All relevant units:
In order to promote inter-regional coordinated control of greenhouse gas emissions and accumulate experience for the country to build a national unified carbon emission trading market, Beijing Municipality and Hohhot and Ordos Cities of Inner Mongolia Autonomous Region jointly launched cross-regional carbon emission trading (hereinafter referred to as "Beijing-Mongolia cross-regional carbon trading") after research and consultation. The relevant matters are hereby notified as follows:
1. Implement a unified carbon emission trading mechanism and rules
1. About the market trading mechanism. Within the framework of national policies and mechanisms, and in accordance with the current policies of the Beijing carbon emission trading market, the Beijing-Mongolia cross-regional carbon trading system implements a quota trading mechanism under the total carbon dioxide emission control. Trading products include carbon emission allowances and verified carbon reductions (certified voluntary emission reductions, carbon reductions from energy conservation projects, forestry and grassland carbon sequestration projects). The main entities of the market are key emitting enterprises in Beijing, Hohhot and Ordos, and other institutions and natural persons that meet the conditions and voluntarily participate in the trading. Market trading entities in the three cities can freely buy and sell carbon emission allowances and verified carbon emission reductions, which can be used to fulfill the agreement.
2. About the scope of key emitting enterprises. According to the actual situation of industrial structure and carbon emissions in Hohhot and Ordos, the units with direct annual carbon dioxide emissions of 60,000 tons (inclusive) equivalent from the cement industry and the power industry in the two cities will be identified as key emitting units in advance, and will be included in the Beijing-Mongolia cross-regional carbon trading system (26 in total, see the annex for the specific list). All units included in the list shall strictly fulfill their annual responsibility to control carbon dioxide emissions and compulsorily participate in carbon emission trading. Other units that are not included in the key emitting units may voluntarily participate in the transaction。
3. Submission of carbon emission reports and third-party verification. Key emitting enterprises in Hohhot and Ordos shall carry out carbon emission accounting in accordance with the Guidelines for Carbon Dioxide Accounting and Reporting of Enterprises (Units) in Beijing (2015 Edition), use the Beijing Greenhouse Gas Emission Data Filling System to submit annual carbon emission reports of enterprises, and entrust a third-party verification agency in Beijing to carry out verification work. Within one month from the date of issuance of this notice, the key emitting enterprises in Hohhot and Ordos shall complete the submission of historical emission reports and third-party verification.
4. Quota issuance and management. The verification of carbon emission quotas for key emitting enterprises in Hohhot and Ordos shall be carried out in accordance with the Beijing Carbon Emission Trading Pilot Quota Verification Method。 The carbon emission trading authorities of Beijing and Mongolia shall establish a coordination mechanism for the allocation of carbon emission allowances, taking into account the characteristics and actual needs of the two places, jointly carry out the allocation of allowances, and ensure that the allocation of allowances is scientific and reasonable. The approved base year for the existing facilities of key emitting enterprises in Hohhot and Ordos is 2011-2014, and the facilities put into operation after January 1, 2015 are new facilities. The 2015 emission control coefficients and advanced values of carbon emission intensity of key emitting enterprises in the electric power and cement industries in Hohhot and Ordos will be studied and released separately after the submission of historical emission reports and third-party verification are completed.
5. Quota liquidation and compliance. Key emitting enterprises in Hohhot and Ordos must participate in carbon emission trading in accordance with the relevant regulations of Beijing carbon emission trading, using Beijing's existing greenhouse gas reporting system, registration system and trading platform, and in accordance with a unified process. The carbon emission trading authorities of Beijing and Mongolia shall issue quotas for key emitting entities in Hohhot and Ordos according to regulations, and key emitting enterprises shall complete the carbon emission compliance of the previous year before June 15 of each year, of which the carbon emission allowance compliance work of 2015 shall be completed before June 15, 2016.
2. Support the development of carbon sink offset projects
In order to enrich cross-regional carbon emission trading products and broaden the performance channels of key emitting enterprises, the carbon emission reductions of forestry and grassland carbon sink projects in the three cities are encouraged to enter the Beijing-Mongolia cross-regional carbon trading market for trading. The key emitting enterprises in the three cities can use the verified carbon emission reductions to offset their emissions, and the proportion of use shall not be higher than 5% of the carbon emission allowances issued in the current year. The accounting method for carbon emission reduction of carbon sink projects shall be implemented in accordance with the relevant management measures issued by the National Development and Reform Commission and the methodology of forestry and grassland carbon sink projects, and the review procedures shall be in accordance with the development process and relevant regulations of Beijing carbon emission offset projects.
3. Improve incentive and restraint mechanisms
1. Increase policy support. The 26 key emitting enterprises participating in the Beijing-Mongolia cross-regional carbon trading will be given subsidies for the verification of historical emission data. The Development and Reform Commission of the Inner Mongolia Autonomous Region, Hohhot and Ordos will give priority support to key emitting enterprises that have completed their compliance in accordance with the regulations, and will give priority support when arranging special funds for energy conservation, emission reduction and environmental protection. Beijing will also provide training guidance, technical cooperation and other support in energy conservation and technological transformation, cleaner production and other aspects of energy conservation and carbon reduction.
2. Strictly supervise and enforce the law. The competent department of carbon emission trading in the Inner Mongolia Autonomous Region, together with relevant units, shall formulate relevant regulatory measures, strengthen the supervision and inspection of the implementation of carbon emission trading regulations by key emitting enterprises, deal with key emitting enterprises that have not completed the relevant work of carbon emission trading in accordance with laws and regulations, and expose typical cases in a timely manner。 Beijing and Mongolia have strengthened exchanges and cooperation in carbon emission trading law enforcement, and explored the establishment of a joint law enforcement mechanism.
Fourth, do a good job of overall coordination
The construction of a cross-regional carbon emission trading market between Beijing and Mongolia is of great significance, and it is also an innovative and systematic work. All relevant departments and participating entities in Beijing and Mongolia should attach great importance to it, actively participate in it, and establish a cross-regional and cross-departmental coordination and linkage mechanism to ensure that all links and processes are organically connected and achieve practical results. According to the construction and deployment of the national unified carbon emission trading market and the implementation of the pilot project in advance, the scope of industries included in the Beijing-Mongolia cross-regional carbon trading system will be expanded in due course, and the relevant arrangements will be notified separately.
