On November 16, Huang Runqiu, Minister of Ecology and Environment, met with European Commission Climate Action Commissioner Hoekstra in Beijing. Focusing on the implementation of the consensus reached by the leaders of the Fourth EU-China High-Level Dialogue on Environment and Climate, the two sides agreed on deepening policy dialogue and practical cooperation in the field of environment and climate, and the United Nations Framework Convention on Climate Change (UNFCCC).(hereinafter referred to as the Convention)Twenty-eighth meeting of the Conference of the Parties(hereinafter referred to as COP28)In-depth exchange of views on key issues and other issues of common concern.

Huang Runqiu introduced the concepts, measures and achievements of China's response to climate change and ecological environmental protection. He pointed out that as the largest developing country, China's carbon peak and carbon neutrality goals are in line with its own national conditions and the goals of the Paris Agreement, and China will thoroughly implement the national strategy of actively responding to climate change, implement the "1+N" policy system for carbon peak and carbon neutrality, and make positive contributions to promoting global governance on climate change. Huang Runqiu said that China is willing to continue to maintain close communication and practical cooperation with the EU, and work with the international community to focus on actions, strengthen cooperation and joint implementation under the guidance of the goals set out in the Convention and its Paris Agreement, as well as the principles and institutional arrangements of common but differentiated responsibilities, so as to jointly promote the success of COP28 and promote the building of a fair, reasonable and win-win global climate governance system.
Hoekstra introduced the EU's climate policy position and progress, highly appreciated China's strong measures and remarkable results in promoting green and low-carbon development, spoke positively of China's important role in promoting global environmental and climate governance, and looked forward to further deepening dialogue and cooperation between the two sides, and jointly exerting leadership to promote the success of COP28 and jointly addressing global environmental and climate challenges.
