为贯彻落实市委市政府关于发展壮大战略性新兴产业集群和培育发展未来产业发展部署要求,推动Safety, energy saving and environmental protection产业高质量发展,依据《Shenzhen市人民政府关于发展壮大战略性新兴产业集群和培育发展未来产业的意见》《Shenzhen市培育发展Safety, energy saving and environmental protection产业集群行动计划(2022-2025年)》等文件精神,我委研究起草了《Shenzhen市促进Safety, energy saving and environmental protection产业集群高质量发展的若干措施(征求意见稿)》。为保障公众知情权和参与权,根据《Shenzhen市行政机关规范性文件管理规定》(市政府令第305号),现就《Shenzhen市促进Safety, energy saving and environmental protection产业集群高质量发展的若干措施(征求意见稿)》公开征求社会公众意见。有关单位和社会各界人士可在2023年12月1日前,将修改意见和建议通过以下两种方式反馈。

为完整、准确、全面贯彻新发展理念,推动城市安全绿色低碳发展,贯彻落实市委市政府关于“20+8”战略性新兴产业和未来产业集群发展的规划和部署,促进Safety, energy saving and environmental protection产业集群高质量发展,依据《Shenzhen市人民政府关于发展壮大战略性新兴产业集群和培育发展未来产业的意见》《Shenzhen市培育发展Safety, energy saving and environmental protection产业集群行动计划(2022-2025年)》《Shenzhen市促进绿色低碳产业高质量发展的若干措施》等文件精神,制定本措施。
1. Applicable institutions and key areas of support
本措施适用于已登记注册,具备独立法人资格,从事安全应急和Energy conservation and environmental protectionR&D, production and service enterprises, as well as other public institutions, social organizations, private non-enterprise units and other institutions.
This measure focuses on supporting high-precision monitoring and early warning products, intelligent unmanned emergency rescue equipment, major fire rescue products, key equipment for disaster and accident rescue, emergency life rescue equipment and safety emergency services; energy-saving fields such as high-efficiency motors and inverters, semiconductor lighting, energy-saving building materials, and comprehensive energy services; Air pollution, water pollution, solid waste pollution, soil pollution and other prevention and control technologies and equipment, ecological restoration, environmental services and other environmental protection fields; power battery recycling, construction waste recycling, biomass waste recycling, industrial solid waste reuse and other resource recycling fields; Carbon management services such as corporate carbon management, product carbon footprint, and project carbon certification consulting.
2. Consolidate the foundation for development in the field of security and emergency response
(一)加强安全应急装备推广。结合超大城市安全治理与应急管理需求,支持灾害事故监测预警产品、应急救援无人机、感温感烟传感装备、应急指挥通信产品、医学救护关键装备等安全应急产品推广。编制Shenzhen市安全应急先进适用技术和产品推广目录,对于入选推广目录的产品或技术服务,一定期限内销售额累计超过3000万元的,按销售总额最高2%给予不超过100万元奖励。针对国有企业、学校、公共场所等区域应急设施设备配置需求,鼓励将推广目录内企业纳入应急采购供应商。鼓励登高平台消防车等高端安全应急装备发展,对纳入国家、省、市首台(套)重大技术装备推广应用指导目录的安全应急首台(套)技术装备,按一定期限内产品实际销售总额给与研制单位不超过30%,最高1000万元奖励。
(2) Deepen security emergency services. Encourage security service enterprises to improve their "civil air defense + technical defense" capabilities, promote digital technology to empower upstream and downstream collaboration in the security industry chain, and provide smart security system solutions. Support the construction of security education and training bases, cultivate security skilled talents, and carry out safety education and training services. Guide security service enterprises to expand new businesses such as emergency rescue and disaster prevention and control, equip them with professional emergency rescue equipment, select a number of outstanding emergency rescue and security service providers, and give a reward of up to 1 million yuan.
