Shaanxi has introduced a plan to promote the realization of carbon peak and carbon neutrality

Shaanxi Provincial Market Supervision Bureau, Shaanxi Provincial Development and Reform Commission, Shaanxi Provincial Department of Industry and Information Technology, Shaanxi Provincial Department of Natural Resources, Shaanxi Provincial Department of Ecology and Environment and other 9 departments recently jointly formulated the "Shaanxi Province to Establish and Improve the Implementation Plan for Carbon Peak and Carbon Neutrality Standard Measurement System" (hereinafter referred to as the "Implementation Plan"), which plays a guiding role in the construction of carbon peak and carbon neutrality standard measurement system.

The "Implementation Plan" puts forward the phased goals for 2025, 2030 and 2060. By 2025, the standard measurement system for carbon peak and carbon neutrality in Shaanxi Province will be basically established. No less than 60 provincial-level social public measurement standards will be built or renovated, no less than 20 local measurement technical specifications will be formulated and revised, and 1-2 carbon measurement monitoring and technology centers will be built. By 2030, Shaanxi Province will have a more sound standard measurement system for carbon peak and carbon neutrality. Carbon capture, utilization and storage and ecological carbon sink standards have been gradually improved, and the focus of standardization work has shifted from carbon peak to carbon neutrality. By 2060, a carbon neutral standard measurement system with more advanced technology, more prominent management efficiency, and more efficient service capabilities will be built in an all-round way.

The "Implementation Plan" sets up 8 columns, including key standards for non-fossil energy technologies, key standards for industrial green and low-carbon transformation, key standards for carbon reduction and efficiency improvement in agriculture and rural areas, and research on key measurement technologies for carbon peak and carbon neutrality, and clarifies 43 key tasks.

The "Implementation Plan" clarifies that the implementation of five key projects, including the carbon measurement science and technology innovation project, the carbon measurement basic capacity improvement project, the carbon measurement benchmarking leading project, the carbon measurement precision service project, and the implementation of the carbon measurement regional cooperation project, will carry out three key actions, including the action of strengthening the foundation of carbon peaking and carbon standards, the improvement of 100 energy conservation and carbon reduction standards, and the leading action of low-carbon cutting-edge technology standards, and clarify the safeguard measures to promote the implementation.
