Chapter I: General Provisions
Article 1: These Regulations are formulated on the basis of relevant national laws and regulations, and in consideration of the actual conditions of the autonomous region, so as to build an important ecological security barrier in northern China, to promote the continuous improvement of the quality of the autonomous region's ecological environment, to support high-quality development with a high-quality ecological environment, and to accelerate the modernization of harmonious coexistence between man and nature.
Article 2: These Regulations apply to efforts to promote the construction of important ecological security barriers in northern China and related activities within the administrative region of the autonomous region.
Article 3: The construction of an important ecological security barrier in northern China shall be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, adhere to the leadership of the Communist Party of China, firmly grasp the strategic positioning of the Party Central Committee for Inner Mongolia, completely, accurately and comprehensively implement the new development concept, take the sense of Chinese national community as the main line, integrate the construction of ecological civilization into all aspects and the whole process of economic, political, cultural and social construction, and unswervingly follow a new path of high-quality development oriented by ecological priority and green development.
Article 4: The construction of an important ecological security barrier in northern China shall respect nature, conform to nature, and protect nature, firmly establish and practice the concept that lucid waters and lush mountains are invaluable assets, persist in the integrated protection and systematic management of mountains, rivers, forests, fields, lakes, grasslands, and sands, adhere to the principle of giving priority to conservation, protection, and natural restoration, increase the diversity, stability, and sustainability of ecosystems, and build a global ecological security pattern.
Article 5: The construction of an important ecological security barrier in northern China shall focus on promoting the construction of a beautiful China, coordinate industrial optimization and upgrading, pollution control, ecological protection, and response to climate change, and coordinate the promotion of carbon reduction, pollution reduction, green expansion, and growth, persist in fighting the tough battle of the "Three Norths" project, fully implement the pollutant discharge permit system, and promote ecological priority, conservation and intensive, and green and low-carbon development.
Article 6: The autonomous region is to establish a coordination mechanism for the construction of important ecological security barriers in northern China, and to establish a work coordination body, responsible for the overall planning and coordination of efforts to build important ecological security barriers in northern China, and to study and resolve major problems and key issues.
Article 7: State organs, people's organizations, enterprises, public institutions, social organizations, and basic-level mass autonomous organizations shall, in accordance with their respective duties, give full play to their own advantages, and lawfully carry out efforts to build important ecological security barriers in northern China.
Article 8: People's governments at all levels are responsible for the construction of important ecological security barriers in northern China within their respective administrative regions.
The departments of development and reform, finance, ecology and environment, water administration, natural resources, agriculture and animal husbandry, forestry and grassland, housing and urban-rural construction, industry and information technology, and energy of the people's governments at or above the banner county level shall perform their duties of building an important ecological security barrier in northern China within the scope of their respective duties.
Article 9: People's governments at or above the banner county level shall, on the basis of the national economic and social development plan, adhere to the principle of concentration and intensive agglomeration, organize the preparation of territorial spatial planning for their respective administrative regions, scientifically lay out production space, living space, and ecological space, and strictly implement the requirements for the control of land and space use.
All kinds of special plans involving ecological and environmental protection shall be linked to territorial spatial planning, and the systematization and coordination of ecological and environmental protection shall be enhanced.
Article 10: The construction of an important ecological security barrier in northern China is the common responsibility of the entire society.
Natural persons, legal persons, and unincorporated organizations shall comply with laws and regulations on ecological and environmental protection, enhance awareness of ecological environmental protection, actively participate in activities to build important ecological security barriers in northern China, conserve resources, oppose waste, and conscientiously perform obligations for ecological and environmental protection.
Chapter II: Ecological Protection and Restoration
Section 1 Grassland
Article 11: The autonomous region strictly implements the basic grassland protection system.
Basic grasslands refer to natural grasslands and artificial grasslands that have been determined to be under special protection in accordance with the law and have grassland ecological functions and are suitable for animal husbandry production, including grasslands within the ecological protection redline and grasslands with important ecological functions outside the ecological protection redline.
Once the basic grassland is demarcated, it shall not be adjusted at will; Where it is truly necessary to adjust, it is limited to the scope of adjustment, and must not reduce the area, reduce the quality, or change the use. Where the conditions for development and utilization are met, a balance of occupation and compensation shall be achieved, and grasslands of the same area and quality shall be supplemented in the locally determined basic grassland reserve areas or non-basic grasslands.
Article 12: Grasslands within the ecological protection redline shall be strictly protected, and it is prohibited to arbitrarily change the use of grasslands within the ecological protection redline, and it is prohibited to plan coal and other mineral resources development projects on the grasslands within the ecological protection redline.
