Your "Proposal on Supporting the Development of the Silicon Photovoltaic Industry" (No. JY100014010390) has been submitted to the Provincial Department of Industry and Information Technology, together with the Provincial Energy Bureau, the Provincial Development and Reform Commission, the Provincial Department of Natural Resources, and the Provincial Department of Ecology and Environment. We believe that the four suggestions put forward in the proposal, "fully promoting the strong action of extending the chain and supplementing the chain, promoting the transformation and upgrading of the industrial silicon industry, supporting the development of the whole industrial chain of enterprises, and promoting the joint efforts of various power guarantee methods" are highly pertinent, grasp the key issues in the current development of the silicon photovoltaic industry in our province, and have strong practical significance for promoting the high-quality development of the silicon photovoltaic industry in our province. After the analysis and study of the development status and development trend of the silicon photovoltaic industry and the work carried out by the co-organizers, the relevant suggestions are hereby replied as follows:

In recent years, Yunnan has given full play to the advantages of clean energy resources and industrial development foundation, based on the development foundation of silicon ore resources, clean hydropower resources and silicon industry, and with the development direction of "extending the chain, supplementing the chain, and strengthening the chain", it has further promoted the deep integration and development of green energy and green manufacturing, and strived to build a silicon photovoltaic industry chain and accelerate the construction of a photovoltaic capital.

In 2022, the output value of the entire photovoltaic industry chain in the province will exceed 100 billion yuan, reaching 107.3 billion yuan, a year-on-year increase of 130.9%, accounting for 7.7% of the national photovoltaic industry output value (1.4 trillion yuan). Compared with the end of the "13th Five-Year Plan", the production capacity of industrial silicon, monocrystalline silicon rods and monocrystalline silicon wafers in our province increased by 16.2%, 41.1% and 47.8% respectively, and polysilicon, cells and photovoltaic modules have all achieved from scratch. Among them, the completed production capacity of industrial silicon and monocrystalline silicon wafers accounted for 18.3% and 17.7% respectively in the country, ranking second in the country (1.8 million tons of industrial silicon in Xinjiang and 135GW of monocrystalline silicon wafers in Inner Mongolia ranked first respectively). Up to now, the photovoltaic industry in our province has achieved positive results in extending the chain, supplementing the chain and strengthening the chain, Tongwei and Jinko projects that fill the gaps in polysilicon and cell links have been put into operation one after another, and Zhengxin Optoelectronics projects that fill the gaps in photovoltaic modules have been put into operation, and the coordinated development pattern of the upstream and downstream of the industrial chain is gradually taking shape.

1. Suggestions on making every effort to promote the action of extending the chain and supplementing the chain and strengthening the chain

The Provincial Department of Industry and Information Technology and the Provincial Development and Reform Commission jointly issued the "Three-Year Action for the Development of the Photovoltaic Industry in Yunnan Province (2022-2024)" and the "Policies and Measures to Support the Development of the Photovoltaic Industry" in 2022, clarifying the three-year development goals, optimizing the spatial layout of the photovoltaic industry, and proposing to build Qujing into the core area of the photovoltaic industry, promoting the dislocation development of key areas such as Baoshan, Chuxiong, Lijiang, and Zhaotong, and driving the coordinated development of Dali, Dehong, Kunming, Honghe and other regions with development potential and supporting capabilitiesto form a "1+4+4" photovoltaic industry development spatial layout, and promote the concentration of major projects in the "1+4+4" regional key photovoltaic industrial parks; The implementation of the chain extension chain to supplement the chain and strengthen the chain action, put forward the focus on cultivating "chain master" enterprises, highlighting the key to build the industrial chain, increasing investment and other key tasks, the introduction of support for the construction of major projects, support to promote investment, increase financing support, encourage the establishment of funds to support the extension of the chain and strengthen the chain 4 measures to support the extension of the chain and the strengthening of the chain. At present, the province is building about 74GW of monocrystalline silicon rod production capacity, 60GW of monocrystalline silicon wafer production capacity, 20GW of cell production capacity, 10GW of module production capacity, Baoshan Tongwei Phase II 200,000 tons of polysilicon, Qujing Runyang 13GW high-efficiency cells, Qujing JA Solar Phase IV 10GW cells and 5GW modules and other projects The preliminary work has been accelerated. At the same time, in order to further extend and strengthen the development of the photovoltaic industry chain, the Provincial Department of Industry and Information Technology, together with the energy and other departments, jointly issued the "Three-year Action Plan for Smart Photovoltaic Power Station Equipment in Yunnan Province", focusing on the intelligent development of cells, photovoltaic modules, power stations and supporting industries, and creating a new highland for the development of the intelligent photovoltaic power station equipment industry.

