2023 Carbon Peaking and Carbon Neutrality Project Commissioned Research Call Announcement

　　In order to actively and steadily promote the work of carbon dioxide peaking and carbon neutrality, strengthen policy reserves, and strengthen decision-making support, research units are now open to the public for major topics in the field of carbon dioxide peaking and carbon neutrality in 2023. The specific matters are announced as follows.

　　1. Research topics and key points

　　(1) Research on the path of forging new industrial competitive advantages in the implementation of the "dual carbon" goal and task

　　Analyze the development trend of green and low-carbon industry in the world, sort out and summarize the development status of China's green and low-carbon industry, and put forward relevant support policy suggestions in a targeted manner.

　　(2) Research on carbon budget management system

　　Sort out the experience and practices of international carbon budget management, analyze its implementation results and existing problems, and study and put forward policy suggestions for establishing a carbon budget management system based on China's actual situation and the progress of carbon dioxide peaking and carbon neutrality.

　　(3) Categorization, identification of green and low-carbon advanced technologies and support policy research

　　Sort out advanced technologies in the field of green and low-carbon by category, analyze the application prospects, research progress, existing problems, and development directions of key technologies of low-carbon, zero-carbon and carbon-negative at home and abroad, determine the scope of advanced applicable technologies, and research and put forward policy suggestions to support the research and development, application and promotion of relevant technologies.

　　(4) Research on the synergy mode between product energy consumption standards and carbon emission standards

　　Sort out and analyze the energy consumption and carbon emission management requirements of key products in the world's major economies, study the implementation effect of China's product energy consumption standards and carbon emission standards, and put forward the collaborative management mode of energy consumption standards and carbon emission standards per unit product and relevant policy implementation suggestions.

　　(5) Research on the carbon footprint management system of key products

　　Sort out the relevant situation of product carbon footprint management and carbon labeling system on a global scale, combine the actual situation of China's economic and social development, research and put forward the carbon footprint methodology, background database and overall framework of carbon labeling system of key products in China, and put forward policy suggestions for establishing a carbon footprint management system for key products.

　　(6) Research on the statistical accounting system of carbon emissions in industrial production processes

　　Carry out research on carbon emission accounting methods for industrial production processes, study and propose working procedures for measuring the correlation coefficients of carbon emission factors in key industries, and verify the feasibility of carbon emission accounting methods by conducting research and organizing trial calculations.

　　(7) Research on market-oriented mechanisms for carbon emission reduction

　　Sort out the construction and operation of the international carbon emission trading market, the design and implementation of the carbon offset mechanism, and the design and implementation of other market-oriented policies and mechanisms related to carbon emission reduction, and study and put forward policy suggestions for establishing and improving China's market-oriented carbon emission reduction mechanism.

　　2. General requirements

　　(1) It is necessary to adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the Communist Party of China, correctly understand and accurately grasp the spirit of the decision-making and deployment of the Party Central Committee and the State Council on carbon dioxide peaking and carbon neutrality, focus on the key points and key links of commissioned research projects, deepen research on major issues, and submit in-depth, breadth, and high-quality research reports.

　　(2) It is necessary to highlight reform thinking and innovative ideas, adhere to goal-oriented and problem-oriented, base on the basic national conditions, carry out in-depth field research, sort out the current development status and prominent problems faced, and study and propose next development ideas, reform goals, policy measures and countermeasure suggestions.

　　(3) It is necessary to pay attention to improving the quality of research on topics, the research results produced should be forward-looking, in line with objective reality, and policy recommendations should be targeted, applicable and operable, so as to provide support for the in-depth promotion of the key tasks of "dual carbon" and the formulation and implementation of new major policies.

　　(4) The intellectual property rights of research results belong to the Department of Environment and Resources of the National Development and Reform Commission.

　　3. Declaration requirements

　　(1) The project reporting unit must have the necessary talent and material conditions to complete the project, and in principle, it should be an enterprise, public institution and social group with independent legal personality. The project leader shall have high academic attainment and political literacy in the relevant research field, and in principle, should have the title of deputy senior or above, and organize, guide and participate in the whole process of the implementation of the project research project. Members of the research group should have high political quality, theoretical literacy and professional quality, have rich experience in the key areas of carbon dioxide peaking and carbon neutrality, and be able to undertake substantive research work.

　　(2) Truthfully fill in the "Declaration Form for Research Projects Entrusted by the Department of Resource Conservation and Environmental Protection of the National Development and Reform Commission" as required. The declaration form shall be stamped and confirmed by the unit of the lead declarant, in 3 copies, and sent to the Department of Resource Conservation and Environmental Protection of the National Development and Reform Commission (No. 38 Yuetan South Street, Xicheng District, Beijing, postal code 100824 through China Post EMS, please indicate the "declared topic" and the serial number and name of the declared topic on the envelope.

　　(3) The deadline for declaration is August 11, 2023 (subject to the date of postmark).

　　(4) Our company will organize forces to select the research topic application on the basis of merit. After the results are determined, the announcement information will be published on the portal website of the National Development and Reform Commission, and a formal contract will be signed with the selected units to give corresponding financial support.

　　(5) For topics that are not suitable for the selected units to undertake in the end, our company shall determine the specific undertaking units according to the fields involved in the topic.

　　4. Project implementation time

　　The execution period of the commissioned research project is from the date of signing the contract to the end of December 2023. The project undertaking unit should submit the final research results (3 full copies of research reports, 1 electronic version, 3 abbreviated copies of research reports, 1 electronic version) before December 15, 2023.