Strictly control the planning and construction of new coal and other mineral resources development projects on the basic grasslands outside the ecological protection red line, and expand the open-pit mining areas for coal and other mineral resources. In order to ensure national energy security, it is really necessary to exploit, and the people's government of the autonomous region shall examine and approve it in accordance with relevant regulations。
Mining areas with underground mining conditions are strictly controlled for open-pit mining. On the premise of ensuring production safety, support the conversion of qualified open-pit mines to underground mining. The area of the planned mining area and the first-phase landfill area of the open-pit mine shall not be expanded.
Article 13: People's governments at or above the banner county level shall strictly implement the system for reviewing and approving the expropriation and occupation of grasslands, focusing on ensuring the demand for the use of grasslands in infrastructure, public utilities, and livelihood construction projects, and strictly prohibiting the occupation of grasslands by all kinds of construction projects and projects with high energy consumption and high emissions that do not conform to the main functional positioning.
Strictly control the occupation of grassland by dump sites outside mineral resources development projects, and strictly control the occupation of grassland by production auxiliary facilities such as approach roads, industrial squares, and tailings ponds outside the scope of mining areas.
Article 14: The ecological restoration and management of degraded and desertified grasslands shall be based on the original ecological landscape and functions of grasslands, focusing on degraded grazing lands, degraded grasslands, and severely desertified grasslands, giving priority to the selection of suitable native grass species, and comprehensively employing natural restoration and artificial intervention measures such as no-tillage replanting, fencing, fly-seeding grass, and returning farmland to grassland, to scientifically carry out ecological restoration and systematic governance.
Article 15 The autonomous region shall strictly implement the system of balancing grass and livestock and prohibiting grazing and fallow grazing, and shall implement the project of returning farmland to grassland and returning grazing land to grassland.
The people's governments at or above the banner county level shall, on the basis of the monitoring results of the production capacity of the grasslands in the areas under their jurisdiction and the suitable carrying capacity of different types of grasslands announced by the autonomous region, and in light of local conditions, verify and publish the specific suitable carrying capacity of the grasslands within their respective administrative areas, as well as the scope and time limit for grazing prohibition and grazing.
The people's governments at the banner and county levels shall implement the main responsibility, strengthen the supervision and inspection of the implementation of the grass-livestock balance and the prohibition of grazing and fallow grazing within their respective administrative regions, as well as the implementation of the project of returning farmland to grassland and returning grazing to grassland.
Article 16: People's governments at or above the banner county level shall establish incentive and restraint mechanisms that effectively link the effectiveness of grassland ecological protection with subsidy and reward funds, improve the implementation of grass-livestock balance and prohibition of grazing and fallow grazing, return of farmland to grassland, and subsidy and reward policies for returning grazing to grassland, and diversified compensation mechanisms, and strictly implement the system of compensation and rewards for protectors and compensation for damages.
Section 2 Forests
Article 17 The autonomous region shall strictly implement the system of comprehensive protection of natural forests.
Strictly restrict the felling of natural forests, strengthen the protection of natural forests in mountainous areas such as the Daxing'an Mountains, Yinshan Mountains, and Helan Mountains, increase the vegetation coverage of natural forests in the Yellow River, Nenjiang River, Xiliao River, Erguna River, and Qiuer River basins, protect and restore natural forest resources, and gradually improve the ecological functions of natural forests.
Article 18 The autonomous region shall strictly protect public welfare forests.
The competent authorities of forestry of the people's governments at or above the banner county level shall, in a planned manner, organize public welfare forest operators to carry out transformation of sparse forests, residual forests, and low-quality and inefficient forests with low ecological functions in public welfare forests, and carry out forest tending for young and middle-aged forests, so as to improve the quality and ecological protection functions of public welfare forests.
Article 19 The people's governments at or above the banner county level shall take effective measures to implement the total amount of forest land control system, and strictly control the occupation of national public welfare forests and natural forests by all kinds of construction projects; The occupation of other forest land by all kinds of construction projects shall not exceed the total amount of forest land occupied by the administrative area, so as to ensure that the amount of forest land is not reduced.
Article 20 The construction of the shelterbelt system shall be combined with the ecological protection and restoration projects in key areas such as land greening, returning farmland to forest, control of sand sources in Beijing and Tianjin, construction of the "Three Norths" shelterbelt system, and land desertification control, adhere to the priority of ecological protection, take into account social and economic benefits, and build an efficient shelterbelt system combining belts, nets and patches through the combination of construction and transformation, and in accordance with local conditions.
Article 21 The people's governments at all levels shall, in combination with the forest growth in different regions, carry out targeted cultivation activities, adjust and intervene in the growth and development of forests in seed selection, seedling cultivation and forest management, optimize forest structure, enrich forest resources and improve the ecological environment.
