According to the unified deployment of the Party Committee of the Autonomous Region, from September 22 to December 20, 2022, the Eighth Inspection Group of the Party Committee of the Autonomous Region conducted a routine inspection of the Party Group of the Department of Ecology and Environment of the Autonomous Region. On March 3, 2023, the Eighth Inspection Group of the Party Committee of the Autonomous Region gave feedback on the inspection opinions to the Party Group of the Department. In accordance with the relevant requirements of the inspection, the progress of the inspection and rectification is hereby announced:

The Party Group of the Department of Ecology and Environment of the Autonomous Region attaches great importance to the rectification of the feedback from the inspection, regards the inspection and rectification as the primary political task for the current and future periods, and studies and formulates 115 rectification measures for the 18 problems in 6 aspects pointed out by the inspection feedback, and resolutely rectifies them. Up to now, 83 of the 115 rectification tasks have been completed, 19 have been basically completed, and 13 are progressing in an orderly manner, and the rectification work has achieved remarkable results.

(1) Deepen ideological understanding, and comprehensively build consensus on inspection and rectification work.On March 24, the party group of the department held a special study meeting on inspection and rectification to deeply study the important expositions of General Secretary Xi Jinping on the inspection work and the relevant requirements of the Party Committee of the autonomous region on the inspection work. Two special meetings and one inspection and rectification work promotion meeting were held successively to study and deploy the inspection and rectification work, and effectively strengthen the awareness of the responsibility of the whole system for rectification. On March 30, a special democratic life meeting for inspection and rectification was organized to deeply analyze the problems, conscientiously check against each other, seriously carry out criticism and self-criticism, and clarify the direction, focus and measures of rectification.

2. Inspect and feedback the rectification of problems

(1) Rectification of the problem of "learning and understanding thoroughly and implementing Xi Jinping's thought on ecological civilization is not in place, and there are deficiencies in fulfilling the political responsibility for ecological environmental protection".

(2) Tighten and consolidate the responsibility for ecological and environmental protection, and build a large environmental protection work pattern. The first is to clarify responsibilities and promote responsibility. Formulate and issue the "Notice on Clarifying the Relevant Matters of the Opinions on Promoting Functional Departments to Do a Good Job in Ecological and Environmental Protection", "Key Points of the Work of the Autonomous Region Ecological and Environmental Protection Committee in 2023", and "2023 Party and Government Leaders Ecological and Environmental Protection Target Responsibility Letter" to further clarify the responsibilities of each functional department for ecological and environmental protection. The second is to measure responsibility, pressure and accountability, and grasp the implementation. Organize and carry out the 2022 assessment of the responsibility letter for the ecological and environmental protection goals of party and government leaders, submit it to the plenary meeting of the autonomous region's ecological and environmental protection committee for special research and publish the assessment results, and force the local party committee and government to conscientiously fulfill their responsibilities with the assessment and scoring system; In May and October 2023, we will carry out the second round of autonomous region ecological and environmental protection inspections in 14 districted cities in two batches, carefully organize more than 270 backbone forces with a strong sense of responsibility and superb business, and form 7 inspection teams to carry out the work of stationed inspectors, and successively publicly report 28 typical cases in the mainstream media, transfer 2,726 letters and visits from the masses, urge all cities to implement reforms, and strive to promote the solution of various outstanding ecological and environmental problems around the masses. The third is to focus on key points and seek practical results. In view of the illegal construction of Fengshan Global Geopark, Hechi City is urged to conscientiously fulfill its responsibilities, concentrate its efforts, reverse the construction period, and demolish all the illegal buildings of the Sanmenhai World Shouyuan City real estate project and complete the greening project. In view of the lag in the removal of illegal construction of "small hydropower" in the nature reserve of Guilin City, the front-line supervision of the three levels of districts, cities and counties has made every effort to tackle tough problems, and completed the removal of illegal construction of "small hydropower" by the end of 2022 as scheduled.

2. Rectification of the problem of "promoting the solution of the feedback problem of the central ecological and environmental protection inspectors, and the lack of tenacity".

(1) Strengthen organizational leadership and concentrate on overcoming difficulties. The "Notice on Adjusting the Division of Labor for the Rectification of Feedback from the Central Ecological and Environmental Protection Inspectors of the Autonomous Region Leaders" was issued, and the leaders of the relevant autonomous regions were coordinated to go to the responsible areas for on-site supervision every quarter, and successively carried out 45 shard supervision of each districted city, and promoted the acceleration of rectification of 107 outstanding environmental problems. The party group of the department schedules the progress of the rectification work every month, and holds many party group (expanded) meetings, special meetings, and joint meetings to jointly promote the resolution of key and difficult problems in the rectification of feedback from the central ecological and environmental protection inspectors. Up to now, 23 of the 39 problems fed back by the second round of central ecological and environmental protection inspectors have been rectified, and 16 have reached the time schedule; The rectification of 5 typical cases and 1 key supervision case has achieved phased results.