(3) Support the application demonstration of safety emergency products. Focusing on key areas of urban safety and emergency response such as urban waterlogging, earthquakes and geological disasters, fires in special scenarios, and emergency rescue, we will encourage the development of core technology research and development and engineering research, strengthen the supply of advanced and applicable safety emergency equipment, and create a number of innovative application demonstrations of security technology equipment and service models. A one-time reward of 1 million yuan will be given to the projects or products newly included in the national "Pilot Demonstration Project for the Application of Safety Emergency Equipment".
3. Expand high-efficiency and energy-saving application scenarios
(四)发展片区、园区综合能源服务。支持Shenzhen湾总部基地、香蜜湖片区等示范应用综合能源管理服务,深度融合数字能源、分布式能源、集中供冷、安全储能、超级快充、车网互动等多领域技术,部署综合能源调控系统,实现一体化集成、负荷聚合能源调度,对能效提升明显的示范项目按经核定的总投资30%给予资助,最高1000万元。推动工业园区用电用能智能化改造提升,接入市虚拟电厂管理云平台,每年评选若干个行业示范作用明显、市场前景广阔、创新效应显著的标杆项目,按照智能化改造部分给予最高不超过1000万元支持。
(5) Innovate the building energy-saving service model. Support public buildings to entrust energy cost custody services, and for public buildings that achieve an overall comprehensive energy saving rate of more than 10% per year, according to the level of energy conservation rate, the energy custody service company will be subsidized according to the energy trusteeship area, with a maximum of 5 million yuan. Encourage public buildings to implement the transformation of the contract energy management mode of the centralized air-conditioning system, and for the centralized air-conditioning system with a comprehensive operating energy efficiency (COP) of more than 5.0 after the transformation, 30% of the investment in the transformation of the centralized air-conditioning system will be subsidized by the main body of the transformation, with a maximum of 5 million yuan.
(6) Promote energy conservation and carbon reduction in infrastructure. Support data center energy conservation, accelerate the application of advanced energy-saving technologies such as cold source, proximal refrigeration, and liquid cooling in the construction of green data centers, and encourage the construction and demonstration of green data centers based on natural cooling source systems such as fresh air, heat exchange, and heat pipes. Develop low-energy base stations, support the green transformation of base station grid architecture, and encourage the application of base station demonstration scenarios with significant energy efficiency improvement and intelligent upgrades. Focusing on renewable energy stations, electric vehicle charging stations (piles), data centers, and 5G base stations, encourage the use of high-efficiency and energy-saving transformers, and support the replacement of transformers with long operating life and poor operating status. For the above-mentioned infrastructure energy-saving and carbon-reduction projects, a number of projects with strong demonstration and promotion will be selected and funded according to 30% of the approved total investment, with a maximum of 10 million yuan.
(七)支持节能装备创新与推广。支持突破高效节能技术装备领域核心关键技术,重点发展高效变频器与控制器领域的高性能矢量变频、伺服和永磁同步、新型电机控制、参数自给定等技术以及高效节能输配电设备领域的蒸发冷却电力变压器、低损耗变压器、新型拓扑结构、模块化集成化高效供配电等技术装备。鼓励节能装备纳入Shenzhen市绿色低碳技术、设备(产品)推广目录,深入贯彻落实绿色采购政策,支持优先采购目录中的节能产品。
Fourth, enhance the development level of the environmental protection industry
(8) Support the R&D and application of advanced environmental protection technologies. Promote the advanced technology of ecological and environmental protection to empower pollution prevention and control, focus on key areas such as volatile organic compounds, ozone, difficult wastewater, hazardous waste, and new pollutants, encourage enterprises to apply volatile organic compounds adsorption and raw and auxiliary materials, high-efficiency membrane materials, biodegradable plastics and other high-performance environmentally friendly agents and materials, support the development and application of cutting-edge technologies for pollution prevention and control such as plasma, electron beam irradiation, and electrochemical biofilm reactors, and 50% of the cost of the complete set of equipment for demonstration application projects. A subsidy of up to 10 million yuan will be given.
