2. Carry out emission reduction actions in accordance with the carbon neutrality implementation plan and ensure that the expected emission reduction effect is achieved.
3. Calculate greenhouse gas emissions based on the actual development of large-scale activities to provide an accurate basis for carbon offsets.
4. Offset the actual greenhouse gas emissions generated by large-scale activities by purchasing carbon allowances, carbon credits, green certificates, or carbon sinks generated by new forestry projects, and issue a certificate of offset.
