Ordos City, Inner Mongolia Autonomous Region, is "endowed with unique resources". The proven reserves of coal and natural gas account for 1/6 and 1/3 of the country respectively, and the output accounts for about 20% and 15% of the country respectively, making it an important energy supply guarantee base in China. In 2022, Ordos City sold 840 million tons of coal throughout the year, and completed the task of ensuring the supply of 696 million tons of coal in 25 provinces, autonomous regions and municipalities and 10 league cities in the autonomous region.
In order to thoroughly implement the country's major deployment of ecological protection and high-quality development of the Yellow River Basin, and achieve the goal of "double carbon", Ordos actively grasps the strategic opportunity of the national new energy development, adheres to the adjustment of the energy structure to drive the transformation of the economic structure, plans ahead, takes one step at a time, makes solid progress, implements comprehensive policies, and treats both the symptoms and the root causes, and takes the lead in building the world's first zero-carbon industrial park, and builds a new energy industry development pattern with multi-energy complementarity, multi-industry parallel, multi-point support, and diversified development.
"Energy" is full, and the industry is renewed to build a dream of "zero carbon"
Based on the positioning of the national important energy and strategic resource base, Ordos has vigorously introduced high-quality capital and projects to find the golden key to solve the high-carbon dilemma. While doing "subtraction" in high-energy-consuming industries, we will lock in new energy as a new growth point, vigorously promote industrial transformation and upgrading, improve the energy level of industrial development, and comprehensively build an industrial cluster of "wind and solar hydrogen storage vehicles" integrating energy production, equipment manufacturing, and application demonstration.
Chase the "wind" and chase the "light". Ordos City is rich in wind and solar resources, belonging to a class I wind energy resource area and a class B rich area of solar energy resources, with a potential of more than 140 million kilowatts for wind and solar energy. In the Dalat photovoltaic power generation application leading base, the golden desert and neatly arranged blue photovoltaic power generation panels complement each other, forming a unique landscape of "golden sand, blue ocean, oasis", and the 1 million kilowatt photovoltaic power generation project built by the base will be connected to the grid at full capacity in 2021. The installed capacity of new energy under construction is 50 million kilowatts, and it is expected that the installed capacity of new energy will account for more than 50% of the total installed power capacity in 2025, so as to realize "green electricity" to benefit thousands of industries and households. By 2022, 5 wind power projects will be built in Hangjinqi, Ordos, with an annual green power generation of about 1.1 billion kWh. Walking in Hangjinqi, the unique scenery is a piece of "big windmill" on the grassland, bathed in the "wind", the white leaves rotate in unison, and the unique dynamic feeling of "wind and electricity". At present, the 200,000 kilowatt wind power project of "Ecological Protection and High-quality Development of the Yellow River Basin" of Guodian Power Dalat Banner located in Zhaojun Town, Dalat Banner, Ordos City, is stepping up construction, and is expected to generate 548 million kilowatt hours of electricity annually after completion, saving 178,600 tons of standard coal and reducing carbon dioxide emissions by 432,900 tons. Ordos City rides the "wind" upward, moves forward with "light", and uses the "scenery" to inject surging green kinetic energy into the development of modern energy economy.
"Hydrogen" is loaded into battle. Hydrogen energy is a secondary energy source with abundant sources, green and low-carbon, and widely used, which is of great significance for building a clean, low-carbon, safe and efficient energy system and achieving the goal of carbon peak and carbon neutrality. In 2022, the "Ordos Hydrogen Energy Industry Development Plan" was issued, relying on resource endowment, to fully promote the development of the hydrogen energy industry and cultivate hydrogen energy products. It will focus on the development of high-end equipment manufacturing such as hydrogen production, storage, transportation and hydrogen refueling, hydrogen fuel cell stacks, bipolar plates, membrane electrodes, and multi-scenario hydrogen energy application demonstrations. We will build a new energy demonstration pilot city with hydrogen energy as the core, and make overall plans to build a hydrogen energy industry highland in Northwest China.
Nourish essence and "store" sharp. Batteries are an important part of the green transformation of the energy industry, and both power batteries and energy storage batteries play a role in connecting the upper and lower levels. In April 2022, the first phase of Envision Power's Ordos zero-carbon battery factory project was officially put into operation, as an important power and energy storage battery production base in China, it can provide high-safety and high-energy-density zero-carbon power batteries for more than 30,000 electric heavy trucks a year, and can also provide high-quality energy storage batteries to support comprehensive smart energy demonstration projects such as wind, solar and hydrogen storage, solve the problem of renewable energy consumption, and reduce electricity costs on a large scale.
Light "car" fast horse. Ordos City has built a demonstration operation base for new energy commercial vehicles, and gradually replaced 330,000 diesel trucks for coal transportation in Ordos. It will reduce greenhouse gas emissions by 30 million tons per year and save operating costs by 30 billion yuan (RMB), and start with this to guide the wide application of new energy commercial vehicles in transportation, sanitation, urban muck, logistics, public transportation and other scenarios.

With "green" to pave the foundation, new energy helps the ecological barrier
Ordos City promotes the construction of new energy "standard land", realizes the efficient development and intensive utilization of land, combines it with ecological governance and rural revitalization, and implements the construction of ecological governance projects such as "new energy + desert", "new energy + coal mining subsidence area" and "new energy + open-air dump", practices the concept of ecological priority and green development, and promotes the integrated development of new energy and ecological construction.
