On April 4, the Jiangsu Provincial Department of Finance issued the "Implementation Plan for Jiangsu Province's Financial Support for Carbon Peak and Carbon Neutrality", adhering to the coordinated promotion of carbon reduction, pollution reduction, green expansion and growth, actively building a fiscal and tax policy system conducive to promoting the efficient use of resources and green and low-carbon development, giving full play to the role of finance as the foundation and important pillar, guiding and driving more social capital to support green and low-carbon development, and actively and steadily promoting carbon peak and carbon neutrality.

In order to fully implement the decisions and deployments of the CPC Central Committee, the State Council, the Provincial Party Committee and the Provincial Government on carbon peak and carbon neutrality, this implementation plan is formulated in accordance with the Implementation Opinions of the Provincial Party Committee and the Provincial Government on Promoting High-quality Development and Doing a Good Job in Carbon Peak and Carbon Neutrality, the Provincial Government's Implementation Plan for Carbon Peaking in Jiangsu Province, and the Ministry of Finance's Opinions on Financial Support for Carbon Peak and Carbon Neutrality.

1. General requirements

(1) Guiding ideology. Adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the Communist Party of China, deeply practice Xi Jinping Thought on Ecological Civilization, implement the spirit of General Secretary Xi Jinping's important instructions on Jiangsu's work, focus on fulfilling the glorious mission of "striving to be an example, striving to be a demonstration, and walking in the forefront", adhere to the general tone of the work of seeking progress while maintaining stability, base ourselves on the new stage of development, implement the new development concept, serve the construction of a new development pattern, and incorporate carbon peak and carbon neutrality into the overall economic and social development as an inherent requirement for promoting high-quality development. (2) Basic principles

-- Persist in making overall plans and highlighting key points. Adhere to the province's next game of chess, strengthen the top-level design of the system, the overall layout, and promote it as a whole. Adhere to the coordinated efforts of capital, taxation, government procurement and other policies to improve the efficiency of fiscal policies. Handle the relationship between development and emission reduction, overall and partial, short-term and medium- and long-term, and the government and the market, highlight the precise implementation of policies around the key areas of carbon peak and carbon neutrality, and promote them in a steady and orderly manner.

-- Adhere to the guidance of the government and the main body of the market. Give full play to the guiding role of financial funds, optimize and integrate relevant special projects, and provide financial funds and policy support for green and low-carbon development. Give full play to the role of market players, encourage financial institutions to actively build a green financial system, innovate green financial services, and drive social capital to support green and low-carbon development.

-- Persist in implementing policies by category and advancing in a coordinated manner. Strengthen the linkage between the financial departments, coordinate the promotion between the financial and various departments, implement policies in a classified manner, and make precise efforts. Strengthen the guiding role of fiscal funds, promote coordinated emission reduction in all fields and industries, and promote green and low-carbon development in key areas and industries such as energy, industry, transportation, and urban-rural construction.

——Adhere to the result-oriented, reward the good and punish the bad. Implement fiscal authority and expenditure responsibility, strengthen budget constraints and performance management, reward areas with remarkable results in pollution reduction and carbon reduction, appropriately deduct relevant transfer payment funds for areas that have not completed target tasks, and accelerate the formation of incentive and restraint mechanisms.

(3) Main objectives. By 2025, fiscal policy tools will be continuously enriched, green finance policies will be continuously improved, and funding channels will be more diversified, and a green fiscal policy system will be initially formed to support the realization of carbon peaking, and the supporting role of green, low-carbon and circular economic development will be significantly enhanced. By 2030, fiscal policies will be further improved, a fiscal policy system conducive to green and low-carbon development will be basically formed, a long-term mechanism to promote green and low-carbon development will be gradually established, and the goal of carbon peaking will be achieved as scheduled. By 2060, the fiscal policy system to support green and low-carbon development will be mature and sound, and the goal of carbon neutrality will be achieved as scheduled.

