Since the beginning of this year, the energy system of the whole region has conscientiously implemented the decision-making and deployment of the party committee and government of the autonomous region, focused on completing the five major tasks, closely focused on the strategic positioning of building an important national energy and strategic resource base, went all out to ensure energy supply, grasped the development of new energy quickly, and made great efforts to promote the development of the whole industrial chain of new energy, and made new progress and new achievements in the modern energy economy. First, the energy economy continued to grow, and the added value of the energy industry in the region increased by 4.5% in the first three quarters, accounting for nearly 6% of the industrial added value above the designated size; The investment in major energy projects was 174.5 billion yuan, 1.6 times that of the same period last year, accounting for 1/4 of the total investment in major projects in the region, which played an important role in promoting the economic growth of the region. Coordinate the construction of the "trinity" of large-scale wind power and photovoltaic bases, clean and efficient advanced coal power, and ultra-high voltage transmission and transformation lines in Shagehuang, and strive for the approval and construction of the transmission channel from Mengxi to Beijing-Tianjin-Hebei within the year, and the three transmission channels from Kubuqi to Shanghai, Tengger to Jiangxi, Ulan Bu and to Beijing-Tianjin-Hebei-Lu will be included in the national planning and start the construction of the project as soon as possible, and promote the supporting power supply scheme of the northern part of Kubu, the southern part of Kubuqi, Tengger, Ulan Bu and the four bases to be approved as soon as possible, and start the construction of regulatory power supply in a timely manner to ensure the "three elements" Synchronous construction and synchronous operation. Strengthen the capacity building of traditional energy sources such as coal, electricity, oil and gas, release advanced coal production capacity in an orderly manner, give priority to the release of coal production capacity through the conversion of coal mines under construction, the nuclear increase of qualified coal mines, and the resumption of production and work of coal mines that have been suspended from production, and plan new coal mine projects in a timely manner, so as to maintain the overall stability of coal production capacity and ensure the national coal supply. We will make every effort to promote the construction of approved coal-fired power projects, and strive for the state to lay out a number of new coal-fired power projects in our region to ensure the security of power supply. We will intensify the exploration and development of oil and gas resources, increase reserves and production, and accelerate the integrated development of oil and gas and new energy. Accelerate the construction of the Ordos National Modern Coal Chemical Industry Demonstration Zone, vigorously develop coal-based new materials and fine chemicals, establish a whole industrial chain of "from a piece of coal to a piece of cloth", and promote the high-end, diversified and low-carbon development of the coal chemical industry.

Promote the construction of new power systems as a whole to ensure that green electricity is "generated" and "used well". Coordinate source, grid, and load-side resources, accelerate the construction of a new power system with new energy as the main body, comprehensively improve the flexibility of the power system, and support the large-scale development and high proportion of new energy applications. In-depth implementation of the power grid strengthening project, moderately ahead of the planning and construction of a number of power grid main grid, new energy supporting transmission projects, to meet the load growth and large-scale new energy development needs in the region. Promote the optimization of the interconnection mode between the Mengxi Power Grid and the North China Power Grid, and support the power transmission of the Shagehuang New Energy Base. We will continue to implement the flexible transformation of thermal power, increase the layout and construction of pumped storage power station projects, promote the marketization, industrialization and large-scale development of new energy storage, support the large-scale development and high proportion of new energy applications, and strive to build a new energy storage scale of 3 million kilowatts per year after the "14th Five-Year Plan", and reach 8 million kilowatts by 2030, becoming an important "power bank" and "voltage stabilizer" of the power system in our region.

Accelerate the construction of modern energy industry clusters, and strive to create an "industrial Inner Mongolia" in the field of new energy. To drive new industry with new energy, to drive new industrialization with advanced manufacturing, give full play to the supporting role of new energy construction, grasp the development and construction of new energy with one hand, and the development of equipment manufacturing industry with the other, and carry out in-depth professional investment, directional investment, business investment, and green electricity investment, develop and expand the new energy equipment manufacturing industry, promote the formation of a supply capacity that meets the needs of the whole industry chain supporting the region, supply the surrounding area, and radiate the whole country, and strive to build a national base for new energy equipment manufacturing with strong competitive advantages. By 2025, we will strive to achieve a supporting capacity of more than 25 million kilowatts for wind power, 70 million kilowatts for photovoltaic cells and modules, and an output value of more than one trillion yuan for the new energy equipment manufacturing industry chain by 2030. Deeply participate in the new round of re-division of labor in high-energy-carrying industries, make full use of new energy power to undertake the transfer of advanced high-energy-carrying industries at home and abroad, focus on the development of off-grid industrial projects, promote high-energy-carrying industries to use more green electricity, reduce carbon footprint, and create a highland for the production and manufacturing of high-energy-carrying and low-emission products. Accelerate the development of the green hydrogen industry, promote the preliminary work of the Ulanqab-Yanshan Petrochemical Hydrogen Pipeline Project, carry out diversified demonstration applications of hydrogen energy, and reach 500,000 tons of green hydrogen production capacity by 2025, and realize the commercial and large-scale application of green hydrogen chemical industry and green hydrogen metallurgy, forming the largest green hydrogen production and application base in the country.

We will deepen regional energy cooperation in an all-round way and build a new highland for high-level opening up and cooperation. Strengthen cooperation and exchanges in the field of energy, mobilize the enthusiasm of all parties, and jointly promote the development and construction of energy in the autonomous region. Strengthen cooperation with Russia and Mongolia, give full play to the geographical advantages of opening up to the north, actively integrate into and serve the construction of the "Belt and Road", support enterprises in the autonomous region to deeply participate in the investment, construction and operation of new energy projects in Mongolia, develop green power at ports, and promote the construction of China-Mongolia cross-border transmission lines in a timely manner; Promote cooperation with the Russian Far East in the field of oil and gas. Strengthen cooperation with major energy-using provinces, and take the initiative to send more green electricity to the receiving areas. Promote cooperation with Ningxia, Shaanxi and other surrounding provinces and regions to carry out the construction of new energy delivery bases. Give full play to the advantages of new energy resources and scenario applications, support central enterprises, large state-owned enterprises and leading enterprises in the industrial chain to invest and start businesses in Inner Mongolia, promote the headquarters of central energy enterprises, regional headquarters and research institutions to settle in Inner Mongolia, and build an economic agglomeration area for energy headquarters in Hohhot.
