Beijing has improved the peak-to-valley time-of-use electricity price mechanism to better guide industrial and commercial users to stagger peak electricity consumption

Recently, the Beijing Municipal Development and Reform Commission issued the "Notice on Further Improving the City's Time-of-Use Electricity Price Mechanism and Other Related Matters" to optimize the peak-to-valley period and peak-to-valley price difference of electricity prices, further play the role of electricity price signals, guide industrial and commercial users to stagger peak power consumption, and better ensure the safe, stable and economic operation of the power system. Residential electricity prices will not be affected.

I. Background and Significance

1. Improving the time-of-use electricity price mechanism is a specific measure to implement the national requirements. The National Development and Reform Commission requires all localities to further improve the time-of-use electricity price mechanism, and puts forward specific requirements for the implementation scope, peak-to-valley period, peak-to-valley price difference, etc.

2. Time-of-use electricity price is conducive to improving the overall utilization efficiency of the power grid. Based on the time value of electric energy, the time-of-use electricity price mechanism divides the daily time into three periods: peak, flat and trough, and formulates different electricity price levels respectively, so as to give full play to the role of electricity price signals, and guide power users to use less electricity during peak hours and more electricity during trough hours, so as to ensure the safe and stable operation of the power system and improve the overall utilization efficiency of the system.

3. The city's time-of-use electricity price mechanism needs to be further improved. Over the years, the city has repeatedly expanded the scope of peak and valley electricity price implementation, adjusted the peak and valley electricity price period, and better played a role in guiding the price leverage of resources to rational allocation and utilization. With the optimization of the energy structure and the adjustment of the power consumption structure, the characteristics of the city's time-based power load are also constantly changing, and it is necessary to further improve the time-of-use electricity price mechanism.

Second, the main content

According to the requirements of the National Development and Reform Commission, combined with the specific situation of Beijing, after soliciting opinions from the public and fully researching and demonstrating, the current time-of-use electricity price is mainly improved from the following aspects:

01. Clarify the scope of implementation

The implementation scope of the city's time-of-use electricity price policy is all industrial and commercial users except for subways, trolleybuses, and electrified railway traction electricity, and the implementation scope of the peak electricity price policy is industrial and commercial users with transformer capacity of 100 kVA (kW) and above and voltage level of 1 kV and above.

02. Optimize the division of time periods

The annual peak and valley hours are divided into three sections of peak, flat and trough for 8 hours each according to 24 hours, and the peak hours are adjusted from the original 5 hours during the day and 3 hours at night to 3 hours during the day and 5 hours at night, and the valley section remains unchanged, and the peak electricity price is implemented for 3 hours per day in summer (July and August) and winter (January and December).

03. Adjust the peak-to-valley price ratio

The peak-to-valley electricity price ratio of the unitary system is adjusted to 1.71:1:0.36 (less than 1 thousand volts) and 1.8:1:0.3 (1,000 volts and above), and the peak-to-valley electricity price ratio of the two-part system is uniformly adjusted to 1.6:1:0.4。 The peak price is 20% higher than the peak price.

3. Policy implications

On the whole, the improvement of the time-of-use electricity price mechanism has little impact on the total cost of electricity in the society, the income of power grid enterprises remains unchanged, and the overall level of sales electricity prices remains basically stable.

Specifically-

First, the price of residential electricity will not be affected

The adjustment scope of the time-of-use electricity price plan is industrial and commercial electricity, and the cost of residential electricity will not be affected.

Second, the cost of agricultural electricity has been steadily declining

Cancel the peak-to-valley time-sharing of agricultural electricity consumption to further reduce the cost of agricultural electricity. After the cancellation of the peak-valley time-sharing, agricultural electricity consumption will be implemented according to the flat electricity price, and the cost of electricity will be reduced by about 1 cent, with an average annual cost reduction of 18 million yuan.

Third, the electricity charges of small, medium and micro businesses remain basically stable

Considering that the peak regulation capacity of small, medium and micro businesses is weak, the peak-to-valley price ratio of industrial and commercial users less than 1,000 volts will be maintained at the original low level, and the peak electricity price will not be implemented for the time being, so as to ensure that the electricity cost of most users remains basically stable.

Due to the reasonable widening of the peak-to-valley electricity price spread, the electricity cost of users who can use electricity at off-peak times and use more electricity during trough hours will decrease, and on the contrary, they need to bear the increased power supply costs during peak hours. In other words, if the majority of industrial and commercial users actively optimize their own electricity consumption behavior within the scope of peak regulation capacity, the burden of electricity bills will be further reduced. To give 2 examples –

For example, a shopping mall with an annual electricity consumption of 35 million kWh, the proportion of peak, flat and valley electricity is 40%, 35% and 25% respectively, and the peak electricity is 2%, which belongs to the unitary electricity consumption mode of 1-10 kV in urban areas.

Before the policy adjustment: the annual electricity expenditure is about 33.04 million yuan.

After the policy is improved: if the electricity consumption habits of the shopping mall remain unchanged, the annual electricity expenditure will be about 33.46 million yuan, an increase of 1.3%.

If the mall has the willingness to adjust the peak regulation, through actively adjusting electricity habits, energy-saving transformation, energy storage and other methods, the 5% peak electricity will be adjusted to the valley section, then the mall's annual electricity expenditure will be reduced to 32.34 million yuan, which can be reduced by 1.12 million yuan, a decrease of 3.4%.

For example, a restaurant with an annual electricity consumption of 50,000 kWh has a peak, flat, and valley electricity ratio of 40%, 35%, and 25% respectively, which belongs to the unitary electricity consumption mode of less than 1,000 volts in the suburbs.

Before the policy adjustment: the merchant's annual electricity bill expenditure was about 47,100 yuan.

After the policy is improved: if the electricity consumption habits remain unchanged, the electricity expenditure will be about 46,800 yuan, a decrease of 0.03 thousand yuan, or 0.6%, of which the adjustment of the peak-to-valley price ratio will affect the electricity expenditure of about 0.02 thousand yuan, and the adjustment of the peak period and price ratio will affect the electricity expenditure of about 0.01 thousand yuan.

If the restaurant has the willingness to adjust the peak regulation, and actively adjusts 5% of the peak electricity to the valley section by adjusting electricity consumption habits, energy-saving transformation, energy storage and other methods, then the annual electricity bill of the merchant can be reduced to 45,500 yuan.

The further improvement of the time-of-use electricity price mechanism can better guide users to stagger peak power consumption, ensure the safe and stable operation of the power system, reduce economic and social operating costs, and at the same time facilitate the consumption of green electricity and provide more space for the development of the energy storage industry.

All non-grid direct power supply entities shall collect electricity fees from end users in strict accordance with the market-based transaction price of electricity or the peak and valley time-of-use electricity price purchased by power grid enterprises, and shall not add other fees to the electricity charges of end users。