2. Support green and low-carbon development in key areas

(1) Support the peak of carbon emissions in the energy sector. Actively strive for infrastructure funds in the central budget to support the construction of energy-saving, emission-reduction, and green and low-carbon projects. Support eligible photovoltaic, wind power, hydrogen energy, biomass power generation, energy storage technology and other major scientific and technological innovation and industrialization projects. Support the development and utilization of unconventional energy sources such as hot dry rock. (2) Support the peak of carbon emissions in the industrial sector. Support the steady reduction of carbon emissions in the industrial sector, promote the implementation of technological and technological innovation and upgrading, and carry out resource recycling. Support the pilot demonstration of green manufacturing, and encourage the development, production and promotion of green products. Support the remediation of chemical enterprises, continue to improve the level of public safety and environmental protection infrastructure in chemical parks, and promote the green and low-carbon improvement and efficiency improvement of the chemical industry. Further optimize the subsidy policy for the promotion and application of new energy vehicles, steadily promote the demonstration and application of fuel cell vehicles, and focus on supporting the construction and operation of charging (swapping) infrastructure. (3) Support the carbon peak in the transportation sector. Support the adjustment of the transport structure, promote the development of multimodal transport, promote the "road to rail" and "road to water" of bulk cargo and medium and long-distance transportation, and improve the level of transport organization. Study and introduce preferential tax policies to support road, rail and water combined transport. Research and introduce tax incentives and other supporting policies for the green and low-carbon transformation of infrastructure such as comprehensive transportation hubs, airports, and ports, and guide the acceleration of the promotion and application of low-carbon transportation infrastructure, transportation vehicles, new transportation energy and new technologies, and promote the development of green transportation. (4) Support carbon peaking in the field of urban and rural construction. Systematically promote the construction of sponge cities, further promote the improvement of quality and efficiency of sewage treatment, and improve the efficiency of urban sewage collection and treatment. Continue to promote the classification and management of urban and rural waste and resource utilization. Vigorously promote the development of high-quality green buildings, ultra-low energy buildings, near-zero energy buildings, new building industrialization, and renewable energy buildings. (5) Support the peak of carbon emissions in agriculture and rural areas. Focusing on "water saving, energy saving, medicine saving, and fertilizer saving", we will develop ecological recycling agriculture, promote ecological and healthy planting and breeding models, and improve the utilization efficiency of agricultural inputs. Support the selection and promotion of high-yield, high-quality, low-carbon crop varieties and high-yield and low-emission livestock and poultry breeds. Stabilize the implementation of the subsidy policy for the purchase of agricultural machinery, support the promotion of intelligent and green agricultural machinery and equipment, and promote the remanufacturing and utilization of old agricultural machinery parts. Promote the energy-saving transformation of fishery facilities and fishing vessel equipment, and encourage fishing vessels to be equipped with energy-saving equipment and upgraded. Encourage the renewal and transformation of standardized livestock and poultry farms, and support the implementation of standardized pond transformation and tailwater treatment. In-depth implementation of chemical fertilizers and pesticides to reduce and increase efficiency, support the promotion of organic fertilizers to replace chemical fertilizers in qualified areas, and promote the return of manure to the field. Support the comprehensive utilization of crop straw, livestock and poultry manure, support the recycling and disposal of waste plastic film and pesticide packaging waste, strengthen the protection and improvement of cultivated land quality, promote the comprehensive management of degraded cultivated land, and enhance farmland carbon sinks. Support the construction of demonstration areas for the treatment and utilization of urban and rural organic waste in the Taihu Lake region. (6) Support green and low-carbon technology innovation. Encourage cities and counties to increase financial investment in green and low-carbon science and technology, and strengthen the linkage between ministries and provinces, departments and provinces and cities. Support research on major scientific and technological issues in the frontier field of carbon peaking and carbon neutrality, and promote the formation of original scientific research results that lead the development of green and low-carbon technologies. Support the development of new renewable energy, traditional industrial process reengineering and other key core technology research, and promote the adjustment of energy structure and the optimization and upgrading of industrial structure. Support the research of agricultural ecological carbon sequestration and low-carbon production technology, and promote the construction of a new model of low-carbon agricultural development. Support the transformation of green and low-carbon technology innovation achievements, and cultivate and expand green and low-carbon strategic emerging industries and high-tech industries. Support the integrated demonstration of green and low-carbon key technologies in accordance with local conditions and categories, and explore the formation of replicable and scalable models. Support the construction of various major scientific and technological innovation bases, platforms, carriers and talent teams in the field of carbon peak and carbon neutrality, and cultivate green and low-carbon strategic scientific and technological forces. (7) Support the consolidation and improvement of carbon sink capacity. Support land spatial planning and use control, strengthen research on basic theories and methods of ecosystem carbon sinks, and promote research on land and sea carbon sink mechanisms and the development of sink-increasing technologies. Support the investigation, monitoring and assessment of ecosystem carbon sinks, and explore the establishment of an ecosystem carbon sink monitoring and accounting system. Support the protection and restoration of oceans, forests, cultivated land, wetlands and other ecosystems, organize and implement major projects such as the integrated protection and restoration of mountains, rivers, forests, fields, lakes, grasslands and sands, enhance biodiversity, and consolidate and enhance the carbon sink capacity of ecosystems. Support the in-depth promotion of scientific greening actions, and do a good job in the management and protection of forest resources and the prevention and control of forest disasters. Improve and improve the compensation mechanism for ecological protection, combine the assessment and accounting of carbon sink resources, implement the compensation mechanism for forest ecological benefits and wetland ecology, and implement the transfer payment system for key ecological function areas. (8) Support the construction of a green and low-carbon market system. We will fully implement the pollutant discharge permit system, improve the system of paid use and trading of pollutant discharge rights, and actively cultivate a trading market. Actively participate in the joint construction of the "National Carbon Emission Trading System" and the "National Carbon Emission Rights Registration System". Improve the carbon emission reporting and information disclosure system for enterprises and financial institutions. We will continue to promote the development of circular economy and the circular transformation of parks, support the construction of provincial-level green and low-carbon development demonstration zones, and further promote the comprehensive utilization of resources in the province. Support green and low-carbon life, support the construction of "zero-waste cities", improve the recycling system of waste materials, and form a number of experience models that can be replicated and promoted. Strengthen capacity building and international cooperation in response to climate change, build a low-carbon collaborative innovation platform, and accelerate the gathering of international green and low-carbon innovation resources. (9) Promote the construction of a synergistic system for pollution reduction and carbon reduction. Support the in-depth fight against pollution, improve the implementation of several measures to support the innovation of ecological and environmental governance models, and promote the innovation of ecological and environmental governance models such as ecological protection and restoration in the Yangtze River Basin, the construction of ecological security buffer zones, and the demonstration construction of beautiful bays. 3. Build a fiscal policy system for carbon peaking and carbon neutrality