Support social capital to strengthen the protection of forests in key areas through purchase, leasing, replacement, mixed ownership, etc., and implement projects to improve forest quality.
Section 3 Rivers, lakes and wetlands
Article 22 The water resources administrative departments of the people's governments at or above the banner county level shall, in accordance with the water resources control indicators at the corresponding level, strictly control the amount of water withdrawn from rivers and lakes, implement the targets of ensuring the ecological flow of key rivers and lakes, and promote the recuperation and healthy development of rivers and lakes wetlands.
Article 23 The water administrative departments of the people's governments at or above the banner county level shall, relying on the existing water conservancy engineering facilities, focusing on the overall planning of flood control, water supply, water environment and water ecology, taking major rivers as the foundation, taking important lakes and reservoirs as nodes, and major water diversion and diversion projects as the backbone to optimize the layout of the water network, promote the construction of connecting projects such as rivers, lakes, reservoirs and canals, and accelerate the construction of the water network system of the autonomous region.
Article 24: People's governments at or above the banner county level shall strengthen the modernization of irrigation areas, promote the intelligent water-saving transformation of irrigation areas, use information technology to rationally allocate water resources, optimize the dispatch of water supply in irrigation areas, increase the efficiency of irrigation water use, and raise the level of refined management of irrigation areas.
Article 25: The people's governments at or above the banner county level and their relevant departments shall continue to carry out ecological governance of river basins, build forest and grass vegetation with water conservation as the mainstay in important water sources, and continue to promote the comprehensive ecological management of rivers and lakes such as Hulun Lake, Daihai, Wuliangsuhai, Heihe, and Chahannaoer, to improve the ecological environment of river basins.
Article 26 The autonomous region implements a cross-sectional transfer system for rivers across administrative regions. The administrative departments of ecology and environment and water resources of the people's government of the autonomous region shall reasonably set indicators such as the water quality and quantity of river junction sections, improve the monitoring facilities for river cross-administrative sections, and establish early warning and compensation mechanisms for excessive water quality and quantity in junction sections.
Article 27 The people's governments at or above the banner county level shall establish a long-term mechanism for ecological water replenishment of rivers and lakes, make good use of the Yellow River, Nenjiang River, Qiuer River and other external water transfers, and on the basis of continuous water replenishment, focus on the use of Lingxun water to carry out ecological water replenishment for key rivers and lakes such as Wuliangsuhai and Daihai, increase the ecological flow (water volume) of rivers and lakes, and improve the ecological functions of rivers and lakes.
Article 28: The competent departments for wetland protection of the people's governments at or above the banner county level shall implement a system for the control of the total area of wetlands, strictly supervise the use of wetlands, establish mechanisms for wetland protection and ecological restoration, prevent and control the adverse impacts of human activities on wetlands and their biodiversity, and strengthen the prevention and control of wetland pollution.
For degraded wetlands, salinized wetlands, eutrophicated wetlands, etc., which have the conditions for restoration, measures such as water body management, land consolidation, vegetation restoration, and animal protection shall be adopted to restore the ecological functions of wetlands.
Section 4 Farmland
Article 29 The competent departments of agriculture and animal husbandry of the people's governments at or above the banner county level shall formulate plans for the reduction and use of agricultural inputs such as pesticides, fertilizers, and agricultural films, and promote agricultural fertilizer control, drug control, water control, and film control actions; Guide and help organizations and individuals engaged in agricultural production and operation to carry out the protection of black soil, the prevention and control of land wind erosion, and the improvement and transformation and comprehensive utilization of saline-alkali sand wasteland.
Organizations and individuals engaged in agricultural production and operation shall implement conservation tillage, scientifically cultivate soil fertility, rationally use chemical fertilizers, microbial fertilizers and soil conditioners, and adopt measures such as returning straw and manure to the field to prevent farmland pollution, destruction and soil fertility decline.
Article 30 Units and individuals engaged in livestock and poultry breeding and processing of agricultural products shall carry out comprehensive utilization and harmless treatment of livestock and poultry manure, waste water and other wastes, and discharge them only after they meet the national and autonomous region standards.
The competent departments of agriculture and animal husbandry of the people's governments at or above the banner county level shall, in accordance with the law, regulate and restrict the use of antibiotics and other chemicals, and take measures such as restricting, substituting and eliminating environmental hormone chemicals in areas where livestock and poultry are intensively farmed, so as to prevent harmful ingredients in veterinary drugs and feed additives from polluting the ecological environment of farmland.
