Beijing released its 2024 pollution prevention and control plan

On February 9, the official website of the Beijing Municipal Bureau of Ecology and Environment released the "2024 Action Plan for Promoting the Construction of a Beautiful Beijing and Continuously and Deeply Fighting the Battle of Pollution Prevention and Control" (hereinafter referred to as the "Action Plan") It clarifies the main objectives of Beijing's pollution prevention and control campaign in 2024: to consolidate the effectiveness of air quality improvement, stabilize the quality of the water ecological environment, and complete the target requirements issued by the state, strengthen the prevention and control of soil pollution sources, and maintain good soil environmental quality, effectively control the total carbon emissions, and the carbon emission intensity continues to decline year-on-year, strive to stabilize and improve the ecological environment quality index (EI), and simultaneously decompose the annual indicators and key task plans of each district.

Compared with 2023, the Action Plan includes more than 100 measures in five parts, including the battle to defend the blue sky, the battle to defend clear water, the battle to defend the pure land, the action to address climate change, and the action of ecological protection, which will give more prominence to the construction of a beautiful Beijing and promote high-quality development with high-level protection.First, adhere to overall planning. Promoting green and low-carbon economic and social development is the key to achieving high-quality development, and we will continue to take high-quality development as the last word in the new era, strengthen the construction of ecological civilization, and continue to fight the battle to defend the blue sky, clear water and pure land.The second is to insist on system protection. Adhere to the integrated protection and systematic management of mountains, rivers, forests, fields, lakes, grasslands and sands, benchmark the "14th Five-Year Plan" ecological and environmental protection planning goals, coordinate the overall requirements for five years, and promote the implementation of key tasks.The third is to adhere to coordinated advancement. With the battle to defend the blue sky as the top priority, we will work together to promote carbon reduction, pollution reduction, green expansion and growth, further promote the coordinated deepening and solidification of the ecological environment in Beijing, Tianjin and Hebei, and accelerate the construction of a national green development demonstration zone in the sub-center of the city.Fourth, adhere to innovation and leadership. On the basis of the city's "prescribed actions", we encourage the first trial, combine the location characteristics of each district, put forward the "characteristic tasks" of each district, and play a demonstration and leading role.

The Action Plan includes five parts: Blue Sky Defense, Clear Water Defense, Pure Land Defense, Climate Change Action, and Ecological Protection Action.

Among them, the battle for blue skies is to make every effort to consolidate the effectiveness of air quality improvement. Specific measures include: actively promoting new energy vehicles, guiding and strengthening infrastructure construction through a "package" of policies, and accelerating the promotion of "oil for electricity" and "oil for hydrogen" for motor vehicles. Implement special actions for the treatment of volatile organic compounds (VOCs), organize key parks and key industries to carry out fine control of VOCs, and promote the green upgrading of enterprises in key industries. Implement special actions to reduce nitrogen oxide emissions, promote the comprehensive management of non-road mobile machinery, and green transportation of bulk goods. Strengthen dust control and improve the level of fine control of the urban environment. Carry out district-level demonstrations of the "one microgram" action, focusing on clean transportation, in-depth treatment of VOCs, and clean energy transformation. Strengthen regional joint prevention and control, and jointly respond to heavily polluted weather.

The battle to defend clear water is to promote the stability and improvement of the quality of the water ecological environment. Specific measures include: protecting water resources, improving the delineation of drinking water source protection zones, and increasing the protection of Miyun Reservoir and Guanting Reservoir. We will improve the water environment, strengthen the treatment of urban and rural domestic sewage, promote the upgrading and transformation of a number of urban sewage treatment plants and the construction of rural sewage treatment facilities, and strengthen the prevention and control of pollution during the flood season and the supervision of sewage outlets into rivers. Protect the water ecology, ensure the ecological flow of key rivers, and implement ecological restoration of damaged rivers.

The main purpose of the battle to defend the pure land is to strengthen the prevention and control of soil pollution sources, and to maintain good soil environmental quality. Specific measures include: continuous and in-depth prevention and control of construction land pollution, scientific control of construction land risks, ensuring land safety in accordance with the law, and precise prevention and control of industrial source pollution. We will continue to purify the environment of agricultural land, control soil pollution of agricultural land according to local conditions, promote the improvement of soil quality of agricultural land, and vigorously promote the control of agricultural non-point source pollution. Strengthen the protection of unused land and pollution prevention and control. Improve the capacity of soil environmental governance, strengthen the treatment of new pollutants, improve the management and standard system, and promote public participation.
