On July 3, the Beijing Municipal Bureau of Ecology and Environment issued the "Notice of the Beijing Municipal Bureau of Ecology and Environment on the Trial Implementation of Carbon Emission Accounting and Evaluation in the Environmental Impact Assessment of Construction Projects". With the approval of the Ministry of Ecology and Environment, the Beijing Municipal Bureau of Ecology and Environment has decided to carry out carbon emission accounting and evaluation related work in the environmental impact assessment of construction projects in the city on a trial basis from August 1, 2023. Industrial parks are encouraged to carry out carbon emission accounting and evaluation in the planning environmental impact assessment, environmental impact tracking evaluation, construction project environmental impact report form, and environmental impact post-impact assessment. This includes carbon emissions and carbon intensity.

In order to implement the "Opinions of the Central Committee of the Communist Party of China and the State Council on Completely, Accurately and Comprehensively Implementing the New Development Concept and Doing a Good Job in Carbon Peak and Carbon Neutrality", "Opinions of the Central Committee of the Communist Party of China and the State Council on Deepening the Battle of Pollution Prevention and Control", "Notice of the State Council on Printing and Distributing the Action Plan for Carbon Peaking Before 2030", as well as the national and municipal "14th Five-Year Plan" ecological and environmental protection plan, pollution reduction and carbon reduction synergy implementation plan and other document requirements, effectively play the role of source control of the EIA system, promote the synergy of pollution reduction and carbon reduction, and help the industry, In accordance with the Notice of the General Office of the Ministry of Ecology and Environment on Carrying out the Pilot Project of Carbon Emission Environmental Impact Assessment of Construction Projects in Key Industries, and with the approval of the Ministry of Ecology and Environment, the Beijing Municipal Bureau of Ecology and Environment has decided to carry out the relevant work of carbon emission accounting and evaluation in the environmental impact assessment of construction projects in the city on a trial basis from August 1, 2023, and the relevant matters are hereby notified as follows.

1. Scope of implementation

Within the scope of the city, in accordance with the requirements of the "Catalogue of Classified Management of Environmental Impact Assessment of Construction Projects (2021 Edition)" and the "Catalogue of Classified Management of Environmental Impact Assessment of Construction Projects" Beijing Municipal Implementation Detailed Regulations (2022 Edition), construction projects (except for nuclear and radiation construction projects) shall prepare environmental impact reports.

Industrial parks are encouraged to carry out carbon emission accounting and evaluation in the planning environmental impact assessment, environmental impact tracking evaluation, construction project environmental impact report form, and environmental impact post-impact assessment.

2. Accounting and evaluation indicators

This includes carbon emissions and carbon intensity. It mainly carries out the accounting and evaluation of carbon dioxide emissions, and encourages the accounting and evaluation of methane, nitrous oxide, hydrofluorocarbons, perfluorocarbons, sulfur hexafluoride, nitrogen trifluoride and other greenhouse gas emissions.

3. Accounting and evaluation requirements

(1) Accounting

According to the industry to which the project belongs, with reference to the relevant standards and methods of carbon emissions issued by the state and the city (see the annex for the list of carbon emission accounting methods), local standards are given priority to be used, the accounting boundaries are determined, activity data are collected, emission factors are selected, and carbon emissions and carbon emission intensity are calculated.

Carbon emissions during the construction period are not included in the scope of accounting for the time being.

(2) Evaluation

1. Carbon emissions

The total carbon emission control target of the project area and industrial park can be selected as the carbon emission evaluation benchmark, and the contribution of the carbon emission of the construction project to the target can be analyzed.

Renovation and expansion projects should also analyze the net new increase in carbon emissions.

The key carbon emission units included in the national carbon market, the key carbon emission units in the city's pilot carbon market and the general reporting units shall also analyze the contribution of the carbon emissions of construction projects to their own units。

2. Carbon emission intensity

The carbon emission intensity control target of the district, industrial park and industry where the project is located, and the advanced value of the industry carbon emission intensity issued by the industry competent authority can be selected as the carbon emission intensity evaluation benchmark to analyze the carbon emission intensity level of the construction project.

Reconstruction and expansion projects should also analyze the carbon emission intensity of the proposed project and the overall project separately.

(3) Measures to reduce pollution and carbon emissions

The proposed carbon emission reduction measures are explained from the aspects of source prevention and control, process control, and end treatment, and the coordinated emission reduction measures for pollutant treatment are studied, and the compliance of the pollution reduction and carbon reduction measures of the project with the carbon emission related requirements of the industry, industrial park and Beijing is analyzed.

(4) Evaluation conclusions

This paper summarizes the carbon emission accounting and evaluation results of construction projects, pollution reduction and carbon reduction measures, and measure compliance analysis, and explains whether the carbon emission level of construction projects meets the "dual control" management requirements of total carbon emission and intensity of Beijing, the district and the industrial park.

Fourth, the relevant requirements

(1) The inclusion of carbon emission accounting and evaluation in the management of environmental impact assessment is an important deployment for in-depth fighting the battle of pollution prevention and control and promoting the synergy of pollution reduction and carbon reduction. Construction units and industrial park management institutions should implement the main responsibility for pollution reduction and carbon reduction, attach great importance to the work related to carbon emission accounting and evaluation, strengthen the research on measures related to carbon emission reduction, and earnestly fulfill the obligation of emission reduction.

(2) The Municipal Department of Ecology and Environment, the departments of ecology and environment in various districts (including the Administrative Examination and Approval Bureau of the Beijing Economic and Technological Development Zone), as well as the Beijing Urban Sub-center Management Committee and the Beijing Daxing International Airport Airport Economic Zone (Daxing) Management Committee that undertake the responsibility of environmental impact assessment and approval, should strengthen guidance, do a good job of assistance, and urge the construction unit, The management agency of the industrial park shall standardize the work related to carbon emission accounting and evaluation in the environmental impact assessment work; shall review the relevant content of carbon emission accounting and evaluation of the environmental impact report of the construction project included in the pilot scope accepted, and shall require the construction unit to supplement the relevant content if the carbon emission accounting and evaluation is not carried out; The construction unit shall standardize the accounting and evaluation of carbon emissions.

(3) All relevant units are requested to give feedback on the problems and relevant suggestions found in the trial process in a timely manner, and the Beijing Municipal Bureau of Ecology and Environment will continue to optimize and improve the carbon emission accounting and evaluation work accordingly, and the ecological and environmental departments of all districts (including the Administrative Examination and Approval Bureau of the Beijing Economic and Technological Development Zone), as well as the Beijing Urban Sub-center Management Committee and the Beijing Daxing International Airport Airport Economic Zone (Daxing) Management Committee, which undertake the responsibility of environmental impact assessment and approval, shall submit the work progress and related results to the Beijing Municipal Bureau of Ecology and Environment before the end of January 2024.
