A seminar on the paid allocation of allowances in the carbon market was held in Beijing

Recently, a seminar on the paid allocation of allowances in the carbon market was held in Beijing. The workshop was guided by the Department of Climate Change of the Ministry of Ecology and Environment.Chinese Society of Environmental Sciences碳排放交易专业委员会主办、美国环保协会（EDF）支持。生态环境部气候司曹园树，Chinese Society of Environmental Sciences碳排放交易专业委员会主任委员张希良，副主任委员张昕、段茂盛，秘书长周剑，EDF代表刘洪铭等参加了研讨会。

At the seminar, Zhang Da, associate professor of the Institute of Energy, Environment and Economics of Tsinghua University, introduced Tsinghua University's research work on the implementation of paid allocation of carbon emission allowances in the national carbon market. Lu Bingqing, Deputy General Manager of Shanghai Environment and Energy Exchange, shared his experience in the paid issuance of allowances in the Shanghai carbon market; Yu Fengju, deputy director of the Beijing Municipal Center for Climate Change Management, introduced the paid bidding for allowances in Beijing's carbon market. Xu Jintao, Professor of the National School of Development of Peking University, Zhang Xin, Chief Economist of the National Center for Climate Change Strategy and International Cooperation, and Chen Shaoqiang, Director of the Research Center for Resources, Environment and Ecological Civilization of the Chinese Academy of Finance and Sciences, delivered speeches as invited experts.

More than 30 experts from the Department of Climate Change of the Ministry of Ecology and Environment, Tsinghua University, the National Center for Climate Change Strategy and International Cooperation, Peking University, the Chinese Academy of Finance and Sciences, other research institutes, exchanges, certification bodies, and power generation, steel, petrochemical, building materials, and non-ferrous metals conducted in-depth exchanges and discussions on the necessity, urgency, feasibility, design of the paid allocation scheme, and the collection and use of paid distribution income.
