On November 21, Huang Runqiu, Minister of Ecology and Environment, presided over an executive meeting of the Ministry to review and adopt in principle the "Guiding Opinions on Further Promoting the Treatment of Rural Domestic Sewage" (hereinafter referred to as the "Guiding Opinions"), the "Guidelines for the Treatment of Rural Black and Odorous Water Bodies" (hereinafter referred to as the "Guidelines"), the "Technical Specifications for the Control of Pollution from the Utilization and Disposal of Waste Sulfuric Acid" (hereinafter referred to as the "Technical Specifications"), the "Radiation Safety and Protection of Radioactive Logging" and other three national ecological and environmental standards, and the "Ambient Air Particulate Matter (PM).2.5Technical Specifications for Continuous Automatic Monitoring of Medium Organic Carbon and Elemental Carbon" and other 8 national ecological environment monitoring standards.   The meeting pointed out that rural domestic sewage treatment is an important part of the improvement of the rural living environment, an important measure to implement the rural revitalization strategy, and is of great significance to the in-depth fight against agricultural and rural pollution control and the promotion of beautiful rural construction. It is necessary to learn and make good use of the experience of the "Ten Million Project", in-depth planning and promotion of rural domestic sewage treatment, increase governance and supervision, and strive to improve the level of rural domestic sewage treatment. It is necessary to adhere to the principle of adapting measures to local conditions and implementing policies in different categories, give priority to the selection of technically feasible and economically reasonable governance models, resolutely oppose formalism, and do not engage in "one-size-fits-all". It is necessary to strengthen the training and publicity of the "Guiding Opinions", do a good job in policy interpretation and guidance, and use methods such as law enforcement monitoring and normalized research and evaluation to supervise and guide local governments to do a solid job and make results.

  The meeting emphasized that the elimination of black and odorous water bodies in rural areas is of great significance to solve the outstanding ecological and environmental problems at the doorstep of the people, improve the quality of the rural living environment, and enhance the people's sense of ecological and environmental gain. The Guidelines clarify the work process and requirements from the aspects of black and odorous water identification, investigation and inventory compilation, cause analysis, governance, effectiveness acceptance, and establishment of long-term management and protection mechanisms, which are conducive to systematic, standardized, and solid promotion of the treatment of rural black and odorous water bodies. After the issuance of the "Guide", it is necessary to strengthen the publicity and interpretation of policies, do a good job in personnel training and technical guidance through multiple channels, strengthen tracking and evaluation, and supervise and promote local governments to improve long-term management and protection mechanisms. It is necessary to coordinate and promote the comprehensive treatment and systematic management of rural black and odorous water bodies, rural domestic sewage, and agricultural non-point source pollution, effectively consolidate and improve the effectiveness of rural black and odorous water treatment, and ensure the overall improvement of the rural water ecological environment.

  The meeting pointed out that the establishment and improvement of the environmental management standard system for hazardous waste is an important measure to implement the spirit of the National Conference on Ecological and Environmental Protection and strictly prevent and control environmental risks. The "Technical Specification" clarifies the pollution control requirements for the whole process of waste sulfuric acid utilization and disposal, and plays an important role in promoting the improvement of the environmental risk prevention and control ability of hazardous waste and the level of environmental management. It is necessary to do a good job in the implementation of the "Technical Specifications" and departmental cooperation, and give full play to its important technical support role in the environmental impact assessment of hazardous waste-related construction projects, the issuance of pollutant discharge permits and business licenses. It is necessary to strengthen guidance and assistance to enterprises, promote the resource utilization and proper disposal of waste sulfuric acid, and promote the improvement of the utilization and disposal capacity and level of hazardous waste in enterprises.

  The meeting emphasized that three national ecological and environmental standards (hereinafter referred to as the "three standards") such as "Radiation Safety and Protection of Radioactive Logging", "Technical Specifications for the Acceptance of Environmental Protection Facilities for the Completion of Construction Projects and Nuclear Technology Utilization", and "Regional Electromagnetic Environment Investigation and Assessment Methods (Trial)" It stipulates the radiation safety and protection requirements in radioactive logging, standardizes the radiation safety management procedures and contents of nuclear technology utilization projects, clarifies the methods and requirements for regional electromagnetic environment investigation and assessment, and further improves the national ecological environment standard system, which is of great significance for strengthening the prevention and control of radioactive pollution. It is necessary to strengthen the publicity and interpretation of the "three standards", do a good job in policy training and technical guidance in an all-round way, further consolidate the main responsibilities of relevant units, implement various measures for ecological and environmental protection, ensure the stable, effective and reliable operation of environmental facilities, and ensure the safety of the radiation environment.

  The meeting pointed out that the monitoring standard is an important basis for ecological environment monitoring, and plays an important role in standardizing ecological environment monitoring activities and ensuring that the monitoring data is "true, accurate, full, fast and new". It is necessary to continue to optimize the management of monitoring standards, actively carry out pre-research work, and continuously enrich the supply of monitoring standards. It is necessary to strengthen the publicity and implementation of the "8 monitoring standards", comprehensively do a good job in interpretation and training, ensure the implementation of monitoring standards, and effectively improve the standardization level of ecological environment monitoring.
