The Ministry of Ecology and Environment recently released the first batch of pilot projects for collaborative innovation in pollution reduction and carbon reduction in cities and industrial parks, and the Midong District Chemical Industrial Park in Urumqi City was successfully selected, becoming the only industrial park in Xinjiang to enter the pilot.

"Midong District Chemical Industrial Park was successfully selected into the first batch of pilot projects for collaborative innovation in pollution reduction and carbon reduction in cities and industrial parks, which is the accumulation of persistent work over the years. Achieving synergy in pollution reduction and carbon reduction is an important starting point for promoting the comprehensive green transformation of economic and social development, and an effective way to promote green, low-carbon and high-quality development.

The Ministry of Ecology and Environment (MEE) has organized and carried out pilot projects for collaborative innovation in pollution reduction and carbon reduction in cities and industrial parks across the country, aiming to focus on practical problems, clarify collaborative goals, explore collaborative paths, innovate collaborative management, and lead collaborative technologies, accelerate the formation of a number of practical cases with good results and replicable promotion, and vigorously promote the optimization and adjustment of the structure of key areas and industries and the continuous improvement of ecological and environmental quality.

Founded in 2005, Midong District Chemical Industrial Park covers an area of 108 square kilometers, ranking first among the Xinjiang Autonomous Region-level parks. With petrochemical and chlor-alkali as the leading industries, the park is one of the four major petrochemical bases in Xinjiang, of which the output of lithium-based new materials ranks among the top in the country, and the output of cables accounts for two-thirds of the whole Xinjiang.

In recent years, the park has vigorously promoted the conversion of advantageous resources, closely focused on the two leading industries of petrochemical industry and chlor-alkali chemical industry, focused on high-tech industries, highlighted the development of upstream and downstream industrial chain extension and circular economy development projects such as large aromatic hydrocarbons, large polyester, large chemical fertilizers, organic raw materials and chlor-alkali industrial products, vigorously developed resource utilization, production and processing and service-oriented enterprises, and built ecological and environmentally friendly parks.

"The park actively expands and strengthens the important petrochemical industry base and manufacturing base in Xinjiang, controls environmental pollution, improves economic benefits, and actively contributes to the 'double carbon' goal, providing a strong impetus for the ecological and green development of the industry. Hong Yuning said.

In terms of infrastructure, the park has achieved full coverage of natural gas and reclaimed water pipe networks, and built a heating system combining central heating and clean energy decentralized heating, a professional chemical wastewater treatment and reuse system, and a standardized solid waste disposal system, laying a solid hardware foundation for the pilot.

In terms of resource endowment, the park also has obvious advantages in photovoltaic resources. The northern desert photovoltaic base in Midong District, which will start construction in 2022, plans to invest 100 billion yuan, covers an area of 1.03 million mu and has a total installed capacity of 20 million kilowatts, and will be the largest photovoltaic base in the country after completion.

At present, 7 enterprises including China Energy Group and China Green Development have successively settled in and carried out construction work, with a total installed capacity of 9.4 million kilowatts and an investment of 10.067 billion yuan, and the photovoltaic base industrial park has begun to take shape.

In addition, the Management Committee of Midong District Chemical Industrial Park has set up a professional environmental protection and energy-saving department to be responsible for management services. Hong Yuning said.

Focus on capturing light and gathering hydrogen to sink green energy

In this direction, Midong District Chemical Industrial Park explores the construction of three paths: clean and efficient energy flow path, recycling material flow path, and intelligent and refined information flow path.

In terms of building a clean and efficient energy flow path, the park will accelerate the efforts to capture light and gather hydrogen.

At the beginning of the new year, photovoltaic enterprises located in the desert photovoltaic base in the northern part of Midong District have started construction one after another, and the continuous photovoltaic panels shine in the snow-capped desert, converging into a sea of photovoltaics.

This year, in accordance with the strategic layout of "South Wind and North Light" in Urumqi, Midong District has accelerated the construction of photovoltaic clean energy bases, made every effort to promote the completion and grid connection of 9.4 million kilowatts of photovoltaic projects, and accelerated the implementation of two photovoltaic projects totaling 2.2 million kilowatts, and accelerated the investment promotion of the remaining 8.4 gigawatts of photovoltaic bases.

As China focuses on the layout of the hydrogen energy industry, the development potential of the hydrogen energy industry is gradually being released, and the green hydrogen industry, which is dominated by hydrogen production from renewable energy such as photovoltaic and wind power, has also become an important measure to implement the "double carbon" goal as a strategic emerging industry.

Midong District strives to achieve an installed capacity of 20 million kilowatts by the end of 2025 in the northern desert photovoltaic base of Urumqi, on this basis, relying on the advantages of the photovoltaic base, producing green electricity and green hydrogen, vigorously promoting the construction of green hydrogen energy industrial parks, and promoting the construction of green hydrogen and green ammonia production demonstration bases in Xinjiang.

In terms of energy flow paths, the park has accelerated the implementation of coal saving and efficiency improvement, carried out flexible and energy-saving transformation for thermal power enterprises, increased the resilience of power supply, and reduced coal consumption for power supply.

