Implementation plan to improve payment convenience
    In order to thoroughly implement the decisions and deployments of the Party Central Committee and the State Council, and implement the requirements of the "Opinions of the General Office of the State Council on Further Optimizing Payment Services and Improving the Convenience of Payment" (Guo Ban Fa [2024] No. 10), this implementation plan is formulated in combination with the actual situation of our province.
     First, the overall goal
     Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, based on the new stage of development, completely, accurately, and comprehensively implement the new development concept, accelerate the construction of a new development pattern, take Xining City, Haidong City, Haixi Prefecture and Hainan Prefecture as key areas, give due consideration to the actual needs of Haibei Prefecture, Huangnan Prefecture, Guoluo Prefecture and Yushu Prefecture, and coordinate efforts to break through the blockages in payment services for the elderly, foreign visitors and other groups, bridge the digital divide, and strive to optimize and improve the "large-value card swiping, small-amount QR code scanning, and cash pocket". The multi-level and diversified payment service system provides more high-quality, efficient and convenient payment services for the elderly, foreign visitors and other groups.
     By the end of June 2024, the procurement, deployment, installation and commissioning of the first foreign currency self-service exchange machine will be completed, and a comprehensive demonstration center for payment services for foreign immigrants will be built at Xining Caojiapu International Airport; 80% of the province's key areas and key commercial outdoor cards are accepted; The acceptance and transformation rate of bank cards of self-service equipment such as ATMs in key banks has reached more than 86%; distributed 28,900 "coin purses"; 47 key outlets for foreign-related account services have been established; The number of outlets equipped with foreign currency cash accounts for 90% of the number of bank outlets that can handle foreign exchange settlement and sales in the province.
     By the end of September 2024, the acceptance coverage of outdoor cards in key areas and key businesses in the province will reach 90%; The acceptance and transformation rate of bank cards of self-service equipment such as ATMs in key banks has reached 100%; 42,300 "coin purses" were distributed, and 94 key outlets for foreign-related account services were established; The number of outlets equipped with foreign currency cash accounts for more than 90% of the number of bank outlets that can handle foreign exchange settlement and sales in the province.
     By the end of December 2024, the acceptance coverage of outdoor cards in key areas and key businesses in the province will reach more than 95%; 57,000 "coin purses" were distributed, which basically solved the pain points and difficulties of payment for foreign youth, and consolidated and continuously improved the service level of payment for the elderly.
     Second, the main tasks
    (1) Earnestly improve the environment for accepting bank cards.Continuously improve the convenience of using bank cards for the elderly, foreign immigrants and other groups, and support the use of bank cards for convenient scenarios such as public utility payment, medical care, tourist attractions, and shopping malls. Carry out rectification of refusal to accept bank card payments, and increase the extent of rectification and rectification of discriminatory refusal of bank card payments. Focusing on scenarios such as "food, housing, transportation, travel, shopping, entertainment, medicine, and learning", combined with regional conditions, scientifically and reasonably determine the directory of key places and key merchants such as large-scale business districts, tourist attractions, tourist resorts, nighttime cultural and tourism consumption clusters, cultural and museum venues, cultural and entertainment venues, hotels, grade tourist homestays, transportation hub sites, hospitals, universities, restaurants, etc., and guide banking financial institutions (hereinafter referred to as banks) and branches of non-bank payment institutions (hereinafter referred to as "payment institution branches") In a fair and orderly manner, we will accelerate the deployment of bank card acceptance terminals and open the acceptance of overseas bank cards, and continuously improve the coverage rate of merchants that support foreign card swiping. We will continue to do a good job in supporting work such as the replacement of special merchant agreements, the posting of acceptance signs, training, and inspections, comprehensively enhance the knowledge reserve of merchants in terms of the acceptance process and rate policies of overseas bank cards and wallets, and improve the level of handling errors and disputes.     (2) Continue to optimize the environment for the use of cash.Adhere to the positioning of cash as a bottom line, rely on the grid-based RMB cash management work mechanism, urge business entities to ensure cash payments in accordance with laws and regulations, guide business entities, especially those in people's livelihood and foreign-related fields such as transportation, shopping, catering, entertainment, tourism (scenic spots, travel agencies), accommodation, etc., to sign a letter of commitment not to refuse to accept cash, and post cash collection signs on business premises, continue to consolidate the effectiveness of the rectification of rejected RMB cash, and ensure the normalization of the rectification work. Establish a working mechanism for the reserve of change for business entities with key scenarios and units such as taxis and tourist attractions, provide diversified change services such as door-to-door collection, exchange of change and residual money, organize banks to issue "coin purses" to taxi drivers, and issue "cash service contact cards" to merchants, so as to meet the needs of cash users and improve the ability of cash collection and payment in the field of daily consumption. Guide bank outlets in areas where there