In the next step, we will strengthen the guarantee of elements, deepen the reform of "delegating power, delegating power, and improving services", optimize government services, effectively simplify project approval procedures, strictly implement the parallel approval system, and optimize the project administrative approval process of silicon photovoltaic enterprises. The Provincial Department of Ecology and Environment will deepen the EIA approval system, promote the reform of regional EIA, and vigorously promote the comprehensive improvement of EIA elements of relevant projects in the silicon photovoltaic industry through the implementation of EIA "5 1" service measures. The Provincial Department of Natural Resources will further improve the support policies for silicon photovoltaic industrial land, strengthen the guidance on land use approval, improve the efficiency of approval of photovoltaic land projects from the source, and provide protection in terms of industrial land. Focus on cultivating "chain master" enterprises, support leading enterprises to expand production capacity in Yunnan, extend the industrial chain, support "chain master" enterprises to integrate the industrial chain in a vertically integrated way, and comprehensively enhance the market competitiveness of enterprises. Promote the concentration of market elements in the "chain master" enterprises, and support the development of the industrial chain to attract investment. Highlight the construction of key industrial chains, give full play to the basic advantages of existing enterprises in the province, such as chemicals, quartz sand, silver powder, petrochemicals, etc., improve resources, elements, and park facilities, and accelerate the development of photovoltaic supporting industries such as electronic chemicals, photovoltaic glass, photovoltaic silver paste, and adhesive film. Relying on the construction of the whole photovoltaic manufacturing industry chain, it will drive the coordinated development of related industries such as photovoltaic product manufacturing equipment and photovoltaic application system components, and form a complete industrial chain and supporting capabilities such as silicon materials, silicon wafers, equipment, materials, and devices. Optimize the business environment, open a "green channel" for project approval acceptance, evaluation and review at the same time, and reduce the time limit for handling approval matters. For the "zero land increase" technological transformation project of enterprises, the relevant procedures shall be simplified in accordance with laws and regulations. Intensify the work of attracting investment, implement the "big investment" mechanism, and establish a list of key investment areas and key investment enterprises.

2. Suggestions on promoting the transformation and upgrading of industrial silicon

Industrial silicon is a traditional advantageous industry in our province, and by the end of 2022, our province's industrial silicon production capacity and output ranked second in the country. With the advancement of China's "carbon peak and carbon neutrality" process, the development level of industrial silicon industry and the balance of output supply and demand determine the quality of the development of green silicon industry in our province, and affect the stability of the national silicon industry chain and supply chain. However, at present, the province's industrial silicon production capacity has problems such as low equipment level, low industrial concentration, and low capacity utilization, and at present, there are many "grades" of industrial silicon, but most of them do not meet the needs of polysilicon and organic silicon production.

In response to these problems, in order to ensure the stable supply of raw materials for downstream enterprises in the silicon photovoltaic and organic silicon industry chains, and the integration of upstream and downstream projects in the industrial chain, the Provincial Department of Industry and Information Technology will work with the Provincial Development and Reform Commission in the next step to implement precise policies, continue to make efforts, and attract investment by business, combined with the demand for industrial silicon in the development of photovoltaic manufacturing industry, strengthen the classified management of industrial silicon production capacity in accordance with the requirements of the provincial government, promote the transformation and upgrading of existing production capacity, and explore the construction of industrial silicon production capacity for upstream and downstream integration projects. Ensure the supply of raw materials for the entire photovoltaic manufacturing industry chain. At the same time, the work plan for capacity replacement in the industrial silicon industry was formulated and introduced, the transformation and upgrading of existing production capacity was standardized, the transformation and upgrading of the industrial silicon industry was accelerated, and the high-quality development of the province's industry was promoted.

