Policy interpretation of the "Implementation Plan for Carbon Peaking in the Industrial Sector of Yunnan Province".

Recently, the Provincial Department of Industry and Information Technology, the Provincial Development and Reform Commission, and the Provincial Department of Ecology and Environment jointly issued the "Implementation Plan for Carbon Peaking in the Industrial Sector of Yunnan Province" (hereinafter referred to as the "Plan"). In order to better understand and implement the Plan, the relevant contents are interpreted as follows:

1. What is the background of the introduction of the Plan?

Achieving carbon peak and carbon neutrality is a major strategic decision made by the CPC Central Committee with Comrade Xi Jinping at the core to coordinate the overall domestic and international situations. In 2021, the Central Committee of the Communist Party of China and the State Council issued the "Opinions on Completely, Accurately and Comprehensively Implementing the New Development Concept and Doing a Good Job in Carbon Peak and Carbon Neutrality", and the State Council issued the "Action Plan for Carbon Peaking Before 2030" to make overall arrangements for carbon peaking and carbon neutrality. In 2022, the Ministry of Industry and Information Technology, the National Development and Reform Commission, and the Ministry of Ecology and Environment issued the "Implementation Plan for Carbon Peaking in the Industrial Sector", requiring "relevant departments in all regions to fully understand the importance, urgency and complexity of carbon peaking in the industrial sector, combine the actual industrial development of the region, prepare relevant plans for the region in accordance with this plan, put forward a realistic and feasible carbon peak timetable, roadmap and construction drawings, and clarify the work objectives, key tasks and peak paths." ”

In order to fully implement the decision-making and deployment of the CPC Central Committee, the State Council, the Provincial Party Committee and the Provincial Government on carbon peak and carbon neutrality, accelerate the green and low-carbon transformation of industry, and actively promote carbon peak in the industrial field, the Provincial Department of Industry and Information Technology took the lead in compiling the Plan in accordance with the Implementation Plan for Carbon Peaking in the Industrial Sector, the Implementation Opinions of Yunnan Province on Completely, Accurately and Comprehensively Implementing the New Development Concept and Doing a Good Job in Carbon Peaking and Carbon Neutrality and the Implementation Plan for Carbon Peaking in Yunnan Province. The "Plan" systematically puts forward the guiding ideology, working principles, overall goals, key tasks, major actions, safeguard measures and organization and implementation of our province to promote carbon peaking in the industrial field, which is an important guiding document for promoting the green and low-carbon transformation of industry and high-quality industrial development in Yunnan Province.

2. What are the overall objectives of the Plan?

The plan proposes that during the "14th Five-Year Plan" period, the industrial structure and energy consumption structure will continue to be optimized, the allocation of energy resources will be more reasonable, and the utilization efficiency will be significantly improved. A number of green factories and green parks have been built, and qualified provincial and above industrial parks have completed recycling transformation, and a number of low-carbon, zero-carbon and carbon-negative technology, equipment and process products with significant emission reduction effects have been applied, demonstrated and promoted. By 2025, the energy consumption per unit of added value of industrial enterprises above designated size will be reduced by 13.5% compared with 2020, the decline in carbon dioxide emissions per unit of industrial added value will be greater than that of the whole society, and the carbon dioxide emission intensity of key industries will be significantly reduced.

During the "15th Five-Year Plan" period, the industrial structure and energy consumption structure were further optimized, the energy consumption and carbon dioxide emission intensity of industrial units above designated size continued to decline, and a modern industrial system with high efficiency, green, recycling and low carbon as important characteristics was basically established. We aim to peak CO2 emissions from the industrial sector before 2030.

3. What are the key tasks proposed in the Plan?

The province's industry is dominated by steel, building materials, petrochemical industry, and non-ferrous metals, and the "plan" combines the industrial characteristics and energy consumption status of our province to put forward seven key tasks.

First, in-depth adjustment and optimization of the industrial structure.Actively promote the green and low-carbon transformation of industries, resolutely curb the blind development of high-energy-consumption, high-emission and low-level projects, reasonably control the scale of production capacity in key industries, and promote low-carbon collaborative demonstration of industries.

The second is to give full play to the advantages of green energy.Accelerate the substitution of fossil energy, improve the level of industrial electrification, and strengthen the use of industrial green energy.

The third is to greatly improve energy efficiency.Implement energy-saving and carbon-reduction technological transformation, accelerate the energy efficiency upgrade of key equipment, strengthen the energy efficiency management of industrial enterprises, and strengthen the supervision and management of energy conservation.

Fourth, actively build a green manufacturing system.Build green factories, build green industrial parks, build green and low-carbon supply chains, promote the green and low-carbon development of small and medium-sized enterprises, and comprehensively improve the level of cleaner production.

Fifth, promote the recycling and low-carbon utilization of resources.Promote the substitution of raw materials, improve the recycling system of renewable resources, carry out the recycling of waste power batteries for new energy vehicles, vigorously develop the remanufacturing industry, and strengthen the comprehensive utilization of industrial resources.

Sixth, accelerate the innovation of green and low-carbon technologies.Carry out research on cutting-edge low-carbon technologies, promote low-carbon and zero-carbon process reengineering in key industries, and carry out major low-carbon and zero-carbon technology demonstrations.

Seventh, digital empowerment of industrial energy conservation and carbon reduction.Promote the integrated development of digitalization and greening, build a digital energy and carbon management system, promote "industrial Internet + green and low-carbon", and strengthen the management of new and in-use data centers.

4. What peaking actions are deployed in the Plan?

The "Plan" implements policies by industry, continues to promote industrial carbon peaking through points and areas, and realizes the green and low-carbon transformation of the province's industry through three major actions, including the action of peaking key industries, the action of green and low-carbon products, and the action of low-carbon and zero-carbon parks.

First, the peak action of key industries.Focus on seven key industries, including steel, building materials, petrochemicals, non-ferrous metals, consumer goods, equipment manufacturing, and electronics.

The second is the action of green and low-carbon products.Increase the supply of green products in the field of energy production, increase the supply of green products in the field of basic materials, increase the supply of green and low-carbon products in the field of transportation, and increase the supply of green and low-carbon products in the field of urban and rural construction.

The third is the action of low-carbon and zero-carbon parks.Strengthen the top-level design of low-carbon and zero-carbon development in the park, promote the optimization of the energy structure and efficiency improvement of the park, and establish and improve the carbon emission management of the park.

5. How to do a good job in the implementation of the Plan?

The first is to strengthen safeguard measures.Four safeguard measures were proposed, including strengthening fiscal, tax and financial support, improving market trading mechanisms, strengthening carbon reduction capacity building, and deepening international exchanges and cooperation.
