In order to reduce motor vehicle emission pollution, recently, the Hubei Provincial Department of Ecology and Environment, the Provincial Department of Transportation, the Provincial Market Supervision Administration, and the Provincial Public Security Department jointly carried out a special rectification action for outstanding problems in the field of motor vehicle emission inspection and maintenance in the province, so as to promote the continuous improvement of ambient air quality and promote the completion of the annual air quality assessment target task.
The purpose of this special rectification action is to severely crack down on all kinds of violations of laws and regulations of motor vehicle emission inspection and maintenance (repair) institutions, focus on investigating and exposing a number of typical cases of violations of laws and regulations, investigate and deal with the production and sale of fraudulent equipment, the use of equipment software fraud, illegal agency and other disorders that disrupt the order of market operation in accordance with the law, strengthen the linkage of departments, improve the management system of automobile emission inspection and maintenance, effectively improve the level of collaborative management, and continuously improve the closed-loop rate of inspection-maintenance-re-inspection data.
The content of the special rectification action includes five aspects: standardizing inspection behavior, strict qualification management, rectifying false maintenance, cracking down on illegal crimes, and improving the management system, and the special rectification action is from November 2023 to March 31, 2024, which is divided into three stages: self-inspection and self-correction, supervision and supervision, and summary and improvement.
In the next step, the Hubei Provincial Department of Ecology and Environment and the Department of Transportation will guide the motor vehicle emission inspection institutions and maintenance (maintenance) institutions to sign the "Letter of Commitment to Integrity and Standardized Operation Self-discipline", take effective measures to strengthen daily supervision, and establish a "blacklist" and "white list" system according to the situation mastered, and implement classified management. All relevant departments will jointly carry out supervision and inspection, strictly investigate and deal with violations of laws and regulations in the field of motor vehicle emission inspection and maintenance (repair) in accordance with the law, and investigate criminal responsibility in accordance with the law if a crime is constituted. For environmental inspection or maintenance institutions that repeatedly violate the law or seriously violate the law, their qualifications shall be cancelled in accordance with laws and regulations.
Up to now, Wuhan, Huangshi, Ezhou, Suizhou and other places have organized institutions to sign the "Motor Vehicle Emission Inspection Integrity and Standardized Operation Self-Discipline Commitment" and "Motor Vehicle Maintenance Integrity and Standardized Operation Self-Discipline Commitment", promising to strictly abide by the national and local laws and regulations on motor vehicle emission inspection and maintenance, according to the statutory testing methods, testing standards for motor vehicle emission inspection, issue true and accurate motor vehicle emission inspection results, carry out motor vehicle maintenance services, and consciously accept the public, media, Supervision by peers and administrations.
It is understood that from the analysis of air pollution sources in major cities across the country and Hubei Province, the negative impact of motor vehicle exhaust emissions on PM2.5 is increasing year by year, and mobile sources in Wuhan, Xiangyang, Yichang and other places have accounted for more than 30%. The establishment and implementation of automobile emission inspection and maintenance has been included in the "Hubei Province Air Pollution Prevention and Control "Three" Governance Campaign and "Six" Special Improvement Action Plan.