(2) Strengthen supervision and inspection, and implement classified policies to promote rectification. Keeping an eye on the problem of the first round of central ecological and environmental protection inspectors not being sold, the party group of the department sent a special guidance group to the site to investigate, supervise and guide, and link relevant departments and cities to carry out supervision and inspection, and accelerate the improvement of rectification. Up to now, the pollution problem of Nanliu River and the hazardous waste disposal problem of Yinyi Company have been recorded; In view of the poor water quality of Maowei Seawater, Qinzhou City and Fangchenggang City have been sent to Qinzhou City and Fangchenggang City to carry out problem research and assistance and guidance, report the investigation situation, and continue to follow up and urge the two cities to conscientiously carry out governance in accordance with the "Guangxi Maowei Sea Environmental Comprehensive Treatment Plan".

(3) Strengthen the sense of purpose and make every effort to resolve the problems of petitioning. Continue to strengthen the key supervision and return visits of letters and visits assigned by the central ecological and environmental protection inspectors, especially the letters and visits that have been completed in stages and complaints again after they have been handled, and have successively focused on supervision and handling 16 times, carried out key return visits to 424 cases, and urged the units responsible for rectification to implement the work of filing sales numbers. As of November 6, 2023, the second round of 3,917 environmental petitions assigned by the central ecological and environmental protection inspectors, 3,867 have been completed, and 50 have been completed in stages, with a completion rate of 98.7%. In accordance with the "Guangxi Zhuang Autonomous Region Implementation of the Second Round of Feedback from the Central Ecological and Environmental Protection Inspectors Rectification Plan", 50 phased cases will be transferred to the long-term goal and completed by the end of December 2025. Of the 42 "repetitive letters and visits", 41 have been completed, and 1 has been completed in stages. In May and October 2023, the second round of ecological and environmental protection inspections in the autonomous region will be carried out, and a total of 2,726 valid letters and visits will be transferred to the inspected objects, involving 795 noise pollution problems, 178 oil smoke pollution problems, and 164 dust problems. As of November 6, 1,641 cases have been completed, 905 cases have been completed in stages, and the completion rate is 93.4%, of which 522 noise pollution problems, 108 oil smoke pollution problems, 76 dust problems, 170 noise pollution problems, 43 oil smoke pollution problems, and 55 dust problems have been completed in stages.

3. Rectification of the issue of "there is a gap in giving full play to functions and responsibilities and taking new steps in promoting green development".

(1) Take multiple measures to strengthen the synergy of pollution reduction and carbon reduction, and promote green development through innovation. The first is to clarify the goals and tasks and strengthen overall coordination. The "14th Five-Year Plan for the Decomposition of Carbon Dioxide Emissions Reduction Targets per Unit GDP of Districted Cities", "Key Tasks for Responding to Climate Change in Guangxi (2023-2025)", and "Implementation Plan for Synergy in Pollution and Carbon Reduction in Guangxi Zhuang Autonomous Region" were issued to carry out research and judgment on carbon reduction targets in the first quarter of 2023 and estimate the changes in carbon intensity in the first half of 2023, and guide cities to promote carbon reduction. The second is to strictly review and approve the environmental impact assessment and strengthen prevention and control at the source. Issued and implemented the "Guangxi Zhuang Autonomous Region "Two High" Construction Project Main Pollutant Discharge Management Measures, regularly dispatched and inspected the "Two High" project ledgers, organized and carried out cross-inspections of cement production, metal smelting, mineral mining and other industries, explored and promoted the carbon emission impact assessment of the proposed "Two High" projects, and resolutely curbed the blind development of the "Two High" projects. The third is to strengthen basic research to facilitate low-carbon transformation. Carry out carbon emission reduction potential analysis for Guangxi's power generation, steel, cement and other emission control enterprises, analyze and judge the low-carbon development of Guangxi's Baise and petrochemical industries, organize and carry out climate change vulnerability assessment of Guangxi's grain and sugar crops, prepare a plan for the construction of a national carbon emission trading center for ASEAN, orderly promote the investigation and accounting of Guangxi's ecological carbon assets, and organize and hold a pilot seminar on the current situation, potential development and trading of Guangxi's ecosystem carbon sinks, so as to actively respond to climate change.

(2) Rationalize the mechanism and deepen the institutional reform to empower green development. The first is to strengthen the construction of monitoring capacity at the municipal level. Formulate and implement the "Guiding Opinions on Promoting the Reform of the "Integration of Bureaus, Teams and Stations" of County-level Ecological and Environmental Departments", the "Classification Construction Standards for County-level Ecological and Environmental Monitoring Stations", and the "2023 Guidance Plan for the Capacity Building of Municipal and County-level Monitoring Institutions". The 2023 Guangxi Ecological Environment Monitoring Professional and Technical Personnel Competition was successfully held, and various methods such as follow-up learning, on-site teaching, and assistance and training were adopted to strengthen the capacity building and assistance of monitoring personnel in cities and counties (districts), and a total of 2,789 people have been trained since 2023. The second is to strengthen the overall management of monitoring institutions. Establish a working mechanism of "monthly scheduling, quarterly exchanges, and annual summaries" to timely grasp the progress of the construction and promotion of the construction of monitoring institutions at the municipal level. Establish an information archive for the management of instruments and equipment of ecological and environmental monitoring institutions in the whole region, implement the "one city, one policy" assistance action, and guide all cities to do a good job in the overall planning of monitoring capacity building.

