The Notice on Several Policies and Measures to Support the Green, Low-Carbon and High-Quality Development of Inner Mongolia (hereinafter referred to as the "Notice") jointly issued by the National Development and Reform Commission, the Ministry of Ecology and Environment and other six ministries and commissions provides a major policy opportunity to promote the accelerated development of new productive forces in Inner Mongolia and build an important ecological security barrier in northern China. The Department of Ecology and Environment of the Inner Mongolia Autonomous Region has combined its functions and responsibilities to do a good job in key tasks and actively promote the implementation of policies and measures.
It is reported that the "Notice" proposes 30 specific measures to accelerate the green and low-carbon transformation of energy, build a green and low-carbon modern industrial system, promote green development in key areas, strengthen green and low-carbon scientific and technological innovation, and comprehensively improve the quality and stability of the ecological environment, so as to support Inner Mongolia to vigorously develop new quality productivity with green and low-carbon as its distinctive characteristics, and further promote the green, low-carbon and high-quality development of Inner Mongolia.
To do a good job in the implementation of relevant measures, the Department of Ecology and Environment of the Inner Mongolia Autonomous Region will further improve the working mechanism, increase joint law enforcement and cross-law enforcement, and effectively promote the joint prevention and control of air pollution in Hobao, Wuhai and surrounding areas. Accelerate the implementation of ultra-low emission transformation in the steel, coking, cement industries and coal-fired boilers, strengthen the treatment of volatile organic compounds in petrochemical, chemical and other industries, and carry out the investigation and rectification of inefficient and failed pollution control facilities. Revise and improve the autonomous region's emergency response plan for heavily polluted weather, strengthen the hierarchical management of the performance of key industries, effectively respond to heavily polluted weather, and continue to improve the quality of the region's atmospheric environment.
Strengthen the protection of water ecology and water pollution, coordinate the management of water resources, water environment and water ecology, accelerate the construction of pilot cities for reclaimed water recycling in Hohhot, Baotou and Ordos, and continue to promote the stable and deterioration of tributaries into the Yellow River with Hohhot and Baotou as the focus. Deepen the comprehensive management of the ecological environment of "one lake, two seas" and Chahannaoer, and scientifically and effectively carry out the prevention and control of blooms in key lakes and reservoirs. Strengthen the investigation and rectification of sewage outlets into the river, strengthen the control of water pollution in industrial parks and the investigation and rectification of pre-flood hidden dangers, and continue to improve the quality of the water environment.
Promote the prevention and control of soil pollution and the management of solid waste, increase the prevention and control of the sources of soil pollution on agricultural land, continue to carry out investigation and rectification of enterprises in key industries involving cadmium and other heavy metals, strengthen the risk management and control and restoration of soil pollution on construction land, strengthen joint supervision by multiple departments, and ensure the safe use of key construction land. Promote the construction of "zero-waste cities" in Hohhot, Baotou and Ordos with high standards, and actively carry out pilot research on the use of general industrial solid wastes such as fly ash for soil erosion control and ditch filling and land reclamation. Implement pilot projects for the treatment of new pollutants and strengthen the treatment of new pollutants.
In addition, we will actively promote the green and low-carbon transformation of the development mode, formulate and issue the "Implementation Opinions on Strengthening the Zoning Control of the Ecological Environment", implement the hard constraints of "three lines and one order", resolutely curb the blind launch of "two highs and one low" projects, and strengthen the service guarantee of environmental impact assessment for major investment projects. We will continue to strengthen the analysis and judgment of carbon intensity targets, promote the implementation of synergistic actions for pollution reduction and carbon reduction, and methane emission control actions, and promote the transformation from dual control of energy consumption to dual control of carbon emissions. We will carry out pilot environmental impact assessments of greenhouse gas emissions in key areas and industries, and continue to promote the establishment of national-level low-carbon pilots such as deepening climate investment and financing pilots.
According to reports, the Department of Ecology and Environment of the Inner Mongolia Autonomous Region will actively strengthen communication and docking with the Ministry of Ecology and Environment, and make every effort to coordinate and strive for support from policies, funds, projects, technologies and other aspects, so as to provide a strong guarantee for the in-depth implementation of various tasks, and jointly promote high-level protection of the ecological environment and high-quality economic and social development.
