On June 5, the Seminar on the Construction of the Rule of Law in Beautiful China and the 2024 Annual Meeting of the Environmental Resources Law Research Society of the Beijing City Law Society were held at Beijing University of Chemical Technology.

Guests at the meeting discussed current hot issues in the fields of ecological resources law and ecological environmental protection.

To deal with climate change, we must accelerate the development of new productive forces

Climate change is the most important non-traditional security issue facing human society today. The IPCC's Sixth Assessment Report issued a red alarm: Human activities have undoubtedly warmed the climate at a rate unseen in thousands of years. The average temperature in the decade 2010-2019 was about 1.1 ° C warmer than before industrialization. Low-carbon development is a necessary measure to deal with global climate change and protect the homeland of mankind on earth.

Our country is a big manufacturing country. Jin Yong, academician of the Chinese Academy of Engineering and professor at Tsinghua University, believes that the main direction of efforts to achieve carbon neutrality in the manufacturing industry should be to change the industrial structure. According to 2019 data, there is still a big gap between my country's ton of standard coal/10,000 yuan of GDP and developed countries. For example, the United States is 0.242 tons of standard coal/10,000 yuan, Japan is 0.197 tons of standard coal/10,000 yuan of GDP, the United Kingdom is 0.145 tons of standard coal/10,000 yuan of GDP, the European Union is 0.194 tons of standard coal/10,000 yuan of GDP, the world average is 0.349 tons of standard coal/10,000 yuan of GDP, and China is 0.519 tons of standard coal/10,000 yuan of GDP. This reflects the gap in my country.

In Jin Yong's view, to achieve the goal of carbon peak and carbon neutrality, my country must focus on the transformation of traditional industries and supplement it with technological progress. With the advancement of technologies such as information industry, intelligent industry, 5G, Internet, medical care, and transportation, the proportion of heavy industry has been greatly reduced and industrial transformation has been achieved. At the same time, there is still room for 10% to 20% reduction in thermal power coal consumption and carbon emissions. We must adhere to scientific and technological innovation, achieve optimal allocation of resources, energy, capital, and regions, clean the entire life cycle, and prevent and control source pollution.

Jin Yong believes that carbon neutrality is the biggest driving force for China's economic growth and transformation and development in the future. Green and low-carbon transformation is the core of all economic activities in the future. It will serve as the basis for decisions on research, technological development, investment, production, consumption and mobility.

Strengthen corporate compliance management and promote the realization of low-carbon goals

As the global climate change problem becomes increasingly serious, governments and international organizations have promulgated a series of laws and regulations on carbon emissions, energy consumption and environmental protection standards. These regulations not only put forward higher environmental requirements for enterprises 'production and operation activities, but also increase enterprises' compliance challenges.

However, many companies still have many obstacles in integrating compliance culture with low-carbon goals. On the one hand, corporate compliance culture often focuses more on traditional legal, moral and ethical requirements, and does not pay enough attention to low-carbon environmental protection, resulting in a lack of sufficient support and promotion in the construction of low-carbon goals. On the other hand, the construction of low-carbon goals requires enterprises to make comprehensive improvements in product design, production processes, supply chain management and other aspects. These improvements often involve a large amount of capital investment and personnel adjustments, which are in line with the traditional concept of compliance culture. conflict.

How to overcome these obstacles? Gao Guilin, president of the Beijing City Environmental Resources Law Research Association, believes that enterprises need to strengthen the publicity and popularization of low-carbon concepts in the construction of a compliance culture, so that all employees can fully realize the importance of low-carbon goal construction. At the same time, companies also need to establish effective communication mechanisms to promote collaboration and cooperation between different departments and ensure the smooth integration of compliance culture and low-carbon goal construction. "In addition, enterprises can also use information technology to realize automation and intelligence of compliance management and improve management efficiency and accuracy." Gao Guilin said.