Article 31 Encourage and support organizations and individuals engaged in agricultural production and operation to use high-efficiency, low-toxicity and low-residue pesticides in the process of agricultural production, and reduce the use of plant growth regulators and herbicides.
The use of pesticides shall strictly comply with the relevant requirements of the state and the autonomous region for the safe use of pesticides, and apply pesticides in accordance with the prescribed drug varieties, dosages, drug times, drug methods and safe intervals to prevent pesticide residues from polluting the farmland environment.
Article 32 The people's governments at all levels shall develop modern water-saving agriculture, improve the system of water-saving engineering and technology, promote the construction of high-standard farmland, popularize the integration of water and fertilizer and high-efficiency water-saving irrigation technology, and guide organizations and individuals engaged in agricultural production and operation to expand the proportion of crops with low water consumption and high drought tolerance.
Article 33 Organizations and individuals engaged in agricultural production and operation shall use agricultural films that meet national standards. Encourage agricultural producers to use fully biodegradable agricultural films.
Article 34 Organizations and individuals engaged in agricultural production and operation shall recycle waste pesticide containers, packaging, expired and scrapped pesticides and non-degradable agricultural films after use, and promptly hand them over to the recycling point, and shall not be discarded, buried or incinerated at will.
The people's governments at or above the banner county level shall set up corresponding waste recycling points and dispose of them in a centralized manner on a regular basis.
Section 5 Desertification and desertification of land
Article 35 The comprehensive prevention and control of land desertification and desertification shall adhere to the principles of adapting measures to local conditions, fortification according to hazards, comprehensive prevention and control, and categorical measures, with desertification prevention and control as the main direction of attack, strengthening overall planning and coordination, highlighting the key points of governance, adhering to scientific desertification control, and comprehensively improving the quality and stability of desert ecosystems.
The people's governments at or above the banner county level shall strengthen regional joint prevention and management, implement overall planning for desert edges and hinterlands, upwind and downwind outlets, sand source areas and path areas, and build an ecological protection network that combines points, lines, and surfaces.
Article 36 The prevention and control of land desertification shall carry out large-scale desertification prevention and control in key areas, resolutely fight the battle of annihilation of the two major sandy lands of the Yellow River and the two major sandy lands of Horqin and Hunshandak, and cooperate with the battle to block the edge of the Hexi Corridor-Taklamakan Desert, so as to comprehensively improve the quality and stability of the desert ecosystem.
Article 37: The prevention and control of land desertification and desertification shall adhere to a systematic concept, coordinate the protection of forests, grasslands, wetlands, and desert ecosystems, and strengthen the coordination and management of all elements of desertification, water, and mountain control, with desert Gobi edges, oases, river basins, and mountain systems as prevention and control units.
Article 38: The prevention and control of land desertification shall scientifically select the mode of vegetation restoration, select tree species and grass species that are resistant to drought, barrenness, and sandstorms, and take rain-fed and water-saving as the guide, persist in combining trees, shrubs and grasses, rationally allocate the types and densities of forest and grass vegetation, and create windbreak and sand-fixing forest networks, forest belts, and wind-proof and sand-fixing desert border forest belts.
Article 39 The people's governments at all levels shall, on the basis of the results of soil erosion investigations, demarcate key soil erosion prevention areas and treatment areas, strengthen the comprehensive management of sloping cultivated land in areas where coarse sediment is concentrated, and the construction of silt dams and sediment retention projects, and carry out comprehensive soil erosion control work focusing on erosion ditches in small watersheds.
Section 6 The Yellow River Basin
Article 40 The people's governments at all levels within the Yellow River basin shall strengthen the construction of the Yellow River Ecological Belt, and reasonably adopt measures such as banning grazing and fallow grazing, returning farmland to forests, and closing mountains for afforestation on both sides of the main stream and major tributaries of the Yellow River and adjacent wetlands, to carry out ecological construction of river waters and shorelines, focusing on the comprehensive management of the hilly and gully areas along the Yellow River, such as the Ten Great Kongdui, so as to reduce the amount of sediment entering the Yellow River.
Article 41: The prevention and control of pollution in the Yellow River Basin shall focus on the prevention and control of water and environmental pollution, and make overall plans to advance the prevention and control of industrial pollution, agricultural pollution, and urban and rural domestic pollution, and promote joint prevention and control of pollution, systematic governance, and treatment at the source.
The people's governments at or above the banner county level within the Yellow River basin shall, in accordance with the law, carry out pollutant discharge permits or pollutant discharge registration for all fixed pollutant discharge sources along the Yellow River, and establish a monitoring system covering all sewage outlets.