In the past few days, with the arrival of the cold wave weather, Xinjiang Huatai Heavy Chemical Co., Ltd. (hereinafter referred to as Huatai Company), located in Midong District, has been running at high speed in the clean and tidy factory area, providing a steady stream of heat energy for the household heating network of residents in the north of the city, and at the same time conducting real-time online monitoring of major pollutant emissions.

In recent years, Huatai Company has promoted the implementation of the "one enterprise, one policy" air pollution control project, continuously accelerated the transformation of energy conservation and emission reduction, made good use of the advantages of photovoltaic resources, actively used green electricity, and improved the level of environmental protection governance and industrial competitiveness of enterprises.

Xinjiang Huatai Heavy Chemical Co., Ltd. thermal power plant has been using waste heat in industrial production to generate electricity. In 2019, Huatai Company cooperated with Herong Heating Company to build the first heating station, implemented the technical transformation project of cooling tower waste heat recovery and heating, and realized the use of industrial waste heat for the production of high-temperature hot water, which provided central heating to some areas of Midong District and High-tech Zone (New Urban Area).

Su Wenlin, deputy director of the thermal power plant, said that the thermal power plant began to implement 8 projects of "one enterprise and one policy" last year, and has invested 40 million yuan in pollution reduction and carbon reduction, and has reached a higher level on the basis of meeting the national ultra-low emission requirements, reducing 72,000 tons of raw coal and 51 tons of air pollutants in 2023.

"Enterprises in the park are also carrying out energy cascade utilization, such as the 1.2 million tons of PTA projects of the Ukrainian Petrochemical Company and actively implement waste heat utilization. All in all, it is necessary to establish first and then break down, and multi-energy complementarity, in order to make good use of scientific and technological innovation and support greener development with cleaner energy. Hong Yuning said.

Recycling: The green industrial chain is surging with new kinetic energy

On February 20, the machine of the 150,000-ton-per-year carbon dioxide recovery project of the fertilizer department of the Petrochemical Company roared, and the high-tech equipment was collecting the carbon dioxide gas produced in the production process, converting it into a liquid of -20 °C under high pressure, and sealing it in a horizontal storage tank.

The liquid carbon dioxide will be quickly transported to the Zhundong oil field and injected into the formation to produce oil. Such projects can not only capture carbon dioxide on a large scale, but also create economic value, and are an important technical means to effectively control carbon emissions and respond to global climate change.

Du Wenqiang, chief expert of Urumqi Petrochemical Company, said that in 2023, Urumqi Petrochemical Company will compile the "One Enterprise One Policy" Air Pollution Control Plan, and plans to invest a total of 830 million yuan by 2025, implement 12 air pollution prevention and control measures, and achieve the goal of reducing the total amount of pollutants by 54.25% in sulfur dioxide, nitrogen oxides, particulate matter, and VOCs.

"By the end of 2023, the company has completed eight projects, exceeding the planned emission reduction by 62.9%. The company's performance rating for key industries with heavy pollution weather has also been upgraded from C to B, which is conducive to achieving a win-win situation for protection and development. Du Wenqiang said.

The first set of carbon dioxide recovery and utilization projects of Wu Petrochemical Company was put into production, which is a microcosm of the material flow path for Midong District Chemical Industrial Park to build recycling and cultivate a circular economy industrial chain in the park.

At the beginning of the new year, in Xinjiang Midong Tianshan Cement Co., Ltd., the new dry cement clinker production line with intelligent 100% calcium carbide slag instead of limestone is running at high speed, providing high-quality green cement products for key projects in Xinjiang.

The company is located in the upstream and downstream of the two major industries of cement and chlor-alkali chemical industry, with a large number of industrial waste residue - calcium carbide slag produced in the production of Zhongtai chemical as raw material to produce cement clinker, and built the country's first new cement production line using calcium carbide slag to produce cement, completely replacing the traditional raw material natural mineral resources limestone in the cement industry, forming a circular economy industrial chain.

The company has three new dry cement clinker production lines with 100% calcium carbide slag replacing limestone and a 1.5 million tons cement grinding system, and has formed an annual production scale of 1.6 million tons of clinker and 1.5 million tons of cement.

In 2023, through the implementation of the "one enterprise, one policy" air pollution control project, the company has completed 6 emission reduction treatment projects, including intelligent and precise denitrification and energy-saving transformation of fans, and achieved a reduction of 92.5 tons of air pollutants in 2023.

Li Yongchun, secretary of the general party branch and chairman of the company, said that energy conservation and emission reduction help enterprises improve quality and efficiency and achieve green development, and the total output value of enterprises will reach 350 million yuan in 2023, a year-on-year increase of nearly 20%.

It is understood that Midong District Chemical Industrial Park is still exploring the formation of a smart and refined information flow path, will accelerate the construction of a smart platform, connect government data, improve the "environmental protection map", promote the deep integration of industrialization and informatization, and at the same time grasp the opportunity of the construction of the pilot free trade zone, build a smart logistics park, and improve the level of smart logistics. Taking this pilot as an opportunity, Midong District will also build a collaborative innovation management system in the park, improve the policy support system, optimize the business environment, guide the market effectively with the government's promising, and strive to coordinate the adjustment of industrial structure, pollution control, ecological protection, and response to climate change.
