It is now the migratory bird season, and flocks of rare birds such as swans, storks and great bustards have come to the Yellow River Delta National Nature Reserve in Shandong Province, adding a touch of agility to the Yellow River estuary in winter. In the recent "Along the Yellow River Meets the Sea" Yellow River Estuary International Bird Watching Season, 20 teams composed of representatives of bird-watching organizations from all over the world recorded a total of 175 species of birds in two days and 35 hours. Taking water as the scenery and birds as the medium, the birdwatching activities in the Yellow River Estuary have been carefully built into a beautiful business card for the deep integration of ecological civilization and cultural tourism, which is a vivid practice of Dongying City, Shandong Province, to continuously increase the protection of wetlands and birds, maintain biodiversity, and promote the continuous improvement of the quality of the ecological environment.

Chen Yunlong, Secretary of the Party Group and Director of the Dongying Ecological Environment Bureau, introduced that since the beginning of this year, the Dongying Ecological Environment Bureau has deeply practiced Xi Jinping's ecological civilization thought, conscientiously studied and implemented the spirit of the national, provincial and municipal ecological and environmental protection conferences, focused on the implementation of major national strategies for the Yellow River, and further promoted the battle of pollution prevention and control, promoted the synergy of pollution reduction and carbon reduction, and promoted high-quality economic development with high-level protection of the ecological environment in accordance with the idea of "improving quality, strengthening ecology, benefiting people's livelihood and promoting development".

Accurate, scientific, and law-based pollution control to improve environmental quality in an all-round way

Dongying Municipal Bureau of Ecology and Environment adheres to the core of improving the quality of the ecological environment, maintains the intensity, extends the depth and broadens the breadth, highlights the precise pollution control, scientific pollution control, and pollution control in accordance with the law, and continues to fight the battle of blue sky, clear water and pure land, and constantly meets the people's yearning for a better life.

Promote air pollution control in depth, adhere to systematic planning and deployment, and successively issue the "20 Measures for the Prevention and Control of Air Pollution in Dongying City" and the "Implementation Plan for the Prevention and Control of Ozone Pollution in the Summer and Autumn of 2023 in Dongying City", and revise the "Emergency Plan for Heavy Pollution Weather in Dongying City". Deepen the in-depth governance of industrial enterprises, highlight the governance of key industries, enterprises and links, continue to promote the "one city, one policy" on-site tracking research, and help a total of 72 petrochemical, chemical, rubber and other enterprises. In response to climate change, the city's 20 key emitting enterprises in the power generation industry included in the national carbon market completed the settlement of allowances for the second compliance cycle 65 days ahead of schedule, becoming the first city in the province to achieve a compliance rate of 100%.

Continue to increase the intensity of water environment governance, strengthen normal supervision to eliminate hidden dangers, and install automatic monitoring instruments for pollution sources and automatic monitoring equipment for 37 sections in 157 key water-related enterprises in the city, so as to create an integrated platform of "enterprise automatic monitoring + section online monitoring + manual normal supervision". Focusing on the control of sewage treatment plants and the remediation of agricultural non-point source pollution, we will carry out actions to improve water quality assurance in winter and spring, and special investigation and rectification actions for hidden dangers of excessive water quality in rivers and lakes before floods. Actively promote the construction of water control projects, and implement "list system deployment, project-based promotion, one-map supervision, and dynamic evaluation" for 46 water-related projects. The "two clearances and one upgrading" of urban drainage were promoted in an orderly manner, and 10 urban domestic sewage treatment plants in the city were upgraded and renovated.

Ensure that the soil environment remains safe and stable, strictly review the investigation report on the status of soil pollution on construction land, and promptly and dynamically update key soil pollution supervision units. Carry out a special inspection of "looking back" for the investigation of potential soil pollution hazards in the city's key soil supervision units, and complete the rectification of all problems involved. The self-monitoring rate of soil and groundwater in key supervision units has reached 100%, and the reporting rate of toxic and harmful substances has reached 100%.