(3) Accelerate the promotion of compensation for ecological and environmental damages, and improve the quality and efficiency of case handling. The first is to strengthen the screening of cases of ecological and environmental damage. Focusing on the cases that occurred in the Lijiang River basin and the cases discovered by environmental protection inspectors, 108 clues were sorted out, and 36 cases of compensation for ecological and environmental damage were initiated. The second is to strengthen case follow-up, guidance, and coordination and scheduling. Continue to track and supervise the environmental pollution cases that have been initiated, organize expert exchanges and seminars, on-site research and guidance for many times, regularly report on the screening of case clues and the initiation of case handling every quarter, and close 38 new cases.

(2) Rectification of the problem of "overall coordination, supervision, and improvement of the battle against pollution is not strong enough, and there are deficiencies in promoting the construction of a beautiful Guangxi and a strong ecological civilization area".

4. Rectification of the problem of "poor results in promoting the battle of pollution prevention and control".

(1) Focus on key and precise governance, and continue to fight the battle to defend the blue sky. In response to the aggravation of ozone pollution, the "Implementation Plan for the Prevention and Control of Ozone Pollution in Guangxi Zhuang Autonomous Region" was issued, focusing on strengthening the coordinated control of multiple pollutants, and from January to October 2023, the proportion of days with good ambient air quality in the region was 98.1%, an increase of 3.7 percentage points year-on-year. In view of the difficulty in the control of straw open-air burning, the "Letter on Further Improving the Pilot Work of Cane Leaves in Key Areas of Sugar Enterprises Lump Sum Treatment and Burning Ban" was issued, and four cities of Liuzhou, Beihai, Laibin and Chongzuo were selected to carry out the pilot work of sugarcane leaves in key areas where sugar enterprises were treated and burned, and the regional ambient air quality was significantly improved and the pilot results were obvious.

(2) Focus on the governance of the river basin system, and continue to fight the battle of clear water. Complete the basic information survey and environmental status assessment of centralized drinking water sources in the region, guide relevant cities to complete the demarcation, adjustment, and revocation of drinking water source protection areas, and carry out the rectification of environmental problems in centralized drinking water sources, and from January to October 2023, the water quality compliance rate of 127 water sources at and above the county level in use in the region is 100%. Supervise and guide all cities to strengthen the prevention and control of livestock and poultry breeding pollution, guide 16 large animal husbandry counties in Guangxi to complete the preparation of livestock and poultry breeding pollution prevention and control planning, and continue to promote the investigation of sewage outlets in the Pearl River Basin, the Yangtze River Basin and the key trunk and branch rivers entering the sea within Guangxi's jurisdiction, and have completed the task of investigating sewage outlets in urban built-up areas, with a length of 4,983 kilometers and a total of 9,583 registered sewage outlets. In 2023, 11 dispatching meetings will be held successively to promote the construction of the deep-sea sewage pipeline network of Beihai Tieshan Port in an orderly manner, and 7.11 kilometers of pipelines have been laid in the land section of the project from Well No. 1 to A5 deep-sea discharge port section of Tieshan West Port, accounting for 59.5% of the total design volume of 11.95 kilometers in the land section; The project of Tieshan East Port cross-sea connection Tieshan West Port Section (Crossing Channel Section) has released a project bidding plan, and EPC bidding publicity is being carried out.

(3) Focus on the prevention and control of pollution risks, and continue to fight the battle to defend the pure land. The first is to improve the working mechanism. Establish a "red and black list" of project progress, report on the implementation rate and implementation of soil pollution prevention and control project funds on a quarterly basis, and issue accountability early warning letters 8 times; Dynamically update the directory of soil pollution risk management and restoration of construction land, and include indicators such as "safe use of construction land" in the assessment content of each city's party and government leaders' responsibility letter for ecological and environmental protection goals. The second is to increase project assistance and guidance. In view of Hechi City, where there are many problems in the promotion of soil pollution prevention and control projects, a consultation system has been established between the department and the city, joint meetings have been held many times, research and guidance have been carried out 6 times, and 9 experts have been invited to hold evaluation and guidance meetings to help solve the problems of project promotion. Establish a pre-reserve list to help guide the warehousing of packaging projects in various cities. The third is to carry out the investigation of potential soil pollution hazards. Organize and carry out a "retrospective" investigation of potential soil pollution hazards in key supervision units during the 14th Five-Year Plan, guide cities to release the 2023 annual list of key environmental supervision units, complete the investigation and monitoring of the surrounding areas of 17 key soil pollution supervision enterprises, and fully launch the 2023 soil monitoring project around key soil pollution supervision units in Guangxi.

5. Rectification of the problem of "weak links in the construction of beautiful and livable villages".

The first is to speed up the improvement of black and odorous water bodies in rural areas. Timely decomposition and issuance of annual goals and tasks, strive for 25 million yuan of central funds, arrange 37 million yuan of autonomous region funds, and carry out treatment of 28 state-supervised rural black and odorous water bodies, 24 of which have been completed. The second is to strengthen the treatment of rural domestic sewage. At present, 1,227 administrative villages have completed rural domestic sewage treatment in the region, and the rural domestic sewage treatment rate in the region has increased to 25.4%. The operation of rural domestic sewage treatment facilities in all regions will be included in the 2023 rural revitalization strategy performance assessment and the performance evaluation of districted cities, and random inspections of the operation and maintenance of rural domestic sewage treatment facilities will be organized to ensure the normal and stable operation of the facilities.

