Promote high-quality development and green become a "strong engine" for industrial transformation and upgrading
On September 19 this year, the Starbucks China Coffee Innovation Industrial Park, with a total investment of 1.5 billion yuan, was completed and put into operation in Kunshan Development Zone, realizing the large-scale integration of the vertical industrial chain from green beans to coffee. This is also Starbucks' largest productive investment in China.

As Starbucks' global green coffee roasting plant, the industrial park is designed and built in accordance with the international LEED platinum certification and China's three-star green building certification standards. The park's own energy supply station and more than 26,000 square meters of solar photovoltaic panels can provide 20% of the park's energy needs, and it is expected to achieve up to 90% of waste recycling every year, making the rapidly emerging high-end food industry matrix "more fragrant and sweeter".
There are many such cases in the Kunshan Development Zone. AUO (Kunshan) Co., Ltd. has invested 400 million yuan to build environmental protection facilities, with a VOCs removal efficiency of more than 95%, more than 95% of the water in the plant can be recycled, and the annual electricity saved in the plant is equivalent to the annual electricity consumption of 120,000 households in Kunshan. Kunshan Kesen Technology Co., Ltd. has carried out 13 energy efficiency improvement projects, saving more than 2.7 million kilowatt-hours of electricity and reducing carbon emissions by nearly 2,000 tons per year. At present, this "green" force is becoming a "strong engine" to promote the industrial transformation and upgrading of Kunshan Development Zone.
"To achieve green and sustainable development, we must accelerate the greening of production methods, and build an industrial structure and production mode with high technology content, low resource consumption and light environmental pollution." Wang Chao, member of the Party Working Committee and deputy director of the Management Committee of Kunshan Development Zone, said that the ecological environment is also a business environment, and it is the water and soil for the survival and development of market players. To achieve high-quality economic development, it is inseparable from the support and guarantee of a good ecological environment. "When the water is right and the soil is fertile, the fish will swim in and the trees will flourish."
At the same time, the service enterprises, service industries and service development are the top priorities, and the services related to enterprises are continuously optimized, especially after the EIA approval is empowered, the approval process is effectively simplified, and the "acceleration" of optimizing the business environment is achieved. Nowadays, from basic science to cutting-edge fields, from source innovation to achievement transformation, a number of large compounds, large institutes, large platforms, and large enterprises are vying to enter and gather, injecting surging impetus into the high-quality development of Kunshan Development Zone with key projects and gratifying answers.
Implement high-efficiency governance and build a "Tianyan integration" supervision system
The proposal of the "dual carbon" goal has redefined the target path of green and low-carbon transformation and the mission and vision of sustainable development for all walks of life. For a long time, Kunshan Development Zone has conscientiously implemented the "dual carbon" strategy, put ecological priority and green development in the first place, incorporated carbon peak and carbon neutrality into the overall planning and layout of the region's economic construction, optimized the upgrading of industrial structure, strengthened the efficiency of industry supervision, innovated green production and lifestyle, and accelerated the comprehensive green transformation of economic and social development.
In order to guide enterprises to practice the concept of green development and continuously carry out technological innovation, as early as 2017, Kunshan Development Zone issued the "Several Supporting Policies on Promoting Transformation, Upgrading and Innovative Development" for key industries such as chemical industry, electroplating, and spraying, to encourage enterprises to shut down high-pollution production lines and achieve energy conservation and emission reduction through technological transformation. For example, a one-time reward of up to 2 million yuan will be given to electroplating enterprises that completely shut down the electroplating section, and a one-time reward of up to 1 million yuan will be given to oily spraying enterprises that completely shut down the spraying section. In the six years since the implementation of this policy, a total of 8 electroplating enterprises in the region have shut down their electroplating sections, 6 enterprises have shut down oil-based spraying lines, and 7 enterprises have withdrawn from the chemical industry. Kunshan Development Zone has invested a total of 27.497 million yuan in awards and subsidies, achieving 1,200 tons/day of wastewater reduction and 56 tons/year of waste gas VOCs.
Only by relying on scientific methods can ecological and environmental governance improve the efficiency of industry supervision and ensure long-term normalcy. To this end, Kunshan Development Zone has built 4 water quality standard stations, 5 air standard stations, 2 VOCs stations, 41 air micro stations, and 6 sets of odor online monitoring systems to monitor the water and air environmental quality of the whole region around the clock. At the same time, we will innovate and build a "Tianyan Integration" supervision system, relying on cloud computing, Internet of Things, big data and other information technology means to create an online supervision system of "one table, one network, one map, and one game of chess". At present, the system covers the data of 1,198 enterprises, and has become a pair of "discerning eyes" for regional supervision.
High-efficiency governance promotes high-quality development. Kunshan Development Zone has been awarded the "National Ecological Industrial Demonstration Park", "Provincial Green Building Demonstration Zone", "Green and Low-Carbon Demonstration Park", "Provincial Water-saving Industrial Park", etc., and has ranked among the top five in the country and the top two in Jiangsu Province in the comprehensive development level assessment and evaluation results of the national economic and technological development zone for many years. At present, Kunshan Development Zone has reached cooperation with the Academy of Environmental Planning of the Ministry of Ecology and Environment, focusing on the construction of the basic database for the green development of the park's industries and the research on the implementation path of pollution reduction and carbon reduction in key industries in the park. At the same time, Kunshan Development Zone is making every effort to build a green development empowerment center, organically integrating various elements such as enterprises, talents, technology and capital, building a one-stop, full-process comprehensive environmental service platform, further empowering the green development of enterprises, and continuously promoting the transformation and upgrading of new and old kinetic energy and environmental protection industry in Kunshan Development Zone.

Located in the Taicang Tang Waterfront Park of Kunshan Development Zone, a wide variety of flowers such as drunken butterfly flowers, ground skin, zinnias, sunflowers, thousand day reds, petunias and so on are competing to open, and the "sea of flowers" of more than 13,600 square meters is like a palette of nature, attracting many citizens to come to play and check in.