(9) Encourage the digital transformation of ecological and environmental protection. Promote the integrated development of digital and green in the field of environmental protection, encourage industrial enterprises and parks to build smart environmental protection platforms, monitor and warn the whole process of regional environmental quality and pollutant collection, transfer and disposal, launch digital products and overall solutions, apply digital smart environmental protection products, and provide a maximum of 10 million yuan for demonstration projects according to no more than 50% of the construction cost.
(10) Promote comprehensive environmental governance services. Enhance the marketization and professional level of environmental governance, encourage parks and enterprises to carry out result-oriented comprehensive environmental service outsourcing or trusteeship, promote new environmental service models such as third-party treatment of environmental pollution, encourage the exploration and development of comprehensive service platforms such as "environmental stewards", "environmental protection hospitals", "environmental protection supermarkets" and "river basin stewards", and provide up to 3 million yuan for projects with outstanding environmental governance effects and good economic, environmental and social benefits, according to 20% of the approved total investment.
5. Strengthen resource recycling
(11) Build a resource recovery network. Encourage the application of the "Internet + recycling" model to carry out waste materials recycling activities, according to 50% of the actual investment of the project to give financial assistance, up to 2 million yuan. Support the construction of renewable resource recovery outlets, and give financial assistance according to 50% of the actual investment of the project, of which the upper limit of a single project of renewable resource recovery transfer station is 500,000 yuan, and the upper limit of a single project of the sorting center is 2 million yuan. Cultivate leading enterprises in renewable resource recycling, and give a one-time reward of 200,000 yuan and 100,000 yuan to the identified national and provincial key contact enterprises for renewable resource recycling.
(12) Improve the recycling system of waste batteries. Promote the standardized development of the recycling industry of power batteries and energy storage batteries, and promote the improvement of green competitiveness in the international market with the improvement of the level of recycling. Increase support for land for construction projects of battery recycling enterprises. Encourage the construction of battery cascade utilization and recycling projects, and give a maximum of 30 million yuan to the enterprise demonstration projects included in the list of enterprises in the comprehensive utilization of waste power batteries for new energy vehicles of the Ministry of Industry and Information Technology.
(13) Encourage the development of resource recycling technology. Strengthen the innovation of biomass energy technology and encourage the development of biomass fuel. Encourage the development of on-site modular disposal technology for construction waste, and carry out the identification of comprehensive utilization products of construction waste. Support the application of low-toxicity and non-toxic replacement of highly toxic waste etching solution and resource utilization technology of waste etching solution. Support the development of anaerobic digestion and treatment technology of organic wastes such as kitchen waste and garden waste, and promote the construction of organic waste resource utilization projects. Promote the recycling and deep processing of resources such as auto parts and mechanical and electrical products, explore the recycling mode of retired wind power and photovoltaic equipment, and establish a renewable resource trading platform. The assessed demonstration projects will be subsidized with a maximum of 10 million yuan according to 30% of the approved total investment.
(14) Promote the R&D and application of carbon capture, utilization and storage technologies. Facing the long-term goal of carbon neutrality, we will support the research and development of key technologies for low-energy consumption and low-cost carbon capture, utilization and storage and comprehensive utilization of resources, explore collaborative innovation in carbon capture, utilization and storage and comprehensive utilization of resources, encourage the construction of carbon capture, utilization and storage technology innovation carriers, and promote the creation of a number of pilot demonstration projects with international influence.
6. Develop new forms of carbon management services
(15) Cultivate high-quality carbon management service providers. Encourage carbon emission monitoring, quantification, verification, low-carbon certification, consulting, training, carbon emission reduction assessment, carbon footprint evaluation, carbon financial services, carbon asset trading and other carbon management service industry development, cultivate a number of internationally influential carbon management service enterprises, for the city's key energy-using units, key emission units and other carbon emission reduction related units to provide services, give high-quality service providers rewarded, up to 1 million yuan.
