Enterprises are the main body of employment. Since the beginning of this year, the human resources and social security departments of our province have increased their efforts to help enterprises stabilize their posts, release policy dividends, further reduce the burden on enterprises, and help enterprises enhance their development momentum. As of the end of October, the province has released a total of 3.593 billion yuan of policy dividends in the field of human resources and social security.
Since the beginning of this year, our province has continuously strengthened the employment priority policy, adjusted and optimized the policy measures to stabilize employment, implemented the special action of "helping enterprises to bail out and boosting confidence", launched the plan of stabilizing tens of millions of jobs in the field of human resources and social security, and played a policy combination of "reduction, delay, return, supplement, and promotion", highlighting the continuity of policies, and vigorously promoting the modes of "direct exchange", "enjoying without application" and "direct subsidy and quick processing", so as to realize the policy of finding people and providing door-to-door services, so as to better help enterprises reduce their burden, stabilize jobs and expand employment.
Our province will continue to implement the implementation period of the policy of reducing unemployment insurance and work-related injury insurance rates in stages, of which the unemployment insurance rate reduction policy will be implemented until the end of April 2025, and the work-related injury insurance will be implemented until the end of December 2024, so as to help enterprises continue to reduce labor costs and absorb more jobs. As of the end of October, the province reduced social insurance premiums by 2.094 billion yuan, including 1.885 billion yuan for unemployment insurance and 209 million yuan for work-related injury insurance. After the expiration of the policy, enterprises and other business entities that have enjoyed the deferred payment of social insurance premiums may make up the payment of deferred social insurance premiums by installments or monthly by the end of 2023, and late fees will be waived during the supplementary payment period. As of the end of October, 821 enterprises (projects) in our province have deferred the payment of unemployment and work-related injury insurance premiums of 71 million yuan, of which 352 enterprises have deferred the payment of unemployment insurance premiums with a deferred payment amount of 11 million yuan, and 469 enterprises (projects) have deferred the payment of work-related injury insurance premiums with a deferred payment amount of 60 million yuan.
Our province continues to implement the policy of returning stable jobs to enterprises insured by unemployment insurance that do not lay off employees or lay off fewer employees, and 60% of the unemployment insurance premiums actually paid by small, medium and micro enterprises in the previous year will be refunded, and 30% will be returned to large enterprises, and social groups, foundations, social service organizations, law firms, accounting firms, and individual industrial and commercial households participating in the insurance in the form of units shall be implemented with reference to the small and medium-sized enterprise groups. By the end of October, 935 million yuan had been allocated to 86,400 enterprises to stabilize jobs and 2.335 million jobs had been stabilized. The implementation of the one-time job expansion subsidy of unemployment insurance will be launched again, and the subsidy will be given to enterprises that absorb college graduates and registered unemployed young people who are not employed in the year of graduation and within two years of leaving school, according to the standard of 1,500 yuan per person. By the end of October, a one-time subsidy of 17.712 million yuan had been allocated to 2,001 enterprises to help 11,808 college graduates and registered unemployed youths find employment.
Encourage employees to improve their vocational skills. As of the end of October, our province has released 26,223 youth trainee positions, 9,530 trainees, and a total of 29,315,900 yuan of employment trainee subsidies. 203 million yuan of vocational skill upgrading subsidies were issued to 322,400 people, and 243 million yuan of unemployment insurance skill improvement subsidies were issued to 151,000 people.
