digestion and absorption of new technologies from the source of innovation. We will build a science and technology cloud platform that connects the supply and demand of green and low-carbon technologies in the Yangtze River Economic Belt, and continuously enrich the application scenarios of green and digital innovative technologies. Explore cross-regional cooperation mechanisms such as mutual recognition of science and technology vouchers, joint construction of R&D enclaves, and sharing of experimental facilities, coordinate the transformation of green and digital technologies, promote enterprises to carry out energy-saving and carbon-reduction transformation, and realize the transformation from traditional manufacturing to intelligent manufacturing, and from traditional industrial supply chain to green and intelligent supply chain.

Promote high-level green opening-up. The Yangtze River Economic Belt is an economic region that was opened to the outside world earlier, and it is also the main intersection of the "Belt and Road" in China. To promote the green development of the Yangtze River Economic Belt, we should adhere to the concept of open development, strive to eliminate local protection, regional barriers and market barriers, and create greater market space for green and low-carbon technology innovation and product sales. Give full play to the leading role of leading cities and metropolitan areas in opening up, coordinate the opening up of coastal, river, border and inland areas, strengthen the role of important node cities along the river, and create inland open highlands. We will speed up the construction of a new land-sea corridor in the western region, create a new strategic fulcrum for the western region to "open to the sea", and accelerate the formation of a new pattern in which industrial and supply chains are more closely linked, domestic and international two-way opening-up is higher, and regional economic development momentum is stronger. Build a high-level consultation and deliberation mechanism among the 11 provinces (municipalities directly under the central government) across the Yangtze River, promote the smooth flow of production factors across regions, jointly build a one-hour industrial chain and a three-hour industrial circle for photovoltaics, energy storage batteries, and new energy vehicles, and jointly build a production and supply base for high-quality green agricultural and sideline products. We will build a regional green power market, promote the cross-provincial mutual assistance and sharing of upstream, midstream and downstream energy and power, jointly develop a new power system of source, grid, load and storage, and promote the complementarity and deep integration of wind, solar, water, fire and hydrogen. We will give full play to the role of pilot free trade zones in provinces and cities along the Yangtze River, promote the linkage of the fulcrum of the Belt and Road Initiative along the Yangtze River, meet the needs of the green and low-carbon transformation process of the Belt and Road countries, continue to deepen cooperation with countries along the Belt and Road in the fields of green infrastructure, green energy, and green transportation, and promote the "going out" of advantageous industries, high-quality equipment, applicable technologies and standards. Greater efforts will be made to promote "post-border" rules, such as encouraging enterprises to increase the purchase of CCER voluntary transactions, green certificates and other green elements, establishing and improving carbon footprint management standards, labeling and certification systems in line with international rules, and breaking down green trade barriers in the European and American markets. Explore the joint construction of carbon trading platforms with countries along the "Belt and Road", broaden the space for resource and environmental trading, and build carbon trading and carbon finance centers with international influence in leading hub cities.