Article 42: The people's governments at all levels within the Yellow River Basin shall strengthen the control of irrigation water withdrawal and agricultural land pollution, carry out comprehensive treatment of farmland water withdrawal pollution in the Yellow River diversion irrigation area, scientifically construct high-efficiency ecological interception and purification projects for nitrogen and phosphorus in the form of ecological channels, sewage purification ponds, constructed wetlands, etc., and strengthen the recycling of farmland water withdrawal.
Article 43 The people's governments at all levels within the Yellow River Basin shall strengthen the construction of supporting pipe networks for sewage collection in cities and towns along the Yellow River to improve the efficiency of sewage collection and treatment. Strengthen the interception, collection and treatment of sewage in urban villages, old urban areas and urban-rural junctions, realize full sewage collection and treatment in the built-up areas of cities at or above the county level in the basin, and promote the utilization of sewage resources.
Industrial wastewater that has not been treated or effectively treated shall not be directly discharged into the urban sewage treatment system.
Chapter III: Prevention and Control of Environmental Pollution
Article 44 The people's governments at all levels shall be responsible for the quality of the atmospheric environment in their respective administrative regions, and shall implement a permit system for the discharge of key air pollutants, so that the quality of the atmospheric environment meets the prescribed standards and is gradually improved.
The people's governments at or above the banner county level and their relevant departments shall promptly update the list of emergency emission reductions for heavily polluted weather, implement hierarchical management of the performance of enterprises in key industries, strengthen the substitution of raw and auxiliary materials for volatile organic compounds, promote clean heating in accordance with local conditions, strengthen the control of atmospheric non-point source pollution, and achieve energy conservation and emission reduction by carrying out technological transformation of high-energy-consuming enterprises and new energy substitution.
Article 45: People's governments at or above the banner county level shall strengthen cross-regional and cross-departmental communication of environmental information, implement regional joint prevention and control mechanisms for air pollution, promote the comprehensive management of the ecological environment in key areas such as Hobo-Hubei, Wuhai and surrounding areas, and explore the establishment of inter-provincial coordination mechanisms for pollution prevention and control in key regions.
Article 46: The prevention and control of water pollution shall be uniformly planned in accordance with the river basin or region. People's governments at or above the banner county level shall, on the basis of the water pollution prevention and control plan and the total amount of water pollutant discharge control plan approved by the people's government at the level above, formulate and implement an implementation plan for the total amount of water pollutant discharge control within their respective administrative regions.
The discharge of water pollutants shall not exceed the water pollutant discharge standards and the total discharge control targets for key water pollutants provided by the state and autonomous regions.
Article 47: People's governments at all levels shall establish long-term mechanisms for the prevention of the return of black and odorous water bodies to urban and rural water bodies, accelerate the construction of sewage treatment facilities in development zones, improve urban sewage pipe networks, garbage disposal, and other environmental sanitation facilities, and promote the standardized construction and management of relevant facilities.
Strengthen the improvement of the living environment in rural and pastoral areas, build sanitary toilets and domestic garbage collection, transportation and disposal systems in rural and pastoral areas, and gradually increase the completion rate and use rate of domestic sewage treatment facilities in organized towns.
Article 48: People's governments at or above the banner county level and their relevant departments shall strengthen the supervision and management of efforts to prevent and control environmental pollution by solid wastes such as industrial solid wastes, domestic wastes, and hazardous wastes within their respective administrative regions, and urge the relevant responsible units to do a good job of categorical collection, comprehensive utilization, and harmless treatment in accordance with their duties and division of labor.
Urban and rural solid waste shall be classified in accordance with national and autonomous region standards; Where conditions require the use of incineration and advanced degradation technologies for harmless treatment, it shall not be landfilled; Domestic garbage that must be landfilled should be treated to prevent leakage to prevent environmental pollution.
Article 49: People's governments at the banner county level or above and their relevant departments shall strengthen environmental access and risk management and control of polluted land, periodically supervise and guide enterprises in production to carry out investigation of potential soil and groundwater pollution hazards, prevent heavy metals and other toxic and harmful substances from polluting the soil, and protect and improve the quality of the soil environment.
Article 50 The people's governments at or above the banner county level and their relevant departments shall, in accordance with the division of responsibilities, guide and supervise mining enterprises to strengthen ecological restoration and pollution prevention and control in the process of development and utilization of mineral resources, increase efforts to support the popularization and application of mine filling mining technology, and do a good job in the construction of green mines.
Encourage mining enterprises to adopt water-retaining mining technology to reduce the damage to the ecological environment such as regional original water sources. The mine water generated in the mining process of mining enterprises shall be comprehensively utilized, and priority shall be given to supplementary water in mining areas and ecological water for production in surrounding areas.