(3) Rectification of the problem of "providing ecological and environmental support for 'development to be safe' is not strong enough, and there are weak links in building a solid ecological security barrier in the south".

6. Rectification of the problem of "insufficient supervision and law enforcement to ensure the safety of the ecological environment".

(1) Strengthen the rectification of the team and improve the construction of the law enforcement system. Concentrate on carrying out the region's ecological and environmental law enforcement system, implement the special rectification action of comprehensively and strictly governing the party, and promote the construction of clean and honest law enforcement, and take the problem of insufficient supervision and dare not seriously tackle the problem as the key rectification content. Revise and improve the system of rewarding and reporting environmental violations, and issue and implement the "Guangxi Zhuang Autonomous Region Ecological and Environmental Administrative Punishment Discretionary Rules (2023 Edition)" to effectively improve the standardization of law enforcement.

(2) Strengthen capacity building and improve the level of pollution control in accordance with the law. Organize and carry out comprehensive administrative law enforcement post training courses and comprehensive administrative law enforcement training courses for ecological and environmental protection, and 30% of the law enforcement personnel in the region participate in the training, and continuously improve the level of law enforcement personnel in investigating and handling cases. Inform all cities on the use of Guangxi's environmental violation case investigation and handling system on a quarterly basis, carry out case file review and spot checks from time to time, and urge all cities to consolidate their review responsibilities and strictly control the quality of cases. Organize and carry out daily inspections of law enforcement on a regular basis, and list issues such as lax law enforcement, substitution of fines for reform, and on-site inspections as key inspection contents, and strive to improve the level of ecological and environmental law enforcement.

7. Rectification of the issue of "preventing and resolving major risks in the field of ecology and environment".

(1) Tighten and consolidate the responsibility for ecological environment restoration. Set up a technical research and guidance group, go to Daxin County for many times to carry out on-site investigations, supervise and guide the local government to carry out pollution prevention and ecological restoration of Daxin lead-zinc mine tailings pond, coordinate and solve existing difficulties and problems, and accelerate the implementation of the project. Promote the Guangxi Daxin Lead-Zinc Mine Heavy Metal Pollution Environmental Comprehensive Treatment Project (Phase I) to be successfully included in the soil pollution source control project of 102 major projects in the national "14th Five-Year Plan", and help accelerate the solution of the "old and difficult" problem of ecological environment governance and restoration.

(2) Strengthen the governance of outstanding problems in the ecological environment. Actively cooperate with natural resources, emergency management and other departments to carry out the special action of "half the mountain, one wall", and organize relevant personnel to go to Cenxi City and Hechi City to carry out research and supervision on the progress of mine ecological restoration on the spot. At present, 4 closed pit mines in Cenxi City have started ecological restoration, 1 natural restoration mine has been completed, and others are progressing in an orderly manner according to the schedule requirements.

(3) Prevent and resolve the risks and hidden dangers of ecological and environmental pollution. The first is to strengthen the management and utilization of solid waste. Continue to carry out the investigation of environmental pollution hazards in industrial solid waste storage sites in the whole region, and orderly complete the investigation of environmental risks and hidden dangers that originally belonged to tailings ponds and are included in industrial solid waste storage sites; issued the "Technical Guiding Opinions on Accelerating the Reduction, Harmlessness and Comprehensive Utilization of Electrolytic Manganese Slag" to guide electrolytic manganese production enterprises to carry out the resource utilization of manganese slag; Expand the methods, modes and ways of comprehensive utilization of red mud through multiple channels; "Guangxi Large-scale Road Technology Research and Demonstration Application Project of Stacked Bauxite Red Mud" It has been successfully applied, 8 invention patents have been approved, and 2 group standards have been compiled. The second is to strengthen the safety precautions and early warning of the ecological environment. Issuing and implementing the "Guiding Opinions on the Construction and Management of Guangxi Environmental Emergency Material Reserves"; normalizing the deployment and rectification of the risks and hidden dangers of environmental emergencies in the whole region, setting up four special supervision groups to investigate and supervise the environmental safety hazards in key industries and industrial parks in 14 districted cities, organizing personnel to go to some cities to carry out rectification and supervision of environmental problems, and urging local governments to carry out investigation and rectification of environmental risks and hidden dangers in their jurisdictions;

(4) Rectification of the problem of "the implementation of the strategic deployment of comprehensive and strict governance of the party is not strong enough, and there are weak links in the construction of clean and honest environmental protection".

8. Rectification of the issue of "insufficient implementation of entity responsibility".

(1) Strengthen the supervision of the "number one" and the "key minority". Chen Liang, Secretary of the Party Group and Director of the Department, took the lead in successively conducting pre-appointment clean government talks for 33 leading cadres and 2 inspection subjects to carry out clean government home visits, including 15 main leaders of various units, and more than 40 people in charge of various departments and units.