We will make every effort to prevent environmental risks and hidden dangers, strengthen the management and control of hazardous waste, and fully complete the declaration and registration of solid waste. Strengthen the safety management of hazardous waste, carry out the "100-day attack" action of hazardous waste in Dongying City, and investigate 2,186 industrial enterprises and key places. Adhere to the hierarchical classification and standardized management of hazardous waste, and orderly promote the management of waste-related problems. The construction of "zero-waste cities" has been systematically promoted, and key tasks such as solid waste source reduction projects and "zero-waste oilfields" have been included in the province's 2023 "zero-waste city" construction promotion plan. We will carry out in-depth investigation and rectification of ecological and environmental safety risks and hidden dangers, strictly implement nuclear and radiation safety supervision, and realize real-time monitoring of full coverage of radioactive sources.

Optimize services, improve efficiency, and escort green and low-carbon development

The Dongying Municipal Bureau of Ecology and Environment has continuously strengthened source governance, dug deep into the potential of emission reduction, actively optimized approval services, solidly promoted the construction of "four reductions and four increases" and environmental protection governance projects, and accelerated the promotion of green and low-carbon development.

The Dongying Municipal Bureau of Ecology and Environment has further broadened the alternative source channels for pollutant emission indicators and the space for the substitution of total indicators by strengthening the effective connection between the environmental impact assessment system and the pollutant discharge permit system, encouraging enterprises to transform and upgrade and relocate into the park, and eliminating backward production capacity. In 2022, the city's key projects of chemical oxygen demand, ammonia nitrogen, volatile organic compounds, and nitrogen oxides will be reduced by 5,560 tons, 600 tons, 3,851 tons, and 4,056 tons, respectively, exceeding the target tasks of major pollutant emission reduction. Completed the verification of the initial pollutant discharge rights of 494 pollutant discharge units, and completed 9 new, renovated and expanded new pollutant discharge index trading businesses, with a total transaction amount of more than 620 yuan.

Actively build a full closed-loop management model of "source control, process management, and post-event supervision" for the quality of pollutant discharge permits, minimize the approval time, and as of the end of October this year, all of them have completed the "double hundred" review task of pollutant discharge permits on time. Up to now, 525 key projects in cities and counties have carried out environmental impact assessments, 498 have been approved, and 77 of the 82 provincial major projects in the city have completed environmental approvals.

There are a total of 15 goals in the city's new round of "four reductions and four increases", 7 of which have been met and 8 have been promoted normally. In 2023, 22 key tasks have been completed. It took the lead in organizing and planning 92 water, air and soil (waste) pollution control projects. In this year's new round of "four reductions and four increases" self-assessment carried out by Shandong Province for various cities, it ranked sixth in the province.

Intensify law enforcement and supervision to build a strong line of defense for environmental safety

The Dongying Municipal Bureau of Ecology and Environment strictly supervises environmental law enforcement, and on the basis of "double randomness and one disclosure", it carries out daily supervision and various special law enforcement actions on a regular basis, gives full play to the supporting role of data and information in regulatory law enforcement, and severely cracks down on all kinds of environmental violations.

The Dongying Municipal Bureau of Ecology and Environment carried out in-depth comprehensive law enforcement actions, randomly inspected 225 enterprises (times), and dispatched more than 700 law enforcement personnel (times). The positive list system was implemented, 91 enterprises were included in the positive list of law enforcement, and more than 860 law enforcement companies (times) were assisted and enforced through off-site methods such as drone inspections and online monitoring, and the proportion of off-site environmental law enforcement applications reached 32.52%. In the 2023 provincial law enforcement training competition, 5 awards were won, and the municipal ecological and environmental protection law enforcement detachment won the second place in the group.

Strengthen the supporting role of informatization, do a good job in environmental quality data analysis and release, complete the daily ambient air quality forecast, weekly county air quality rate ranking, annual ambient air quality analysis and other work, and form more than 340 reports. The construction of the integrated supervision and command system of the ecological environment has been fully completed, 11 software application systems have been settled in the "Shandong Tong" platform, 4 micro water quality monitoring stations and 10 automatic noise monitoring stations have been operating normally, and the city's ecological environment situational awareness, data sharing and utilization and business system coordination capabilities have been further improved.

From January to November this year, the city handled 36 cases of compensation for ecological and environmental damage. It continued to carry out the activity of "sending law to enterprises", carried out 8 activities of "corporate environmental protection legal service day", sent laws to enterprises more than 60 times, and distributed more than 1,000 brochures on law popularization.
