Liu Wei introduced that since the beginning of this year, the ecological environment system of Heilongjiang Province has conscientiously implemented the spirit of the 20th National Congress of the Communist Party of China, deeply practiced Xi Jinping Thought on Ecological Civilization, and fully implemented the spirit of General Secretary Xi Jinping's important speech and important instructions during the inspection of Heilongjiang Province.

Firmly adhere to the rigid bottom line of "the ecological environment can only be better, not worse", focus on the people's urgent and difficult expectations of the environment and people's livelihood, and the effectiveness assessment of pollution prevention and control has ranked among the national excellent sequences for three consecutive years. The water quality of the river basin has been significantly improved, and the whole basin has been continuously carried out to investigate and rectify the sewage outlets in the whole basin, and the outstanding problems such as urban black and odorous water bodies, county-level domestic sewage, and industrial park sewage have been effectively controlled, and the black and odorous problems of Harbin Hejiagou, which has a strong response from the masses, have fully reached the water quality standards along the line since September 21, and the state-controlled sections of the main stream of the Songhua River are all Class III., and the water quality has maintained an excellent grade. Air quality continued to improve, with 93.1 percent of the province's days being good from January to October this year, 8 percentage points higher than the national average, and PM2.5 concentrations of 23 micrograms per cubic meter. Carry out annual carbon verification of key industries and key enterprises, and a total of 75 key emitting enterprises have participated in the national carbon market trading, with a turnover of 2.18 billion yuan. On the one hand, strengthen the rectification of the central ecological and environmental protection inspectors, and vigorously promote the effective solution of water quality problems in the Hejiagou and "Liangzhao" river basins. Up to now, 25 of the 55 problems fed back by the second round of central ecological and environmental protection inspectors have been rectified, and 2,266 of the 2,330 petition cases transferred have been completed. Since the beginning of the year, the ecological and environmental departments at all levels in the province have issued a total of 451 administrative punishment decisions and released 16 batches of 58 typical cases.

Strengthen the standardized environmental management assessment of enterprises that produce and operate hazardous waste, implement information surveys on new pollutants such as persistent organic pollutants, and orderly promote the construction of "zero-waste cities" in Harbin, Daqing, and Yichun. Continue to strengthen the supervision of the "Green Shield" nature reserves. To strengthen the demonstration and creation of ecological civilization, Yichun City and Daxinganling area were named as ecological civilization construction demonstration zones, and Hulin City in Jixi City and Mohe City in Daxinganling were named as "Lucid waters and lush mountains are invaluable assets" practice and innovation bases. Strengthen the investigation and risk prevention and control of environmental hazards in key areas such as "one waste, one warehouse, one product and one heavy", and complete the electronic filing of emergency plans for environmental emergencies of 42 major environmental risk enterprises. Supervise and urge 32 key river basins to prepare "one river, one policy, one map" environmental emergency response plan.