(2) Always adhere to the main tone of strictness. Since 2023, the secretary of the party group of the department has presided over 4 special work meetings on comprehensive and strict governance of the party. The party group of the department has carried out in-depth warning education three times in combination with the recent cases of violations of discipline and law in the system. Focusing on the special rectification of "implementing the comprehensive and strict governance of the party and promoting the construction of clean and environmental protection" and the special rectification of "leading cadres using their power or influence to meddle in engineering projects for personal gain, and corruption", cadres at or above the department level and the main responsible persons of directly subordinate units have found a total of 184 problems and formulated 208 rectification measures.

(3) Carry out in-depth construction of clean and honest institutions. Solidly promote the spirit of General Secretary Xi Jinping's "7.9" important speech "look back" action, carefully find problems, collect a total of more than 150 problems, sort out 8 categories of problems, formulate rectification plans, and solidly promote the rectification of problems. In response to the two typical cases that occurred in the system, three notices were issued successively, urging relevant units to carry out warning education on "taking cases as lessons and using cases to promote reform". Since 2023, a total of 1,093 people have been received for various visits and studies, and 54 explanations have been received. 9. Rectification of the problem of "shortcomings and weaknesses in supervision and discipline enforcement".

(1) Carry out in-depth political supervision. Strictly implement the "Rules for the Work of Discipline Inspection and Supervision Organs" and the Autonomous Region's Commission for Discipline Inspection and Supervision on the concretization, precision, and normalization of political supervision. Since 2023, a total of 46 political supervision lists and 11 accountability lists have been issued to the party group of the department, 18 on-site political supervision has been carried out, and 15 problems have been discovered and supervised. Compile the "Guidelines for the Supervision of Discipline Inspection and Supervision Institutions in the Ecological Environment System", organize and carry out business training on version 7.0 of the case supervision and management system, and fully implement the data of discipline inspection and supervision work that should be filled in and reported.

(2) Improve the ability to supervise and enforce discipline. Organized and carried out the "Rules for the Supervision and Enforcement of Discipline by the Discipline Inspection Organs of the Communist Party of China" and the "Regulations on the Implementation of the Supervision Law of the People's Republic of China" for many times, and reinterpreted the "Rules for the Supervision and Enforcement of Discipline by the Discipline Inspection Organs of the Communist Party of China" in the form of "main business micro-classroom" twice, so as to further improve the ability of the cadre team to use review and investigation measures.

(3) Comprehensively strengthen daily supervision. The "Rules for the Work of the Discipline Inspection Commission of the Organs Directly under the Department of Ecology and Environment of the Guangxi Zhuang Autonomous Region of the Communist Party of China (for Trial Implementation)" has been issued and implemented, clarifying the organs, personnel, job responsibilities, and rules of procedure of the Discipline Inspection Commissions of the organs, and promoting the institutionalization and standardization of the work of the Discipline Inspection Commissions of the organs.

10. Rectification of the issue of "ineffective supervision of integrity risks in key areas and key links".

(1) Strengthen supervision of the performance of duties and the exercise of power in key areas. Regularly convene a work conference on the comprehensive and strict governance of the party in the ecological environment system of the whole region, timely collect and dispatch the punishment of party members and cadres in the whole system for violating discipline and law, and carry out warning education on "taking cases as a lesson and promoting reform with cases". The 15 ecological and environmental monitoring units directly under the Organization Department have compiled and completed the risk points, measures and flow charts for the operation of important powers in their units. Strengthen the supervision of the EIA approval process, and timely revise and improve the review procedures of the expert review meeting, the departmental EIA review special meeting, the department affairs meeting, and the party group meeting of the department in the EIA approval process.

(2) Strengthen the supervision of bidding and bidding for government procurement projects. Strictly implement the approval procedures for government procurement, refine and decompose the annual government procurement plan, formulate procurement training programs based on actual needs, and organize and carry out professional ethics education and integrity education for personnel in all aspects of procurement. The "Notice of the Department of Ecology and Environment of the Autonomous Region on Confirming the Bidding Results of Government Procurement Projects" was issued to build a unified information platform for the procurement budget of monitoring instruments and equipment for the whole department. Organize and carry out the review of government procurement plans and government procurement projects, review 130 government procurement plans of the whole department in 2023, and organize experts to review 28 government procurement projects at the same level of the office.