China Huaneng's 16 million kilowatt wind, solar, and thermal storage base project is the first batch of projects in the national "Shagehuang" base, and also the world's largest "Shagehuang" wind power and photovoltaic base project. After the project is completed, it can send about 40 billion kilowatt hours of electricity to the Beijing-Tianjin-Hebei region every year, of which clean energy accounts for more than 50%, which is equivalent to saving about 6 million tons of standard coal and reducing carbon dioxide emissions by about 16 million tons. Realize the "planting of the sun" in the desert and turn the sand sea into a "blue ocean" of energy.
Tianjiao Green Energy's 500,000 kilowatt photovoltaic power generation demonstration project for ecological management in coal mining subsidence area carries out "photovoltaic + ecological" mine restoration and management through the multi-integrated circular development model of "on-board power generation, under-board planting", sand control and soil reform, and comprehensive utilization of water resources, and adopts photovoltaic + ecological governance + grass and livestock integration to build a photovoltaic power station with an installed capacity of 500,000 kilowatts, with an average annual power generation of about 900 million kilowatt hours. PV not only provides a new model for the governance of coal mining subsidence areas, but also brings new economic growth points to the local area.
The 150,000 kilowatt photovoltaic power generation project of Yijin Horoqi Green Mine Multi-industry Integration Development uses photovoltaic panels to plant economic plants suitable for growing in the north and high economic value, and breeds poultry and livestock on the land under the plates. In addition, the planting under the board adopts microbial soil improvement technology to improve the plant growth efficiency and desert greening level, so as to maximize the resource recycling effect, which not only greens the mining area, but also develops forestry, aquaculture, agriculture, and creates a steady stream of green energy. The project can provide about 290,000 MWh of clean electricity per year, replace about 90,600 tons of standard coal, reduce soot emissions by about 11.23 tons, reduce sulfur dioxide by about 55.28 tons, nitrogen oxides by about 57.65 tons, and carbon dioxide by about 247,700 tons, and have significant energy saving and emission reduction benefits. The abandoned open-pit coal mine dumps have been turned into "Sun Mountain" that can "grow electricity and generate electricity", radiating new vitality.
Ordos adheres to green transformation, improves sustainable development capabilities, promotes the integrated development of ecological construction, industrial integration, rural revitalization, and resource recycling, promotes the transformation of industrial layout from "underground" to "aboveground", promotes the industrial structure from "black" to "green", and promotes the landform from "subsidence area" to "scenic area".
From Vision to Concrete - Ordos Builds a "Zero-Carbon Industrial Park"
In July 2017, Ordos issued the "13th Five-Year Plan for the Development of Industrial Circular Economy in Ordos", actively building a green manufacturing system, developing green parks, promoting industrial coupling in industrial parks, and achieving near-zero emissions. In 2021, Ordos City began to build the world's first zero-carbon industrial park. With the construction of factories in the park and the successive commissioning of new energy enterprises, a battery and energy storage industry chain led by Envision and supported by Huajing, Wanlitai and Neodymium Lithium has been formed, a photovoltaic industry chain led by LONGi, a hydrogen fuel cell and green hydrogen equipment manufacturing industry chain led by Meijin Guohong and GCL Group, and a new energy vehicle manufacturing industry chain led by SAIC Hongyan and Hydrogen Jet Technology, driving the vigorous development of Ordos Zero Carbon Industrial Park. At the same time, the Ordos Zero-carbon Industrial Park has formed an upstream and downstream integrated industrial chain of "wind and solar hydrogen storage vehicles" around power batteries and energy storage, electric heavy trucks, battery materials, and green hydrogen production.
The zero-carbon industrial park uses zero-carbon energy such as wind power and photovoltaic to maintain the operation of the park, and 80% of the energy in the park comes from direct supply of new energy, and uses intelligent Internet of Things and advanced energy storage technology to achieve 100% zero-carbon energy supply in the park. In 2021 and 2022, Ordos successfully hosted the Zero Carbon Industry Summit for two consecutive years. Leading enterprises and innovation teams at home and abroad will be invited to share experience, learn from each other, discuss the development model of zero-carbon industrial parks, and share the application results of zero-carbon technologies. The zero-carbon industrial park model is exported overseas and has become a new paradigm of the global green industrial system. On April 28, 2023, China's first local standard for the construction of zero-carbon industrial parks, the "Inner Mongolia Autonomous Region Zero-carbon Industrial Park Construction Specification", was officially implemented.
It is estimated that by 2025, the Ordos Zero Carbon Industrial Park will serve as a model of the global green industrial revolution, helping the local area to achieve a new green industrial output value of 300 billion yuan, create 100,000 green high-tech jobs, and achieve the goal of reducing carbon dioxide emissions by 100 million tons per year. It will become a global zero-carbon new industrial demonstration base integrating a zero-carbon industrial city, a smart city, a science and technology innovation city, a future city and an eco-city.
Build a multi-energy pattern and build a zero-carbon future
Ordos has made drastic changes to traditional energy sources and the development of new energy sources, and has successfully transformed from China's "coal capital" to a "zero-carbon new city". In 2021, the carbon emission intensity of Ordos decreased by 6.12%, and in 2022, the carbon emission intensity decreased by 1.51%, with a cumulative decrease of 7.54% in two years. At the same time, in 2022, Ordos' GDP will be 561.34 billion yuan, ranking 45th among prefecture-level cities in the country, and the per capita GDP will reach 256908 yuan, a year-on-year increase of 4.4%, ranking first in the country in terms of per capita GDP, realizing a historic transformation of the coordinated development of energy conservation and carbon reduction and economic growth. In the future, Ordos City will "fly fast, chase the wind and light", expand and strengthen new industries, jointly build a new ecology, and promote the development of the whole industrial chain of "wind and solar hydrogen storage vehicles". Promote energy and carbon monitoring, apply the "zero-carbon green code", and create more zero-carbon products "made in Ordos".
