Seven departments issued the "Guiding Opinions on Accelerating the Green Development of the Manufacturing Industry" to comprehensively promote the deep integration of industrial upgrading and green development

Recently, seven departments, including the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Finance, the Ministry of Ecology and Environment, the People's Bank of China, the State-owned Assets Supervision and Administration Commission and the State Administration for Market Regulation, jointly issued the Guiding Opinions on Accelerating the Green Development of the Manufacturing Industry (hereinafter referred to as the "Guiding Opinions"), providing comprehensive policy guidance for China's manufacturing industry to move towards deep green and low-carbon transformation in the next 15 years.

The "Guiding Opinions" clearly define the goal, by 2030, that is, to achieve remarkable results in the green and low-carbon transformation of the manufacturing industry, the traditional industries as a whole will jump to a new level of green development, the industrial structure and layout will be significantly optimized, the energy structure will change to a clean, efficient and low-carbon direction, the resource utilization efficiency will be greatly improved, and the pollutant emission intensity and total carbon emissions will reach the peak control level. At the same time, emerging industries will play a stronger role as green growth engines, with simultaneous improvement in scale and quality, a significant increase in the proportion of green and low-carbon industries, and the emergence of innovative business formats, forming a solid foundation for the green development of new industrialization in the new era. By 2035, the endogenous driving force for the green development of the manufacturing industry will be significantly enhanced, carbon emissions will stabilize and decline after peaking, the carbon neutrality capacity will be steadily improved, the green and low-carbon competitive advantage of the global industrial chain and supply chain will be highlighted, and green development will become a common form of new industrialization.

In view of the green and low-carbon transformation and upgrading of traditional industries, the "Guiding Opinions" put forward five key points: first, to promote the optimization and adjustment of products, energy consumption and raw material structure; second, to build a clean and efficient industrial energy consumption structure, to implement coal reduction and substitution strategies, and to encourage the use of renewable energy and the construction of industrial green microgrids; third, to promote the development of short-process technology in steel, petrochemical, The fourth is to increase the transformation and upgrading of green and low-carbon technologies and promote key common technologies; the fifth is to guide the rational distribution between regions, comprehensively consider factors such as regional industrial base, resource endowment and environmental carrying capacity, and promote the orderly transfer of high-energy-carrying industries to clean energy advantageous areas.

For the green and low-carbon development of emerging industries, the "Guiding Opinions" emphasize the need to make up for shortcomings, forge long boards, aim at the new generation of information technology, new energy, new materials, high-end equipment, environmental protection equipment and other fields, and strengthen technology research and development and industrial application. At the same time, we will make a forward-looking layout of future energy and future manufacturing industries such as hydrogen energy, energy storage, biomanufacturing, and carbon capture, utilization and storage (CCUS), and promote the deep integration of these emerging fields with digitalization and modern service industries, so as to cultivate a number of internationally competitive advanced manufacturing clusters.

In terms of cultivating new forms of green integration in the manufacturing industry, the "Guiding Opinions" focus on promoting the deep integration of digitalization and greening, improving resource efficiency and environmental benefits with the help of digital technology, and accelerating the digital and green collaborative transformation of production methods. In addition, it is necessary to strengthen the deep integration of green consumer demand and green product supply, comprehensively implement green design of industrial products, and establish a green product supply system from raw materials to terminal consumer goods.

In order to comprehensively improve the basic capacity of green development of the manufacturing industry, the "Guiding Opinions" plan four strategic measures: building an integrated green and low-carbon technology innovation system, improving the policy system to support green development, improving the green and low-carbon standard system covering the entire industrial chain, and optimizing the green and low-carbon benchmarking cultivation system. Through a series of policy incentives and technology-driven, China's manufacturing industry will move forward steadily on the road of green and low-carbon transformation and achieve sustainable and high-quality development. Among them, the "Guiding Opinions" proposes that by 2030, the output value of green factories at all levels will account for more than 40% of the total output value of the manufacturing industry.

The issuance of the "Guiding Opinions" is a strategic deployment of how China's manufacturing industry can achieve innovation-driven and green-led in the future, aiming to ensure that China occupies a green and low-carbon competitive advantage in the process of restructuring the global industrial chain and supply chain, and then contribute China's wisdom and solutions to global climate governance and sustainable development goals.