(16) Build a public service platform for carbon measurement. Support leading enterprises, industry associations, and scientific research institutions to build public service platforms for carbon measurement, and provide open technical and information support services in the fields of technology research and development, certification, testing, and verification such as carbon measurement testing, carbon measurement traceability, carbon emission monitoring, and greenhouse gas measurement. Support the formulation of national carbon measurement verification regulations or technical specifications, and give a single project a subsidy of no more than 400,000 yuan in accordance with relevant regulations.
(17) Promote the construction of a carbon standard system. Support leading enterprises, industry associations, and scientific research institutions to take the lead in compiling product carbon footprint accounting rules and standards for subdivided industries, and give subsidies of up to 1 million, 500,000, 300,000, and 100,000 yuan respectively according to international standards, national standards, industry standards, and group standards. Support enterprises to carry out carbon footprint verification, and give a subsidy of no more than 100,000 yuan for a single certificate for those who have obtained the carbon footprint label certification of the Guangdong-Hong Kong-Macao Greater Bay Area.
(18) Encourage the construction of localized carbon databases. Support leading enterprises, industry associations, and scientific research institutions to accelerate the construction of an authoritative, scientific and accurate domestic carbon footprint emission factor database. Explore the classification of carbon footprint data, promote the sharing and application of carbon footprint data, and realize the industrialization, commercialization and marketization of carbon footprint data. Enterprises are encouraged to build background datasets of product carbon footprints in subdivided industries, and a subsidy of up to 1 million yuan will be given after review.
7. Continue to improve the innovation ability of industrial clusters
(十九)推动创新载体建设。围绕安全应急装备、高效节能设备、先进环保设备、资源循环利用等重点方向,争创若干国家产业创新中心、技术创新中心、制造业创新中心,一事一议予以资助。支持落地Shenzhen建设国家工程研究中心、国家重点实验室,予以最高3000万元支持;支持落地Shenzhen建设国家企业技术中心,予以最高1500万元支持;支持建设市级工程研究中心、重点实验室、公共技术服务平台、企业技术中心等创新载体,分组建和提升两个阶段,合计予以最高1000万元支持。
(二十)鼓励产学研协同研发。鼓励Safety, energy saving and environmental protection产业创新能力突出的行业龙头或领军企业、科研机构、高等院校聚集创新资源开展产学研合作,组建任务型创新联合体,瞄准产业发展的共性需求开展协同研发,择优选取若干创新联合体,按实际出资方出资金额的30%予以资助,每家出资单位最高资助500万元。
(二十一)强化关键核心技术攻关。加强市级Safety, energy saving and environmental protection产业专项布局,围绕高效氮化镓功率器件、多污染协同治理、新型环保功能材料等Safety, energy saving and environmental protection产业发展瓶颈和薄弱环节,组织实施重点领域核心技术攻关项目和工程化试点应用,开展“卡脖子”核心技术攻关、重大装备及关键零部件研制等项目,按照经核定投资额的40%,予以最高5000万元支持。
(二十二)支持“四新”应用示范和产业化。支持Safety, energy saving and environmental protection产业新产品、新技术、新业态、新模式应用示范推广,按照经核定投资额的30%,予以最高1000万元支持。支持围绕产业链关键环节推动技术成果转化和产业化,按照经核定投资额的20%,予以最高1500万元支持。
8. Accelerate the development of industrial agglomeration
(二十三)加大特色园区建设支持力度。加强规划布局,建设Shenzhen市Safety, energy saving and environmental protection特色产业园区,为园区建设和园区内项目立项、安评、环评、能评等环节开通绿色通道,按照建设总投资的10%给予园区建设方资助,最高不超过1亿元;对园区运营方按照年运营成本的20%比例予以补贴,每年不超过500万元,最长补贴3年。支持特色园区打造国家级产业示范基地(园区),对首次获评创建的,按照园区内Safety, energy saving and environmental protection企业营业收入规模给予奖励,最高不超过500万元。
(24) Promote the green, low-carbon and circular transformation of the park. Promote the integration of the concept of green and low-carbon recycling into the whole process of construction and operation of the park, and fully implement the transformation and upgrading of green and low-carbon recycling. Guided by the 20 advanced manufacturing parks, we will build a number of green and low-carbon recycling demonstration parks, support the construction of environmental monitoring and emergency protection facilities in the parks, equip waste water, solid waste and other in-situ disposal and regeneration facilities, and establish a financial support mechanism linked to the energy saving, water saving, pollution reduction and carbon reduction level of the park, and give a maximum of 15 million yuan in funding after the assessment and evaluation meet the standards.
