Recently, the 2023 Annual Academic Conference of China (Sichuan) Ecological Civilization was held in Chengdu. At the meeting, the "Sichuan Provincial Ecological Civilization Construction and Development Report (2022)" (hereinafter referred to as the "Report") was released, which showed the achievements of Sichuan in promoting the construction of ecological civilization from eight aspects.

The relevant person in charge of the Sichuan Ecological Civilization Promotion Association said that the "Report" systematically shows the new measures and new progress made in the construction of ecological civilization in Sichuan in 2022, and also points out the new challenges in Sichuan's green development. "In particular, it also includes case studies and research articles."

The reporter learned that the "Report" not only includes the vivid practice of the "Two Mountains" concept, the experience of fighting pollution empowered by digital intelligence, the path exploration of ecological value transformation, the governance wisdom of characteristic ecosystems, and the sample model of enterprises leading green development, etc., but also selects representative original papers in various academic exchange activities of our association in 2022.

The reporter combed and found that the "Report" showed the achievements of Sichuan in promoting the construction of ecological civilization in 8 aspects.

"First of all, the implementation of ecological civilization and green development policies has achieved remarkable results." The relevant person in charge of the Sichuan Provincial Ecological Civilization Promotion Association said that Sichuan's carbon peak and carbon neutrality work has been promoted in a strong and orderly manner, and the carbon emission intensity has decreased significantly, making it one of the provinces with the lowest per capita carbon emissions in the country. In 2022, the installed hydropower capacity of Sichuan Province exceeded 97.07 million kilowatts, ranking first in the country, and the natural gas output was 56.12 billion cubic meters, nearly one-third of the country.

At the same time, the province has orderly promoted the unified registration of natural resource ownership, and basically established the framework of the province's land and spatial planning system; Comprehensively economize and efficiently utilize land and mineral resources, and add 2.36 trillion cubic meters of proven geological reserves of natural gas (including shale gas), ranking first in the country;

Carbon reduction, pollution reduction, and green expansion growth are solid and effective. The quality of the water environment has reached the best level in the past 20 years, ranking second in the country; The improvement of the atmospheric environment has achieved a "double decrease" of PM2.5 and severely polluted days, and a "double increase" of PM2.5 standard cities and counties (cities and districts) that meet the standards; The "report" shows that last year, Sichuan's carbon reduction, pollution reduction and green expansion growth were solid and effective, and at the same time, the demonstration of ecological civilization was at the forefront of the country, with a total of 32 national ecological civilization construction demonstration zones and 8 "lucid waters and lush mountains are invaluable assets" practice and innovation bases, ranking third in the country and first in the western region.

The report pointed out that in terms of increasing and improving the quality of forest and grassland ecosystems, the responsibility system of Sichuan forest chief system has been improved, the construction of the Giant Panda National Park has made a good start, and the normalized prevention and control of forest and grassland fires has achieved remarkable results. The greening of the land continued to deepen and solidify, and 372,900 hectares of afforestation were completed throughout the year, and the forest coverage rate of the province reached 40.26%, an increase of 0.03 percentage points over the end of the previous year.

"As an important means of water environment management, the management of rivers and lakes in Sichuan has reached a new level." The relevant person in charge of the Sichuan Provincial Ecological Civilization Promotion Association said that the safety of Sichuan's water ecology is effectively guaranteed, and the "artery" and "new trunk line" of the Tianfu water network marked by the diversion of Dajimin and the Long March Canal will be accelerated. The management and protection of water resources have been strengthened, and the province's water conservancy projects have provided 1.6 billion cubic meters of emergency water supply, and 20 large-scale controlled hydropower stations have completed more than 130 billion cubic meters of water storage after the flood ahead of schedule. The long-term system of rivers and lakes continued to deepen, and the country's first long-term system of rivers and lakes was stationed for supervision, and the pilot project was completed in three counties (districts).
