First, there is still a gap in the requirements for high-quality development.

Since 2020, illegal occupation of forest land and illegal logging have occurred frequently, and the problem of illegal logging and indiscriminate logging of forest resources in Shangsi County and Fangcheng District is still relatively prominent. The solution to the problem of environmental petitions is not in place, the contradictions between individual residential areas and industrial areas are prominent, and there are constant complaints about noise, dust and odor.
Second, there are still weak links in pollution prevention and control.
The problems of the marine ecological environment are still prominent. There are 3 places in the port area of Fangchenggang City, 2 places in Fangcheng District, and 2 places in the offshore waters of Dongxing City, where there are garbage such as shellfish breeding rafts. There is a large amount of marine aquaculture in the marine aquaculture prohibition area. The traditional extensive aquaculture method of coastal land-based aquaculture ponds, and the tail water and clear pond silt are mainly directly discharged. There are black and smelly ditches near the two villages in the port area that are directly discharged into the sea. The water quality of some sea areas exceeded the standard in some periods. There are still shortcomings in the prevention and control of air pollution, the emergency plan and response measures are not well prepared or implemented, and there will be one day of severe pollution during the Spring Festival in 2023; The analysis of volatile organic compounds (VOCs) pollution sources has not been carried out, and there are still shortcomings and difficulties in ozone pollution control and control, and dust control in some road sections is not in place. The effectiveness of water pollution control is not stable enough, the remediation efforts of key river basins such as Fangchengjiang are insufficient, and the water quality of some surface water monitoring sections is unstable. There are still great risks and hidden dangers in the prevention and control of soil and solid waste pollution, the utilization and disposal of arsenic-containing wastes are still prominent, and enterprises have the phenomenon of untimely transfer of hazardous wastes and overstocking. The utilization rate of general industrial solid waste is low, and the storage of red mud is increasing year by year. There is a situation of illegal dumping and landfilling of a large amount of construction waste in Fangcheng District.

The shortcomings of water environment infrastructure are still obvious, the old city has not completed the diversion of rain and sewage, and the construction and renovation of sewage treatment facilities and pipe networks in some areas are lagging behind; The masses complained that the problem of direct discharge of domestic sewage from the No. 3 box culvert in the port area into the nearby sea area has not been solved for a long time. The problems in the operation and management of urban and rural sewage treatment facilities are still prominent, and the problems of insufficient investment in operating funds and excessive discharge still exist. The construction of the pipe network in some industrial parks is lagging behind, the rainwater and sewage pipe networks of the chemical parks and enterprises in the economic and technological development zones are still not perfect and not in place, and when the rainfall is large, the untreated production sewage flows into the rainwater pipes and discharges or leaks into the external environment; The construction of the pipe network of the sewage treatment plant in Qisha New Area is lagging behind, and the influent water concentration and operating load have been low for a long time.