Article 51 The mining right holder shall perform the main responsibility for the protection and restoration of the ecological environment of the mine, and shall be responsible for performing the obligations of the ecological environment management of the mine in accordance with the principle of the person who destroys the damage and the treatment while mining.
The administrative office of the League, the people's government of the city divided into districts, and the people's government at the banner and county level shall be responsible for the management of the ecological environment of the historical ownerless mines, and set up special funds.
Chapter 4 Green and low-carbon development of industries
Article 52: The people's government of the autonomous region shall include the green and low-carbon development of industries in the overall layout of the construction of important ecological security barriers in northern China, explore new paths for the transformation and development of resource-based areas, promote the optimization and adjustment of the industrial structure, energy structure, transportation structure, etc., eliminate backwardness and resolve excess capacity, promote the transformation and upgrading of traditional industries, accelerate the research and development, popularization and application of advanced technologies for energy conservation and carbon reduction, and build a modern industrial system that reflects the characteristics and advantages of the autonomous region.
Article 53: The people's government of the autonomous region shall plan to implement the action of peaking carbon emissions step by step, improve the policy system for peaking carbon emissions and achieving carbon neutrality, accelerate the green and low-carbon transformation in key areas such as industry, agriculture and animal husbandry, energy, construction, transportation, and public institutions, and cultivate and develop strategic emerging industries such as modern equipment manufacturing, new materials, biomedicine, information technology, energy conservation and environmental protection.
Article 54: The people's governments at or above the banner county level shall, in accordance with the principles of reduction, reuse, and recycling, promote the development of a circular economy, and build a system of recycling-oriented industry, recycling-oriented agriculture, and recycling-oriented service industries.
All kinds of development zones, industrial parks, and high-tech park management institutions shall, in accordance with the requirements of circular economy development, make overall plans, strengthen the recycling transformation of parks, encourage enterprises in the park to carry out waste exchange and utilization, energy cascade utilization, classified utilization and recycling of water, and carry out centralized treatment of pollutants.

Article 58: The people's governments at or above the banner county level shall accelerate the establishment of a recycling system for renewable resources, implement the management of the whole process of comprehensive utilization, recycling, and safe disposal of resources, strengthen the source control of waste resources and the construction of recycling outlets, and promote the large-scale recycling of waste resources and the industrialization of remanufacturing.
Article 59: On the premise of strictly protecting the ecology, the people's governments at or above the banner county level shall, on the premise of strictly protecting the ecology, establish a virtuous cycle mechanism for ecological construction and the realization of the value of ecological products, establish a census system for basic information on ecological products, explore the establishment of mechanisms for evaluating and evaluating the value of ecological products, promote ecological industrialization and industrial ecology, and broaden the ways to realize the value of ecological products.

Article 64: People's governments at or above the banner county level shall, on the basis of the carrying capacity of resources and the environment, reasonably plan the layout of urban functions, strictly control the boundaries of urban development, strengthen the role of rigid constraints on the construction and development of towns, and reduce interference and damage to the natural ecology.

Article 65: The people's governments at or above the banner county level shall, in accordance with the overall land and space plan, adjust and optimize the internal structure of existing urban land, control land for production, ensure land for living, increase the proportion of ecological land, optimize the structure of land use for agriculture, forestry and animal husbandry, and promote the economical and intensive use of land.
The competent departments of natural resources of the people's governments at or above the banner county level shall, in conjunction with relevant departments, make overall plans to carry out the rectification of idle land in development zones, abandoned industrial and mining land left over from history, and land damaged by natural disasters, so as to improve the efficiency and effectiveness of land use.
Article 66 The autonomous region shall implement the strictest water resources management system, implement the system of controlling the total amount of water resources development and utilization and the control of water use efficiency, carry out in-depth water conservation and water control actions, and promote the reform of water rights and the comprehensive reform of water prices.

Article 68 The water resources administrative department of the people's government of the autonomous region shall, in conjunction with the relevant departments, prepare a comprehensive treatment plan for groundwater overexploitation in the administrative area of the autonomous region, and after approval by the people's government of the autonomous region, report it to the water resources administrative department of the State Council for the record.
The administrative office of the League, the people's government of the city divided into districts, and the people's government at the banner and county level shall organize the preparation of the management plan for the over-exploitation of groundwater in their respective administrative regions, and carry out the comprehensive management of over-exploitation (overload) of groundwater in a strong and orderly manner.