3. Suggestions on supporting the development of the whole industrial chain of enterprises

In order to improve the development level of the silicon photovoltaic industry chain in our province, through systematic analysis, our province has the absolute advantages of industrial base, comparative advantages such as green energy, ore and photovoltaic resources, and in view of the current problems such as the balance of industrial chain development needs to be improved, the expected guarantee of industrial silicon output is insufficient, and the guarantee of power elements is insufficient, the focus is on promoting the coordinated development of the industrial chain, continuously optimizing the industrial layout, consolidating and upgrading, and creating an industrial ecology. By paying close attention to the construction of key projects, accelerating the construction of innovation platforms, adhering to green and circular development, focusing on intelligent development and promoting high-level opening up, etc., we will promote the development of the whole industrial chain of silicon photovoltaic enterprises.

In the next step, we will rely on the industrial spatial layout plan, guided by "extending the chain, supplementing the chain, and strengthening the chain", and taking into account the requirements of industry development trends, policies, environmental protection and safety, dynamically adjust the project access threshold, support the construction of integrated projects of leading enterprises by improving the management of industrial silicon production capacity, and accelerate the construction of supporting silicon raw material projects, so as to form a local supply advantage of polysilicon. In accordance with the requirements of leading enterprises, affiliated enterprises, small and medium-sized enterprises, and professional collaborative development, we will build industrial clusters with obvious scale advantages, complete industrial facilities, and strong radiation driving force. Establish and improve the overall coordination and promotion mechanism for major investment promotion projects, and vigorously introduce and cultivate enterprises with technical advantages in the fields of design, processing, manufacturing, and application around the four green silicon industrial parks in the province. For key enterprises and major projects, we will adopt the methods of "one enterprise, one policy" and "one matter, one discussion" to promote the cultivation of leading enterprises and the implementation of major projects, cultivate and expand market entities, create industrial clusters, and promote the development of the whole industrial chain and clusters.

Fourth, the proposal on promoting a variety of power security methods to work together

At present, the Provincial Energy Bureau is strengthening overall planning and actively responding to the tense situation of rapid growth in electricity demand and insufficient supply. In order to ensure the energy demand of silicon photovoltaic and other related industries, the Provincial Energy Bureau strengthened the docking with relevant provincial departments in the process of compiling the "14th Five-Year Plan for the Development of Green Energy in the Province", investigated and predicted the electricity demand of the silicon photovoltaic industry in the "14th Five-Year Plan", and fully considered it in the analysis of power supply and demand balance. At the same time, the Provincial Development and Reform Commission is also actively cooperating with relevant departments at the provincial level to speed up the construction of wind power, photovoltaic, thermal power, hydropower and other power projects, strengthen the supply of thermal coal, and strive to improve the power output. Recently, the Provincial Development and Reform Commission and the Provincial Energy Bureau issued the "Notice on Further Standardizing Development Behaviors and Accelerating the Development of Photovoltaic Power Generation" (Yun Fa Gai Energy [2023] No. 264), which is problem-oriented, carries out whole-process and closed-loop management of photovoltaic resource development, so as to further standardize development behaviors, mobilize the enthusiasm of all parties, accelerate construction and production, and ensure the energy security of the province.

In the next step, the Provincial Development and Reform Commission will continue to actively work with relevant departments to accelerate the construction of the new 4.8 million kilowatt thermal power project in the "14th Five-Year Plan" as soon as possible, actively coordinate with the project owners and factor departments to accelerate the preliminary work of the project, and obtain various approvals and approvals and start construction as soon as possible. The Provincial Energy Bureau will also further accelerate the construction of new energy power generation projects such as photovoltaics, give full play to the role of coal power regulation, actively promote new energy storage, and improve Yunnan's power supply capacity. At the same time, strengthen the power supply guarantee work, and guide the planning, construction, and commissioning timing of green silicon projects to match the planning, construction, and commissioning timing of the power grid in the province as much as possible. Actively do a good job in the approval and approval of supporting power infrastructure for photovoltaic manufacturing and other projects, and strengthen the power infrastructure guarantee capacity for the development of the photovoltaic industry.
