The China Carbon Market Conference 2023 Shanghai was held today (November 8). Chen Jining, Secretary of the Shanghai Municipal Party Committee, attended the opening ceremony and delivered a speech, Huang Runqiu, Minister of Ecology and Environment, and Wang Zhonglin, Deputy Secretary of the Hubei Provincial Party Committee and Governor of Hubei Province, delivered speeches, and jointly launched the conference with Gong Zheng, Deputy Secretary of the Shanghai Municipal Party Committee and Mayor. Chen Jining pointed out that achieving carbon peak and carbon neutrality is a solemn commitment made by President Xi Jinping and the CPC Central Committee to the international community in coordination with the overall domestic and international situation, and is an inherent requirement for promoting China's high-quality development. The development of the national carbon market is a major institutional innovation to promote greenhouse gas emission reduction through market mechanisms, and in accordance with the national deployment, Shanghai has taken the lead in undertaking the important responsibility for the construction and operation and maintenance of the national carbon market trading system. We will earnestly implement Xi Jinping Thought on Ecological Civilization and the deployment requirements of the National Conference on Ecological and Environmental Protection, accelerate the development of an international green finance hub, and make greater contributions to building a more effective, dynamic and internationally influential carbon market. Focusing on data quality management, we will accelerate the improvement of various basic systems for the operation and management of the carbon market, strive to improve the market risk prevention and control system, steadily expand the coverage of the industry, enrich the trading varieties and trading methods, actively carry out business innovation, promote the participation of various entities, and better stimulate the vitality of the market. We will continue to deepen innovation in green finance, improve the green evaluation and certification system and green benefit accounting methods, and provide diversified green investment and financing support for industrial development. Actively participate in the formulation of international standards in related fields, and deepen international cooperation on green finance. Huang Runqiu pointed out that in recent years, under the guidance of Xi Jinping Thought on Ecological Civilization, China has implemented a national strategy to actively respond to climate change, resolutely implemented the goal of carbon peak and carbon neutrality, and achieved outstanding results in addressing climate change. Since China launched the world's largest carbon emission trading market covering greenhouse gases in 2021, the national carbon market has been running smoothly, effectively playing an important role in controlling greenhouse gas emissions and promoting green and low-carbon technology innovation. In the next step, China will launch a national voluntary greenhouse gas emission reduction trading market as soon as possible, and make every effort to promote the construction of a national carbon market, so as to build it into an effective market to guide green and low-carbon technology innovation, guide green and low-carbon funds, and promote carbon peak and carbon neutrality. China is ready to strengthen dialogue and cooperation with relevant countries and international organizations, and work with the international community to address global environmental and climate challenges and promote the building of a community with a shared future for mankind.

Wang Zhonglin pointed out that promoting carbon peak and carbon neutrality is a major strategic decision made by the CPC Central Committee with Comrade Xi Jinping at the core, which fully demonstrates the responsibility of a major country to respond to global climate change, and is of great significance for promoting resource conservation and environmental protection, accelerating industrial upgrading, and promoting high-quality economic and social development. As one of the first batch of carbon trading pilot provinces in the country and the location of the national carbon emission allowance registration and settlement system, Hubei will firmly implement Xi Jinping Thought on Ecological Civilization, continue to improve the functions of the China Carbon Listing Platform, improve the service level of the carbon market, promote green and low-carbon development, build a global carbon trading registration center, a carbon market center with national influence, and a carbon finance center, promote the mutual promotion of high ecological value, high production value, and high quality of life, and jointly write a new chapter in the construction and development of the carbon market with all walks of life.

Xie Zhenhua pointed out that China is actively implementing the goal of carbon peak and carbon neutrality announced by President Xi Jinping, making the greatest efforts to combat climate change and promote the comprehensive green transformation of economic and social development. China adheres to the basic positioning of the national carbon emission trading market as a policy tool for controlling greenhouse gas emissions, promotes the institutional system, infrastructure, data management and capacity building while maintaining stability, gives full play to the incentive and restraint role of the carbon market, optimizes the allocation of carbon emission resources, gives better play to the role of the government, and promotes a better combination of effective markets and promising governments.