Article 70 The people's government of the autonomous region shall improve and improve the energy conservation management system, promote the gradual shift from "dual control" of energy consumption to "dual control" of carbon emissions, adopt advanced technologies, processes and equipment, implement the green transformation of projects with high energy consumption, high emissions and low levels, promote the unit consumption of units of products in key industries to reach the advanced value of the national energy efficiency benchmark level or energy consumption quota standards in key areas, and continuously improve the efficiency of energy and resource utilization。
Article 71: People's governments at or above the banner county level shall support all types of market entities in the development and utilization of renewable and clean energy such as hydropower, wind energy, solar energy, geothermal energy, and bioenergy, and promote the establishment of an energy supply system with clean and low-carbon energy as the mainstay.
Chapter VI: Cultivating Ecological Civilization
Article 72: All levels of people's government shall build an ecological civilization system based on the Core Socialist Values and guided by the consensus on ecological civilization, promote the dissemination and popularization of ecological civilization knowledge and ecological culture concepts, and cultivate production and business models and living consumption patterns that conserve resources and protect the environment.
Article 73: All levels of people's government shall properly handle the relationship between the construction of ecological security barriers and the people's production and livelihood, safeguard the people's lawful rights and interests, and their lives, health, and safety, and increase the people's sense of gain, happiness, and security in the construction of important ecological security barriers in northern China.
People's governments at or above the banner county level and their relevant departments shall establish and improve diversified mechanisms for resolving conflicts and disputes over the ecological environment, and actively prevent and properly resolve conflicts and disputes between economic and social development and ecological and environmental protection.
Article 74: People's governments at all levels shall vigorously develop a green and low-carbon transportation system, optimize the three-dimensional and intelligent transportation network in urban and rural areas, safeguard and improve the public bicycle and public transport service system, encourage the priority purchase and use of clean energy vehicles, promote the demonstration and application of pure electric vehicles in the public domain, and encourage low-carbon travel.
Article 75: People's governments at or above the banner county level shall take measures to promote green production, strengthen supervision of green product standards, certifications, and labels, encourage producers to simplify product packaging, and avoid waste of resources and environmental pollution caused by excessive packaging.
State organs, public institutions and social organizations shall, in accordance with the relevant provisions of the State, give priority to the procurement of energy-saving products and environmental labeling products in accordance with the relevant provisions of the State.
Article 76: The autonomous region advocates civilized and green lifestyles and consumption patterns, guides residents to participate in activities such as energy conservation and emission reduction, garbage classification, encourages and supports consumers in purchasing and using energy-saving, water-saving, and recycled products, reduces the use of disposable products and non-degradable materials, and accelerates the promotion of simple, moderate, green and low-carbon, civilized and healthy living and consumption patterns.
Article 77: Organizing or participating in eco-tourism, outdoor sports, and other activities shall comply with the requirements of ecological and environmental protection, abide by tourism safety regulations and norms of civilized behavior, and must not destroy natural landscapes and native vegetation, and must not capture or collect wild animals and plants.
Garbage generated by eco-tourism, outdoor sports, etc. shall be taken away by themselves or put in the designated place, and it is forbidden to dump or throw it at will.
Article 78: All levels and types of schools, education and training institutions shall include the construction of important ecological security barriers in northern China in the content of education and training, and compile, print, and produce reading books and multimedia materials on the construction of important ecological security barriers in northern China with local characteristics.
Media such as radio, television, newspapers, and the internet shall strengthen publicity and public opinion guidance on the construction of ecological security barriers, and carry out various forms of public interest publicity.

Article 81: The people's government of the autonomous region shall establish compensation mechanisms for ecological protection that cross regions, river basins, and cover key areas and key regions, and scientifically formulate compensation standards for ecological protection such as forests, grasslands, rivers, lakes, wetlands, and soil and water conservation.
People's governments at or above the banner county level shall improve financial support mechanisms for ecological protection areas, increase financial support for restricted and prohibited development zones, especially key ecological function zones, and increase compensation for ecological protection in areas controlled by ecological redlines.
Article 82: The autonomous region formulates plans for the development of nature reserves, implements unified establishment, hierarchical management, and zoning control of nature reserves, and establishes a system of nature reserves with national parks as the mainstay. Areas with important ecological functions, fragile ecosystems, and gaps in natural ecological protection shall be included in the nature reserve system.
On the premise of scientific and reasonable protection, and in accordance with the principles of systematic planning, zoning control, precise supervision, and dynamic monitoring, people's governments at all levels shall establish places and platforms for nature education experiences in nature reserves, to provide public services such as scientific research, education, experience, and recreation for the entire society.
Article 83: The relevant departments of the people's governments at or above the banner county level shall complete coordination mechanisms for biodiversity conservation, implement biodiversity conservation action plans, establish biodiversity databases, strengthen the protection of rare and endangered wild animals and plants and their habitats, and periodically carry out regional biodiversity surveys, monitoring, and assessments.
