In order to implement the "Beijing Carbon Peak Implementation Plan" and help achieve the goal of carbon peak before 2030, recently, the Beijing Municipal Development and Reform Commission and other ten departments jointly issued the "Implementation Opinions on Comprehensively Promoting the High-quality Development of New Energy Heating" (hereinafter referred to as the "Implementation Opinions"), proposing work measures and encouraging and supporting policies to promote the high-quality development of new energy heating.
The "Implementation Opinions" make it clear that the principle of giving priority to new energy heating should be adhered to, and the green and low-carbon transformation and substitution of heating systems should be promoted. Increase the proportion of new energy heating and continue to reduce carbon emissions in the heating system.
According to the development target, by 2025, the city's new energy heating area will reach about 145 million square meters, and the proportion of new energy heating area in the city's heating area will reach more than 10%, and by 2030, the new energy heating area will reach about 200 million square meters, and the proportion of new energy heating area in the city's heating area will reach more than 15%. Promote high-standard planning, high-quality construction, high-proportion application and high-level management of new energy heating projects.
Focus on the "three key points" to tap the city's new energy heating potential
Beijing has abundant reserves of new energy heating resources, and geothermal and reclaimed water (sewage) resources can meet the heating area of 1.44 billion square meters, including 60 million square meters of reclaimed water (sewage) waste heat supply area, 840 million square meters of shallow geothermal energy, and 540 million square meters of medium and deep geothermal energy, which has good resource conditions to promote the large-scale development of new energy. By the end of 2022, the city's new energy heating area has reached 106 million square meters, accounting for 8.5% of the city's heating area. It can replace about 800 million cubic meters of gas every year, reduce carbon dioxide emissions by 1.7 million tons, and have a significant effect on energy conservation and emission reduction.
The "Implementation Opinions" pointed out that in accordance with the concept of "adapting measures to local conditions, diversified integration, scientific layout, and orderly development", the city's new energy heating potential should be fully tapped.
The types of new energy heating technologies included in this policy include: shallow ground source heat pumps (excluding water source heat pumps), medium and deep hydrothermal geothermal energy, medium and deep underground heat exchange geothermal energy, reclaimed water source heat pumps, sewage source heat pumps, biomass heating, urban and industrial waste heat utilization (encourage the priority application of low-carbon heat pump technology), green electricity heat storage, green hydrogen heating, centralized air source heat pumps, and new energy multi-energy coupled integrated energy stations and other new energy heating systems.
The "Implementation Opinions" focus on the "three key points", that is, focus on the three key work directions of improving the management mechanism, optimizing the development mode, and promoting industrial development. In terms of management mechanism, the process of handling medium and deep geothermal mineral rights was optimized, and the approval mechanism for medium and deep underground heat exchange projects was clarified. In terms of development mode, the overall development and utilization of geothermal resources according to blocks is encouraged. Support the coupling application of new energy and conventional heating facilities, and build a new heating system that is interconnected and mutually beneficial. In terms of industrial development, we will expand the application scenarios of traditional new energy heating technologies, encourage the research and development of new technologies, the transformation and iterative upgrading of achievements, and strengthen the construction of new energy heating market mechanisms.
Strengthen the "six aspects" to promote the development and growth of the new energy heating industry
In terms of specific measures, the "Implementation Opinions" clarify the work content in six aspects, including promoting the multi-scenario application of new energy heating, realizing the diversified and orderly development of new energy heating, promoting the development and growth of the new energy heating industry, improving the management level of new energy heating, improving the city's fixed asset investment support policies and safeguard measures, etc., effectively accelerating the green and low-carbon transformation of energy, increasing the proportion of new energy heating utilization, and comprehensively promoting the high-quality development of new energy heating in the city.
In terms of promoting multi-scenario applications, the "Implementation Opinions" proposes to support new energy heating for public buildings, increase the proportion of new energy heating for residential buildings, encourage industrial parks to build new energy comprehensive heating systems, and promote the integrated development of new energy heating and rural revitalization. In terms of achieving diversified and orderly development, the "Implementation Opinions" require vigorously promoting the utilization of shallow geothermal energy, actively promoting reclaimed water (sewage) source heat pumps, steadily developing medium and deep geothermal energy, fully tapping waste heat resources, promoting the development of biomass heat supply, promoting urban centralized air source heat pump heating, and increasing the construction of multi-energy coupled new heating infrastructure. In terms of promoting the development and growth of the industry, the "Implementation Opinions" proposes to promote scientific and technological innovation and industrial upgrading, expand the demonstration and application of new technologies and new scenarios, explore new models for the development of new energy heating, and strengthen the construction of new energy heating market mechanisms. In terms of improving the level of heat supply management, the "Implementation Opinions" require optimizing the planning and layout of new energy heat supply, improving the efficiency of government services, clarifying the project approval process, strengthening the management of the whole process of the project, and improving the standard and specification system.
In terms of safeguard measures, the "Implementation Opinions" clarified the division of responsibilities of various departments, and proposed to strengthen the linkage of departments, do a good job in planning convergence, consolidate territorial responsibilities, and increase publicity.
Improve support policies to promote the high-quality development of new energy heating in the city
The "Implementation Opinions" proposes to improve the municipal government's fixed asset investment support policies, encourage the large-scale development and high-quality application of new energy heating, and increase support for new technologies, new scenarios and comprehensive applications of new energy heating.
Compared with the original policy, the scope of support for the new policy has been expanded and the proportion of support has been adjusted. Among them, the original policy focuses on the support of shallow ground sources, waste heat, reclaimed water (sewage) sources, medium and deep hydrothermal geothermal geothermal and other geothermal and heat pump systems. The new policy expands the scope of support for new energy heating to include new energy heating systems such as biomass heating, urban and industrial waste heat utilization (encouraging the priority application of low-carbon heat pump technology), green electricity heat storage, green hydrogen heating, centralized air source heat pumps, and new energy multi-energy integrated energy stations. At the same time, the new policy continues to support the integration of new energy heating systems with existing urban heating networks.
The "Implementation Opinions" clarify that new energy heating projects will provide fixed asset investment support to the municipal government. The investment projects of enterprises applying for inclusion in the fixed asset investment support of the municipal government shall be openly solicited by the Beijing Municipal Development and Reform Commission from the whole society and reviewed by experts, and the corresponding project warehousing and capital approval procedures shall be performed after publicity. Projects that have applied for other municipal-level fixed asset investment support or operation subsidy support will not be supported repeatedly.
Vigorously developing new energy heating is an important measure to promote the reconstruction of heating structure and achieve the goal of carbon peak and carbon neutrality, which is of great significance for increasing the proportion of non-fossil energy consumption in the heating sector and reducing total carbon emissions. Beijing firmly grasps the "two keys" of the development scale and quality of new energy heating, promotes the multi-scenario application of new energy heating, and realizes the diversified and orderly development of new energy heating. By 2025, we will strive to achieve the goal of about 145 million square meters of new energy heating supply, so as to accelerate the green and low-carbon transformation of the capital's energy and provide strong support for achieving the goals of carbon peak and carbon neutrality.
