Under the background of climate change, extreme disaster events are widespread, frequent, recurrent, and concurrent, which have posed a serious threat to China's urbanization development. Investigation and study, as an important part of the theme education, is the heirloom of our party and the basic skill for doing a good job in all aspects of work. The in-depth investigation of urban climate adaptation in Jinan, Shandong Province has a comprehensive understanding of Jinan's mitigation and adaptation measures to cope with climate change, and has left a deep impression on the local ecological greening, energy-saving buildings, green power generation, risk early warning, etc., with the following three understandings and experiences:
1. Coordinate and coordinate to ensure that urban climate adaptation and mitigation go hand in hand
Mitigation and adaptation are two strategies to combat climate change, and they are mutually reinforcing. Through this survey, we have a more detailed understanding of the climate adaptation and mitigation practices of several departments in Jinan, such as the improvement of the urban greening rate of the Garden Bureau, the drainage facilities management of the Water Affairs Bureau, the green travel of the Transportation Bureau, the sponge city construction of the Housing and Urban-Rural Development Bureau, the green and low-carbon development of the Ecology and Environment Bureau, and the green and low-carbon development of the Ecology and Environment Bureau. The Meteorological Bureau's climate risk survey and early warning, Jinan has made achievements in climate adaptation and mitigation by fully mobilizing multiple departments, effectively reducing carbon emissions from buildings and industries, significantly improving the carbon sink capacity of forests and wetlands, and successfully reducing the frequency of climate disasters such as forest fires and high temperature heat waves. However, from the survey results, the current coordination and linkage mechanism of climate change departments is not perfect enough, and it is necessary to further optimize the multi-departmental joint prevention and control mechanism, improve laws and regulations, and provide reference and decision-making basis for deepening the construction of climate-resilient cities.
2. Party building leads the empowerment of pollution prevention and control and green and low-carbon development
This survey Xi the experience of party building business integration of the Jinan Municipal Bureau of Ecology and Environment, and was deeply impressed by the distinctive party building culture of the Municipal Branch and the achievements of ecological environment governance under the leadership of party building. General Secretary Xi Jinping emphasized the need to muster up the spirit of entrepreneurship in 12 requirements such as promoting work through learning, and the municipal branch bureau deeply practiced this concept, through building and continuously expanding brand culture, combining party affairs work with talent training and key business, forming a work style of dedication, courage to innovate and overcoming difficulties in the overall situation, and achieved fruitful results in ecological civilization construction, pollution prevention and control, and green and low-carbon high-quality development. The practice of the Municipal Central Branch to empower the ecological environment governance work with party building is deeply encouraging and worthy of reference and promotion.
3. In-depth research to promote the construction of urban climate adaptation
As a member of the "rooted in the grassroots" youth research group, I deeply realized that practice brings true knowledge, and we must insist on going deep into the grassroots, observing and experiencing it with our own eyes, so as to find out the real situation and find real problems. During the five-day period, the research team carried out intensive face-to-face symposiums, in-depth low-carbon factories, low-carbon communities, greenhouse gas monitoring sites and lake water treatment projects, focusing on sorting out grassroots innovative practices and technical bottlenecks, and establishing a channel for an in-depth and comprehensive understanding of the experience, effectiveness and shortcomings of the first batch of pilot cities. As a young climate activist, I will make unremitting efforts to contribute my wisdom and strength to further improve the climate resilience of China's cities and minimize future climate risks.