(1) Implement the reform plan for the division of fiscal powers and expenditure responsibilities. (2) Establish a normalized and stable financial investment mechanism. Adhere to the goal of achieving carbon peak and carbon neutrality as a long-term task and advance it in an orderly manner, and accelerate the establishment and improvement of a normalized and stable provincial, municipal and county financial investment mechanism by increasing financial support. Coordinate the existing funds related to carbon peak and carbon neutrality in various fields, integrate and set up provincial special funds for carbon peak and carbon neutrality, give full play to the joint force of support, improve the performance of funds, and promote the comprehensive green and low-carbon development of the economy and society. (3) Improve the market-oriented and diversified investment mechanism. Actively build a fiscal green finance policy system with Jiangsu characteristics, and guide and encourage more financial resources to support energy conservation, emission reduction and green development. Comprehensively use policies such as "environmental protection loans", "environmental protection loans", and green bond interest discounts to guide financial resources to gather in green industries and green projects. Support the promotion of public-private cooperation (PPP) in the field of green and low-carbon, promote the application of eco-environment-oriented development model (EOD), actively explore new paths for sustainable development, and promote the high-quality integrated development of green and low-carbon projects. Encourage all localities to include eligible green and low-carbon development projects within the new local government debt limit issued by the province. Implement preferential tax policies related to energy conservation and emission reduction, green and low-carbon, such as environmental protection tax, resource tax, consumption tax, value-added tax, enterprise income tax, vehicle purchase tax, vehicle and vessel tax, etc., and guide the green and low-carbon development of market entities. Promote the formation of a price mechanism conducive to low-carbon development, implement the differentiated price policy of environmental protection credit evaluation grade and the differentiated electricity price policy of ultra-low emission in the iron and steel industry, strictly implement the punitive electricity price policy for energy-using units whose energy consumption exceeds the energy consumption limit standard of unit product, and implement differential electricity prices for energy-using units that use outdated equipment that are eliminated by the state, so as to promote enterprises to achieve green transformation through energy-saving technological transformation and elimination of backward production capacity (equipment). (5) Improve government green procurement policies. Increase the intensity of government green procurement, explore the formulation of a guiding catalogue of green products procured by the province, and guide purchasers to give priority to the procurement of green products. Carry out government procurement to support green building materials to promote the pilot of building quality improvement, promote the province's new energy official vehicle framework agreement procurement, confidential communications, relatively fixed route law enforcement duty, commuting and other new and updated vehicles in addition to special geographical environment and other factors, in principle, all new energy vehicles. Implement the main responsibility of purchasers for the procurement of energy-saving and environmentally friendly products, embed government procurement demand standards such as green packaging, green transportation, and low volatile organic compounds in the standard text of procurement documents, and specify packaging materials, transportation requirements, and performance acceptance terms in the government procurement contract template. Fourth, safeguard measures