(3) Strengthen the supervision and management of project funds. First, we should attach great importance to and do a good job in rectifying problems found in the supervision of central funds. In November 2022, we cooperated with the Ministry of Ecology and Environment to organize and complete the on-site supervision and assistance of the 2020-2021 central ecological environment fund projects in Nanning, Liuzhou, Yulin and Hechi cities in our district. In February 2023, the Ministry of Ecology and Environment (MEE) gave feedback on the supervision and assistance report and pointed out a total of 95 problems in five aspects. The party group of the department attaches great importance to it, and Chen Liang, secretary of the party group and director of the department, made special instructions to study and formulate rectification plans and quickly organize and carry out rectification of problems. Up to now, 78 of the 95 problems found by supervision and assistance have been rectified, and 17 are being rectified, with a completion rate of 82.1%. The second is to coordinate up and down to complete the supervision and self-inspection of special funds. According to the work arrangement of the Ministry of Ecology and Environment, organize and complete the supervision and self-inspection of the central ecological and environmental special funds obtained by our district in 2021-2022, and report the self-inspection report to the Ministry of Ecology and Environment on time. The third is to carefully organize and complete the tracking of special funds. In the past three years, the whole process of the central and autonomous region-level ecological and environmental special fund projects in the region has been tracked and questioned. Establish a list of problems, implement rectification measures, and supervise rectification. Establish a notification system for the implementation rate of the budget of capital projects, regularly inform cities and counties of the implementation of the budget of capital projects, and supervise and accelerate the progress of project implementation. Fourth, strengthen supervision and hand over supervision to find clues to problems. In November 2022, the Ministry of Ecology and Environment sent letters to the people's governments of Nanning, Liuzhou, Yulin and Hechi in the process of on-site supervision and assistance of the central ecological and environmental fund projects in Nanning, Liuzhou, Yulin and Hechi in November 2022, reminding local departments to earnestly fulfill their main responsibilities and further strengthen the management of special fund projects, and to hand over the clues to the discipline inspection and supervision team of the Autonomous Region Commission for Discipline Inspection and Supervision in the Department of Ecology and Environment, and the discipline inspection and supervision departments and audit departments of Nanning, Yulin and Hechi cities. Fifth, strengthen learning and carry out special fund management business training. Since 2023, a total of three training courses on ecological and environmental fund project management have been organized, with more than 400 trainees to further improve the business level of project implementation, project management and fund use management in various regions and departments. Sixth, improve the mechanism and promote the institutionalization of capital project management. Research and formulate the "Interim Measures for the Management of Ecological and Environmental Project Reserves in Guangxi Zhuang Autonomous Region" and the "Working Rules for the Supervision and Inspection of Ecological and Environmental Fund Projects in Guangxi Zhuang Autonomous Region", and further promote the institutionalization and standardization of the supervision and rectification of special ecological and environmental fund projects.

11. Rectification of the issue of "gaps in promoting the construction of work style".

(1) Continue to rectify the problem of formalism and bureaucracy. Comprehensively do a good job in the work of "reducing and controlling documents", strictly limit the number of documents published, and strive to publish fewer documents and short articles. The Autonomous Region Department of Ecology and Environment has issued the "Meeting System", strictly implemented the system of reporting plans for meetings of the Party committee and government of the Autonomous Region, coordinated the relevant meeting plans, combined some meetings, and reduced the number and time of meetings.

(2) Continue to strengthen the rectification of the "four winds" and establish new winds. In the ecological environment system of the whole region, a one-month special rectification of "implementing the comprehensive and strict governance of the party and promoting the construction of clean and honest environmental protection" will be carried out, and the special rectification of "corruption and work style problems in the ecological environment system" and "leading cadres using their power or influence to meddle in engineering projects for personal gain and corruption" will be carried out. In view of the overtime handling of administrative law enforcement cases, strengthen daily law enforcement inspections, optimize and upgrade the investigation and handling system of environmental violation cases in Guangxi, adopt information technology to strengthen the management and monitoring of case handling, and regularly urge all cities to promptly rectify problems such as administrative law enforcement cases exceeding the time limit.

(3) Strictly implement the spirit of the eight provisions of the central government and its implementation rules. Issued and implemented the "Measures for the Party Group of the Department to Implement the Implementation Measures of the Party Committee and the Government of the Autonomous Region on Further Implementing the Spirit of the Eight Provisions of the Central Committee", and carried out supervision and inspection of the implementation, and urged all grassroots Party organizations to carry out targeted education and strictly implement the relevant regulations.

(5) Rectification of the problem of "there are gaps in the implementation of the party's organizational line in the new era, and the results of promoting the construction of an iron army for ecological and environmental protection are not obvious".

12. Rectification of the issue of "insufficient implementation of the main responsibility for Party building work".

(1) Strictly implement the main responsibility of party building work, and strengthen the management of party organizations in the city's ecological environment monitoring center. The first is to strengthen work scheduling guidance. Quarterly meetings of the district's monitoring system are held to coordinate and solve the difficulties and problems existing in the city's ecological environment monitoring centers. Go to the Municipal Ecological Environment Monitoring Center to carry out on-site research, hold joint construction and co-construction theme party day activities, and strengthen exchanges and mutual learning. The second is to carry out work evaluation and guidance. Organize and carry out the evaluation of the implementation effect of the "Opinions on Further Strengthening the Construction of the Party Branch of the Ecological Environment Monitoring Center in the City", comprehensively find out the development of the party building work, existing problems and difficulties of the ecological environment monitoring centers in the city, and provide targeted assistance and guidance.

(2) Strictly implement the "one post with two responsibilities", and strengthen the supervision and guidance of party building work in the field in charge. The first is to tighten and compact "one post with two responsibilities". Improve the system of contacting grass-roots party branches by department leaders, further strengthen the supervision and guidance of grass-roots party building work, consolidate the job responsibilities of party branch organization members of all departments and directly subordinate units, strictly implement the education and management system for party members, and handle the transfer of party member organization relations in a timely manner. The second is to implement special personnel to follow up and manage. Supervise and urge party organizations at all levels to designate commissioners to be responsible for the maintenance of party member information, dynamically update and manage party member information, and the party organization relationships of 30 newly recruited party members in the district system in 2023 have all been transferred in a timely manner. The third is to carry out self-examination and self-correction. Organize the municipal ecological environment bureau to conduct self-inspection and self-correction on whether there is a violation of the relevant provisions of the "Regulations on the Work of the Party Group of the Communist Party of China (Trial)", and no violations are found after self-inspection and self-correction after scheduling.

