In 2023, Shenyang will strictly implement the relevant national and provincial work arrangements, and in terms of promoting the synergy of pollution reduction and carbon reduction, a total of 556 key emission control enterprises in the city will be organized to compile the 2022 greenhouse gas emission report, actively promoting "carbon peak and carbon neutrality"; Completed the allocation of 26.49 million tons of carbon dioxide quotas for 13 key enterprises in the second compliance cycle of the national carbon market, successfully passed the acceptance of the third batch of low-carbon pilot cities in the country, and won 2 billion yuan of carbon emission reduction support tool funds through communication and cooperation between banks and enterprises, and strongly supported the construction of projects in three fields: clean energy, energy conservation and environmental protection, and carbon emission reduction technology.
According to the relevant person in charge of the Shenyang Municipal Bureau of Ecology and Environment, this year, Shenyang will formulate the "Implementation Plan for Promoting the Synergy of Pollution Reduction and Carbon Reduction", explore and carry out research on the coordinated control of air pollutants and greenhouse gases, and promote the coordinated management of air pollution and carbon emissions. Select key high-energy-consuming enterprises to explore the construction of pilot demonstration projects for online monitoring of carbon emissions, and promote the clean and efficient use of coal. Supervise and urge the 13 key enterprises included in the second compliance cycle of the national carbon market to implement carbon verification, carbon quota clearance and other work measures, and make every effort to ensure the healthy and orderly development of the carbon market.
