Ningxia launched the top ten highlights of ecological and environmental protection in the region in 2023
At the 2024 Ningxia Hui Autonomous Region Ecological and Environmental Protection Work Conference and the Comprehensive and Strict Governance of the Party Work Conference held on February 1, the top ten highlights in the field of ecological environment in the region last year were launched, involving the top-level design of ecological environmental protection, the assessment of the effectiveness of pollution prevention and control, environmental quality improvement, ecological environment law enforcement and supervision, rural environmental governance, ecological environment risk prevention, ecological civilization demonstration and creation, ecological civilization system reform, green and low-carbon transformation, and ecological environment governance capabilities.
Among them, in terms of top-level design, in 2023, the Party Committee of Ningxia Hui Autonomous Region will hold the Fifth Plenary Session of the 13th National Congress and issue a series of "1+4" documents on the construction of ecological civilization, strengthen the top-level design of ecological environmental protection with a higher position, wider vision and stricter requirements, vigorously promote the construction of beautiful Ningxia, and for the first time in the history of Ningxia, special research and deployment of ecological civilization construction work in the form of a plenary meeting, drawing a new blueprint for the construction of ecological civilization in Ningxia on a new journey, and opening a new chapter in the construction of beautiful Ningxia in the new era.

It was the first in the country to release a list of provincial priority assessment chemical substances, and the total emission reduction of heavy metals was completed two years ahead of schedule. The cumulative emission reductions of the four major pollutant emission reduction projects have been completed two years ahead of schedule during the 14th Five-Year Plan period.
Solid progress has been made in rural environmental governance, and a total of 20 new administrative villages and 7 black and odorous water bodies have been completed. For the first time, the selection of "the most beautiful sewage treatment station" was organized, and 20 "most beautiful sewage treatment stations" were selected and determined. A series of documents such as the "Ningxia Rural Domestic Sewage Treatment Facilities Operation and Maintenance Management Measures (Trial)" have been issued to continuously improve the "intelligent" management level of rural domestic sewage treatment facilities, support 37 rural domestic sewage treatment projects, with a total investment of 610 million yuan, and actively promote the autonomous region's rural domestic sewage treatment to increase the proportion of financial support from 30% to 40%, and the rural domestic sewage treatment rate in the region has reached 35.65%, exceeding the national assessment task by 3.65 percentage points.
Ningxia Ecological Civilization Demonstration and Creation has achieved fruitful results, Yanchi County was awarded the Ecological Civilization Construction Demonstration Zone, Minning Town was awarded the "Lucid Water and Lush Mountains are Invaluable Assets" Practice Innovation Base, Liupan Mountain Ecological Function Zone was selected into the National List of Integrated Protection and Restoration Projects of Mountains, Rivers, Forests, Fields, Lakes, Grass and Sand, Yinchuan Wine Industry Cleaner Production Audit Innovation Pilot Project was selected as the second batch of national cleaner production audit innovation pilot projects, Yuhe River was rated as an excellent case of national beautiful rivers and lakes, and Wuzhong City was rated as an "excellent" city of the National Low-carbon City Pilot Project. At the same time, the mine ecological restoration project at the eastern foot of Helan Mountain was listed as the first batch of typical cases of national landscape projects, the Ningxia Desert Greening and Sand Industry Development Foundation's "Practice Base for Coordinated Development from Green Expansion to Green Expansion and Low Carbon Development" was successfully selected as a national green and low-carbon typical case, and Guyuan City successfully passed the review of regional reclaimed water pilot cities by the Ministry of Ecology and Environment.

The prevention of ecological and environmental risks has been strengthened, and the "Safe Ningxia-2023" radiation accident and heavy pollution weather emergency response drills (exercises) have been organized, and 7 environmental emergencies have been properly handled. The reform of the ecological civilization system continued to deepen, revised and improved the management measures for emission rights trading and other policies and systems, with 277 transactions worth 31.08 million yuan throughout the year, and comprehensively launched the carbon emission rights reform, with a total of 29 enterprises participating in carbon emission trading in the second compliance cycle, with a trading volume of 11.29 million tons. It took the lead in establishing a horizontal ecological protection compensation mechanism with equal rights and responsibilities of upstream and downstream provinces and autonomous regions, and jointly built and shared the rights and responsibilities of upstream and downstream provinces and autonomous regions, and cashed out 538 million yuan of vertical and horizontal ecological compensation funds throughout the year. Two projects have been successfully included in the national ecological and environmental protection financial support project reserve, with a total investment of 5.231 billion yuan. The ability of ecological environment governance has been significantly improved, and it has taken the lead in the country to achieve full coverage of prefecture-level cities with automatic noise monitoring in functional areas, comprehensively improved the digital transformation of the ecological environment, and built a "data warehouse" for key pollutant discharge units in the region.