(3) Pay attention to strengthening the development of party members and stimulate the vitality of party members. The work of developing party members will be included in the key points of the annual party building work and the annual performance evaluation of the party building of grass-roots party organizations, and outstanding comrades will be recruited into the party organization in a timely manner. Since 2023, 7 people have submitted applications for joining the party, 12 have been listed as party activists, 6 have been eligible for party member development, and 5 probationary party members have been accepted.

13. Rectification of the issue of "insufficient political life within the Party".

(1) Strictly implement democratic centralism. The first is to revise and improve the "Triple and One Major" Decision-making System, and include the "Two Supremes" project in the "Triple and One Major" decision-making matters of the Department and the research topics of the Party Group. The second is to strengthen the supervision and inspection of the implementation of the system. Carry out a full-coverage special inspection on the implementation of the "three major and one large" decision-making system of the party group of the ecological environment bureaus of 14 districted cities and counties in the region, and supervise and guide the grassroots to strictly standardize the implementation of the "three major and one large" decision-making system.

(2) Strictly implement the system of heart-to-heart talks. Since 2023, more than 160 members of the department's leadership team have had heart-to-heart talks with department heads and party members and cadres, and 33 leading cadres have been interviewed for integrity before taking office. In order to gain an in-depth understanding of the ideological dynamics of cadres, the party leading group of the department has successively organized and convened forums for retired cadres, new doctors, young cadres, and demobilized cadres, with nearly 190 people participating in the discussions.

14. Rectification of the issue of "shortcomings and weaknesses in the management of cadre selection and appointment".

(1) Strict selection and appointment of cadres. The first is to do a good job in the overall planning of the cadre team. Formulate and improve the "2023 Cadre Work Plan", and strive to normalize and institutionalize cadre exchanges. The second is to implement the system of requesting instructions and reporting on major matters, and to adjust cadre matters to the party group of the report hall of the organization department of the autonomous regional party committee in batches. The third is to improve the satisfaction awareness of selection and employment. Organize and convene a briefing on the selection and appointment of personnel by the Autonomous Region Department of Ecology and Environment in 2022 to effectively protect the right of cadres and employees to know about the selection and appointment.

(2) Strictly supervise and manage the daily management of leading cadres. First, it is necessary to optimize the procedures for selecting and appointing cadres. Strictly implement the "double signature" system for integrity and self-discipline of Party organizations and discipline inspection and supervision departments, and since October 2022, 72 people have implemented the "double signature of clean government". The second is to strictly examine and approve matters of going abroad (outside the territory) for private purposes. The Guangxi Zhuang Autonomous Region Department of Ecology and Environment issued the "Guangxi Zhuang Autonomous Region Department of Ecology and Environment Cadres and Employees Going Abroad (Territory) for Private Purposes (Trial)", strict examination and approval procedures, and strengthen education management. Third, it is necessary to strictly enforce the regulations on leading cadres reporting personal matters. Hold a training video conference to organize leading cadres to strengthen the study of the "Organization Department of the CPC Central Committee on Leading Cadres Timely Reporting of Personal Related Matters". Fourth, strengthen the supervision and management of cadres who work part-time or leave their posts. Research and formulate a system for the management of leading cadres' part-time jobs and a system for civil servants resigning from public office, comprehensively investigate and clean up the situation of cadres working part-time, strictly regulate the behavior of civil servants who resign from public office and retire, strictly examine and approve them, and strengthen supervision.

(3) Optimize the construction of the cadre team. The first is to strengthen the analysis and judgment of the structure of the cadre ranks. Combined with the needs of the construction of the cadre team in the system, we will carefully study and put forward the needs of personnel supplementation, and study and form the 2023 examination recruitment, open selection, and directional selection and recruitment plan on the basis of the analysis of the team structure. In 2023, 21 students will be recruited by examination, 2 will be selected by open selection, and 3 students will be selected and transferred. The second is to reasonably put forward a plan for setting up positions. In terms of open recruitment, the climate center and the relevant ecological environment monitoring centers in the city will coordinate the recruitment plan for the units respectively, and further adjust and optimize the structural issues such as age, education, and major of the cadre team.

(6) Rectification of the problem of "the implementation of rectification responsibilities is not in place, and there are still deficiencies in continuing to deepen rectification".

