Nantong Hongmei Dairy Co., Ltd. (hereinafter referred to as "Hongmei Dairy") is a leading enterprise in Nantong City, with a production history of 50 years, mainly engaged in the production and operation of dairy products, with an annual production of more than 100,000 tons of milk and other dairy products. Hongmei Dairy wastewater discharge is 500 m3/d at the maximum, the raw water of production wastewater only has a high concentration of COD and BOD5, the wastewater can be biodegraded well, and does not contain other high concentration or toxic and harmful pollutants, the enterprise is currently discharged into the urban pipe network after treatment by the water treatment station in the plant.

Nantong Donggang Drainage Co., Ltd. (hereinafter referred to as "Donggang Sewage Plant") has a total design scale of 200,000 m³/d, mainly treating domestic sewage, and the effluent implements the first-class A discharge standard of urban sewage treatment plant. At present, the influent water of Donggang Sewage Treatment Plant has the characteristics of low-carbon nitrogen ratio, and it is necessary to add purchased carbon sources in the biological treatment process to promote the growth and metabolism of microorganisms, thereby promoting the removal of organic matter and strengthening nitrogen and phosphorus removal.

Consult the relevant reports, it can be seen that the "Jiangsu Province Industrial Wastewater and Domestic Sewage Separation Treatment Work Promotion Plan" has a clear plan and path for fermented alcohol, sugar industry, starch, yeast, citric acid industry, meat processing industry and other industries, but there is no clear mention of the dairy industry. The successful experience of Tsingtao Brewery Company, Nantong Chongchuan Ecological Environment Bureau focused on the principle of no impact on the external environment, researched and analyzed the current operation of the two enterprises, hired a qualified third party to complete the feasibility analysis report, and put forward amendments to the deficiencies in the feasibility analysis through multi-party demonstration, and invited experts and relevant departments to come to help and guide many times. At the same time, the Donggang Sewage Plant was organized to conduct tests with raw water for many times to ensure that there was no adverse effect, and according to the wastewater discharge factor and concentration of Hongmei Dairy, the two parties were organized to determine the discharge concentration limit of the pipe, and signed a written contract with legal effect to promote the trial operation and implementation of the enterprise.
