Carry out policy research in the direction of bioeconomy, intellectual property value realization, and international rules for the digital economy, and promote the accelerated implementation of the binding provisions and related soft provisions of the Regional Comprehensive Economic Partnership (RCEP). Actively participate in the formulation of international rules and digital technology standards for cross-border data circulation, explore international cooperation in digital transactions such as data pricing and circulation, and promote international mutual recognition of digital certificates and electronic signatures.
8. Strengthen implementation safeguards
(1) Strengthen organizational leadership. All districts, departments, and units should fully understand the importance of building a unified national market for building a new development pattern, and earnestly unify their thoughts and actions with the decisions and arrangements of the Party Central Committee to ensure that all key tasks are implemented. The Municipal Development and Reform Commission and the Municipal Market Supervision Bureau should take the lead in establishing and implementing a departmental coordination mechanism for speeding up the construction of a unified national market, clarify the division of responsibilities, refine tasks and measures, and make overall plans to solve key problems; Establish a mechanism for assessment and supervision, carry out notification and interviews of typical cases and rectification of problems, and pay close attention to the implementation of policies. Pay attention to summing up experience, conscientiously study the new situations and new problems encountered in the work, and report important matters and major progress to the municipal party committee and municipal government in a timely manner.
(2) Compacting entity responsibility. All districts, departments, and units should strengthen their sense of mission and responsibility, earnestly assume the main responsibility, formulate measures to promote implementation, refine support policies, and include various tasks and measures in the annual key tasks;
(3) Carry out self-inspection and cleanup. All districts, departments, and units should make good use of the system for aggregating and reporting typical cases of violations of the negative list for market access, and regularly carry out self-inspections and cleanups that hinder the construction of a unified national market. The Municipal Development and Reform Commission, in conjunction with the Municipal Market Supervision Bureau, shall promptly summarize and report the progress.