(1) Strengthen overall planning and coordination. Financial departments at all levels should earnestly improve their political positions, put the support for carbon peak and carbon neutrality in a prominent position, strengthen the linkage between financial departments, and strengthen the coordination between financial and development reform, industry and information technology, science and technology, ecological environment, housing and urban-rural construction, transportation, agriculture and rural areas and other departments to form a joint work force. The financial departments at all levels are responsible for the financial support for carbon peak and carbon neutrality within their respective administrative regions, cooperate with the leading departments to improve the work promotion mechanism, and give full play to the role of finance as the foundation and important pillar in promoting green and low-carbon development.

(2) Improve fiscal policy. Financial departments at all levels should clearly support the investment channels related to carbon peak and carbon neutrality, encourage cities and counties with conditions to integrate and set up special funds for carbon peak and carbon neutrality, introduce support policies according to local conditions, and improve the fiscal policy system. Further deepen the reform of the ecological protection compensation system, improve the mechanism for ecological protection compensation, ecological damage compensation, and ecological product value realization, and promote comprehensive green and low-carbon economic and social development.

(3) Improve market mechanisms. Financial departments at all levels should adhere to the efforts of both the government and the market, and comprehensively use financial incentives, interest discounts, fee subsidies, risk compensation and other methods to promote the rapid development of the green financial system. Actively give play to the guiding role of government investment funds, encourage qualified municipal and county governments and social capital to jointly set up green and low-carbon funds, encourage and guide more financial resources to support energy conservation, emission reduction and green development, and accelerate the establishment of a green, low-carbon and circular development economic system.

(4) Strengthen performance management. Financial departments at all levels should strengthen the supervision and performance management of budget funds, establish a whole-process budget performance management system and methods, promote the full coverage of budget performance management of relevant funds to support carbon peak and carbon neutrality, strengthen performance monitoring and performance evaluation, improve the incentive and restraint mechanism linked to budget fund arrangements and performance results, and implement "rewarding the good and punishing the bad".

(5) Strengthen learning and training. Financial cadres at all levels should consciously strengthen the study and research of the basic knowledge of carbon peak and carbon neutrality, take the relevant content of carbon peak and carbon neutrality as an important part of the education and training system of cadres in the financial system, and establish a multi-channel and multi-level publicity and education system through the organization of cadre training, horizontal interaction between cities and counties, investigation and research, etc., so as to enhance the concept and ability of financial cadres to practice green and low-carbon development.