15. Rectification of the issue of "the main responsibility for rectification is not realistic".

The first is to study and formulate the "Clean-up Plan for the Secondment of Personnel from the Autonomous Region Department of Ecology and Environment", do a good job in the removal work step by step and at different levels, and successively remove 18 cadres who have violated the rules and been seconded for a long time. The second is to adhere to systematic governance, source management and coordinated governance, and coordinate the promotion of the "four battles" of water pollution prevention and control in the Nanliu River Basin, such as aquaculture pollution, domestic sewage, "scattered pollution" of water-related industrial enterprises, and river cleaning, and continue to improve the water environmental quality of the Hengtang section of the Nanliu River and key tributaries and the Xiabao River. In 2022, the average water quality of the Hengtang section of the Nanliu River National Surface Water Assessment will be Class III, meeting the requirements of the national assessment target, and all the key tributaries of the Nanliu River Basin will eliminate the inferior Class V. and restore the water quality of the Xiabao River to Class III, meeting the requirements of the rectification target. The third is to cooperate with the Department of Industry and Information Technology of the Autonomous Region to supervise and guide Guangxi Yinyi New Materials Co., Ltd. to implement the "look back" of the central ecological and environmental protection inspectors and the rectification of the feedback problems of the special inspectors on solid waste environmental issues, and the company's nickel-containing waste residue stacked in the open air has been cleaned up and properly used and disposed of. Fourth, in view of the poor efficiency of heavy metal pollution control at the former site of Jinhe Metallurgical Chemical Plant in Jinchengjiang District, the establishment of a consultation system with the Hechi Municipal People's Government has been carried out by the Hechi Municipal People's Government, and the joint meeting has been held on a regular basis to coordinate Hechi City to arrange 8 million yuan from the surplus funds for soil pollution prevention and control over the years to implement risk control, and the project is currently carrying out completion acceptance and effect evaluation.

16. Rectification of the issue of "not being strong enough to supervise the implementation of rectification".

First, strict tracking and supervision. Comprehensively sort out the problems existing in the management of special fund projects, and include the problems of "inadequate management of the use of special environmental protection funds, low implementation rate of funds" and "insufficient strict implementation of the negative list system for industrial access" into the second round of ecological and environmental protection inspections in the autonomous region, and strengthen supervision and inspection of districted cities with problems. The second is to increase research and guidance. Carry out the pilot project compilation of the list of pre-reserve projects of the central ecological and environmental funds, form a working group to sink cities and counties, and supervise and guide relevant project units to accelerate the progress of project implementation and budget implementation. The third is to strengthen supervision and accountability. Carry out supervision, inspection and follow-up of the effectiveness of the central ecological and environmental fund projects, schedule the progress of the project on a monthly basis, report on the implementation rate and implementation of the project on a quarterly basis, and regularly report the progress to the relevant municipal governments;

17. Rectification of the issue of "long-term mechanisms for rectification and reform are not sound enough".

(1) Establish and improve the follow-up and supervision mechanism for problem rectification. Establish and improve the three working mechanisms of "responsibility, supervision, and evaluation", form a closed-loop management of rectification work, regularly schedule the progress of rectification, and effectively rectify problems, draw inferences from one another, and establish rules and regulations.

(2) Strictly regulate the approval and management of seconded personnel. Formulate and issue the "Work Plan for the Acceptance of Learning and Training Personnel of the Autonomous Region Department of Ecology and Environment", comprehensively standardize the approval procedures for secondment personnel, and strictly stipulate that they shall not borrow learning and training personnel without approval, and shall not borrow learning and training personnel beyond the scope and quota, so as to solve the problem of long-term and large number of seconded personnel in the organs from the root. Since October 2022, two batches of 17 cadres have been approved to study and train in the department.

Third, the next step

The Party Group of the Department of Ecology and Environment of the Autonomous Region will adhere to the same rectification goals, no reduction in intensity, no reduction in standards, and no loosening in scale, and continue to consolidate and expand the results of inspection and rectification.

(1) Enhance political consciousness and continue to do a good job of rectification and reform.Combine the promotion of continuous rectification of inspection feedback problems with the study and implementation of the spirit of General Secretary Xi Jinping's important speech on inspecting Guangxi, and combine it with the study and implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era Theme Education, continue to be strict with standards, always pay unremitting attention, and do a good job in the "second half of the article" of the inspection in a strict and practical manner.

(2) Consolidate the responsibility for rectification and continue to track the effectiveness.Resolutely perform the main responsibility of inspection and rectification, strictly check and accept the sales number for the rectification matters that have achieved phased results and the specific problems that have been basically rectified in place, organize and carry out "looking back" and re-supervision in a timely manner to prevent the rebound;

(3) Improve long-term mechanisms and continue to pay close attention to implementation.Persist in paying equal attention to problem rectification and system construction, and improve mechanisms to plug loopholes. Strengthen the supervision and inspection of the implementation of the system, ensure that the provisions of the system are implemented, and promote the quality and efficiency of work. Effectively use the system to manage people and affairs, and do things according to the rules, adhere to the "immediate reform" and "long-term establishment" equal attention, so as to rectify, summarize, and improve.

(4) In-depth overall planning and integration, and strengthen the use of results.Take the initiative to integrate the improvement style into various specific work, promote the consolidation and development of the achievements of comprehensive and strict governance of the party with the results of inspection and rectification, purify the political ecology within the party, and truly transform the results of inspection and rectification into new achievements in promoting the high-quality economic and social development of the whole region, provide a strong guarantee for the stable development of the "14th Five-Year Plan", and strive to create a new situation in the construction of a beautiful Guangxi and a strong ecological civilization region.