is a large number of foreign immigrants and areas where there are many ethnic groups, and provide multilingual and dialectal business facilitation according to local conditions. We will continue to carry out the transformation of bank card acceptance at ATMs and other self-service equipment, do a good job of posting bank card cash withdrawal signs, and support the elderly, foreign immigrants and other groups to use domestic and foreign bank cards to withdraw RMB cash. Actively promote banks to deploy foreign currency self-service exchange machines at Xining Caojiapu International Airport, urge bank outlets with the qualifications to settle and sell foreign exchange to post foreign currency exchange signs, strengthen docking with hotels with stars or above, and provide foreign currency exchange business guidance services to foreign visitors. During the peak tourist season, multi-currency and small foreign currency notes will be added as needed to facilitate access and use.     (3) Further enhance the convenience of mobile payment.Banks, branches of payment institutions and China UnionPay Qinghai Branch should strengthen cooperation, fully consider the needs of the elderly, foreign immigrants and other groups under the premise of compliance with laws and regulations and controllable risks, continuously optimize the interface design of mobile payment software, adopt multilingual models and care models, strengthen service guarantees, continue to improve the friendliness and convenience of all aspects of mobile payment, implement differentiated management requirements such as "external card internal binding" and "outsourcing internal use", and strengthen transaction monitoring and risk assessment. We will do a good job in providing communication services for foreign immigrants, optimize the process of handling domestic mobile phone numbers for foreign immigrants, provide good international roaming services for foreign immigrants, and provide basic support for them to handle mobile payment and other businesses. Promote online and offline scenarios such as key tourist attractions, tourist resorts, nighttime cultural and tourism consumption clusters, cultural and museum venues, characteristic commercial blocks, key tourism and leisure blocks, important cultural and entertainment venues, eco-tourism boutique routes, and eco-tourism scenic roads to better facilitate consumption payments.     (4) Better protect consumers' payment choices.Jointly construct an inclusive and diverse payment acceptance environment, and key places such as large-scale business districts, tourist attractions, tourist resorts, nighttime cultural and tourism consumption clusters, cultural and museum venues, cultural and entertainment venues, hotels, grade tourism homestays, transportation hub sites, hospitals, restaurants, colleges and universities and other key places must be equipped with necessary software and hardware facilities to accept mobile payment, bank cards, cash, etc., to ensure that consumers can choose payment methods and tools independently.     (5) Improve the level of account services.Banks will be encouraged to provide simplified account opening services and optimize the service process under the premise of implementing the real-name system for personal accounts and customer identification regulations. Key areas and key bank outlets in the province should improve foreign language supporting services, provide foreign language account opening service guides and account opening materials, and reasonably allocate foreign language consulting service personnel or translation tools to effectively improve customer experience. The public security department assists in providing information verification services to improve the efficiency of bank account opening. Consolidate and improve the achievements of the existing renovation of bank branches for the elderly, and continue to provide basic services such as passbook business services, form-free services for commonly used businesses, and door-to-door business handling.     (6) Continue to strengthen publicity and promotion.Encourage the establishment of payment service consultation points in large business districts, tourist attractions, tourist resorts, night culture and tourism consumption clusters, cultural and museum venues, cultural and entertainment venues, hotels, transportation hubs, hospitals, colleges and universities, and other key places and Qinghai Structural Adjustment and Investment and Trade Fairs, and the Tour of Qinghai Lake International Road Cycling Race and other important activities or events, and comprehensively use a variety of publicity methods and channels to do a good job in the promotion of payment services. Guide airlines, travel agencies and other business entities and relevant payment service entities to carry out various forms of targeted publicity activities in international flights, airports, railway stations, universities and other places where foreign young people gather, and continuously improve the awareness of foreign young people on domestic payment services.      3. Safeguard measures
    (1) Strengthen organizational leadership.The Qinghai Branch of the People's Bank of China took the lead in establishing a working mechanism for improving the convenience of payment services at the provincial level, promoted the implementation of the work of improving payment convenience, refined specific work plans and supporting measures, clarified the timetable and roadmap, carried out regular inspections and covert visits to key areas, key payment service entities, key places and key merchants in the province, supervised the implementation of various tasks to optimize payment services, and coordinated research and solution of problems encountered in the process of work. Relevant payment service entities are encouraged to carry out business innovation, and further optimize payment products and services for groups such as the elderly and foreign youth. Encourage the municipal and state governments to set up foreign currency exchange institutions and facilities in key places where there is a greater demand for payment services, and give certain rent reductions and exemptions.
