On November 30, the opening ceremony of the 28th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP28) "China Corner" and the side event of "Ecological Civilization and Beautiful China Practice" were held in Dubai, United Arab Emirates. Huang Runqiu, Minister of Ecology and Environment, attended the opening ceremony and side event and delivered a speech. Xie Zhenhua, China's Special Envoy for Climate Change, Liu Zhenmin, former Vice Minister of Foreign Affairs and former Deputy Secretary-General of the United Nations, and Sultan, President of COP28, attended the ceremony. The opening ceremony was presided over by Zhao Yingmin, head of the Chinese delegation and vice minister of the Ministry of Ecology and Environment.

Huang Runqiu pointed out that since the 18th National Congress of the Communist Party of China, under the guidance of Xi Jinping Thought on Ecological Civilization, China has strengthened ecological environmental protection in all aspects, regions and processes, and the construction of ecological civilization has undergone historic, turning and overall changes from theory to practice, and the construction of a beautiful China has taken a major step. In particular, in recent years, China has adhered to green, low-carbon and high-quality development, made a solemn commitment to peak carbon dioxide emissions and achieve carbon neutrality, and incorporated it into the overall layout of ecological civilization construction and overall economic and social development, and achieved outstanding results in addressing climate change.

Huang Runqiu said that in the future, China will comprehensively promote the modernization of harmonious coexistence between man and nature with the construction of a beautiful China, implement the national strategy of actively responding to climate change, implement the "1+N" policy system of carbon peak and carbon neutrality, and make new contributions to promoting climate change and global environmental governance. It is expected that COP28 will firmly uphold multilateralism, actively carry out a global stocktake of "implementation-focused", fully respond to the demands of developing countries, encourage developed countries to demonstrate the necessary flexibility to reach multilateral solutions, send a positive signal to the international community to take practical actions and cooperate to address climate change, and promote the full and effective implementation of the Paris Agreement.

Xie Zhenhua said that the Paris Agreement has identified the global trend of green, low-carbon, climate-resilient and sustainable development. Although there have been multiple challenges in the eight years since the agreement was reached, positive progress has been made in global efforts and international cooperation to address climate change, which fully demonstrates the irreversible momentum of global transformation and innovation. The conference will provide an opportunity for countries around the world to accelerate their transformation and strengthen cooperation by completing the first global stocktake of the Paris Agreement, assessing progress in its implementation and overall gaps in achieving its goals. China will strengthen dialogue and consultation with all parties and fully support the presidency and the United Nations in making the Dubai Conference a success.

At the side event, Zhang Xuguang, Vice President of the Agricultural Bank of China, said that financial institutions play an important role in promoting green transformation. In the future, based on its own advantages and operating characteristics, Agricultural Bank of China will continue to increase financial support for green energy and the transformation of traditional agriculture, and help promote the comprehensive green and low-carbon development of agriculture.

Solheim, former Under-Secretary-General of the United Nations and senior adviser to the World Resources Institute, spoke highly of China's achievements in pollution prevention and control in recent years. He said that the concept of ecological civilization guides China's transformation and development towards a green future, and China is leading the global green and low-carbon transformation process in the fields of solar energy, wind power, hydrogen energy, and electric vehicles.

As a non-governmental organization that has cooperated with China's Ministry of Ecology and Environment for more than 20 years, EPA has witnessed China's actions and determination to gradually shift from "dual control" of energy consumption to "dual control" of carbon emissions, and appreciates the important role played by China's carbon emission trading market in reducing the cost of emission reduction.

During the conference, Huang Runqiu met with COP28 President Sultan. Huang Runqiu said that China expects COP28 to follow the objectives, principles and relevant arrangements of the United Nations Framework Convention on Climate Change and its Paris Agreement, focus on actions and cooperation, and urge developed countries to provide support in terms of finance, technology and capacity building. Sultan thanked China for its full support and expressed his willingness to strengthen exchanges and ties with China and work together to make COP28 a success.
