Second, speed up the completion of capacity shortcomings

Establish and improve the regulations on the supervision and examination of sewage treatment costs, reasonably adjust the sewage treatment fee standards, orderly promote the domestic sewage treatment charges in organized towns, actively establish a differentiated charging mechanism for sewage treatment, and formulate differentiated charging standards according to the types and concentrations of pollutants in sewage, and the environmental protection credit rating of enterprises. Promote the establishment of an effect-based payment mechanism that links sewage treatment service fees with the concentration of pollutants in the influent water of sewage treatment plants, the amount of pollutant reduction, the quality of effluent water, and the harmless and stable treatment effect of sludge. Promote the use of public bidding and other methods for sewage treatment projects, and determine the level of sewage treatment service fees through market competition.