(二十五)鼓励“工业上楼”“飞地园区”模式。按照Safety, energy saving and environmental protection产业专业化生产需求,制定优质产业空间设计技术指引,提供Safety, energy saving and environmental protection领域“工业上楼”高品质低成本产业空间,并纳入工业保障房体系。建设一批“飞地园区”,鼓励园区内企业与我市产业链保持紧密联系,对于符合条件的企业,可视同市内企业予以支持。
9. Improve the supporting system for cluster development
(二十六)发挥展会论坛带动辐射作用。支持高校、企业、行业协会等机构主办或承办Safety, energy saving and environmental protection产业领域的国内外知名展会、高端论坛等活动,予以最高500万元事后资助。拓展我市重点展会目录,支持集群企业在发达国家及“一带一路”沿线等重点市场参加重点展会,单家企业年受资助金额最高50万元。
(27) Strengthen industrial public service support. Support industry associations, industry alliances, new think tanks, technology transfer and other institutions to build public service platforms, provide industry-university-research cooperation, industry exchanges, professional training, technological achievements display, industry surveys, expert consultation and other services, give full play to the comprehensive support of the entire industrial system and a wide range of radiation and driving role, according to no more than 50% of the platform construction and operation costs, up to 3 million yuan to support.
(二十八)提升产业数字化融合水平。鼓励Safety, energy saving and environmental protection领域企业通过人工智能、物联网、云计算、数字孪生、区块链等信息技术提升安全应急、节能环保数字化水平,开展融合创新应用示范或试点项目认定并对符合条件的项目最高资助300万元。鼓励安装温室气体排放、能耗在线监测设备,支持接入Shenzhen节能在线公共平台、Shenzhen市建筑能耗管理系统、深碳云平台。
(二十九)加强Safety, energy saving and environmental protection领域人才培育。鼓励围绕安全应急、资源循环利用、碳管理、碳经济等方向建设特色学科和学院。支持建设Shenzhen市应急管理与应急救援技术人才实训基地、安保服务培训基地、绿色低碳技术技能人才创新发展中心和大湾区绿色低碳技术人才实训基地等各类技术技能人才培养基地,开展职业培训、推进产教融合,经评定给予基地建设最高不超过500万元资助。
(三十)支持绿色金融发展。设立Shenzhen市绿色低碳气候投资基金,加大对Safety, energy saving and environmental protection产业集群优质企业投资力度,探索建立与被投企业污染减排量、碳减排量挂钩的基金投资运营模式。鼓励符合条件的集群企业和项目纳入Shenzhen绿色低碳产业企业(项目)库,推动银行为其开辟信贷绿色通道,并纳入重点服务名单。
(三十一)积极做好科普宣传。将公众安全应急防护、节能、环保科普教育与集群发展有机结合,鼓励安全教育基地、绿色低碳城市应用场景示范基地建设,举办安全应急、绿色低碳相关的科普、教育、宣传类公益活动,展示宣传集群技术产品,对基地给予不超过30万元的资助。鼓励开展绿色创建,对获评全国环保设施和城市污水垃圾处理设施、Shenzhen市环境教育基地、Shenzhen市自然学校等称号的单位给予最高不超过30万元的一次性补贴。
10. Supplementary Provisions
The Municipal Development and Reform Commission is responsible for the interpretation of this measure. This measure shall not be duplicated with other similar preferential measures at the municipal level of our city. Encourage all district governments (New Area Management Committee, Shenzhen-Shantou Special Cooperation Zone Management Committee) to formulate supporting measures according to the characteristics of their respective industrial planning layouts. This measure will come into force on xx/xx/2023 and will be valid for 5 years.
