Xu Xiaoxia, Secretary of the Party Leadership Group and Director of the Guangdong Provincial Department of Ecology and Environment, introduced that in 2023, Guangdong will continue to fight the battle of pollution prevention and control, and jointly promote carbon reduction, pollution reduction and green growth2.5The concentration was 21 micrograms/cubic meter, a further decrease of 32% compared with the same period of the "13th Five-Year Plan", ranking fourth in the country; the rural domestic sewage treatment rate exceeded the tasks assigned by the state two years ahead of schedule, the excellent water quality rate of the national examination section of surface water reached 91.9%, and the inferior V. section was completely cleared; the proportion of the area with excellent water quality in the coastal sea area reached 92.3%, which was the best level since the monitoring and evaluation, and the continuous high improvement of the ecological environment quality was realized, and the practice of beautiful Guangdong Province has taken a solid step.

In terms of defending the blue sky, we have steadily promoted the in-depth treatment of volatile organic compounds, and completed the investigation and remediation of more than 6,300 storage tanks involving volatile organic liquids. It has built the country's first "heaven, earth, car and man" mobile source supervision system, and built the country's first oil quality life cycle supervision system.
In-depth implementation of the clear water attack, the 10 key national examination sections of the important first-class tributaries of the water body, the proportion of inferior V. class decreased by 36.2 percentage points compared with the early stage of the "14th Five-Year Plan", and the water quality compliance rate of drinking water sources above the county level was 100%. We will comprehensively promote the comprehensive management of the adjacent waters of the Pearl River Estuary to ensure that the proportion of areas with excellent water quality in the coastal waters of Guangdong reaches the best in the past 20 years.
All 9 cities in the Pearl River Delta were selected into the national list of "zero-waste cities", and the construction of the "zero-waste bay area" was successfully launched. Guangdong has also comprehensively improved the efficiency of ecological environmental monitoring, supervision and law enforcement, and has taken the lead in building a full-chain supervision platform for ecological environmental monitoring, connecting the national-provincial-municipal-county-township five-level environmental quality monitoring network.
In terms of carbon reduction and pollution reduction, in 2023, the emission reduction of emission control enterprises in the Guangdong carbon market will reach more than 5,600 tons, and the cumulative transaction volume of carbon emission allowances will be 224 million tons, with a cumulative turnover of 6.368 billion yuan, continuing to rank first in the national regional carbon market.
We will work with Hong Kong and Macao to solidly promote the construction of a beautiful bay area
This year marks the 5th anniversary of the promulgation of the Outline Development Plan for the Greater Bay Area and the 25th anniversary of Macao's return to the motherland.
Xu Xiaoxia said that the Guangdong Provincial Department of Ecology and Environment will focus on the new positioning of "one point and two places", benchmark the goals and requirements of the Beautiful China Pilot Zone, comprehensively deepen the ecological and environmental protection work of Guangdong, Hong Kong and Macao, and work together to promote the construction of a world-class beautiful bay area to make greater progress.
On the basis of the ministerial and provincial cooperation framework agreement, Guangdong will further expand the cooperation content of jointly building a world-class beautiful bay area, formulate and introduce action plans and policy measures for the construction of a beautiful China pilot zone, and carry out demonstration construction in multiple dimensions such as beautiful blue sky, beautiful rivers and lakes, beautiful bays, beautiful cities, beautiful villages and beautiful parks, so as to form a number of demonstration and leading models with the characteristics of the bay area, and drive the construction of the beautiful pilot zone in all fields, all directions and all regions.
On the basis of the original cooperation between Guangdong and Hong Kong and Guangdong and Macao, we will promote the establishment of a closer and more pragmatic cooperation mechanism between Guangdong, Hong Kong and Macao on ecological and environmental protection, focus on key areas such as joint prevention and control of air pollution, marine environmental protection, climate change response, and collaborative disposal of solid waste, deepen the convergence of rules and mechanisms, promote the joint release of the Greater Bay Area Air Quality Health Index (AQHI), and explore and propose a list of "Bay Area Standards" for ecological and environmental protection.
With major cooperation platforms such as Hengqin, Qianhai and Nansha as carriers, we will take the lead in exploring and piloting ecological and environmental management systems, standard systems and cooperation models that are in line with international standards. Carry out research and application of the mutual recognition mechanism of carbon labels, and explore the establishment of a regional product carbon footprint and low-carbon product certification system.
Make every effort to promote the integration of ecological and environmental protection into the service "Millions of Projects"
The "Millions and Thousands Project" is the number one project of the Guangdong Provincial Party Committee, and the improvement of the rural living environment is an important part of it.
Xu Xiaoxia introduced that in 2023, the Guangdong Provincial Department of Ecology and Environment will take the lead in formulating and promulgating the "Implementation of the "High-quality Development Project of 100 Counties, Thousands of Towns and Thousands of Villages" Ecological and Environmental Protection Policies and Measures", proposing 26 specific measures in three aspects, including strengthening county environmental pollution control and ecological environmental protection, promoting county industrial ecology and ecological industrialization, and deepening the reform of the county ecological environment system, and strive to promote the high-quality development of 100 counties, 1000 towns and 100 villages with high-level protection. In terms of the improvement of the rural living environment, we will solidly promote the five-year improvement plan for the improvement of the rural living environment, especially the unconventional efforts to promote the treatment of rural domestic sewage.
In 2023, Guangdong's rural domestic sewage treatment work has achieved remarkable results, successfully completing more than 1,000 provincial domestic sewage treatment and improvement projects for natural villages, increasing the domestic sewage treatment rate of natural villages to 64.7%, and the normal operation rate of treatment facilities with a daily treatment capacity of more than 20 tons to 85.4%, and generally improving the satisfaction of the masses.
In terms of the remediation of black and odorous water bodies in rural areas, the Guangdong Provincial Department of Ecology and Environment urges all localities to formulate remediation plans for rural black and odorous water bodies in accordance with the principle of "one water body, one plan", and implement treatment according to local conditions. Completed the monitoring of black and odorous water bodies in rural areas on the 51 national supervision lists, and urged all localities to rectify the monitoring substandard. Organize a team of provincial-level experts to conduct on-site research and guidance on 105 water bodies in 15 cities such as Shantou and Heyuan, and organize the use of satellite remote sensing technology to investigate and supervise rural black and odorous water bodies in Shantou and Yangjiang pilot organizations. By the end of 2023, the province will have completed the remediation of more than 30 large rural black and odorous water bodies.
In 2024, the Guangdong Provincial Department of Ecology and Environment will further strengthen overall coordination, promote the expansion of environmental pollution control from cities to counties and rural areas, promote the overall improvement of urban and rural ecological environmental protection, promote high-quality development of urban and rural areas with high-level protection of counties, towns and villages, ensure that the rural domestic sewage treatment rate in the province will increase to more than 75%, do a good job in the people's livelihood of more than 1,000 natural village domestic sewage treatment and improvement projects, and add more than 30 large rural black and odorous water bodies, and strive to be at the forefront of the country.