Article 84: People's governments at or above the banner county level shall establish mechanisms for monitoring the ecological environment, periodically monitoring the atmospheric environment, water environment, soil environment, grassland resource system, forest resource system, river, lake, wetland ecosystem, and so forth.
The relevant departments of people's governments at the banner county level or above shall, in accordance with the relevant provisions of the State and autonomous regions, lawfully disclose to the public data and information on natural resource investigations, ecological and environmental quality status, law enforcement management, and so forth, and aggregate the information to the big data management platform to bring about information sharing.
Article 85: People's governments at all levels shall carry out comprehensive management of fire prevention and extinguishing in high-risk and high-risk areas of forest and grassland fires, strengthen the integration of civil and physical defense and technical defense, establish joint fire prevention mechanisms for forest and grassland fires, and promote infrastructure and capacity building such as early warning and monitoring of forest and grassland fires, fire prevention, and emergency fighting.

Article 87: The relevant departments of the people's governments at or above the banner county level shall, in the course of ecological governance such as sand prevention and control, vegetation restoration, and urban greening, avoid planting and promptly removing tree and grass species with high allergenic rates, scientifically carry out alternative planting, reduce pollen concentrations in the living environment, and alleviate allergic reactions in the population.
Article 88: People's governments at all levels shall fully implement the system of forest and grass chiefs and the system of river and lake chiefs, establish and complete mechanisms for joint conferences on management and protection work, and implement the main body of management and protection, management and protection responsibilities, and financial safeguards.

Promote the deep integration of the digital economy and ecological environmental protection, give full play to the role of big data in monitoring, protection, service, and prediction in the construction of an important ecological security barrier in northern China, and improve the government's environmental protection service level and regulatory capacity.
Article 90: The autonomous region shall make full use of existing multilateral and bilateral cooperation mechanisms to strengthen policy docking and information communication with neighboring countries in the field of ecological and environmental protection, establish mechanisms for exchanges and dialogue, promote the joint formulation and implementation of regional ecological and environmental protection strategies and action plans, and jointly participate in ecological and environmental protection cooperation.
Article 91: People's governments at or above the banner county level shall establish a scientific and effective system for preventing ecological and environmental risks and an emergency response mechanism for environmental emergencies. When the environment is polluted and may affect public health and environmental safety, early warning information shall be published in a timely manner in accordance with the law, and emergency plans shall be initiated.
Where the ecological environment is damaged or the people's production and livelihood are affected due to ecological disasters or emergencies, the people's governments at all levels shall promptly activate the disaster relief mechanism and carry out ecological restoration.
Article 92: The people's government of the autonomous region shall, on the basis of differences in the positioning of the main body's functions, improve the comprehensive performance evaluation and evaluation system for high-quality development, build a differentiated evaluation index system oriented to ecological priority and green development, and include the completion of ecological and environmental protection goals in the performance evaluations of all levels of people's government and their relevant departments.
Article 93: The people's governments at or above the banner county level shall implement a lifelong accountability system for ecological and environmental damages, establish and improve a system for auditing the responsibility of leading cadres for natural resource assets, and conduct outgoing (in-office) audits of natural resource assets for principal leading cadres who are subject to audit and supervision in accordance with law and have responsibility for the management of natural resources assets and the protection of the ecological environment.
Article 94: People's congresses at all levels with legislative power and their standing committees shall strengthen legal safeguards, and make overall plans to advance legislative revision efforts in the field of ecological civilization construction.
The standing committees of the people's congresses at or above the banner county level shall strengthen supervision of efforts to build important ecological security barriers in northern China through means such as hearing and deliberating special work reports and organizing law enforcement inspections.
Article 95: People's procuratorates shall urge and support other state organs as provided by law to initiate lawsuits for compensation for damages against acts that damage the ecological environment and natural resources.
People's procuratorates may file punitive damages litigation when initiating environmental public interest civil litigation in accordance with law.
Article 96: People's governments at or above the banner county level are to give commendations and awards to organizations and individuals that have made outstanding contributions to the construction of important ecological security barriers in northern China in accordance with the relevant provisions of the State and autonomous regions.
Article 97: Where the relevant state laws and regulations have already made specific provisions on punishment for conduct violating the provisions of these Regulations, follow those provisions.
Article 98: Where dereliction of duty, abuse of authority, or twisting the law for personal gain in the construction of important ecological security barriers in northern China, the directly responsible managers and other directly responsible personnel are to be given sanctions in accordance with law; where a crime is constituted, criminal responsibility is pursued in accordance with law.
Chapter VIII Supplementary Provisions
Article 99: These Regulations take effect on September 1, 2023.
